    Abstract: What makes some multiethnic states integrate and others descend into civil war? Ishiyama and Breuning extend traditional explanations centered on socioeconomic, cultural, and historical factors to argue that the actions of leaders of ethnic segments-too often ignored-are also critical determinants of policy outcomes. Applying a framework derived from comparative politics and IR theory, the authors explore two sets of empirical cases: the emergence of new nationalisms in old European democracies (the United Kingdom and Belgium) and the reemergence of old nationalisms in several new democracies (Bulgaria, Slovakia, Estonia, and Latvia). Their work sheds crucially important light on an issue that is one of the most prominent in world politics today

Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.
    Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology.     Abstract: New research into medieval women from the Anglo-Saxon to the late medieval period demonstrates their energy, defiance and wit. The phenomenon of medieval women's middle age is a stage in the lifecycle that has been frequently overlooked in preference for the examination of female youth and old age. The essays collected here, ranging from the Anglo-Saxon to the late medieval period, and drawing variously from literary studies, history, law, art and theology, address this lacuna. Taking a variety of critical approaches, the contributors consider medieval definitions, paradigms andexperiences of female middle age, analysing how the middle-aged woman perceived herself subjectively, as well as how she was perceived by others. They seek to challenge the received wisdom that in the middle ages, at forty, womenwere deemed "old" and, from that point onwards, their thoughts should be focused on preparing for death. Moving on from the legacy of Ariès, these essays address evidence for childhood and youth from the sixth century to the sixteenth, but with particular emphasis on later medieval England. The contents include the idea of childhoodin the writing of Gregory of Tours, skaldic verse narratives and their implications for the understanding of kingship, Jewish communities of Northern Europe for whom children represented the continuity of a persecuted faith, children in the records of the northern Italian Humiliati, the meaning of romance narratives centred around the departure of the hero or heroine from the natal hearth, the age at which later medieval English youngsters left home, how far they travelled and where they went, literary sources revealing the politicisation of the idea of the child, and the response of young, affluent females to homiletic literature and the iconography of the virgin martyrs in the later middle ages.     Abstract: National majorities and their governments often demand that immigrants and other minorities must be "good": they should work hard, contribute to society, and adapt to dominant cultural norms. Such stereotypical labels for national outsiders, ranging from "good immigrants" to "good Muslims" and "model minorities", imply that their inclusion and recognition becomes conditional on fulfilling certain standards of behaviour and identity that are predetermined by the national majority. The affected minorities respond in diverse ways, at times striving to be recognised as "good" and at times rejecting these regimes of conditional inclusion and citizenship openly. This book offers ground-breaking insights on how these dynamics of conditional inclusion and "good" citizenship play out today, with a focus on migrant and immigrant-origin minorities in Europe and the Americas. This book shows that conditional inclusion is a globally widespread tool for controlling and rank-ordering minorities. As immigrants respond through diverse struggles for inclusion and recognition, these struggles reveal a hidden battleground of citizenship on which minorities negotiate who can be included and accepted in a given state or society. Their experience shows that conditionality is not an outlier of citizenship, but rather one of its universal core principles.

    Abstract: In the following dialogue, Anika Keinz, the invited discussant at the panel »Struggles over Europe« forming part of the »Troubling Gender« conference, and Paweł Lewicki talk about how race, gender, and sexuality are not only entangled in the East-West dynamic but co-constitute the East-West dichotomy too. They discuss racial relations and states of morality, in grappling with the question of what exactly race-critical studies can contribute to both the improved analysis of this dichotomy and to the examination of developments in Europe: What can we observe when looking, for example, at gender and sexual politics in Poland from a race-critical perspective and what can this tell us about nationalisms? Doing so, they take up the discussion Lewicki started, together with Randi Elin Gressgård and Rafał Smoczyński, in the special issue of Intersections. East European Journal of Society and Politics »Struggles over Europe. Postcolonial East/West Dynamics of Race, Gender and Sexuality« (2020, 6/3). This special issue explores the dynamics pertaining to (racialized) gender and sexuality, as well as their local expressions, and asks how they are embedded in broader dynamics and discourses on Europe, Europeanization, and the transformation of (il)liberal states. Lewicki and Keinz then continue their conversation and pick up on certain aspects that came up during the panel discussion. They reflect on how categories such as »race,« »gender,« and »sexuality« contribute to the reproduction of various understandings of »Europe« and »European modernity« and to the (self-)produced notions of »East« and »West« respectively.
    Abstract: Im folgenden Dialog sprechen Anika Keinz, die als Diskutantin des Panels "Struggles over Europe" bei der Tagung "Troubling Gender" eingeladen war, und Paweł Lewicki, einer der Organisatoren dieses Panels, darüber, wie Rasse, Geschlecht und Sexualität nicht nur in der Ost-West-Dynamik verwoben sind, sondern auch die Ost-West-Dichotomie mitkonstituieren. Sie sprechen über rassialisierte Relationen und moralische Konstellationen, während sie sich mit der Frage auseinandersetzen, was genau kritische race studies zur besseren Analyse dieser Dichotomie sowie zur Untersuchung der Entwicklungen in Europa beitragen können: Was können wir beobachten, wenn wir z.B. die Geschlechter- und Sexualpolitik in Polen aus einer rassismuskritischen Perspektive betrachten und was kann uns das über Nationalismen sagen?     Abstract: Examines why and how cultural encounters between East Asia and Europe are framed as failures Opens up fresh perspectives on intercultural encounters by focusing on failures as a paradigm Argues that a focus on failure helps to uncover the normative perspectives and expectations of intercultural encountersEstablishes that intercultural encounters add a valuable new perspective to the emerging field of failure studiesOften, the story of encounters between Asia and the West has been told as one of success, of cross-fertilization, reciprocal stimulation and an exchange of commodities and knowledge. Yet, the history of East-West encounters is riddled with prominent examples of misunderstandings, ignorance, unrealistic expectations or unbridgeable cultural differences. Bringing together scholars working across Chinese Studies, Japanese Studies, English Studies and French Studies, this book presents new perspectives on such instances by theorizing epistemologies of failure. Providing examples from different periods and disciplines, it reveals how culturally informed expectations and biases, performative and linguistic practices and imaginative horizons specific to the cultures involved shape notions of failure and success. Case studies range from first encounters in the early modern period to contemporary novels and focus on actual or imaginary encounters between East Asia and Western European cultures

    Abstract: Over the last few decades, the politics of gender and sexuality have turned extremely hostile across Europe. Long fought for rights and antidiscriminatory politics have come under heavy attack, while Gender Studies programs have been banned. In tandem, feminist arguments are being instrumentalized by right-wing movements so as to cement nationalist projects and racist positions. This turmoil regarding the politics of gender in Europe has become even more complex as gender, sexuality, and race find themselves used as markers of both progress and backwardness within the postcolonial, postsocialist European landscape reproducing old and creating new hierarchies within the societies and between them. Based on the 2021 conference “Troubling Gender: New Turbulences in the Politics of Gender in Europe,” organized by the Commission on Gender Research and Queer Anthropology of the German Association for European Ethnology and Empirical Cultural Analyses, this issue of Berliner Blätter hence assembles an array of analytical papers as well as polyvocal written discussions seeking to make sense of these developments as well as of their local and regional articulations and effects. The issue brings together queer/feminist voices and analyses from the Eastern and Western European contexts; furthermore, it examines the possibilities for solidarity across different positionalities and engages with diverse histories of struggle. The issue presents analyses informed by gender and queer theory, as mostly based on ethnographic research, and thus ultimately allows us to better understand the current conjuncture of the politics of gender and sexuality in and of Europe. With this, it partakes in the ongoing feminist and queer struggles to build a better future for all those concerned.
    Abstract: Im letzten Jahrzehnt haben sich Politiken rund um Geschlechter und Sexualitätspolitik in ganz Europa äußerst feindselig entwickelt. Erkämpfte Rechte und eine antidiskriminatorische Politik sind massiv unter Beschuss geraten, Studiengänge der Geschlechterforschung wurden verboten. Gleichzeitig werden feministische Argumente von rechtsgerichteten Bewegungen instrumentalisiert, um nationalistische Projekte und rassistische Positionen zu zementieren. Noch weiter kompliziert wird die Situation dadurch, dass Geschlecht, Sexualität und Rasse in der postkolonialen, postsozialistischen europäischen Landschaft als Marker für Fortschritt und Rückständigkeit dienen, wodurch alte Hierarchien innerhalb der Gesellschaften und zwischen ihnen reproduziert und neue geschaffen werden. Ausgehend von der Konferenz „Troubling Gender: Neue Turbulenzen in der Geschlechterpolitik in Europa“, organisiert 2021 von der Kommission für Geschlechterforschung und Queere Anthropologie in der Deutschen Gesellschaft für Europäische Ethnologie und Empirische Kulturwissenschaft (DGEKW), bringt die Ausgabe der Berliner Blätter queere und feministische Stimmen und Analysen aus dem ost- und westeuropäischen Kontext zusammen. Gemeinsam versuchen sie, diese Entwicklungen, ihre lokalen und regionalen Artikulationen und Auswirkungen zu verstehen. Neben den geschlechter- und queertheoretisch fundierten Analysen, die sich größtenteils auf ethnografische Forschungen stützen, ergründen polyvokale, dialogisch geschriebene Beiträge die Möglichkeiten der Solidarität über verschiedene Positionen hinweg und zeigen die verschiedenen Geschichten von gender- und queerpolitischen Kämpfen und Epistemologien in Europa. Die Ausgabe ermöglicht so ein differenziertes Verständnis der aktuellen Situation der Geschlechter- und Sexualitätspolitik in und für Europa und hat damit teil an den laufenden feministischen und queeren Kämpfen um eine bessere Zukunft für alle Beteiligten.

Jahrhundert fragten Philosoph*innen, Mediziner*innen und Anthropolog*innen nach dem Einfluss des Klimas auf den Menschen: Waren Differenzen in Körperbau und Hautfarbe Wirkungen des Klimas? Bestimmte die Umwelt den menschlichen Charakter? Und waren unterschiedliche Staatsformen das Resultat verschiedener Klimata? Im Zentrum stand dabei auch die Frage nach der Autonomie der Vernunft gegenüber der Natur. Bernd Kleinhans gibt einen Überblick über die Klimadebatten dieser Zeit und zeichnet die Grundpositionen des Diskurses nach. Dabei wird deutlich: Die Frage nach dem Verhältnis des Menschen zu seiner Umwelt ist eines der Grundprobleme der Moderne.

    Abstract: Starting from a fishbowl discussion which has taken place at the conference, this paper discusses what can be gained from thinking across genderqueer theories and anthropological Europeanization research. It argues that thinking queerly includes a skepticism towards identitarian and normative understandings of Europe, as well as an ethnographic attention to that which emerges in the gaps and cracks of Europeanization, while keeping in mind the ways in which institutions working in the name of Europe generate heterogeneous experiences resulting in unequal and differentially distributed, multiple Europes. ‘Queering Europe’ oscillates between an emphasis on the central role of the sexual and the gendered in imaginations of Europe and destabilizing notions of Europe in a more general sense and is as such closely related to post-/decolonial approaches. This analytical move has three dimensions to it: Firstly, queering Europe aims at deconstructing hegemonic imaginaries of Europe. Secondly, it makes visible the pluralistic and fragmented nature of Europe(s) and the ambivalent and sometimes unforeseen consequences processes of Europeanization are accompanied by. Thirdly, queering Europe can be envisioned as a way of imagining and thinking Europe through a “critical utopianism” (Mbembe 2019) that puts solidarity center stage. In all three dimensions, an ethnography informed by decolonial critiques as well as by proposals for queering methodologies constitutes our chosen epistemological tool to gain deeper insights into queering Europe as a mode of knowledge production and political vision.
    Abstract: Ausgehend von einer Fish-Bowl-Diskussion, die während der Konferenz stattfand, diskutieren wir in unserem Beitrag, was durch ein Denken zwischen gender_queer Theorien und anthropologischer Europäisierungsforschung gewonnen werden kann. Wir argumentieren, dass queeres Denken eine Skepsis gegenüber identitären und normativen Verständnissen von Europa beinhalten muss sowie eine ethnographische Aufmerksamkeit dafür, was in den Lücken und Rissen der Europäisierung auftaucht. Gleichzeitig gilt es im Auge zu behalten, wie Institutionen, die im Namen Europas arbeiten, heterogene Erfahrungen erzeugen, die zu ungleichen und unterschiedlich verteilten, multiplen Europas führen. Insofern korrespondiert dieser Zugang mit post-/dekolonialen Ansätzen in der Anthropologie. Queering Europe oszilliert zwischen einer Aufmerksamkeit für die zentrale Rolle, die Sexualität und Geschlecht in den Imaginarien von Europa spielen, und der Destabilisierung von Vorstellungen von Europa in einem allgemeineren Sinn. Drei Dimensionen dieses analytischen Ansatzes werden diskutiert: Erstens zielt queering Europe darauf ab, hegemoniale Vorstellungen von Europa zu dekonstruieren; zweitens macht es den multiplen und fragmentierten Charakter Europas sowie die ambivalenten und manchmal unvorhersehbaren Konsequenzen sichtbar, die Europäisierungsprozesse mit sich bringen; und drittens kann queering Europe als Möglichkeit gesehen werden, Europa durch die Linse eines "kritischen Utopismus" (Mbembe 2019) zu betrachten und Solidarität in den Mittelpunkt der Überlegungen zu stellen. In allen drei Dimensionen stellt ethnographisches Arbeiten, das von dekolonialen Kritiken sowie von Vorschlägen zum Queeren von Methoden geprägt ist, das erkenntnistheoretische Werkzeug dar, um tiefere Einblicke in queering Europe als eine Art der Wissensproduktion wie der politischen Vision zu erhalten.

    Abstract: As we face new global challenges - from climate change to the international political order - the need to re-examine the historical roots of cosmopolitanism and liberal principles on a global scale has become increasingly central to the political conversation. Cosmopolitanism and the Enlightenment brings together leading scholars in cultural history, the history of ideas and global politics in order to reassess the complexity of cosmopolitanism during the Enlightenment and its various interpretations over time. Through a fresh and revisionist perspective, the volume explores issues of universalism and cultural diversity, the idea of civilization, race, gender, empire, colonialism, global inequality, national patriotism, international and civil conflict, and other forms of political discourse, challenging the simple negative stereotype that the Enlightenment was inevitably hierarchical and Eurocentric. This timely intervention into the debate about the legacy of the Enlightenment highlights both the plurality and the continuing relevance of Enlightened cosmopolitanism to contemporary global concerns

    Abstract: Marie-Therese Haj Ahmad wendet sich in ihrer ethnografischen Studie der Schnittstelle von innereuropäischer Migration und Wohnungslosigkeit zu. Dabei stehen Fragen nach transnationalen sozialen Rechten ebenso im Fokus wie die sozialarbeiterische Praxis in diesem Handlungsfeld. Die Leser*innen begleiten eine fiktive Figur an verschiedene Orte, die für wohnungslose EU-Bürger*innen relevant sind: ein Sozialamt, eine Arztpraxis für wohnungslose Menschen sowie ein Tagesaufenthalt für wohnungslose Menschen. Dort werden sie Zeug*innen der Aushandlungen und Kämpfe um (soziale) Rechte, Anerkennung und soziale Gerechtigkeit. In ihnen scheint die gewaltvolle Geschichte Europas auf, die sich bis heute in binneneuropäischen Differenzierungen und Ausgrenzungen fortsetzt. Rassismus, Antislawismus und Klassismus prägen den Alltag wohnungsloser Unionsbürger*innen. Zugleich wird deutlich, dass Soziale Arbeit zwar Teil des innereuropäischen Grenzregimes ist, aber auch widerständig darin wirken kann. So zeigt die Studie schließlich, wie die Praxis der innereuropäischen Migration das Narrativ eines homogenen EU-Europas als Ort der Gleichheit und der Menschenrechte in Frage stellt.

    Abstract: In the early modern period costume books and albums participated in the shaping of a new visual culture that displayed the diversity of the people of the known world on a variety of media including maps, atlases, screens, and scrolls. At the crossroads of early anthropology, geography, and travel literature, this textual and visual production blurred the lines between art and science. Costume books and albums were not a unique European production: in the Ottoman Empire and the Far East artists and geographers also pictured the dress of men and women of their own and faraway lands hybridizing the Renaissance western tradition. Acknowledging this circulation of knowledge and people through migration, travel, missionary and diplomatic encounters, this Element contributes to the expanding field of early modern cultural studies in a global perspective

    Abstract: In past decades, most democratic European countries sought to achieve a more equal division of labour between men and women, both within families and organisations. At the same time, they wanted to offer individuals and families sufficient freedom to determine their own roles. But how far can the basic values of 'equality' and 'freedom' be realised in the daily division of labour in a complex modern society? How can they be linked with other principles, such as 'solidarity' and 'efficiency'? Towards a democratic division of labour? starts from the challenge of balancing these values in all sections of modern society, introducing the Combination Model as a scientific tool for studying the division of professional and family work. Following an integrated conceptual approach, the book explains the historical evolution of the division of labour in modern welfare states. Three policy models are developed to illustrate how a democratic division of labour can be conceived in the long-term and the Complete Combination Model is presented as the most suitable for the development of an integrated policy programme. Towards a democratic division of labour? offers inspiration to all scientists, policy makers, representatives of societal organisations and managers who are searching for new theoretical, empirical and policy perspectives

    Abstract: This book provides the first systematic and comparative analysis of the intersections of populism and science in Europe, from the perspective of political sociology. Populism is the object of rich scholarly debate over its definition and the best way to approach its study. But until now, little attention has been paid to the relationships between populism and science. Recently, the Covid-19 crisis has exposed the contradictions in this relationship, and this book combines an analysis of the theoretical aspects of the relationship between populism and science with rigorous empirical research. The theoretical perspectives show populism as a thin-ideology, as discourse and performance, and as a political logic, consider both right-wing and left-wing populism, and focus on leaders as well as citizens. The book also offers an overview of controversies within different fields of ‘science’, including case studies on food science, climate change, vaccination, gender theory, COVID-19, and environmental issues. The book will be of interest to scholars and students of a number of social science disciplines, including political sociology, political science and political psychology

Written by an international team of scholars, the volume establishes that late ancient slavery is a complex and polymorphous phenomenon, one that was conditioned by culture and geography. Rejecting preconceived ideas about slavery as static and without regional variation, it offers focused case studies spanning the late ancient period. They provide in-depth analyses of authors and works, and consider a range of factors relevant to the practice of slavery in specific geographical locations. Using comparative and methodologically innovative approaches, this book revisits and questions established assumptions about late ancient slavery.
