Abstract: This text is a study of the relationship between revolution and terror. Graeme Gill uses a detailed analysis of the French, Russian, and Chinese revolutions to show that in order to understand that relationship, it is necessary to distinguish between different types of terror: revolutionary, transformational, and inverted.

Abstract: This book critically analyzes the criminalization of incitement to terrorism under the fundamental principles of legality, necessity, and proportionality with the aim of striking a fair balance between security and liberty on this complicated issue. The criminalization of incitement to terrorism has gained momentum, but no exact or generally accepted definition of this offense exists at the international level. What’s more, given that the criminalization of incitement to terrorism results in restrictions on the exercise of citizens’ freedom of expression, there should be certain limitations on those criminal measures to avoid unnecessary or disproportionate infringement of this fundamental human right. Nevertheless, there has not been a precise standard by which to determine how to draw the line between anti-terrorism and the protection of freedom of expression. Hence, it could be concluded that the criminalization of incitement to terrorism concerns how to balance security and liberty, and the safeguarding principles of legality, necessity, and proportionality should be fully observed in considering this issue. This book studies definitions of “incitement”, “terrorism”, and “incitement to terrorism” under the relevant international and national legislation, and points out the existing absence, ambiguousness, or substantive divergence in defining actus reus and mens rea regarding incitement to terrorism. It carefully considers the current need for and essential limitations on criminal measures against incitement to terrorism in accordance with the principles of necessity and proportionality, and particularly focuses on how to balance the protection of freedom of expression with the criminalization of incitement to terrorism. In considering how to draw a line between the two, the book formulates precise requirements for objective and subjective elements of this offense in accordance with the principle of legality. Given its scope, it will be of interest not only to academics, human rights lawyers and practitioners, but also to policymakers, as it offers an extensive evaluation of the effects and counter-effects of existing criminal measures.

Abstract: This handbook was developed by OECD and FAO to help companies embed considerations on deforestation and forest degradation into their corporate due diligence procedures. It is informed by FAO's extensive work and experience on halting deforestation and forest degradation and promoting responsible governance of tenure. The handbook builds on the leading international, government-backed standards on supply chain due diligence and responsible business conduct: the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct and the associated due diligence framework set out in the OECD-FAO Guidance for Responsible Agricultural Supply Chains and the OECD Due Diligence Guidance for Responsible Business Conduct. This handbook demonstrates how the OECD-FAO Guidance can be applied to address deforestation by contextualising existing recommendations and directing users towards helpful sources of due diligence information.

Abstract: The Netherlands has built an agricultural sector that is a world leader in productivity and competitiveness. But environmental challenges have grown increasingly urgent and the sector will have to adjust. A recent court ruling on nitrogen pollution has set the stage for a transition towards a more environmentally sustainable path that will be difficult and contentious. Leveraging the strong innovation capacity of the sector will be key to finding long-term solutions that work for farmers, citizens and the environment. Policies for the Future of Farming and Food in the Netherlands takes stock of the current situation in the agriculture sector. It applies the OECD Productivity, Sustainability and Resilience (PSR) analytical framework along with the latest data from the OECD Agri-Environmental Indicators to benchmark the country’s sustainable productivity performance and to identify the main challenges facing the sector, and make suggestions for a possible path forward.

Abstract: This book analyzes the ideological roots, structures and operational methods of Jihadi intelligence and counterintelligence activities. Based on a substantive collection of data on terrorist attacks, communication channels, recruitment methods, manuals and statements released by various Jihadi groups, it examines and compares the nature, ideology and realities of Jihadi intelligence operations. The author, an expert on Jihadist ideology and paramilitary intelligence, compares the modus operandi of terrorist groups such as al-Qaeda and the IS with those of governmental intelligence agencies, and subsequently analyzes the role of historical and religious narratives that help Jihadist groups justify their actions and military management. Further topics covered include encryption, counterfeiting, covert operations and Jihadi intelligence activities in the digital realm. The insights shared here will allow readers to gain a comprehensive understanding of Jihadist groups and their intelligence operations, while helping practitioners and policymakers develop better counterterrorism activities and counternarratives.

Abstract: This book focusses on the interaction between different kinds of violence and radicalization. Current research criticizes linear models of radicalization and assumes that individuals are involved in radical actions even without extremist preferences. In recent years, the research on radicalization and the use of violence has increasingly been focused on this phenomenon of individual radicalization. However, radicalization is a manifold phenomenon on various levels and exists in miscellaneous variations. The book provides an impetus for analysing social situations that contain the potential for the emergence of conflict. This is done through new outlooks on the role of emotions, the influence of narratives and representations, the connection between (non)violence and emancipation and, lastly, new approaches and perspectives on deradicalization.

Abstract: The book ambitiously seeks to shape our understanding of terrorism by offering a more systematic interpretation of terrorism-activism through the Stakeholders of Terrorism concept. The author presents an original assessment of terrorism broadly and specifically within the context of the Caribbean through the Stakeholders of Terrorism concept with a view to help the region enhance its counterterrorism policies (nationally & regionally) that recognises the complex inherent duality. In doing so, the author first borrows from and adds to the prevailing literature as it relates to the various explanatory frameworks (psychology, religion, strategy, culture/civilization context, politics and economic dimensions) and the specific stakeholders of terrorism (U.S. mainstream media, ISIS and Individual actors/lone wolf). The Stakeholders of Terrorism concept argues more broadly the existence of an inherent duality, a multiplicity of intangible and tangible negatives and positives that are simultaneously present in most situations concerning terrorism-activism. Emanuel Quashie is Lecturer in the Department of Government at The University of the West Indies, Mona Campus.

Abstract: This book analyses the diffusion and implementation of Aid Effectiveness Principles in Kenya’s agricultural sector. Although Aid Effectiveness Principles represent a significant step in aid and development discourse, studies on its implementation remain inadequate, especially in the African context. This book combines the perspectives of the Kenyan government, donor representatives and small-scale farmers. The discussion on Kenya brings in comparative perspectives and, therefore, would have broader relevance to the African region, in general. It highlights a disconnect between the government and farmers concerning the ownership concept, where farmers lack a voice in important policy matters. The book shows that donors have exploited the weaknesses in government responses to interpret The Principles in ways that suit their strategic interests. Consequently, the book argues that the diffusion of Aid Effectiveness Principles has taken the form of symbolic imitation – a form of policy diffusion where the policymakers choose policies for their symbolic value rather than their effectiveness. Dr Daniel Kipleel Borter is a development consultant interested in agricultural sector development in developing countries and previously worked for over 17 years in Kenya’s agricultural sector. Daniel holds PhD in the Anthropology of Development from University of Melbourne, with research interests in aid and development and development policy. He has researched the diffusion of global aid effectiveness policies in agriculture sector programmes in Kenya, donor practices and the aid effectiveness infrastructure. He has also taught development studies courses at Egerton University in Kenya and Australian Catholic University in Melbourne. Dr Nadeem Malik is a senior lecturer at the University of Melbourne. He served as Director of the Development Studies Program from 2009-2014 and is currently the Research Director of Anthropology and Development Studies. Before being an academic, he served in the development sector for around 20 years. His primary areas of specialization are Third World development, globalization, gender and development, governance, civil society and the state, decentralization or local governance, project and program management and monitoring and evaluation of development projects, anthropology of development, political anthropology and art/theatre and development.

Abstract: Spätestens seit den Anschlägen am 11.

Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology. Abstract: “A unique book analyzing with depth and breadth why and how the so-called ‘War on Terror’ has had for more than two decades a dramatic impact on the broad Middle East region, contributing to the effective rise of China and Russia in this part of the world. (…)” — Prof. Cristina D’Alessandro, Centre on Governance at the University of Ottawa, Canada. “An important contribution to research on U.S. policy in the Middle East. (…)” —Dr. Farkhad AliMukhamedov, Sciences Po, France. “A new indispensable addition for every library featuring Middle Eastern studies. (…)” —Dr. Ignacio Rullansky, National University of San Martin, Argentina. After two decades of War on Terror, it is particularly important, for both academic and policy purposes, to clearly understand why the US formidable mobilization of means and might has transformed into a such a blatant geostrategic defeat of the US and its allies in the broad Middle East. This is all the more paradoxical that the WOT achieved a series of tactical victories – such as the toppling of hostile regimes in Afghanistan, Iraq and Libya; the crippling of the national economies of enemy states by sanctions; the successful targeted killing of lead terrorist Usama Bin Laden, ISIS cult leaders Abu Bakr Al-Baghdadi and his successor, etc. So, why have these tactical victories not led to what was supposed to become, according to the US government, a ‘Greater Middle East’? With most authors being from or living in the Middle East, this book is unique as it brings perspectives and answers from the region. This is crucially important as we are entering, we argue, the era of a Post-American Middle East. Abstract: Waiting for the Revolution to End explores the Syrian revolution through the experiences of citizens in exile. Based on more than three years of embedded fieldwork with Syrians displaced in the border city of Gaziantep (southern Turkey), the book places the Syrian revolution and its tragic aftermath under ethnographic scrutiny. It charts the evolution from peaceful uprising (2011) to armed confrontation (2012), descent into fully fledged conflict (2013) and finally to proxy war (2015), to propose an understanding of revolution beyond success and failure. While the Assad regime remains in place, the Syrian revolution (al-thawra) still holds a transformational power that can be located on intimate and world-making scales. Charlotte Al-Khalili traces the unintended consequences of revolution and its unexpected consequences to reveal the reshaping of Syrian life-worlds and exiles’ evolving theorizations, experiences and imaginations of al-thawra. She describes the in-between spatio-temporal realm inhabited by Syrians displaced to Turkey as they await the revolution’s outcomes, and maps the revolution’s multidimensional and multi-scalar effects on their everyday life. By following the chronology of events inside Syria and Syrians’ geography of displacement, the book makes the relation between revolution and displacement its centerpiece, both as an ethnographic object and an analytical device. Praise for Waiting for the Revolution to End 'Waiting for the Revolution to End is essential reading for scholars and students wanting to understand the temporal and affective orientations at play in the aftermath of the Syrian revolution. Al-Khalili presents a lucid ethnography of revolutionary hopes, defeat, and displacement hereby offering a sustained theoretical engagement with the social, political and religious forces that undergird Syrian existence.' Andreas Bandak, University of Copenhagen 'Although so much has been said about the Syrian revolution, surprisingly little has been written about what it did to the selves, hopes, and lives of those who joined it but were defeated. Waiting for the Revolution to End is a very important and urgently needed contribution that tells the story of the revolution as it is understood by ordinary Syrians who turned into revolutionaries by participating in the uprising from its beginnings in 2011 and 2012, when the possibility of a non-violent overcoming of a violent regime still appeared within reach. Writing through the experience of living among displaced Syrians in Gaziantep, Al-Khalili tells us something that political analyses from above so often miss: the transformational power of participation in the revolution, and the cosmogonic change it effected in the minds and lives of people while they were tragically defeated. Speaking of defeat rather than failure of Syrian revolutionaries, Waiting for the Revolution to End *weaves a rich, emphatic, convincing, tragic yet also hopeful story of the possibility of dignity.' Samuli Schielke, Leibniz-Zentrum Moderner Orient 'Charlotte Al-Khalili’s stunning and moving ethnography is a landmark in the study of revolution, social change and mobility. Through an extraordinary portrayal of the lives, hopes and fears of Syria’s exiled revolutionaries in their “capital”, Al-Khalili transforms understandings of how migration shapes revolutionary subjectivity, how grassroots revolutionary activists theorize revolutionary outcomes, and how revolutionaries reorganize families and networks to keep ideals of social transformation alive.’ Alice Wilson, University of Sussex...

Abstract: What makes a person want to become a terrorist? Who becomes involved in terrorism, and why? In what ways does participating in violent extremism change someone? And how can people become deradicalized?John Horgan-one of the world's leading experts on the psychology of terrorism-takes readers on a globe-spanning journey into the terrorist mindset. Drawing on groundbreaking personal interviews as well as decades of research from psychologists and others, he traces the pathways that lead people into violent extremism and explores what happens to them as their involvement deepens. Horgan provides an up-to-date, evidence-based understanding of the patterns, motives, and mentalities of violent extremists from the Islamic State and al-Shabaab to white supremacists and incels. He argues that there is not a straightforward psychological profile of a terrorist, in part because of the great variety of today's extremists, who are able to attract a more diverse pool of recruits than ever before. But even though there is no one-size-fits-all profile, psychological study can provide crucial insight into why and how people become terrorists.Accessible and nuanced, Terrorist Minds is an essential book for readers interested in what psychology can explain about extremist behavior.

Abstract: This book examines radical Jihad terrorism in contemporary France and sheds light on the vicious circle of violence, based on reciprocity. Building upon the theoretical heritage of Pierre Bourdieu, the book develops a methodology and a concept of the vicious circle of violence in France, based on three pillars: actors, dynamics, and effects. Discussing the development of global terrorism between the 9/11 attacks and the launch of the European front against global terror in Spain and Great Britain, the book goes on to analyze why France has not been attacked during the 2000s and why it, in turn, became a primary target of terrorist attacks during the 2010s, with a special emphasis on communication theory and the concept of reciprocity. Studying these attacks on the international level, the book offers insights into violent acts of revenge of the radical home-grown jihadists for the French military interventions in four Middle Eastern and North African (MENA) countries, especially Libya and Syria. It further investigates the following growing radicalization of the Muslim community on the national level as a reason for terrorist attacks. Finally, the book sheds light on the reactions from within the French military to these developments, before closing with a presentation of the new political context after the 2022 presidential and legislative elections. Based on empirical evidence and a theoretical background this book will appeal to students and scholars of political science and international relations, as well as policy-makers and practitioners interested in a better understanding of terrorism, French politics, and communication theory.

Abstract: In the last decades, violent non-state actors (VNSAs) such as rebel and terrorist organizations have proved their capacity to break international law. The international community, particularly the United Nations (UN), has reacted to this development by redirecting its conflict resolution efforts to these non-state entities. This has turned targeted sanctions into one of the most vital and indispensable foreign policy tools available to the UN Security Council in combating terrorism and contributing to the peaceful resolution of (intra-state) conflicts. Despite the UN Security Council’s growing tendency to sanction VNSAs, there has been little research analyzing the effects of UN targeted sanctions on these non-government actors. This book seeks to fill this gap and shifts the focus on non-state actors by ascertaining the general mechanisms through and conditions under which UN targeted sanctions imposed on VNSAs tend to be effective. The tripartite empirical analysis combining quantitative and qualitative research methods demonstrates that the state-centric understanding of how sanctions work is not simply applicable to the effective sanctioning of violent non-state actors such as rebel and terrorist movements. About the author Christopher Huber is a Research Fellow associated with the GIGA German Institute for Global and Area Studies in Hamburg. His research focuses on international sanctions, counterterrorism and religious conflicts.

Abstract: ‘Will the twenty-first be the century of global pandemics as the twentieth was the century of world wars and revolutions? Is this the sobering reality of the ‘brave new world’ which lies ahead of us? This timely and provocative collection of essays provides an acute and sustained analysis by an outstanding group of scholars of how Covid-19 has begun to reshape our thinking about security. One of the very few books whose own scale matches that of the challenge it describes.’ – Christopher Coker, Director, LSE IDEAS, London, UK Written in the middle of a pandemic, this book examines the effect of COVID-19 on regional and global security threats in the first 18 months of the crisis. Throughout history, epidemics have disrupted human civilisations, changed the structure of societies, decided the outcome of wars and prompted incredible technological innovation. Despite massive progress in science, institution-building and cooperation over the past 100 years, COVID-19 has revealed the weaknesses of a world under-prepared for a new disease – that had been widely expected and long overdue! This edited volume brings together leading security experts from Africa, Asia, Europe, the Americas and the Middle East to share their analysis of the COVID-19 outbreak and its impact on major security threats, including the rise of terrorists and criminal networks and global power politics. The book highlights important lessons learnt from all corners of the planet, in particular the need for cross-sectional, regional and international cooperation and solidarity when it comes to facing any transnational security threat that does not respect political boundaries. Caroline Varin is Senior Lecturer at Regent’s University London, UK, and CEO of Professors Without Borders. She holds a PhD in International Relations from the London School of Economics. She has published four books, including Boko Haram and the War on Terror (2016), Violent Non-State Actors in Africa: Terrorists, Rebels and Warlords (2017), and Security in Nigeria: Contemporary Threats and Responses (2020).

Abstract: The book presents findings of anthropological studies conducted by researchers from Agricultural Technology Demonstration Center in a number of African countries, including Zimbabwe, Ethiopia, Tanzania, and Mozambique. The aim of these ethnological studies is to understand the Center’s experience in these countries as well as the way it works in terms of institutional arrangement, interaction between Chinese and local staff and technology transfer. A basic contention of the book is that insofar as these Centers showcase China’s achievements in domestic development for purpose of sharing the country’s experiences with host countries, what they do essentially points toward a new and innovative approach to foreign aid.

Abstract: “France has been the target of more terrorist attacks than any other Western country. In this major contribution to the burgeoning new field of ‘terrorism studies’, these attacks are subjected to intense social scientific analysis.” – Jolyon Howorth, Harvard University, USA “This timely and important volume presents a compelling analysis of terrorism's impacts and the responses needed to counteract these effects.” – Bruce Hoffman, Georgetown University, USA “Taking a very original perspective, this precious collection investigates the learning and healing processes that followed the Charlie Hebdo’s attacks.” – Donatella della Porta, Scuola Normale Superiore, Italy “This fine, wide-ranging collection on the 2015 Paris attacks takes stock of what we know while charting future directions of research.” – Stéphane Gerson, New York University, USA “By bringing together perspectives from political science, sociology, psychology, and media studies, the editors produce the most complete treatment of a society’s reaction to these horrific events that I have seen.” – Marc J. Hetherington, University of North Carolina Chapel Hill, USA From Charlie Hebdo to the Bataclan, the terrorist attacks perpetrated in Paris in 2015 shocked France and the world. This book offers a unique interdisciplinary approach on the complex responses of French society to these events: from the individual level (survivors of the Bataclan attack, emotional citizens paying homage to the victims, French Muslims) to the meso level of civic association and web communities, and the macro level of the State and public opinion. Florence Faucher is Professor of Political Science at Sciences Po, Paris, France and Associate Fellow at Nuffield College, University of Oxford, UK. Gérôme Truc is Research Fellow in Sociology at the French National Center for Scientific Research (CNRS), France. He is the author of Shell Shocked: The Social Response to Terrorist Attacks (2018).

Abstract: "Imagining Far-right Terrorism explores far-right terrorism as an object of the narrative imagination in contemporary Western Europe. Western European societies are generally reluctant to think of far-right violence as terrorism, but the reasons for this remain little understood. This book focuses on the extraordinarily complex case of the National Socialist Underground (NSU) in Germany, and high-profile instances of racist violence in Sweden and Norway. The author analyses the narratives surrounding far-right violence, drawing on a broad range of empirical sources. Her account attributes the limits of imagining violence as far-right terrorism to elite practices of narrative control that maintain positive images of the liberal-democratic order in counterpoint to its two constitutive 'others' - the far-right and racialised minorities. Situated broadly within the scholarly tradition of critical terrorism studies, the book breaks new ground in research on far-right terrorism by following its narrative traces across time, public spaces of contestation, and national borders. It also draws on material and findings on far-right terrorism originally written in German, Swedish, and Norwegian, which were previously not available in English. This much-needed volume will be of particular interest to students and researchers of terrorism and political violence, right-wing extremism, European politics, and communication studies"--...

Abstract: Chapter 1. Overview - The use of targeted killing within Israel’s counter-terrorism policy over the years, its goals, characteristics and evolution in Israel -- Chapter 2. Potential Cost of Targeted Killing as a Counter-terrorism Strategy - Does Targeted Killing Trigger a Retaliatory "Boomerang Attack" -- Chapter 3.The death penalty – can a government act as a judge and an executioner? -- Chapter 4. The intelligence component of targeted killing – how does one prevent lethal mistakes? -- Chapter 5. The distinction principle of targeted killing – does a targeted killing of a terrorist means a deliberate hit on a combatant or a civilian? -- Chapter 6. The proportionality principle of targeted killing – Is a targeted killing really targeted? -- Chapter 7. The identity of the target – is there a justification to hit the political level of a terrorist organization or just its operational level? -- Chapter 8. Summary, Conclusions and Recommendations.
Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings. Boaz Ganor is Founder and Executive Director of the International Institute for Counter-Terrorism (ICT), and Ronald S. Lauder Chair for Counter-Terrorism at Reichman University in Israel. Liram Koblentz-Stenzler is a senior researcher and head of the Global Far-Right Extremism Desk at the International Institute for Counter Terrorism (ICT) at Reichman University, Israel.

Abstract: This volume brings together interviews with leading scholars to discuss some of the most important issues associated with radicalization, violent extremism and terrorism. The overall aim of these interviews is to move beyond the ‘conventional wisdom’ over radicalization and violent extremism best represented by many of its well-known slogans, metaphors, aphorisms alongside various other thought-terminating clichés. A vast range of topics are tackled in these conversations, including issues as diverse as the genealogy of radicalization and violent extremism, the rhetoric of emergency politics (’the language of fear’), the ethics of securitization, mutual radicalization, the challenges arising out of the relationship between cognitive and behavioural radicalization, Islamism bias in research on radicalization, the ethics of espionage (as an integral element of the ‘war on terror’), the epistemic dimension of radicalization, the application of the just war conceptual framework to terrorism, and the ethics of exceptional means when addressing security-related issues, to name a few. The unifying assumption of the interviews in the volume is the complex nature of radicalization, violent extremism and conflicting diversity, as well as their interwoven relationship. While radicalization has become one of the ‘great buzzwords’ of the intelligence and security ‘industry’, pleas for its very abandonment as a useful analytical category have also started to emerge. This book will be of much interest to students of terrorism studies, radicalisation, violent extremism, security studies and International Relations, in general.

Abstract: Analysing one of the most important policy areas of European integration, authors Christian Kaunert, Alex MacKenzie and Sarah Leonard consider the key question of why the EU may have become a global actor in counter-terrorism. The authors then develop a unique theoretical approach in the form of actorness and collective securitization, which analyses the EU's evolution as a counter-terrorism actor in different case studies, such as counter-terrorism in the transatlantic relationship, North Africa, the Middle East and South Asia. Overall, this book highlights that the EU is, in fact, becoming a counter-terrorism actor of growing importance and with an ever-diversifying number of policy options available.

Abstract: Money laundering and terrorist financing undermine the integrity and stability of financial systems and can have a significantly adverse impact on a jurisdiction's economy. Challenges to effective supervision and prevention of money laundering and financing of terrorism were exacerbated in the aftermath of the 2008 financial crisis, with financial institutions' need for funds at times undermining vigilance as to the provenance of those funds. As such, supervisors often, and prudently, focused on coping with the crisis. Since 2009, when the first edition of this handbook was published, challenges to the integrity and stability of financial systems have continued to evolve. Money-laundering and terrorist-financing risks continue to threaten the reputations of financial institutions and entire financial sectors, exposing institutions to the possibility of severe enforcement action by public authorities or the loss of correspondent relationship facilities by their private sector counterparts. This second edition reflects the evolving challenges to the integrity and stability of financial systems, recent trends in enforcement actions by country authorities, and changes to international standards, notably an emphasis on a risk-based approach. This practical handbook supports the implementation of international standards established by the Financial Action Task Force and other bodies, * Providing examples of money-laundering and terrorist-financing supervisory frameworks in a range of countries; * Describing best practices for the supervision and enforcement of money-laundering and terrorist-financing laws and regulations; * Offering practical advice on how a particular jurisdiction might incorporate enforcement of the laws and regulations on money laundering and terrorist financing into its supervisory framework. Designed specifically for bank supervisors, this guide will also be of interest to readers working in the areas of finance, corruption prevention, law, accounting, and corporate governance--

Abstract: This book offers an in-depth analysis of the concept of the direct enforcement of foreign restraint and confiscation orders, a crucial step in the process of asset recovery, including existing legal approaches and related challenges. In order to provide a balanced and informed overview, 31 jurisdictions, representing different United Nations regional groups and legal systems (civil law / common law / mixed systems), were selected as the focus of the analysis. This approach provides a meaningful picture of the situation worldwide from which generally applicable guidance could be drawn. The study suggests a series of practical steps and good practices for consideration by (1) countries exploring the possibility of introducing a direct enforcement mechanism into their domestic legal frameworks and (2) countries that are already in a position to directly enforce foreign confiscation orders but that are considering options to streamline processes and maximize results obtainable via direct enforcement approaches. This new StAR Initiative knowledge product is addressed to a broad range of law enforcement, justice, and asset recovery practitioners, as well as bodies involved in legislative and regulatory processes. It will be a useful tool in their work

Abstract: This open access book provides a clear holistic conceptual framework of CISS-F (competitiveness, inclusiveness, sustainability, scalability and access to finance) to analyse the efficiency of value chains of high value agricultural commodities in India. It is based on the understanding that agriculture is an integrated system that connects farming with logistics, processing and marketing. Farmer’s welfare being central to any agricultural policy makes it very pertinent to study how a value chain works and can be strengthened further to realize this policy goal. This book adds value to the existing research by studying the value chains end-to-end across a wide spectrum of agricultural commodities with the holistic lens of CISS-F. It is not enough that a value chain is competitive but not inclusive or it is competitive and inclusive but not sustainable. The issue of scalability is very critical to achieve macro gains in terms of greater farmer outreach and sectoral growth. The research undertaken here brings out some very useful insights for policymaking in terms of what needs to be done better to steer the agricultural value chains towards being more competitive, inclusive, sustainable and scalable. The value chain specific research findings help draw very nuanced policy recommendations as well as present a big picture of the future direction of policy making in agriculture. .

Abstract: This open access book is the result of an expert panel convened by the Cornell Atkinson Center for Sustainability and Nature Sustainability. The panel tackled the seventeen UN Sustainable Development Goals (SDGs) for 2030 head-on, with respect to the global systems that produce and distribute food. The panel’s rigorous synthesis and analysis of existing research leads compellingly to multiple actionable recommendations that, if adopted, would simultaneously lead to healthy and nutritious diets, equitable and inclusive value chains, resilience to shocks and stressors, and climate and environmental sustainability.

Abstract: This open access book brings together varying perspectives for transformational change needed in India’s agriculture and allied sectors. Stressing the need of thinking for a post-Green Revolution future, the book promotes approaching this change through eight broad areas, indicating the policy shifts needed to meet the challenges for the coming decade (2021-2030). The book comprises of ten contributions. Apart from the overview chapter on transformational change and the concluding chapter on pathways for 2030, there are eight thematic chapters on topics such as transforming Indian agriculture, dietary diversity for nutritive and safe food; climate crisis and risk management; water in agriculture; pests, pandemics, preparedness and biosecurity natural farming; agroecology and biodiverse futures; science, technology and innovation in agriculture; and structural reforms and governance. The writing style of these papers written by technical experts is forward-looking—not merely an analysis of what has been and why it was so, but what ought to be. This is an essential reading for those interested in agriculture, food and nutrition sectors of India, and more so their interconnectedness.

Abstract: This book examines the reasons for which children join terrorist movements and how they eventually become peace activists fighting the very crimes that they once committed. The transformation of child terrorists into peace activists has received scant attention from academics and practitioners alike. Particular focus is placed on child jihadism, child terrorism in Africa and Latin America, child separatist terrorism, and White child supremacism. These five groups of child terrorists represent about 80% of the problem across the world. The text serves as a primer for anti-terrorism and peace activism for global social change. It includes original, applied research and features personal accounts from former child terrorists who became peace activists themselves. One of the nine chapters provides an in-depth thematic analysis of the lives of 24 subjects (from all five aforementioned groups). The analysis produced four main themes that encapsulate the time and effort that it takes to become a peace activist today: metamorphosis, terrorist behavior, disillusionment, and anti-terrorist behavior. The book ends with multiple solutions from the perspective of social work, including the reintegration of former child terrorists into society. From Child Terrorism to Peace Activism is a resource of deep and broad appeal. The text is essential reading for upper-level undergraduate and Master’s students in political science, military studies, international relations, international law, and peace and conflict studies. It can be pertinent reading for students and instructors in international social work contemplating social work-related solutions to rehabilitate former child terrorists and child soldiers into society through peace activism, anti-terrorist endeavors, and other socio-psychological methods that will produce social change. The text also would appeal to faculty and students in childhood studies with an interest in child terrorism, child development, and child trauma and resilience. Given the essentials, depth, and possibilities that the book offers, it is a useful resource for audiences within counterterrorism institutes, national security agencies, and academic think-tanks. Information on motives, strategies, radicalization processes, and recruitment methods used by terrorist organizations as well as their effects on various audiences will draw readers from law enforcement agencies and institutions.

Abstract: This book explores the role of agriculture in long-term economic growth. With a particular focus on Ethiopia, the role of the state in igniting agricultural growth and in sustaining economic growth is highlighted as essential for low-income countries. Taking ideas from both economic history and development economics, the ability of Ethiopia and the rest of Africa to sustain recent rapid growth into something that can tackle the development agenda is discussed, alongside policy suggestions. This book overall presents an optimistic account of Africa and its economic prospects. It will be relevant to students and researchers interested in economic development and agricultural economics. Emelie Rohne Till is a Senior Lecturer in Economic History at Lund University.

Abstract: This textbook presents a systematic study of terrorism from the standpoint of economic analysis. Choosing the kind and level of measures to counter terror is, to a large extent, an economic decision, as counterterrorism (CT) measures and their side effects are costly. This text, contains theoretical models that illustrate the economic mechanisms of different types of CT measures. A vast array of empirical studies and regularities are also presented. Some chapters discuss in depth the empirical results in the literature as well as the underlying statistical/econometric methodologies that go beyond ordinary regression. General Appendix A provides an exposition of the concept of compensating surplus and elements of the basic game theory, to help the reader with an economics background recapitulate micro theory concepts used in the book. General Appendix B lays out the notions of hypothesis testing, regression and more advanced statistical/econometric methods, so that the reader understands or at least can have an intuitive idea of how the results are derived and what they mean with some degree of inner comfort. Aimed at students at the intermediate undergraduate and graduate levels, the text requires knowledge of basic micro, first-order conditions of profit or utility maximization and cost minimization, and statistical concepts of hypothesis testing and regression. This textbook is intended for use in courses in economics, political science, criminal justice, and emergency management. Additionally, professionals working with national security in government and non-governmental organizations may find it useful. .

Abstract: Following the 9/11 attacks on New York and Washington, DC, there has been an increasing interest among scholars, students, and the interested public to study and learn about the Islamist-oriented terrorist organizations called Jihadi Salafi Groups (JSGs). Considering that these organizations emerged in highly fragile states, S. Yaqub Ibrahimi asks: how and why is state fragility linked to the emergence of JSGs? Ibrahimi bases his study on three events: the establishment of al-Qaeda in Afghanistan in 1998, the rise of Islamic State in the post-Saddam Hussein Iraq, and the failed al-Qaeda effort to establish a base in Saudi Arabia in 2003. These case studies contain major aspects and features of the rise of JSGs and, together, explain the contribution of state fragility to the process of the formation and expansion of these terrorist organizations. International Security in a World of Fragile States stands out as a pivotal work on the interconnection between the root causes of JSGs and state fragility conditions and their amalgamated role in the formation and evolution of these organizations. It contributes to IR and international security debates by developing a comprehensive but readily understandable narrative of the rise of JSGs in Islamic countries, and examining them in an analytical framework in which their root causes are categorized on individual, group, and international levels.

Abstract: Across Europe, the early medieval period saw the advent of new ways of cereal farming which fed the growth of towns, markets and populations, but also fuelled wealth disparities and the rise of lordship. These developments have sometimes been referred to as marking an 'agricultural revolution', yet the nature and timing of these critical changes remain subject to intense debate, despite more than a century of research. The papers in this volume demonstrate how the combined application of cutting-edge scientific analyses, along with new theoretical models and challenges to conventional understandings, can reveal trajectories of agricultural development which, while complementary overall, do not indicate a single period of change involving the extension of arable, the introduction of the mouldboard plough, and regular crop rotation. Rather, these phenomena become evident at different times and in different places across England throughout the period, and rarely in an unambiguously 'progressive' fashion. Presenting innovative bioarchaeological research from the ground-breaking Feeding Anglo-Saxon England project, along with fresh insights into ploughing technology, brewing, the nature of agricultural revolutions, and farming practices in Roman Britain and Carolingian Europe, this volume is a critical new contribution to environmental archaeology and medieval studies in England and beyond

Abstract: 'Terrorism in American Memory' argues that the terrorist attacks of 9/11 and all that followed in its wake were the primary force shaping United States politics and culture in the post-9/11 era. Marita Sturken maintains that during the past two decades, when the country was subjected to terrorist attacks and promulgated ongoing wars of aggression, America has veered into increasingly polarized factions and been extraordinarily preoccupied with memorialization and the politics of memory.

Abstract: “Long regarded as one of the most gifted analysts of Muslim culture and politics in Indonesia, Sumanto Al Qurtuby in this new book extends his gaze to analyze the causes and consequences of religious extremism in Saudi Arabia and Indonesia, as well as the efforts undertaken by government and societal organizations in both countries to counter such currents. The result is a rare achievement in contemporary scholarship: a book that simultaneously demonstrates a profound understanding of Islam and society in these two important countries, while also speaking with clarity and insight to policy analysts and security experts.” —Robert Hefner, Professor of Anthropology and Global Affairs, Pardee School of Global Affairs, Boston University, Boston, USA This book is a comparative study of terrorism and counterterrorism in Saudi Arabia and Indonesia. It explores the history and contemporary developments of terrorism, especially Islamist terrorism, in these two Sunni Muslim-majority countries. In doing so, it analyzes the strengths and weaknesses of governments’ policies, strategies, and models of counterterrorism, including terrorist rehabilitation and reintegration programs. In addition, the book also documents the opinions of Saudis and Indonesians to find societal voices on effective ways of combating violent extremism and discusses Saudi-Indonesian cooperation on counterterrorism, defense, and security issues. The book suggests that although particular Islamic texts, teachings, and discourses might influence radical behaviors and practices of some Muslim individuals and groupings, terrorism is beyond ideological, religious, and doctrinal issues. Therefore, multiple methods and strategies are needed to combat radicalism and create sustainable peace in society. The work will be is beneficial for both academic and non-academic communities, particularly students of conflict, violence, peacebuilding, and religious studies. Sumanto Al Qurtuby is an associate professor of Cultural Anthropology in the Department of Global Studies and an affiliate of the IRC for Finance & Digital Economy, KFUPM Business School, King Fahd University of Petroleum & Minerals. He holds a Ph.D. from Boston University and was a former fellow at the Kroc Institute for International Peace Studies at University of Notre Dame and the Middle East Institute of National University of Singapore. He is the author of Religious Violence and Conciliation in Indonesia (2016) and Saudi Arabia and Indonesian Networks: Migration, Education and Islam (2019).

Abstract: Cultivating Empire charts the connections between missionary work, capitalism, and Native politics to understand the making of the American empire in the late-eighteenth and early-nineteenth centuries. It presents American empire-building as a negotiated phenomenon that was built upon the foundations of earlier Atlantic empires, and it shows how U.S. territorial and economic development went hand-in-hand. Lori. J. Daggar explores how Native authority and diplomatic protocols encouraged the fledgling U.S. federal government to partner with missionaries in the realm of Indian affairs, and she charts how that partnership borrowed and deviated from earlier imperial-missionary partnerships.Employing the terminology of speculative philanthropy to underscore the ways in which a desire to do good often coexisted with a desire to make profit, Cultivating Empire links eighteenth- and early-nineteenth-century U.S. Indian policy—often framed as benevolent by its crafters—with the emergence of racial capitalism in the United States. In the process, Daggar argues that Native peoples wielded ideas of philanthropy and civilization for their own purposes and that Indian Country played a critical role in the construction of the U.S. imperial state and its economy. Rather than understand civilizing missions simply as tools for assimilation, then, Cultivating Empire reveals that missions were hinges for U.S. economic and political development that could both devastate Indigenous communities and offer Native peoples additional means to negotiate for power and endure

Abstract: "The Routledge Handbook of Medieval Rural Life brings together the latest research on peasantry in medieval Europe. The aim is to place peasants - as small-scale agricultural producers - firmly at the centre of this volume, as people with agency, immense skill, and resilience to shape their environments, cultures and societies. The volume examines the changes and evolutions within village societies across the medieval period, over a broad chronology and across a wide geography. Rural structures, families, and hierarchies are examined alongside tool use and trade, as well as the impact of external factors such as famine and the Black Death. The contributions offer insights into multidisciplinary research, incorporating archaeological as well as landscape studies alongside traditional historical documentary approaches across widely differing local and regional contexts across medieval Europe. This book will be an essential reference for scholars and students of medieval history, as well those interested in rural, cultural and social history"--

Abstract: This book addresses the controversies surrounding smallholders’ opportunities for economic and social upgrading by joining global agricultural value chains (AVC). While international organizations encourage small farmers to become part of AVC, critics point out its risks. Unlike previous single case studies, researchers from three continents compared the influence of the characteristics of the crop (coffee, mango, rice), the end markets, and the national political economic contexts on the social and economic conditions for smallholders and agricultural workers. Their findings highlight the importance of collective action by smallholders and of a supportive state for economic and social upgrading.

Abstract: Mediated Terrorism in the 21st Century offers new interpretations of figures emerging from representations of terrorism and counterterrorism: the male hero, female agent, religious leader, victim/perpetrator, and survivor. This collection of essays by a broad array of international scholars reflects the altered image-making processes that have developed from George W. Bush’s “war on terror.” Building on current literature on media and terrorism, this volume analyzes the most recent technological developments that have impacted the way we experience terrorism: online videos, social media, cartoons, media feeds, and drones. The authors address different time periods, different terrorist groups, and explore the way filmmakers and television producers from the USA, Europe, South Africa, and the Middle East are documenting modern wars in popular culture.
