    Abstract: Les pays de l’OCDE attachent une importance grandissante aux politiques de formation tout au long de la vie et aux politiques actives de l’emploi, en tant qu’instruments de la croissance économique et de l’équité sociale. Des systèmes efficaces d’information et d’orientation sont essentiels pour étayer la mise en œuvre de ces politiques, et tous les citoyens doivent acquérir les compétences nécessaires pour gérer eux-mêmes leur évolution professionnelle. Un grand décalage existe cependant entre les objectifs des décideurs publics et les capacités des systèmes nationaux d’orientation. Basée sur un examen conduit dans 14 pays de l’OCDE, cette publication étudie les moyens qui pourraient éventuellement permettre de remédier au décalage entre les services d’orientation professionnelle et l’action gouvernementale.

    Abstract: Die OECD-Länder messen dem lebenslangen Lernen und der aktiven Beschäftigungspolitik als Instrumente zur Förderung von Wirtschaftswachstum und sozialer Gerechtigkeit zunehmende Bedeutung bei. Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

    Abstract: DIE ROLLE VON HUMAN- UND SOZIALKAPITAL In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.

Buena parte del interés de política por fomentar la iniciativa empresarial se refleja en la convicción de que la creación de nuevas empresas contribuirá a facilitar el logro de importantes objetivos económicos y sociales. El aumento en el ritmo de creación de empresas es hoy una inquietud casi universal para las autoridades locales, al igual que para los gobiernos centrales que desean combatir la marginación económica local. Sin embargo, a pesar del amplio interés de política, pocos estudios han analizado sistemáticamente la relación entre la creación de nuevas empresas y el desarrollo económico local. Esta publicación analiza las principales rutas a través de las cuales la creación de empresas y su desarrollo puede tener un impacto sobre las economías locales. Así, se analiza la evidencia empírica acerca de la relación entre la iniciativa empresarial y las economías locales. Asimismo, se demuestra que aunque la creación de empresas puede resultar un componente crucial para el desarrollo económico local, el fomento de la iniciativa empresarial no constituye una panacea para el desarrollo. Por ello, se discuten a profundidad una serie de limitaciones potenciales de las estrategias orientadas hacia la iniciativa empresarial y cómo estas limitaciones pueden contrarrestarse. Este libro presenta detalladas recomendaciones de política tanto en el ámbito gubernamental local como nacional. Las recomendaciones se relacionan con tres ámbitos temáticos: estrategia, financiamiento y diseño de programas. Se espera que estos lineamientos sean de utilidad para los gobiernos centrales y locales en el diseño y la puesta en marcha de programas y estrategias eficaces en términos de costos. En este sentido, la presente publicación describe los tipos de investigación que deben llevarse a cabo para lograr un mejor entendimiento de los temas clave de política.

    Abstract: Regulatory reform efforts in a broad range of industries have resulted in increased importance of competitive forces as a means to allocate resources and improve economic efficiency. A number of indicators suggest that such forces have been stronger in the United States than in most other OECD countries for some time. This has contributed to sizeable productivity gains and good economic performance over the past decade or so. Nonetheless, despite the generally pro-competitive thrust of policies, a number of challenges remain. Although there are few sectors of the economy from which competition policy and law are completely excluded, given the high risk of sanctions and damages for violation, many anomalous exemptions and special regimes have found their way into US legislation. Contrary to other OECD countries, government related firms are exempted from competition enforcement. Intellectual property rights create special challenges for competition policy and some problems have followed their strengthening over the past two decades, such as the soaring cost of patent litigation. The generally favourable experience with deregulation created pressures for liberalisation in network industries, where the United States has rather been a laggard, at least in the electricity sector. Reforms in the 1990s have entailed some positive results but also some setbacks, reflecting both the difficulties in ensuring competition in such industries and policy mistakes.

    Abstract: This paper is concerned with how stylised differences in monetary policy transmission mechanisms and product and labour market rigidities between the US and euro-area economies affect their resilience to temporary shocks. To address this issue, a small general equilibrium model with long-run neoclassical and short-run neo-Keynesian features is calibrated to replicate the key properties of the US economy (as in the US Fed’s FRB-US model). To this model, features of the euro area’s financial and then product and labour markets are added sequentially with a view to replicating what is generally agreed are aspects of the functioning of the euro-area economy (as captured by the ECB’s Area-Wide Model).     Abstract: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. En outre, les travailleurs âgés devront changer d’attitude quant à la poursuite de leur activité et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur le Luxembourg est le cinquième de cette série, après ceux consacrés à la Suède, à la Belgique, à la Suisse et à l'Espagne. Chaque rapport national fait le tour des principales barrières qui restreignent l'emploi des travailleurs âgés et évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières. Enfin, chaque ouvrage présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. Ce rapport, basé sur les actes d'un séminaire, est publié uniquement en français. Cependant, on trouvera dans ce volume la version anglaise du résumé et des principales recommandations.

    Abstract: In this paper the OECD’s interlink model is used to explore several possible channels through which a narrowing of the US current account deficit could occur. The shocks considered include dollar depreciation, fiscal consolidation, and an improvement in the non-price competitiveness of US producers. A key conclusion is that shocks would have to be very large in order to materially reduce the US external deficit. In part, this is because second-round effects, including domestic policy responses, tend to offset the shocks’ initial impact. In addition, it is clear that each of the channels for narrowing the deficit involves risks to growth in the rest of the world, particularly in Japan where the authorities have limited room to use monetary or fiscal policy to offset any contractionary pressures.     Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

    Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania. It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries. It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

    Abstract: The United States has a substantial impact on promoting economic growth and reducing poverty in developing countries due to the large size of its economy, its ability to influence world opinion and action and its weight within the international donor community. In 2001 the United States was the largest donor in the OECD’s Development Assistance Committee (DAC) in volume terms, reporting net official development assistance (ODA) of USD 10.9 billion, more than one-fifth of the DAC total. This represented 0.11% of its gross national income (GNI), the lowest ODA/GNI ratio in the DAC and below the DAC average country effort of 0.40%. President Bush recently announced a bold new proposal, the “Millennium Challenge Account” (MCA) for an additional USD 5 billion annually by 2006. If approved by Congress, the MCA will consolidate the American position as the largest donor, and slightly improve the country’s ODA/GNI performance. The American “checks and balances” system of government has some important ramifications for United States development co-operation. This approach implicates a wide range of stakeholders in budget decision-making, especially through the Congress. Flexible approaches to compromise are standard features of the American system, especially for issues of a short-term nature that respond to national or special interests. Addressing long-term issues related to development co-operation can prove more difficult because they lack urgency or a sufficiently strong and influential domestic constituency. Several of the issues raised in the 1998 DAC Peer Review are being addressed by the current Administration. However, some important development issues, including those relating to Congress, to the basic structure of American aid administration, or to the promotion of policy coherence for development, have proven more resistant to change and are noted again in this review...

    Abstract: The budgetary process in the United States federal government is different from that in other OECD member countries. This is a consequence of the strict separation of powers that characterises the American constitutional system and of a long historical development in which new layers of institutional innovation were successively added to existing ones. The presidential budgetary process started to develop in the beginning of the previous century. Its first codification took place in the Budget and Accounting Act of 1921, which required that the President submit a budget for the government to Congress and created the Bureau of the Budget, now the Office of Management and Budget (OMB). In the 1970s, Congress changed its own budgetary process through the Congressional Budget and Impoundment Control Act of 1974, which created the Congressional Budget Resolution and established the Congressional Budget Office. The US health system is unique among OECD countries in its heavy reliance on the private sector for both financing and delivery of health care.     Abstract: Although new mothers are more likely than ever to be in the labour force, the time around childbirth is a dynamic one, with women quitting work altogether or changing jobs to accommodate the demands of their infants. The passage of Family and Medical Leave legislation during the 1980s and early 1990s may have altered incentives for employment among mothers of young children. This paper will examine whether the FMLA or prior state-legislated leave packages were associated with changes in the continuity of employment for mothers following childbirth, changes in return to their previous employer, and changes in their post-return versus pre-return earnings.     Abstract: The United States has the oldest and most developed venture capital industry in the OECD. Several successful high-technology companies in computers and communications, as well as in healthrelated sectors and services, were venture-backed. Young high-growth firms also benefit from a continuum of complementary finance from business angels, institutional investors and second-tier stock markets. The government played an active role in the early phases of the venture capital industry through the Small Business Investment Company (SBIC) program and various technology development schemes. A reduction in capital gains tax rates and liberalisation of rules for pension fund investments in risky assets in the late 1970s also unlocked new capital sources. Venture capital activity, however, has been quite cyclical. The framework consists of agency Strategic Plans, Annual Performance Plans and Annual Performance Reports. Approximately 100 Cabinet departments, independent agencies and government corporations prepare these plans and reports. Pourtant, malgré leur existence officielle et leur stabilité, ces découpages présentent certaines limites et imperfections pour la comparabilité internationale. A la demande du Comité des Politiques de Développement Territorial de l’OCDE, le Service du Développement Territorial a entrepris un travail expérimental sur les régions fonctionnelles. Ces régions correspondent à des bassins d’emploi et semblent ouvrir des perspectives nouvelles pour les analyses territoriales internationales. Délimitées selon un principe similaire, celui des conditions de navettage, ces régions présentent une relative adéquation entre la demande et l’offre de main d'oeuvre et peuvent, de ce fait, être assimilées à des espaces de la vie quotidienne. Cette publication fait le point des définitions et des usages des régions fonctionnelles dans les pays de l’OCDE. Elle explicite les raisons qui poussent les pays à mettre en place ce genre d’entités, elle recense les responsabilités et les prérogatives de ces échelons, elle comptabilise enfin leurs ressources financières.     Abstract: The International Energy Agency's 2002 review of US energy policies and programmes. It finds that US energy policy has an influence on energy policy throughout the world. The 2001 National Energy Policy is an important development. The US is taking unilateral action as an alternative to the Kyoto Protocol. This report urges consideration of legislation on carbon dioxide and adoption of policies allowing international trading in emissions. Strengthening fuel economy standards is an encouraging approach to energy use in transport. Different standards for cars and light trucks should be addressed as a priority. Policies to promote new sources of energy supply should be balanced by continuing effort to enhance efficient use of energy. Regional Transmission Operators are a sensible means of ensuring access to transmission and the functioning of a competitive wholesale market. The power crisis in California has slowed progress on market reform; confidence should be restored to reactivate reform and to create certainty for new investment. Harmonised electricity industry standards and regulations could help promote competition and encourage investment. Barriers to exploration for oil and gas need to be addressed. Drilling in new onshore and offshore areas, meeting acceptable environmental standards, is necessary or imports must rise. Refineries are operating at full capacity; pressure could be eased by reducing the range of products they are required to produce to meet regional standards. Coal use will remain important and could be environmentally sustainable with advanced clean coal technology. Re-licensing of existing nuclear plants, consistent with safety standards, could ensure nuclear power plays a continuing role, even if new plants remain uneconomic. The decision on the Yucca Mountain repository will be important for the future of nuclear power worldwide.

    Abstract: This paper sheds light on the importance of aggregation bias in the analysis of wage shares developments over time and across countries. We focus on five European countries and the United States and show that the trend decline in the aggregate wage share observed in these countries over much of the 1980s and 1990s partly reflects changes in the sectoral composition of the economy. The application of a fixed-weight aggregation method changes the profile of the observed wage share in a significant way: in particular there is no longer sign of an overshooting of the wage share levels of the early-1970s. Error-correction wage equations based on the adjusted wage shares generally have a better regression fit and show long-run elasticities of real wages to unemployment that vary less across countries and are substantially lower than those obtained with observed shares. It considers the current mix of family-friendly policies in Australia, Denmark, and the Netherlands and explores how this policy balance contributes to different labour market and other societal outcomes in these three countries.

The fourth GEOTRAP workshop, "Confidence in Models of Radionuclide Transport for Site-specific Performance Assessment" held in June 1999, addressed the issue of technical confidence building and provided an overview of current developments in this field. Proposed approaches to confidence building and approaches that have already proven successful were presented and discussed. In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

    Abstract: In a rapidly changing world, the success of nations, communities and individuals may be linked, more than ever before, to how they adapt to change, learn and share knowledge. This report helps clarify the concepts of human and social capital and evaluates their impact on economic growth and well-being. Although the evidence on social capital is less developed, reflecting the novelty of the concept in economic and social science, the report draws on a number of empirical studies which suggest potentially important linkages between human and social capital. The evidence suggests that human and social capital can be of key importance in contributing to a wide range of positive outcomes, including higher income, life satisfaction and social cohesion. Although there is no evidence for systematic "under-investment" in either human or social capital, concerns are expressed about the distribution and quality of each form of capital and how this might impact on future well-being. There is limited scope for public policy to change the quality, stock and distribution of human and social capital in the short-term. However, a number of areas are discussed in which public, private and voluntary actors may leverage long-term improvements in both human and social capital.

Nonetheless there are a number of improvements that could help reduce the distortions that taxation creates in the economy and so boost long-run economic performance. The most noticeable gains could come from reforming the taxation of the income from capital. Savings are not always allocated to the area where they have the highest return, as there are large variations in the tax on capital income depending on the sector in which it is invested and the financing instruments that are used. In addition, taxation of capital income favours present over future consumption with a negative impact on savings and capital accumulation. In the past, a number of proposals have been made to reduce the tax burden on saving, by replacing the income tax with a consumption tax.     Abstract: The international mobility of highly skilled workers, in particular human resources in science and technology (HRST) such as scientists, engineers and IT experts, is currently an important policy issue in the majority of OECD countries. Accompanying the booming demand for skilled labour, especially from the information technology-related industries and professions, there is apparently a growing shortage of such workers in a number of OECD Member countries. In order to meet these shortages, an increasing number of countries are implementing measures to facilitate the recruitment of foreign skilled workers. Considering that improved knowledge and understanding of these issues are necessary for informing the policy agenda, the OECD held a seminar on "International Mobility of Highly Skilled Workers: From Statistical Analysis to the Formulation of Policies", in Paris on 11-12 June 2001. This seminar was organised by the Directorate for Science, Technology and Industry (DSTI) and the Directorate for Education, Employment, Labour and Social Affairs (DEELSA). The seminar targeted three main objectives, which are mirrored in the structure of the book: Provide data on the scale and characteristics of flows and stocks of skilled and highly skilled foreign workers in the OECD Member countries and certain non-member economies: South Africa, China, India, Israel, Russia and Chinese Taipei; to assess the quality of the data available and the concepts used, and to help improve their comparability. Analyse the mobility of skilled workers and HRST and their impact on the economy through case studies covering most of the major regions sending and receiving these workers. Examine appropriate migration policies aimed at facilitating the mobility of skilled workers in ways that are beneficial both to receiving and sending countries.

    Abstract: This paper analyses aspects of US environmental policy, including, among others, policy on air and water quality, water supply in certain areas, climate change and greenhouse gas emissions. Particular attention is paid to certain policies in agriculture and road transport, sectors with an important influence on the environment, as well as to the use of cost-benefit analysis (and in some cases specific prohibitions on its use) and the role of the courts in designing and implementing policy. While “command and control” style regulations have produced significant improvements in environmental standards since the 1970s, increasing attention has been paid to the use of economic incentives - permit trading arrangements have been preferred to environmental taxes - and more flexibility in some regulatory policies. These trends towards more cost-effective policies should be extended to such areas as fuel economy, where increased fuel taxes would be more cost-effective than the “CAFE” ...

The delegations of Canada and the United States took the leading role in preparing for the session, giving the Committee a first-hand look at their experiences working together to facilitate communication, information sharing, and bilateral co-operation in certain cross-border enforcement actions. The following is a summary record of the Forum Session and the presentations given by representatives from the Competition Bureau of Industry Canada and the United States Federal Trade Commission. Les délégations du Canada et des Etats-Unis ont joué un rôle majeur dans la préparation de cette session, au cours de laquelle elles ont communiqué au Comité des renseignements de première main sur les moyens mis en oeuvre par les deux pays pour faciliter la communication, l'échange d'informations et la coopération bilatérale en ce qui concerne certaines mesures transnationales de lutte contre la fraude. On trouvera ci-joint un compte rendu succinct de la session en forum ainsi que des exposés donnés par les représentants du Bureau de la concurrence (Industrie Canada) ainsi que de la Federal Trade Commission (Etats-Unis).

    Abstract: Au cours des dernières années, le transport intercontinental a connu une véritable révolution : l’expansion considérable de la conteneurisation, le développement des mégatransporteurs, des navires porte-conteneurs toujours plus gros et la massification des flux en sont autant de signes tangibles. Ces changements se sont traduits par un abaissement considérable des coûts du transport maritime qui a rendu les pays lointains beaucoup plus accessibles. Le transport terrestre est donc souvent devenu le maillon le plus onéreux de la chaîne de transport en trafic international, d'où la pression croissante des armateurs pour contrôler ce secteur d'activité. Sur terre, la route reste dominante, mais face à la congestion des infrastructures, le rail et la voie d’eau peuvent jouer un rôle. Dans quelles conditions ces deux derniers modes peuvent-ils prendre une part plus importante dans les transports terrestres ? Il faut savoir que faute d'un réseau spécifiquement dédié au fret, le rail ne peut pas vraiment être compétitif tandis que la navigation fluviale ne pourra jouer un rôle significatif que si elle parvient à diminuer ses coûts de transbordement. Une plus grande concurrence au sein de ces deux modes de transport ne pourrait-elle engendrer des gains de productivité et de qualité de service ? La Table Ronde a permis d'aborder l’ensemble des questions relatives à la compétitivité des modes de transport terrestre en dégageant des lignes directrices pour l’action des pouvoirs publics en matière de desserte des ports maritimes.

Des partenariats locaux pour une meilleure gouvernance tire les leçons des expériences les plus récentes de sept pays : l’Autriche, la Belgique, le Danemark, les États-Unis, la Finlande, l’Irlande et l’Italie.     Abstract: This book sets out a potential response to two major challenges facing OECD countries: the "youth problem", or the need to ensure that young people can play a full role in society, and the need to foster entrepreneurship for job creation, innovation and economic adaptability. The "new economy" will be built on a culture of entrepreneurship and this must include youth as well as adults. In publishing this book, the OECD therefore wishes to stimulate policy debate on the factors that encourage youth entrepreneurship, the obstacles that stand in its way and the policy measures that can support it. A picture is painted of youth entrepreneurship programmes operating at national, regional and local levels across the OECD in a wide variety of settings and with various different approaches and delivery mechanisms. The result is the first international review of "best practices" in this new and emerging area. Examples are given of programmes for education and training, help with capital, ideas and operational matters, counselling and mentoring, networking and intergenerational transfers of businesses. The range of players and activities involved are set out and suggestions are made for where gaps might be filled. The main message is that young people can indeed found new businesses and succeed, but new policies will be needed if they are to be fully encouraged.

    Abstract: Proponents of an active labour market policy are now claiming part of the credit for large falls in structural unemployment rates that have occurred in some OECD countries. Advances in information technology which facilitate matching job-seekers to jobs, modern management methods, and a favourable economic climate in recent years have encouraged innovative approaches and created new opportunities for the Public Employment Service to help the unemployed return to work. This book presents the proceedings of a conference on Labour Market Policies and the Public Employment Service organised jointly by the OECD and the Czech Ministry of Labour and Social Affairs. Among the themes addressed are: front-line employment service operations, one-stop offices and decentralised management; customer service and employer service; the advanced use of information technology; eligibility conditions for unemployment benefits; job guarantees for the long-term unemployed and other strategies of intervention in the unemployment spell; and improving the accountability of the Public Employment Service through external audits, the use of performance indicators, appropriate financing mechanisms, and contestability in the provision of services.     Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: La lutte contre les entrées illégales, l’irrégularité du séjour et du travail des étrangers s’inscrit au cœur des priorités de la politique migratoire des pays de l’OCDE. La persistance des migrations irrégulières, avec des ampleurs diverses selon les pays, concerne non seulement ceux d’entre eux qui ont affirmé leur volonté de mieux maîtriser les flux et de lutter contre les trafics de main-d’œuvre, mais aussi ceux qui continuent à accueillir chaque année un nombre élevé d’immigrés dans le cadre de politiques actives de recrutement de migrants permanents. Face au rôle croissant joué par les réseaux de trafiquants ainsi que leur implication de plus en plus active dans les mouvements internationaux de main-d’œuvre, le développement d’une politique de prévention et de lutte contre l’emploi d’étrangers en situation irrégulière passe par un renforcement de la coopération aux niveaux national et international. Il faut notamment que les mesures prises dans ce cadre visent le travail non déclaré en général, et pas uniquement l’emploi d’étrangers en situation irrégulière. Par ailleurs, une meilleure communication s’impose : les risques et les sanctions encourues en cas d’emploi de main-d’œuvre illégale devraient être clairement exposés aux employeurs et aux travailleurs des secteurs dans lesquels ces pratiques sont courantes, mais aussi aux employeurs qui recourent de manière occasionnelle à de la main-d’œuvre non déclarée et aux pays d’origine. Certaines mesures spécifiques adoptées par plusieurs pays, dont le système de déclaration préalable à l’embauche, l’incitation financière à l’emploi de travailleurs légaux ou bien la simplification des formalités d’embauche, pourraient être appliquées dans un plus grand nombre de pays. En outre, au sein de chaque pays, le développement du partenariat entre les administrations compétentes, d’une part, et les partenaires sociaux, de l’autre, devrait être encouragé, de même que l’extension de la coopération internationale pour mieux contrôler et maîtriser les flux migratoires.

    Abstract: La Roumanie est l’un des pays les plus pauvres d’Europe et elle rencontre de grandes difficultés dans ses tentatives pour mettre en place des politiques du marché du travail et des politiques sociales similaires à celles des pays plus développés. L’étendue de la pauvreté y est considérable et d’importantes restructurations de l’économie sont indispensables : la survie de nombreux ménages dépend encore de l’agriculture de subsistance ou d’autres activités économiques informelles. Mais augmenter les dépenses d’assurance sociale n’est pas une solution viable pour la Roumanie, car le taux de cotisation qu’elle impose est déjà l’un des plus élevés du monde. Quel rôle la politique sociale et la politique du marché du travail peuvent-elles et doivent-elles jouer dans le climat économique actuel ? Pour répondre à cette question, cet ouvrage présente une analyse approfondie et documentée du problème du sous-emploi et des difficultés sociales qui en résultent. Il démontre que les problèmes sociaux actuels sont étroitement liés aux graves distorsions économiques que connaît le pays. La priorité essentielle doit dès lors consister à promouvoir la modernisation de l’ensemble de l’économie, même si cela conduit à une augmentation du chômage. Cet ouvrage analyse les différentes questions relevant de la politique sociale et de la politique du marché du travail dans une telle perspective économique, et fournit de nombreuses comparaisons à l’échelle internationale.

    Abstract: Over the last decade, labour market policy in the United States has been undergoing a period of significant restructuring. In the face of welfare reform initiatives, persistent unemployment and declines in real income among some groups (particularly the less skilled), and continued economic expansion, there is pressure on the public employment service (PES) to improve effectiveness. But, it must also come to terms with resource limitations. How have reforms fared so far -- what seems to be working well or not so well? Which of the new approaches may require revision in the event of an economic downturn? Where might adjustments lead to improved effectiveness? While considering such questions, this publication provides an in-depth look at the PES and recent policy initiatives in the United States. Areas of concern about recent reforms are outlined and options for making policies more effective are presented.

Il présente ainsi toutes les facettes des mesures institutionnelles complexes que chaque pays a prises afin d’assurer une transition efficace vers la vie active. L’étude ne prône pas une solution unique, telle que l’apprentissage ; elle préconise plutôt des politiques nationales cohérentes, fondées sur un nombre limité d’ingrédients efficaces : une économie et un marché du travail sains, des passerelles fonctionnelles entre l’éducation initiale, le monde du travail et la formation continue, des opportunités de combiner formation et expérience professionnelle, des filets de sécurité pour les personnes à risques, des systèmes d’information et de conseil performants, et des politiques impliquant aussi bien les gouvernements que les autres partenaires. Ce livre analyse également les différentes façons qu’ont les pays de stimuler l’apprentissage à vie pendant la phase de transition : il peut s’agir de transformer les filières et les établissements d’enseignement ou d’adopter des approches plus centrées sur l’élève.

Les réformes intervenues récemment ont été inspirées surtout par des considérations budgétaires - il s'agissait d'aménager les régimes de retraite et de prise en charge d’une génération du baby-boom désormais proche de la retraite. Cet objectif reste dans la plupart des pays un souci majeur. Toutefois, un nouveau plan d'action s’impose qui concilie les impératifs budgétaires avec des objectifs économiques et sociaux plus larges. Un mot d’ordre : le vieillissement actif. Il s’agit de permettre à chacun de rester actif plus longtemps sur le marché du travail et dans la société. Il va donc falloir ralentir, voire inverser les tendances à l'allongement du temps de la retraite. Il va probablement aussi falloir diversifier les revenus à l'âge de la retraite dans la plupart des pays de l'OCDE - en donnant une place plus importante aux retraites privées et aux revenus d'activité. Peut-être faudra-t-il reprendre sur de nouvelles bases de vieux débats - tels que l'équilibre entre retraites publiques et privées - pour tenir compte de la place croissante que vont sans doute prendre les revenus d'activité à l'âge de la retraite. De nouvelles questions se posent : à plus long terme, quel rôle devront jouer les pouvoirs publics dans une évolution de l'équilibre, à un certain âge, entre le travail et les loisirs ? Et quelle priorité pourra-t-on encore attacher à des dispositifs qui financent de longues périodes de passivité dans le dernier tiers de l'existence ?

    Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.

These flows have become more diverse and complex rendering necessary the improved monitoring of migration trends and policies in each country as well as bringing forth the need to extend the exchange of expertise and experience between the region's experts and policy makers. What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of foreign workers? To what extent have foreign workers been affected? These questions are examined in this publication, which identifies the impact of the Asian financial crisis on labour migration and the conditions of migrant workers in the region.     Abstract: In many industries, competition is far from perfect and managerial efficiency (or a fixed cost) varies among firms. However, traditional measurement of technological progress assumes perfect competition and no fixed cost. This paper incorporates these two factors in the technological-progress measurement and investigates the biases caused by their omission. We show that if capital growth exceeds non-capital-input growth and that firms earn a positive pure profit, then traditional measurement underestimates the true technological progress.     Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.
