It considers food crises in Algeria, West and Equatorial Africa, and Indochina to show how the French colonial state and the international community took increasing responsibility for subsistence, and ultimately failed to fulfill this responsibility"--
    Abstract: The Starving Empire traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects-and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food-this most basic of human needs-to its central place in the formation of modern political obligation and humanitarian ethics

    Abstract: Der Umgang mit Informationsdefiziten stellt eine für die Parteien kaum vorhersehbare Weichenstellung in zivilgerichtlichen Verfahren dar. Dennoch ist der deutschen Prozessordnung bislang eine Regelung fremd, welche die Reichweite parteilicher Mitwirkung für den deutschen Zivilprozess einheitlich vorgibt. Alisa Lenk befasst sich mit der entscheidenden Frage, ob die Anerkennung einer allgemeinen prozessualen Aufklärungspflicht mit den Grundsätzen eines liberal verstandenen Verfahrensmodells zu vereinbaren ist. Die Autorin entkräftet den oft behaupteten Konflikt zwischen Parteiherrschaft und Aufklärungspflicht im deutschen Zivilprozess und nimmt die Thematik hierzu auch aus einer rechtsvergleichenden Perspektive mit einer Untersuchung des französischen und U.S.-amerikanischen Zivilverfahrens in den Blick. Die Autorin Alisa Lenk ist als Rechtsanwältin in einer Wirtschaftskanzlei in Frankfurt am Main tätig.

    Abstract: This book traces the development of U.S-led global nuclear non-proliferation diplomacy during the three decades since the Eisenhower’s “Atoms for Peace” in 1953. The U.S. non-proliferation efforts had diverse obstacles. It had to prevent nuclear states’ export of nuclear technology while dissuading non-nuclear states from developing nuclear weapons. In addition, building non-proliferation regime was not always its top foreign policy priority. To understand the complex process of non-proliferation, the book examines the relations among three different actors in the nuclear field: a global non-proliferation regime builder (U.S.), a potential nuclear proliferator (France) and a would-be nuclear state (Republic of Korea). In tracing how they developed nuclear strategies, conflicting and compromising with one another, the book pays special attention to how the transforming Cold War structure in the 1970s not only affected foreign policies of the involved countries but also complicated their relationship. The exploration ultimately highlights the multidimensional nature of international discussion on nuclear non-proliferation as the ROK’s nuclear development attempts, U.S. non-proliferation efforts, and the U.S.-France nuclear technology cooperation in the 1970s were all deeply connected. .

    Abstract: Das Buch beschäftigt sich mit dem Einfluss politischer Kulturen auf die Antiterrorpolitik in Frankreich, Belgien und Deutschland infolge islamistischer Terroranschläge im Zeitraum von 2015 bis 2017. Im Kern geht es um die Frage, weshalb sich in Frankreich außerordentliche Maßnahmen samt Ausrufen des Ausnahmezustandes initiieren und gegenüber den Menschen im Land legitimieren ließen, während politische Akteure in Belgien und Deutschland darauf verzichteten. Um die Frage zu beantworten, hat die Autorin Interviews mit politischen Entscheidungsträgern in den drei Ländern geführt sowie Exekutivdiskurse unterschiedlicher Genres ausgewertet: Beiträge im Parlament, Regierungserklärungen, öffentliche Ansprachen, Trauerbekundungen, Pressemitteilungen, Interviewbeiträge. Auf der Grundlage einer vergleichenden qualitativen Fallstudie verdeutlicht sie, dass sich politische Entscheidungsträger bei der Wahl und sprachlichen Legitimierung von Antiterrormaßnahmen nicht nur auf rein materielle oder rationalistische Abwägungen stützen (konnten), sondern ihnen kollektive Erinnerungen an Ausnahmezustände sowie unterschiedliche Verfassungskulturen eine Orientierungshilfe für angemessenes Verhalten gaben. Die Autorin Dr. Sophie Hegemann studierte innerhalb des deutsch-französischen Studiengangs Sozialwissenschaften (Universität Stuttgart)/Sciences Po (IEP Bordeaux). Während ihrer deutsch-französischen Promotion war sie wissenschaftliche Mitarbeiterin an der Universität Trier.

Eingehend behandelt werden die Interpretation des muslimischen Kopftuchs (Symbol der Unterdrückung von Frauen und des politischen Islam?) und das Neutralitätsgebot aus verfassungsrechtlicher und sozialwissenschaftlicher Sicht. Untersucht wird die Entwicklung des laizistischen Modells in Frankreich und der Versuch einer Übertragung dieses Modells auf Deutschland (Berliner Neutralitätsgesetz, Verbot des Kopftuchs von Schülerinnen). Auch das neue Bundesgesetz zum Erscheinungsbild von Beamtinnen und Beamten wird untersucht und auf die Notwendigkeit einer Neujustierung des überkommenen Neutralitätsverständnisses hingewiesen.
    Abstract: The work deals with the wearing of a headscarf by female teachers and students, in public administration and in the judiciary. The interpretation of the Muslim headscarf (symbol of the oppression of women and political Islam?) and the neutrality requirement from a constitutional and sociological perspective are dealt with in depth. The development of the laicist model in France and the attempt to transfer this model to Germany (Berlin neutrality law, ban on the headscarves for schoolgirls) are examined. The new federal law on the appearance of civil servants is also dealt with, as well as the need for a readjustment of the traditional understanding of neutrality.

    Abstract: "How did art critics come to speak of light and dark as, respectively, "high in value" and "low in value." In this book, Henry Sayre traces the origins of this usage in one of art history's most famous and racially charged paintings, Manet's Olympia. Masterfully researched and argued, this bold study reveals the extraordinary weight of history and politics that Manet's painting bears, and the presence of slavery at modernism's roots. Sayre shows that it was Émile Zola who introduced a new "law of values" to art criticism in an 1867 essay on Manet. Unpacking the intricate contexts of Zola's essay and of several related paintings of Manet, Sayre argues that Zola's use of the economic metaphor of "value" was doubly coded. On the one hand, it was a feint that deflected attention away from Olympia's actual subject and toward the painting's formal qualities. On the other, Sayre argues, "value" for Zola was a trope for the political economy of slavery and the Second Empire's complicity in the ongoing slave trade in the Americas.     Abstract: "How did art critics come to speak of light and dark as, respectively, "high in value" and "low in value." In this book, Henry Sayre traces the origins of this usage in one of art history's most famous and racially charged paintings, Manet's Olympia. Masterfully researched and argued, this bold study reveals the extraordinary weight of history and politics that Manet's painting bears, and the presence of slavery at modernism's roots. Sayre shows that it was Émile Zola who introduced a new "law of values" to art criticism in an 1867 essay on Manet. Unpacking the intricate contexts of Zola's essay and of several related paintings of Manet, Sayre argues that Zola's use of the economic metaphor of "value" was doubly coded. On the one hand, it was a feint that deflected attention away from Olympia's actual subject and toward the painting's formal qualities. On the other, Sayre argues, "value" for Zola was a trope for the political economy of slavery and the Second Empire's complicity in the ongoing slave trade in the Americas.     Abstract: "Examining little-known policing archives in France, Senegal, and Cambodia, Jennifer Boittin unearths the stories of hundreds of women labeled "undesirable" by the French imperial police in the early twentieth century. These undesirables were often women traveling alone, women who were poor or ill, women of color proclaiming their "Frenchness" to move throughout the empire, or women whose intimate lives were deemed unruly. Undesirability often brought alongside it immobility or imposed migration; French officials routinely either denied passage throughout the empire or attempted to relocate women as they saw fit. To refute the label, women wrote impassioned letters to police and ministers throughout France, French West Africa, and French Indochina. Some emphasized their "undesirable" qualities to suggest that they needed the care and protection of the state to support their movements. Others used the empire's own laws around Frenchness and mobility to challenge state interference, illustrating their independence. Tacking between advocacy and supplication, these women summoned intimate details to move beyond, contest, or confound surveillance efforts and the intrusions of imperial policing, bringing to life a practice that Boittin terms "passionate mobility." In considering how ordinary European, Southeast Asian, and West African women pursued autonomy, security, companionship, or simply a better existence in the face of police surveillance and control, Undesirable illuminates pressing contemporary issues of migration and violence"--

    Abstract: This edited book takes an interdisciplinary approach to shed light on the complex dynamics involved in the incidence of online hate speech against migrants in user-generated contexts. The authors draw on case studies from Finland, France, Germany, Italy, Poland and the UK, bringing together qualitative and quantitative analyses on user-generated online comments. The authors argue that online hate speech against migrants must be understood as a symptom of a representation crisis on migration, which can only be fully perceived through the study of the complex linguistic, interactional and connective processes within which it emerges. They focus on representations and shared meanings, community building and otherness, and delve into the role of network ecosystems in the process of the construction of public problems. This book will be of interest to undergraduate and post-graduate students as well as academics working on hate speech and migration studies in a variety of fields, and can also contribute to improving research protocols for automated analyses and detections of online hate speech. Angeliki Monnier is Professor in Information and Communication Sciences at Université de Lorraine, Metz, France, and director of the Centre for Research on Mediations (CREM). Axel Boursier is Associate Professor in Information and Communication Sciences at CY Cergy Paris Université, France, and a member of the “Lexicons, Texts, Discourses and Dictionaries” (LT2D) laboratory.     Abstract: This book provides a critical analysis of visual images of British and international finance during the nineteenth century. Its focus is on the financiers themselves, contrasting the depiction of the respectable Merchant Princes with the less than perfect charlatans (white-collar criminals) who defrauded investors of millions. The breakdown of trust between financiers and investors that evolved during this period is represented visually in depictions of the emotional response of investors to the uncertain financial climate. Throughout the book a PEARL methodology has been used to critique the images reflecting the impact of any Publisher’s political bias, the Editorial and Artistic techniques used to convey the messages in the images, and the Legal context (especially a concern in countries such as France and Germany where censorship was strict). The book concludes that white-collar criminals were invariably secretly admired in Britain, and rarely severely satirised. Similarly, Merchant Princes were depicted favourably in Britain as members of the ruling elite during the latter half of the century. This is contrasted with the more extreme anti-monopolistic images in the US and the extreme anti-Semitic treatment of Jewish financiers in France and Germany. Henry Sless is currently a Research Associate at Henley Business School at the University of Reading, UK. He received a Master’s in historical cartoons from the University of Kent, UK, and a doctorate in visual images of finance in the Victorian era from the University of Reading.

    Abstract: Digital healthcare is heterogeneous along the entire treatment pathway, ranging from monitoring applications and artificial-intelligence-based diagnostics, to support for virtual reality surgery. Since the introduction of the Digital Health Act in Germany in early 2020, there has been a push toward digital innovative solutions, especially in the outpatient sector. This book analyzes current digital health law from an economic perspective, combining theory with real-world applications. It examines both the incentives and market access pathways for digital solutions and the price effects brought about by the new regulatory framework in Germany. Further, it discusses the difficulties in pricing due to the monopolistic BfArM register and negotiations with the association of all German health insurance companies. The book addresses a wide range of topics, including incentives for innovation, specifics of digital health applications, reimbursement and financing options for digital health solutions.     Abstract: This book explores the foreign and security policies of Germany, France and the UK vis-à-vis China. Despite the progress made by the Lisbon Treaty and notwithstanding the first EU Global Strategy, the European Union does not have a strategy to address the rise of China. Since this strategic deficit does not automatically reflect the level of EU member states, this book argues that the vacuum at EU level provides member states with an opportunity to fill this gap. By assuming that an increase in national policies on China would eventually lead to a comprehensive European strategy for China, the author focuses on the three biggest European countries and looks at the rise of China to understand the development of the EU's Common Foreign and Security Policy vis-à-vis the PRC. While the CFSP depends on the contribution of EU member states, their role in shaping the CFSP towards China has not been researched yet, and this book fills the gap. Claude Zanardi received her PhD from King’s College London, UK. She studied diplomacy and served briefly at the Italian Embassy in Lisbon, Portugal. Previously, she worked at the European Institute for Security Studies, the Assembly of the West European Union, produced research for the Budget Division of OECD GOV and for the International Secretariat of Amnesty International (Paris Office). She is a Global Royster Fellow at the University of North Carolina at Chapel Hill, was part of the European China Resource Advise Network, and a Taiwan Fellow researcher of the Ministry of Foreign Affairs of the ROC, affiliated with the College of International Affairs of NCCU.

    Abstract: This book explores the creation and career of the French Constitution of 1795, operative from the start of the Directory until Napoleon’s takeover in 1799. It explores the composition, history and replacement of the French Revolution’s third Constitution through a focus on the speeches and writings of four sets of political voices discernible in late 1790s France. The four main chapters present these voices as Thermidorians, Conservatives, Republicans and Brumairiens. They reveal the intensity and breadth of the debates generated by the permanent tension between the Constitution and the many ongoing conflicts of the Revolution. Set within and beyond the government and the two legislative chambers, the debates feature numerous conflicts central to the French Revolution including the composition and functions of the public powers, the legitimacy of exceptional laws, the regulation of the press and freedom of religion. This sustained focus on the relationship between the political nation and the Constitution provides a fresh reading of the political culture of the Directory. Marcus Ackroyd was educated at the Victoria University of Manchester and Balliol College, Oxford. He has worked as a researcher, translator and writer on a variety of literary, legal and academic projects.

    Abstract: This comparative and multi-level study of state responses is confronted with huge complexity. Almost all existing theoretical and methodological approaches -such as secularism (including multiple secularisms or post-secularism)- do not take these complexities seriously into account, focusing on one concept only (wrong Leitdifferenz). They neglect different meanings of terms for agents in the field and they neglect the importance of different levels of governance, times, issues and minorities. This study, however, highlights minimally necessary complexity without drowning in this complexity.     Abstract: Die Öffnung sozialdemokratischer und sozialistischer Parteien gegenüber Religions- und Weltanschauungsgemeinschaften hat zu uneinheitlichen Situationen in den ursprünglich religionskritischen, laizistischen Parteien geführt. Bei allen gemeinsam geteilten Werten der europäischen Schwesterparteien existieren divergierende laizistische Grundhaltungen und Auslegungsarten des Konzeptes der Laizität. Diese bilden den Gegenstand der vorliegenden Arbeit: Die laizistischen Grundhaltungen verschiedener sozialdemokratischer Parteien in Europa werden herausgestellt, verglichen und analysiert. Dies geschieht durch eine Inhaltsanalyse von Parteipublikationen, die ergänzt wird durch Experteninterviews mit prominenten Vertretern der Parteien – so u.a. mit dem früheren spanischen Ministerpräsidenten José Luis Zapatero, mit dem ehemaligen Bundestagspräsidenten Wolfgang Thierse oder mit dem früheren Nationalen Sekretär für Laizität in Frankreich Jean Glavany. Anschließend werden auf Grundlage einer vergleichend ausgerichteten Analyse laizistischer Deutungsmuster der Parteien perspektivisch mehrere Erklärungsansätze und Einflussfaktoren auf die unterschiedlichen laizistischen Ausprägungen formuliert. Der Autor Jonas May, Politologe und FES-Graduiertenstipendiat, war nach seinem Studium an den Universitäten Siegen, Canterbury (Neuseeland) und Coimbra (Portugal) u.a. tätig als Lehrbeauftragter, Studienkoordinator und -berater am Seminar für Sozialwissenschaften der Universität Siegen. .

    Abstract: Die deutsche Auswärtige Kulturpolitik soll strategisch neu ausgerichtet werden. Globalisierung und Europäisierung einerseits sowie das verstärkte Aufkommen von Identitätspolitik und Finanzierungsengpässen andererseits zwingen zu einer inhaltlichen, organisatorischen und finanziellen Neuausrichtung kulturpolitischen Handelns. In der Diskussion werden die Chancen der deutsch-französischen Zusammenarbeit hervorgehoben: Anfang 2019 wird die Errichtung gemeinsamer deutsch-französischer Kulturinstitute in Erbil, Bischkek, Rio de Janeiro und Palermo bekanntgegeben. Inspiration dafür ist das deutsch-französische Kulturzentrum in Ramallah, in dem Franzosen und Deutsche seit 2004 gemeinsam arbeiten. Antonia Blau untersucht am palästinensischen Beispiel, wie sich eine zeitgemäße Kulturpolitik über bilaterale Ansätze hinaus transnational denken ließe, um geopolitische Realitäten, das koloniale Erbe, ungleiche Machtverhältnisse und die Begrenztheit natürlicher Ressourcen in der Neukonzeption Auswärtiger Kulturpolitik als transnationale Kulturbeziehungen zu berücksichtigten. Die Autorin Antonia Blau hat im deutsch-französischen Promotionskolleg der Universitäten Hildesheim und Aix-Marseille zu deutscher, französischer und europäischer Auswärtiger Kulturpolitik in Palästina promoviert. Sie hat langjährige Erfahrung mit Europäischen Programmen in den Feldern Kultur, Bildung und Zivilgesellschaft und arbeitet seit 2011 in verschiedenen Position im Goethe-Institut, zuletzt als Leiterin des EU-Büros im Goethe-Institut Brüssel.

    Abstract: How does international context influence state policies toward religious minorities? Using parliamentary proceedings, court decisions, newspaper archives, and interviews, this book is the first systematic study that employs international context in the study of state policies toward religion, and that compares Turkey and France with regard to religious minorities. Comparing Christians in Turkey and Muslims in France, this book argues that policy change toward minorities becomes possible when strong domestic actors find a suitable international context that can help them execute their policy agendas. The Turkish Islamists used the European Union to transform the Turkish politics that brought a reformist moment for Christians in the 2000s. The Far Right in France utilized the rise of Islamophobia in Europe to adopt restrictive policies toward Muslims. Ramazan Kılınç argues that the presence of an international context that can favor particular groups over others, shifts the domestic balance of power, and makes some policies more likely to be implemented than others.

    Abstract: This volume takes its starting point from the increasingly frequent discovery of deliberately placed deposits on Early Neolithic Linearbandkeramik sites. This includes the placement of complete and still usable tools in the ground, as well as the creation of complex abandonment layers for example in wells or the destruction of immense material wealth in enclosure ditches.0This is the kind of behaviour that archaeologists generally interpret as ritual (often using the label "structured deposition"), but it is surprisingly little discussed for the Linearbandkeramik. This volume thus addresses two main goals. First, it contributes a new approach to the study of Linearbandkeramik world view by focusing on depositional practices more generally and addressing the connections between them. How do the more striking or unusual examples of deposition articulate with routine discard, and what does this tell us about how Linearbandkeramik societies saw these objects and their use? Second, given the wealth of data available for the Linearbandkeramik, there is an opportunity to contribute to the ongoing discussion regarding the variety of depositional phenomena across the European Neolithic and their theoretical and methodological implications.0This book thus combines chapters dealing with routine discard, as well as those concerned with burial evidence, formalised deposition of objects and feasting debris

    Abstract: This book studies the possibility for feminist educational change by examining a case study on the social life of a French gender and women history textbook. Massilia Ourabah opens a unique and timely dialogue between two antagonistic sociological trends: institutionalism and actor-network theory (ANT), and more specifically the inhabited institution approach and the sociology of translation. The structure of the book is dual: it offers one version of the case study grounded in the institutionalist approach, and another version grounded in the translational approach. The goal is to show that through the introduction of institutional elements and the rejection of some of ANT's strongest assumptions, the critical value of ANT can be restored and prove a useful framework for studying sociomaterial networks in education. The book also engages with feminist pedagogy and discusses the implications of the case study for the prospect of a more gender-balanced educational curriculum.

    Abstract: Dejan Petkov explores the tramway renaissance in Western Europe from a socio-technical standpoint and focuses on the development in Germany, France, and England. A multiple case analysis reveals the drivers, impact forces, actors and interest constellations behind the tramway renaissance in these countries and demonstrates the large variations in local systems and their style. A key finding is that there can be quite different paths to the success of tramway systems, but this success usually comes at a cost and can have a comprehensive character only if the systems are considered an integral part of the overarching strategies and concepts for urban and regional development.     Abstract: This book uncovers an unfamiliar vision of political violence that nonetheless prevailed in modern French thought: that through "redemptive violence" the people would not rend but regenerate society. It homes in on invocations of popular redemptive violence across four historical moments in France specifically: the French Revolution, Algeria's colonization, the Paris Commune, and the eve of the first World War. In each of these cases, the book reveals how French thinkers experienced democratization as social disintegration. Yet, before such danger, they also proclaimed that virtuous violence by the people could repair the social fabric. The path leading from an anarchic multitude to an organized democratic society required, not violence's prohibition, but its virtuous expression by the people.
