    Abstract: Most of the existing literature on European history of economic thought concentrates on the major works of leading figures such as von Böhm-Bawerk, Menger, Pareto, Walras, Weber and Wicksell. These economists exerted enormous influences on the development of economics, despite their differing theories and approaches. Yet, there were many other economists whose contribution to the field has not been described in existing literature. This book resurrects these forgotten economists and presents 17 specially commissioned essays on their lives and contributions to economics. As such this book presents a fuller picture of the development of economics in Europe during the late 19th and early 20th century. The authors examine the economists' original ideas, and discuss how their work contributed to the development of economic thought. In addition the contributors look at the spread of ideas, of their acceptance or rejection, which can be explained partly by physical and linguistic or national isolation. They also consider influences on economic thought both between and within countries, and of other disciplines on economics; and as a consequence a sense of national identity in the practice of economics is developed. Finally, the authors present ideas on the path-dependent process of the development of economics and of the alternative paths that were around at the time, as well as on the origins of econometrics and differing attitudes towards statistical and mathematical approaches. This long-overdue addition to the literature will be welcomed by historians of economic thought, those studying the lives of economists as well as those interested in the philosophy and evolution of economics

    Abstract: This timely book focuses on the liberalization of agricultural policy and questions whether it is compatible with the goal of achieving economic and environmental sustainability in the European Union. It presents an invaluable contribution to the growing literature on the sustainability and policy aspects of trade liberalization, focusing on European agriculture. Agriculture, Trade and the Environment discusses quantitative methods for the assessment of agriculture-environment trade-offs for policy analysis at the firm, regional or national levels. It also presents the experience of countries in Europe, with particular regard to the impact of the reform of the Common Agricultural Policy and the repercussions of the Uruguay Round. Using a wide range of analytical and quantitative tools, country case studies examine agricultural areas in Austria, Scotland, Italy, Spain, Greece and Estonia. The authors then go on to look at future developments in an enlarged EU context. They conclude that efficient policies for environmental management in the EU need to be tailored to fit local conditions.     Abstract: Following German reunification in 1990, East Germany's centrally planned economy was abolished and replaced by West Germany's social market economy. Western Germany has since provided vast financial support to aid the transformation, and enable eastern Germany to catch-up with western Germany's productivity and living standards.     Abstract: This important book presents a new original study of the German and UK financial markets. It addresses the relationship between corporate governance, ownership and financial performance in German and UK firms floated during the 1980s. Marc Goergen uses detailed company micro-data to examine the ownership and performance of each firm from the time of its flotation to six years later.     Abstract: The 1990s have witnessed a vast growth of research on the topics of trust and learning. This can be explained by the profound technological and organizational changes that have made both inter-and intra-firm trust indispensable for sustaining the forms of learning that underlie successful competitive performance. Trust and Economic Learning brings together innovative research by an internationally recognized group of scholars from Europe and the United States. The distinction between trust and a variety of related concepts, including reputation, implicit contracts and confidence is examined. The links between learning and trust are then explored using a number of original empirical contributions and theoretical approaches including an adaptation of game theory, Marengo's computational model of organizational learning and the 'step by step' rule developed by Lazaric and Lorenz. The transfer approach to quantitative policy analysis adapts information and data from existing studies and so provides an economical way to assess potential benefits and costs for projects. It then illustrates the method with an extensive case study of environmental externalities from electricity generation.     Abstract: Do environmental regulations harm international competitiveness? In answer to this question, this book focuses on the impact of regulatory policies on competitiveness and employment at the firm level. It investigates the trade-off between environmental regulations and competitiveness across countries and regions throughout Europe, using the food processing industry as a case study. The authors compare and contrast the experiences of similar firms across Europe to examine the different costs firms face in applying environmental regulations and the different levels of competitiveness they achieve as a result. The investigation includes a detailed and thorough comparison of the European food processing industries using 67 company case studies. The results show that firms can achieve national or international levels of competitiveness even when they face a relatively unfavourable level of regulatory costs. These important findings will almost certainly have general application to small and medium sized firms in other industries.     Abstract: In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation. Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur. This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy

    Abstract: Does free trade contribute to the deterioration of the environment? This important book offers a fresh look at the trade-environment debate from a political-economic perspective. It provides an extensive analysis of the environmental consequences of free trade, and examines how trade affects environmental regulation in this age of regional and global economic integration. The book begins by providing a useful review of the literature on the environment-trade link and the effects of trade on environmental regulation. It is demonstrated that environmental regulation may affect trade and investment patterns, and as a consequence the competitiveness of a country or region. Using the North American Free Trade Agreement as a case study, the author examines the political influence of environmentalists and industry sub-groups on pollution standards in the United States. Rolf Bommer also discusses the European experience, and reveals that the European Union may affect pollution regulation considerably and increase the chance of higher environmental standards. He concludes that free trade offers the opportunity to introduce tighter pollution regulation due to the political influence of interest groups on environmental policy making.     Abstract: This important new book presents a state-of-the-art assessment of how economic models can be used by different levels of government to combat environmental problems. It considers policies for climate change and transport that can be used at federal and confederal levels of government.     Abstract: This is the twenty-first in the annual series assessing major development issues. This report acknowledges that knowledge, not capital, is the key to sustained economic growth and improvements in human well-being. It distinguishes between two sorts of knowledge:knowledge about technology, called technical knowledge or simply know-how, and knowledge about attributes, that is, knowledge about products, processes, or institutions. The report focuses on the relationship between the unequal distribution in know-how (knowledge gaps) across and within countries and the difficulties posed by having incomplete knowledge of attributes (information problems). In the first of three parts, the report discusses the importance of knowledge to development, and the risks and opportunities that the information revolution poses for developing countries. It then examines three critical steps that developing countries must take to narrow knowledge gaps:acquiring knowledge, absorbing knowledge, and communicating knowledge. Part 2 discusses the nature and extent of information problems, specific information problems, and three areas where information problems are most severe, namely in financial information, in environmental research, and in listening to the poor. Part 3 summarizes what knowledge and information requirements mean for developing government and international institution policies

La détermination d’une toxicité sub-chronique orale utilisant des doses répétées peut être effectuée après que l'information initiale sur la toxicité ait été obtenue à partir d’essai de toxicité aiguë ou répétée (28 jours). La méthode est basée sur l’administration orale répétée de la substance étudiée sur une période prolongée (un niveau de dose, quotidiennement, pendant 90 jours). Cette Ligne directrice utilise principalement des rongeurs (de préférence des rats). Au moins 20 animaux (10 femelles et 10 mâles) doivent être employés pour chaque groupe d’essai. Trois concentrations, au moins, doivent être utilisées. Le composant testé est administré par gavage ou via la nourriture ou la boisson. Un essai limite peut être fait quand on n’attend pas d’effet pour une dose de 1000 mg/kg poids corporel/j. Les résultats de l’étude incluent des mesures (le poids au moins une fois par semaine, la consommation de nourriture et d’eau), des observations quotidiennes détaillées (examen ophtalmologique, hématologie, biochimie clinique et analyse d’urine), chaque jour de préférence au même moment, de même qu’une autopsie générale et de l’histopathologie. Un certain nombre de mesures liées aux fonctions endocriniennes, et plus particulièrement à celle de la thyroide, ont été ajoutées en 2018. Un essai sub-chronique de 90 jours correctement effectué devrait fournir une évaluation satisfaisante d'un niveau sans effet.

La durée d'essai est de 48h. La mortalité est enregistrée quotidiennement pendant au moins 48 heures et comparée aux valeurs de contrôle. Si le taux de mortalité augmente entre 24 et 48h tandis que la mortalité des témoins reste à un niveau acceptable, il est approprié de prolonger la durée de l'essai jusqu’à un maximum de 96h. Les résultats sont analysés afin de calculer la DL50 à 24h et 48 h et, dans le cas d’une étude prolongée, à 72 h et 96h.

Le renforcement des systèmes de gestion publique des pays lusophones d'Afrique, d'autre part, tout en mettant plus particulièrement l'accent sur les systèmes juridiques et judiciaires, s'étend également aux institutions parlementaires, aux systèmes électoraux, aux administrations locales et à la fourniture de conseils sur des questions d'ordre constitutionnel. Cet examen du programme portugais par le Comité d'aide au développement de l'OCDE (CAD) souligne que le Portugal pourrait jouer un rôle plus important encore, notamment en Angola et au Mozambique, où la fin des conflits appelle de toute urgence une action dans le domaine du développement. Il prend note de la création récente d'une Communauté des pays de langue portugaise (la CPLP), intégrant le Brésil, destinée à renforcer le dialogue et les efforts mutuels de développement. Il est d'autant plus important de faire savoir ce que la libéralisation des échanges et de l'investissement peut ou ne peut pas accomplir et ce dont elle peut être tenue pour responsable. La libéralisation des échanges et de l'investissement n'est pas un processus indolore. Il ne faut pas la considérer comme une panacée ni comme une fin en soi. Néanmoins, elle constitue une composante essentielle de tout ensemble de politiques cohérent visant à aider les sociétés à s'ajuster -- afin d'en tirer profit -- aux transformations qu'induit le progrès technique, dont le rythme et l'ampleur sont sans précédent. Face à des enjeux aussi importants, cette publication examine les diverses voies qu'empruntent les marchés ouverts pour dispenser des bénéfices considérables aux sociétés et à leurs citoyens. Elle souligne les coûts monétaires du protectionnisme pour chacun et traite l'ensemble des préoccupations qui occupent une place importante dans le débat actuel sur les conséquences de la libéralisation des marchés pour l'emploi, la répartition du revenu, la protection de l'environnement et la souveraineté nationale. Certains groupes pourraient être injustement soumis à une lourde fiscalité alors que d'autres constateraient une dégradation inattendue de leur niveau de vie. Pour qu'elle soit pertinente, la réponse des pouvoirs publics doit être diversifiée, et faire intervenir les politiques budgétaires et sociales, mais aussi les politiques du marché du travail, de la santé et de l'éducation. Encourager les gens à travailler plus longtemps, en rendant financièrement plus intéressante la poursuite d'une activité, est au coeur de la stratégie à mettre en oeuvre pour préserver la prospérité dans une société vieillissante. Sans doute faudra-t-il aussi réformer les systèmes publics de retraite traditionnels et les autres politiques sociales et encourager le développement de formules destinées à remplacer les systèmes de retraite publics et donnant aux individus plus de souplesse pour planifier leur départ en retraite. L'infrastructure des marchés financiers devra par conséquent être renforcée pour absorber la forte augmentation des avoirs détenus par les fonds de pension privés. A travers cette étude pluridisciplinaire, l'OCDE souligne la nécessité d'agir dès à présent en mettant en place un train de politiques cohérent et complet.

Trois groupes au minimum d'essai identiques, chacun de dix abeilles, devraient être dosés avec chaque concentration d'essai. Un étalon de toxicité (habituellement diméthoate) devrait être inclus dans la série d'essai. Les abeilles reçoivent ensuite la même alimentation, exempte de substance d'essai. L'essai limite correspond à un niveau de dose de 100 μg de substance active/abeille. La mortalité est enregistrée quotidiennement pendant au moins 48 heures et comparée aux valeurs contrôles. Si le taux de mortalité augmente entre 24 et 48h tandis que la mortalité des témoins demeure à un niveau acceptable, il est approprié de prolonger la durée de l'essai jusqu’à un maximum de 96 heures. Le rapport d'étude inclut la quantité de solution alimentaire consommée par groupe et l'observation de tous les comportements anormaux. Les résultats sont analysés afin de calculer le DL50 à 24h et à 48h et, au cas où l'étude serait prolongée, à 72h et à 96h.

Alternativement, ils peuvent être analysés en utilisant un modèle de régression afin d'estimer la concentration qui provoquerait un certain pourcentage d'effet. Le rapport d'étude inclut le comptage quotidien de la progéniture, l'enregistrement quotidien de la mortalité parentale, la mesure hebdomadaire de la concentration en oxygène, de la température, des valeurs du pH, et la détermination des concentrations de la substance d'essai. Elle devrait également inclure les observations d’apparence anormale, de comportement anormal, de l’éclosion et de la survie.

    Abstract: Neuf pays d’Europe centrale et orientale — Albanie, Estonie, Hongrie, Lettonie, Lituanie, Pologne, République tchèque, Roumanie, Slovaquie — étaient représentes à Varsovie à la réunion des hauts fonctionnaires des centres de gouvernement, organisée par le Programme SIGMA, les 27 et 28 février 1997. Trois centres de gouvernement des pays de l'Union européenne — Allemagne, Belgique, Grèce — ont également participés aux travaux, de même que des experts venus du Canada, du Danemark, de France et de Suède. Tout naturellement, comme l'avaient fait à Paris l'année précédente leurs homologues français, les responsables du pays hôte ont présenté aux participants les grandes lignes de leur organisation et les changements importants qui lui ont été apportés récemment. Ces changements s'inscrivent dans le cadre plus général de la réforme de l'administration d'État réalisé en Pologne. Ils se traduisent, au niveau du centre du gouvernement, par le renforcement de la position du Premier ministre et par une délimitation plus claire des responsabilités politiques et administratives. Deux thèmes de réflexion avaient été retenus pour cette rencontre : la gestion des gouvernements de coalition et le management des transitions entre gouvernements. Ces deux thèmes n'ont pas été choisis au hasard : on en trouve des applications concrètes dans tous les pays qui font partie du Programme SIGMA, ils intéressent très directement les centres de gouvernement et les problèmes qu'ils soulèvent sont de nature comparable. Dans les deux cas, en effet, il s'agit en définitive de concilier les exigences de la démocratie et celles de l'efficacité. La démocratie implique le pluralisme des forces politiques et elle rend légitime leur alternance au pouvoir. Mais, par la même, elle introduit dans le fonctionnement des institutions, à un moment où la conduite de la transition appelle de la part des gouvernements une direction ferme et une action continue, des germes de faiblesse ou de fragilité. Un gouvernement de coalition peut avoir des difficultés à parler d'une seule voix. Des changements d'équipe trop fréquents peuvent nuire à la continuité des actions engagées. Ces risques sont inhérents à la démocratie et ils doivent être bien entendu acceptés. Mais il est aussi du rôle des centres des gouvernements de chercher à minimiser les effets négatifs qu'ils pourraient avoir sur la bonne conduite des politiques publiques.

Un essai limite peut être fait quand on n’attend pas d’effet pour une dose de 1000 mg/kg poids corporel/j. Les résultats de l’étude incluent des mesures (le poids au moins une fois par semaine, la consommation de nourriture et d’eau), des observations quotidiennes détaillées (examen ophtalmologique, hématologie, biochimie clinique et analyse d’urine), chaque jour de préférence au même moment, de même qu’une autopsie générale et de l’histopathologie. Un essai sub-chronique de 90 jours correctement effectué devrait fournir une évaluation satisfaisante d'un niveau sans effet.

Il a été décidé, dès l'origine, que l'étude serait concentrée sur le contrôle des activités de la banque centrale et non pas sur les activités bancaires. Autrement dit, les aspects du système bancaire tels que la structure de la réglementation des institutions financières ou la surveillance du secteur financier ont été exclus, en dépit de leur intérêt et de leur pertinence, du champ de la présente étude ou ne feront l'objet que de brèves allusions. L'étude est par ailleurs limitée à quatre États Membres de l'Union européenne (Allemagne, Irlande, Pays-Bas et Suède) qui ne représentent pas toute la panoplie des systèmes existant dans l'Union. Il faut rappeler aussi que les pratiques actuelles pourraient subir d'importantes transformations à la suite de l'institution de l'Union économique et monétaire européenne. L'étude a été effectuée à partir des documents communiqués par des acteurs importants du contrôle des banques centrales et des entretiens avec ces derniers. Il s'agit notamment de dirigeants des banques centrales, de représentants des unités de contrôle interne, des institutions supérieures de contrôle, des ministères des finances et, le cas échéant, de vérificateurs parlementaires et de représentants des organismes de gestion de la dette publique.

This is followed by analyses of the concepts of coercion and cost in economics, with special reference to one agent's interest being another agent's cost.     Abstract: This authoritative book, bringing together the reports of the Competitiveness Advisory Group, identifies actions to improve European competitiveness politically, economically and socially. The objective is to raise living standards and maintain social cohesion. The Competitiveness Advisory Group has the mission of advising the European Commission and the Heads of State and Government of the European Union. The members of this independent group, which includes leading industrialists, trade unionists, politicians and academics, have adopted a 'bottom-up' approach, seeking to draw lessons from the experience of countries, industries and firms: they rely on 'benchmarking' in order to identify best practice. In the context of increasing interdependence of world trade and consequent globalization of the international economy new policy prescriptions are required for growth and employment, greater efficiency and higher standards of living. In relation to this, the Group discusses the need to close the worldwide technology gap, for Europe to develop deeper relations with the fast growing Asia Pacific region and argues for greater European solidarity in international trade negotiations. Within the European Union itself, it emphasizes the need to achieve the internal market for the free flow of goods, services and people. In addition, it stresses that Europe needs to catch-up, construct and eventually lead the development of the information society in which workers are recognized as a major asset to be invested in. The Group concludes that, although unemployment remains high, European competitiveness now has a brighter future with the movement towards economic and monetary union, and the enlargement of the European Union eastwards.
