    Abstract: Despite the extensive body of literature on energy economics, very little economics research has been conducted that focuses specifically on dams and hydroelectric power. Brian Edwards addresses this deficiency by examining the multiple roles that dams play, as well as the role of hydroelectric power within the context of the energy industry. Brian Edwards provides an in-depth analysis of how dams are used in water management, flood control and irrigation, as well as the environmental impacts of their construction and operation. He examines the types of restrictions imposed on operators to mitigate impacts, and the resulting tradeoffs between achieving hydroelectric generation and environmental management objectives. Also covered is the role of hydroelectric power in both a regulatory framework and within the context of the energy industry deregulation that has occurred in the US and other countries. A simple dynamic model of a hydroelectric generating facility forms the basis for other models discussed. Case studies of dams operated by the United States Department of Energy are also included. Environmental economists, researchers, policymakers, practitioners, and those interested in natural resources and the energy industry will find this a unique and valuable study

    Abstract: Networks provide the foundation for the functioning of our societies and economies. Their study has had a long tradition in such fields as engineering, operations research, management science and computer science.     Abstract: Drawing upon evolutionary economics and resource-based approaches, the author utilises US patent data from 1930-1990 to examine the persistence of corporate technological competencies and their gradual erosion through diversifying incremental change. The book explores the changing nature of this diversification with respect to firm size, technological relatedness and technological complexity in 32 firms distributed across four broadly defined industrial sectors. The findings suggest that industry and corporate technological profiles remain strong but are becoming blurred by the pervasiveness of general-purpose technologies. Although historically, diversification is associated with an increase in firm size, the author argues that in recent times it results from technological relatedness and complexity.     Abstract: This book provides coherent theoretical and empirical analysis of firms' investment and financing decisions. It assesses the role of uncertainty, financial imperfections, corporate governance and taxation. Evidence is obtained using several unique and high quality microeconomic data-sets, which explore features seldom addressed. Overall, the empirical results confirm theoretical precedents. Some firms are indeed financially constrained, for fixed investment as well as for R&D projects. The 'free cash-flow' hypothesis holds, that is managers divert excess funds away for their own interests, but less so in closely controlled companies. In accordance with the real option theory, the results suggest that uncertainty leads firms to adopt a 'wait and see' strategy which eventually reduces investment, especially for irreversible investment. Corporate governance features are shown to affect managers, discipline and companies' restructuring plans. Finally, different tax reforms are evaluated, and an alternative tax structure that would stimulate growth is proposed.     Abstract: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified.     Abstract: This important book analyses evolutionary approaches to economic policy. Its main purpose is to explore the policy implications of evolutionary economics, in particular of approaches inspired on the one hand by Schumpeter and revived by Nelson and Winter which deal with industrial evolution under constant institutions and, on the other hand, of approaches inspired by Hayek and North, which analyse the ways in which institutions themselves evolve. Hitherto evolutionary economists have paid little attention to policy issues, and the relatively few policy implications that they have produced are divergent. Whereas the Neo-Schumpeterian approach has often been used to support political interventions, the Hayekian viewpoint holds that economic policy detracts from economic performance. More systematic evolutionary analysis of economic policy is required if these one-sided findings are to be transcended. Furthermore, such analysis can be expected to develop a coherent theory of economic policy which will plug the gaps and rectify the errors (such as approval of socialist planning and Japanese industrial policies) of both neoclassical and alternative approaches to policy. Evolutionary economists and policy analysts will find this book of great interest, as will economists and students of economics who are interested in enlarging their views with excursions outside the standard curriculum

Richard Nahuis explores and combines the seemingly separate phenomena of wage inequality between high-skilled and low-skilled workers, and the relatively low productivity growth experienced by most countries.     Abstract: The United States has a substantial impact on promoting economic growth and reducing poverty in developing countries due to the large size of its economy, its ability to influence world opinion and action and its weight within the international donor community. In 2001 the United States was the largest donor in the OECD’s Development Assistance Committee (DAC) in volume terms, reporting net official development assistance (ODA) of USD 10.9 billion, more than one-fifth of the DAC total. This represented 0.11% of its gross national income (GNI), the lowest ODA/GNI ratio in the DAC and below the DAC average country effort of 0.40%. President Bush recently announced a bold new proposal, the “Millennium Challenge Account” (MCA) for an additional USD 5 billion annually by 2006. If approved by Congress, the MCA will consolidate the American position as the largest donor, and slightly improve the country’s ODA/GNI performance. The American “checks and balances” system of government has some important ramifications for United States development co-operation. This approach implicates a wide range of stakeholders in budget decision-making, especially through the Congress. Flexible approaches to compromise are standard features of the American system, especially for issues of a short-term nature that respond to national or special interests. Addressing long-term issues related to development co-operation can prove more difficult because they lack urgency or a sufficiently strong and influential domestic constituency. Several of the issues raised in the 1998 DAC Peer Review are being addressed by the current Administration. However, some important development issues, including those relating to Congress, to the basic structure of American aid administration, or to the promotion of policy coherence for development, have proven more resistant to change and are noted again in this review...

    Abstract: Le processus budgétaire de l’administration fédérale des États-Unis est différent de celui des autres pays membres de l’OCDE. La raison en est la division rigoureuse des pouvoirs qui caractérise le régime constitutionnel américain de même qu’un long parcours historique marqué par l’ajout successif de nouvelles institutions. Le processus budgétaire présidentiel a commencé à se développer au début du siècle précédent. Il a été codifié pour la première fois en 1921 dans une loi intitulée Budget and Accounting Act, laquelle exigeait que le Président soumette au Congrès un budget pour le gouvernement et créait le Bureau of the Budget, devenu depuis l’Office of Management and Budget (OMB). Dans les années 70, le Congrès a modifié son propre processus budgétaire au moyen d’une loi intitulée Congressional Budget and Impoundment Control Act. Adoptée en 1974, cette loi créait la résolution budgétaire du Congrès et établissait le Congressional Budget Office (CBO). Une nouvelle institution s’est ajoutée au cours des années 1980 dans le but de contrôler le déficit. Il s’agit de la loi intitulée Balanced Budget and Emergency Deficit Control Act, connue sous le nom de Loi Gramm-Rudman-Hollings qui a été adoptée en 1985.     Abstract: Abstract: 'Da die Anfänge der Soziologie auf mehrere Autoren zurückgehen, ist es nicht verwunderlich, dass unterschiedliche Vorstellungen über ihren Gegenstandsbereich, ihr methodisches Vorgehen und ihre praktischen Aufgaben entwickelt wurden. Nicht selbstverständlich ist es aber, dass die Soziologie heute in mehrere Richtungen zerfällt, die jeweils den Anspruch erheben, die zentralen Merkmale sozialer Phänomene zu definieren und die angemessene Perspektive vorzugeben, wie diese zu analysieren sind. In diesem Aufsatz wird die Berechtigung dieses pluralistischen Herangehens in Frage gestellt. Von den 'Klassikern' bis zu den gegenwärtigen Theorien werden soziale Phänomene, also das 'Material' der soziologischen Beschreibung und Erklärung, explizit oder zumindest stillschweigend als Handlungszusammenhänge aufgefasst.     Abstract: Eighteenth-century antislavery writers attacked the slave trade as "barbaric traffic"--a practice that would corrupt the mien and manners of Anglo-American culture to its core. Less concerned with slavery than with the slave trade in and of itself, these writings expressed a moral uncertainty about the nature of commercial capitalism. This is the argument Philip Gould advances in Barbaric Traffic. A major work of cultural criticism, the book constitutes a rethinking of the fundamental agenda of antislavery writing from pre-revolutionary America to the end of the British and American slave trades in 1808. Studying the rhetoric of various antislavery genres--from pamphlets, poetry, and novels to slave narratives and the literature of disease--Gould exposes the close relation between antislavery writings and commercial capitalism. By distinguishing between good commerce, or the importing of commodities that refined manners, and bad commerce, like the slave trade, the literature offered both a critique and an outline of acceptable forms of commercial capitalism. A challenge to the premise that objections to the slave trade were rooted in modern laissez-faire capitalism, Gould's work revises--and expands--our understanding of antislavery literature as a form of cultural criticism in its own right. Yellow Fever and the Black Market Epilogue Notes Index This is a very important book which convincingly rethinks the fundamental agenda of Anglo-American anti-slavery literature from 1775 to 1808 (the end of the British slave trade). This is no small feat. Anti-slavery texts, Gould argues, offered less a critique of slavery than a critique of the slave trade. By distinguishing between good commerce (the importing of commodities that refined the manners) and bad commerce (the importation of slaves), these texts both critiqued commercial capitalism and outlined its acceptable and necessary forms. Thus anti-slavery texts endlessly deferred the issue of abolition in order to serve as a site of moral uncertainty about whether commercial capitalism would debase or civilize modern society. Sin is less feared than the depravity of manners which could corrupt Anglo-American culture at its core. Because virtuous and vicious commerce turned on the nature and regulation of passions, much was at stake. Closely attending to a vast number of transatlantic texts, Gould defines and demonstrates a "commercial aesthetic" that inflects the language of race and sentiments with issues of economic and social change. Gould's next move is to argue with reference to what he calls "the commercial jeremiad" that the very ideological discourse of civilization and savagery is rooted in trade. Few critics writing today show the range of concerns and depth of research that appears in Gould's work, which reminds me of the historical depth and clarity of David Brion Davis, and also of the commitment to paradigm shifts of Thomas Haskell.     Abstract: Verlagsinfo: In a challenging business environment fraught with new rules, financial executives are clearly assuming a lead role to ensure that both existing and new practices comply with the Sarbanes-Oxley Act of 2002 ("the Act"). Though much of the final rulemaking mandated by the new laws have yet to be finalized, companies have focused attention toward complying with proposed rulemaking with particular attention in two areas: financial statement certification and internal controls. This paper will summarize practices used for implementing the Act of 2002 based on guidance from and interviews with FEI's Committee on Corporate Reporting (CCR), other FEI member companies and from final rules or proposed rulemaking from the Securities and Exchange Commission (SEC).

    Abstract: Contingent Employment in Europe and the United States examines the developments in labour markets in advanced economies in the 21st century, as regards contingent employment. This is defined as employment relationships that can be terminated with minimal costs within a predetermined period of time. This includes fixed-term contracts, temporary agency work and self-employment. Contingent employment has been the subject of much legislative activity in the last decade, at both the national and European level. Temporary agency work, in particular, has recently been extensively deregulated in most European countries and currently we await the fate of a proposed EU directive on agency work.     Abstract: From its launch in 1997, the Frankfurt technology stock exchange developed spectacularly as did other European technology exchanges. Many Europeans thought that a new age of entrepreneurship had dawned. Following the downturn, however, the search for blame began. Much of this blame was undifferentiated and subjective. Public policy lessons were not drawn. Written by a well-known commentator of the European venture capital community, this book analyses the rise and decline of European internet entrepreneurship. The effects of both the public promotion of venture capital investments as well as the timing of telecommunications reform are examined in detail in various European countries, in particular in Germany and Sweden. The book contains a wealth of unique data on the failure of European internet ventures and draws several technology and telecommunications policy conclusions

    Abstract: Economics of International Business sets out a new agenda for international business research. Mark Casson asserts that it is time to move the subject on from sterile debates about transaction cost economies and resource-based theories of the firm. Instead of focusing on the individual firm, the new agenda focuses on the global systems view of international business. A static view of the firm's environment is replaced by a dynamic view which highlights the volatility of the international business environment. Coping with volatility requires entrepreneurial skills, flexibility and the need to synthesize information on a global basis. To co-ordinate the global system properly, entrepreneurs must co-operate through social networks of trust, as well as competing. Constructing a network of joint ventures, it is argued, is simply not enough

    Abstract: This ambitious book seeks both to revive and revise the idea of 'functional finance'. Followers of this doctrine believe that government budgets should concentrate solely on their macroeconomic impact on the economy, rather than reflecting a concern for sound finance and budgetary discipline. Reinventing Functional Finance examines the origins of this idea and then considers it in a modern context. The authors explore the concept of NAIRU and argue that modern economies can operate at the level of full employment without provoking unmanageable inflation. They also contend that budget deficits do not have the deleterious effects commonly ascribed to them; the belief that they do rests on a misunderstanding of modern money. In this context, they highlight the relevance of Abba Lerner's famous dictum, 'money is a creature of the State'. The authors also debate the merits of various proposals for 'Employer of Last Resort' programs, which combine automatic stabilizers with the buffer stock principle

    Abstract: Following the decolonization movements that swept the globe after World War II, between four and six million people were 'returned' to Europe from the colonies. From an exporter of people, Europe turned to a site of immigration for the first time in the twentieth century. Until now, these migrations have been overlooked as scholars have highlighted instead the parallel migrations of former 'colonized' peoples. Europe's Invisible Migrants corrects this bias. This multidisciplinary volume presents essays by prominent sociologists, historians, and anthropologists on their research with these 'invisible' migrant communities. Their work highlights the experiences of colonists returning to France, Portugal and the Netherlands, the intersection of race, citizenship, and colonial ideologies, and the ways these migrations reflect the return of the 'colonial' to Europe. This volume offers fresh insights into immigration, racism and ethnic conflict in post-colonial Europe by presenting colonial repatriates as another 'immigrant' population.

    Abstract: Die Kriegs- und Militärgeschichte der Französischen Revolution ist bislang überwiegend als ein spezieller, in sich geschlossener Bereich der Revolutionsgeschichte betrachtet worden. Kruses Diskursanalyse zeigt sie hingegen als einen wichtigen Bestandteil des revolutionären Prozesses. Deutlich werden die komplexen Beziehungsgeflechte und Wirkungsverhältnisse zwischen der revolutionären Bewegung, der bewaffneten Macht und dem Krieg. Einerseits entstand eine neuartige, revolutionäre Konzeption des Krieges. Andererseits wurde die Revolution durch ihre wachsende Identifikation mit dem Krieg geprägt und die Verhältnisse zwischen ziviler Gesellschaft und Militär revolutionär umgestaltet. Wesentliche Entscheidungen und Entwicklungen im revolutionären Prozess (die frühe Radikalisierung, der Sturz der Monarchie, der Aufstieg Bonapartes ...) müssen vor diesem Hintergrund neu interpretiert werden. Der Kriegsdiskurs der Französischen Revolution offenbart sich schließlich als ein Anfangspunkt des modernen Militarismus.     Abstract: Investigates how small groups - households and local communities - constitute and represent their social identity by ordering the landscape in which they dwell. The author develops a new theoretical and empirical perspective that deals with many of the practices that create collective senses of identity and belonging. These include house building and habitation, structured deposition, cremation and burial, arable farming, and ritual practices. An explicitly diachronic approach charts processes of cultural and social change which have previously gone largely unnoticed, providing a stimulating basis for a more dynamic history of the late prehistoric inhabitants of the Meuse-Demer-Scheldt region
