    Kurzfassung: Monetarism is dead! Central bankers are all Wicksellians now! They target low inflation rates, with no regard to monetary aggregates whatsoever, by acting upon short-term real rates of interest. This is the New Consensus in monetary economics, or simply the New Keynesian Synthesis. Yet, this synthesis still hinges on variants of the long-run vertical Phillips curve originally proposed by Milton Friedman, the father of old-line monetarism. Contributors to the volume question this New Consensus. While they agree that the money supply should be conceived as endogenous, they carefully examine the procedures pursued by central banks, the monetary policy transmission mechanisms suggested by central bankers themselves, and the assumptions imbedded in the New Consensus. They propose alternative analyses that clearly demonstrate the limits of modern central banking and point to the possible instability of monetary economies.     Kurzfassung: This book studies the dynamics of alliance group formation in technology-based networks. The author attempts to develop the concept of alliance blocks from a social network perspective, and explores the relationship between alliance block membership and innovative performance in a changing technological environment. The book demonstrates that as an alliance network grows, the likelihood of alliance block formation also increases. The author presents evidence that pursuing a block membership strategy favourably affects innovative performance. This is true for conditions of both cumulative and disruptive technological change. However, over time the technology profiles of alliance block members tend to become more similar, which can eventually lead to a reduction in innovative activity. She also reveals that, when compared to their non-member counterparts, firms in alliance blocks are likely to apply for more patents, hold more central positions in the network, have larger revenues and undertake more R&D intensive research. In addition, they are also inclined to originate from an Asian background. This is the first book to propose a well-developed theoretical framework, supported by empirical evidence, to explain alliance block formation processes and their effect on innovative performance. As such, it fills a substantial gap in the literature on competitive rivalry among alliances, an increasingly important area of research. It will be essential reading for academics and practitioners in the fields of industrial organization, strategic management, technological alliances, competition and innovation studies

    Kurzfassung: This book reveals the key importance, in terms of international competitiveness, of firms' capability to adapt to, and develop, new technologies. At the same time, the authors argue that the sheer complexity of emerging technologies is such that the knowledge involved in their creation is likely to be dispersed and distributed between many individuals and over numerous locations. The authors argue that even if one assumes that the internal knowledge base is of strategic importance to many companies, most of the knowledge used by the majority of companies is developed outside the company. Since much knowledge is tacit in nature, the location of companies and their different departments become vital in accessing such knowledge, and there are strong reasons to believe that spillover effects are geographically bounded. Hence, it may often be of strategic importance to companies and their competitiveness to be represented in the 'right' industrial clusters.     Kurzfassung: This book provides a comprehensive overview of the important topic of standards, which remains a vastly under-researched field of empirical inquiry. It presents a variety of interesting empirical analyses which reveal the driving forces and the economic impacts of standardization both in the manufacturing and the service sector. The author begins by providing a detailed outline of the various types of standards and their possible economic impacts. Before providing empirical validation of the theoretical arguments, he discusses the influence of standards within the regulatory system. Among the other actors in the standardization process, the author focuses in particular on the role of the firm, which acts as the main impetus for the development and implementation of new standards. He also examines the fundamental link between technical change and standardization, to assess whether this relationship is a virtuous or vicious cycle. In this context, the impact of intellectual property rights within standardization is also highlighted. Another significant aspect is the consequences of standards for trade and their role in fostering or inhibiting international trade flows. The contributors to this book aim to discover why the world today exhibits a predilection for perpetual self-improvement. In particular, the book focuses on the forces underlying long-lasting growth in East Asia's Newly Industrialized Countries (NICs). Drawing from the experiences of Hong Kong, South Korea, Singapore and Taiwan, it questions whether public policy can contribute to removing barriers towards accumulation of wealth, and if so, what development policy should be put in place to remedy the existing distortions or market failure problems.     Kurzfassung: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

    Kurzfassung: This book argues that the shift in general equilibrium theory, from its early long-period to the modern very-short-period versions, has had very important consequences which are insufficiently appreciated by large parts of the economics profession. This shift has produced new difficulties, and has undermined central tenets of neoclassical macroeconomic theory (such as the negative dependence of aggregate investment on the interest rate, or the existence of a downward-sloping demand curve for labour) which had their basis in the long-period versions where capital was treated as a single factor. According to the author, what makes it difficult to appreciate these consequences is the current imperfect grasp of the long-period method (an approach common to classical and to the first generations of neoclassical economists, but nowadays often confused with steady-growth analysis). The origins of this problem date back to the 1930s, and to this day still obscure the history and the logic of the neoclassical approach. The book explains the analytical differences between long-period, steady-growth, and short-period general equilibrium analyses, and proves that on this basis considerable clarification can be achieved, not only in many aspects of the history of economic theory, but also in fundamental issues in the theories of value, distribution, capital, investment, employment and money. For example, the reasons for the disagreements in the 'Cambridge controversies' over capital theory become very apparent. This stimulating critique on the present state of economic theory will appeal to academics and researchers with an interest in macroeconomics, the history of economic thought, and the theory of value and distribution. It will also enlighten and inform anyone wanting to understand the reasons behind the current dissatisfaction with neoclassical economics

    Kurzfassung: L’un des éléments de la révolution pacifique de l’Afrique du Sud au cours de la dernière décennie est la réforme de ses institutions de politique de la concurrence. Le système précédent avait appuyé un régime économique caractérisé par l’autarcie, la protection, le dirigisme et une forte concentration. Le nouveau dispositif comporte deux grands axes : utiliser la politique de la concurrence pour corriger les défauts de l’ancien système et promouvoir les objectifs généraux d’emploi et de partage du pouvoir économique. L’Afrique du Sud aspire à un régime de politique de la concurrence moderne, à la hauteur d’une économie dont une bonne partie est bien dotée en ressources. Les nouvelles instances de la concurrence, répondant dans une large mesure à la nécessité d’opérer à partir de 1994 une restructuration fondamentale des institutions publiques, ont fait la preuve de leur capacité à traiter des questions structurelles complexes lorsqu’il s’est agi de se prononcer sur un grand nombre de fusions. L’extrême juridisme qui régnait dans l’administration et les entreprises a mis ces nouvelles instances au défi de prouver leur savoir-faire et a testé leurs prérogatives. Maintenant que la procédure d’examen des fusions a été mise en place, il conviendrait de prêter davantage attention aux questions autres que les fusions et, probablement aussi à la promotion de la concurrence. Les ressources sont limitées et il est crucial d’élargir et de renforcer les compétences du personnel professionnel. Pour maintenir une politique de la concurrence cohérente dans les secteurs régulés, il est indispensable de consolider les liens avec les organismes sectoriels de régulation ...

En réponse à la Déclaration ministérielle de Doha (novembre 2001), l’OCDE a intensifié ses efforts, mettant l’accent sur les sujets proposés aux paragraphes 23 à 25 de la Déclaration : i) les principes clés de non discrimination, de transparence et d’équité procédurale ; ii) une action réelle contre les ententes injustifiables ; iii) un traitement spécial et différencié/flexibilité et progressivité ; iv) coopération volontaire en matière de législation de la concurrence ; v) examen par les pairs et autres mécanismes possible de mise en conformité ; vi) le renforcement des capacités ainsi que celui des institutions de concurrence. Ce document présente une synthèse du travail qui a été accompli sur chacun de ces sujets par le groupe conjoint sur les échanges et la concurrence et le comité de la concurrence de l’OCDE.     Kurzfassung: Le secteur des télécommunications s’est transformé sous l’effet d’une activité concurrentielle de plus en plus vigoureuse dans un environnement qui connaissait des changements réglementaire et technique rapides. A mesure de la croissance des nouvelles technologies et de l’entrée de concurrents, les entreprises cherchent un accès aux réseaux de leurs concurrents. Les règles de connection des réseaux peuvent être essentielles au succès de réseaux, les nouveaux comme ceux déjà en place, et peuvent avoir des effets significatifs sur l’investissement. En fait, les questions les plus complexes auxquelles ont à répondre les régulateurs dans un marché des télécommunications potentiellement concurrentiel ont fréquemment trait aux conditions d’accès d’un réseau à un autre. L’une des raisons du caractère critique du problème tient à ce que aussi longtemps que les souscripteurs sont seulement connectés à un réseau, ce réseau là est en situation de monopole même si différents réseaux ont été en concurrence pour attirer le souscripteur...

    Kurzfassung: Ce rapport analyse le cadre institutionnel et l’utilisation des instruments de politique sur la réforme réglementaire dans les secteurs du gaz et de l’électricité, ainsi que dans le secteur des professions libérales au Royaume Uni. Dans le secteur de l’énergie, le rythme et le champ de la réforme ont été, et continueront, à être très rapides. Cependant, il existe des tensions entre le régulateur compétent et l’autorité de concurrence, et certains problèmes particuliers de nature réglementaire résultent de l’extension d’un cadre de marché à des domaines précédemment contrôlés par une réglementation de monopole naturel traditionnel.     Kurzfassung: Emphasising a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralisation reduces vulnerability to terrorist attacks. A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Kurzfassung: Do political decentralisation and inter state competition favour innovation and growth? There has long been a lively debate surrounding this question, going back to David Hume and Immanuel Kant. This book is a new attempt to test its veracity. The existing literature tends to assume that the beneficial effects of inter state competition have been confined to European history. By contrast, China, India and the Islamic Middle East are regarded as inherently imperial and overcentralised. However, these civilisations have not always been unified politically. In their history, there have been long spells of decentralised rule or inter state competition. The same is true for Japan. If the Hume-Kant hypothesis is correct, it should also apply to those periods. This volume analyses the qualitative and quantitative evidence

    Kurzfassung: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

    Kurzfassung: Große Erwartungen und herbe Enttäuschungen prägen die Diskussion um die journalistische Berichterstattung über Journalismus. Einerseits soll sie als "fünfte Gewalt im Staat", als Garant journalistischer Selbstkontrolle und Qualitätssicherung dienen, andererseits wird ihr "Selbstbeweihräucherung", "Cross-Promotion" und "Nachrichtenunterdrückung" vorgeworfen - denn "eine Krähe hackt der anderen bekanntlich kein Auge aus". Diesen aufgeregten Thesen setzt die vorliegende Arbeit eine theoretische und empirische Analyse entgegen, die die Entscheidungsstrukturen und Thematisierungsstrategien zur journalistischen Selbstthematisierung systematisch nachvollzieht. Sie untersucht die Kommunikationsmechanismen des Journalismus über Journalismus im Kontext einer allgemeinen, funktionalen Journalismustheorie, knüpft dabei an kognitionstheoretische und sozialpsychologische Erkenntnisse zur Selbstwahrnehmung und Selbstbeschreibung an und präzisiert den Begriff der Selbstthematisierung innerhalb der Forschung zu Medienjournalismus, Medien-PR und zur medialen Selbstbezüglichkeit. Mit den Befunden einer fokussierten Journalistenbefragung werden verschiedene Typen der journalistischen Selbstthematisierung differenziert und die Leistungspotenziale sowie die -grenzen dieser speziellen Berichterstattungsform diskutiert

    Anmerkung: Das Lebensstilkonzept wird seit zwei Jahrzehnten als Alternative zu klassischen Konzepten der Sozialstrukturanalyse diskutiert. Der bisherige Ertrag der Lebensstilforschung ist jedoch recht mager. Als Hauptprobleme der Forschungspraxis gelten: die mangelnde Vergleichbarkeit der Lebensstiltypologien; ihre Theoriearmut; der fragliche Realitätsgehalt einzelner Lebensstiltypen; der Erhebungsaufwand von Lebensstilvariablen. Die Studie beansprucht, diese Probleme durch die Entwicklung eines theoretisch begründeten und empirisch effizient einsetzbaren Analyseinstruments zu lösen. In drei Primärerhebungen wird die entwickelte Typologie zur Analyse individueller Parteipräferenzen, residentieller Segregation, der Integration in städtische Szenen, der Urlaubszielwahl und der Komposition sozialer Netzwerke eingesetzt. Dies ermöglicht die Beantwortung der übergeordneten Frage der Arbeit: Welche Leistungsfähigkeit haben Lebensstile im Vergleich zu klassischen Analysekonzepten?
