    Abstract: This book examines anti-corruption policies in Latin America and the Caribbean. It compares best practices in public procurement and state budget in order to provide new insights on policy design for governments, civil society organisations and international organisations engaged in the fight against corruption. The book assesses how a paradigm shift toward transparency in global governance has led to major changes in public policies in the region since the late 1990s. Using Uruguay and Chile as case studies, it then demonstrates the causal mechanism linking transparency institutionalisation to corruption control. The book also offers recommendations for research and practice about the importance of coherent public accountability systems, that combine citizen oversight over government with government responsibility towards non-state actors.     Abstract: "How Machines Came to Speak argues that the development of new media technologies-from the phonograph, film, and radio in the early twentieth century to computer code and algorithms today-has been integral to legal conceptions of free speech in the U.S. Traditional histories of free speech and the First Amendment focus on court cases with clear moral and political stakes in regulating speech, including cases that established worker picketing, criticism of war, and freedom of the press as aspects of free speech. Yet, according to Jennifer Petersen, the outcomes of these cases have often been determined by earlier legal precedent around how we define speech itself. Offering what she calls "a media history of free speech," Petersen shows that over the course of the twentieth century, the Supreme Court's definition of speech grew to include everything from symbols and gestures (like saluting the flag) to messages without a clear speaker (like opinions broadcast over the radio) to corporate messages (like commercials and donations). As algorithms increasingly determine which news and culture we consume, Petersen argues that technology and discourse on communication are still central to how the Courts conceptualize free speech, and legal decisions concerning the parameters of speech are bound up in concerns about the constitution of personhood that have been shaped and reshaped by the role of technology as a mediator of social relations and identity"--

    Abstract: "When SNCC leader Stokely Carmichael first called for "Black Power" on a Civil Rights march in 1966 he not only gave name to a movement that shaped one of the most significant periods of the African American freedom struggle in the USA. His background as son of migrants from Trinidad and Tobago also gives an indication on the international dimension of the Black Power movement. Black Power was informed by the ideas of Afro-diasporic intellectuals and Pan-Africanists such as W.E.B. DuBois, Marcus Garvey, Frantz Fanon, and Malcolm X. Deeply rooted in practices of Black transnationalism, Black Power heralded a new era of African American defiance, militancy, and cultural awareness, which transcended the U.S. and left its footprints throughout the Hemisphere, providing marginalized communities beyond national and cultural boundaries with meaningful symbols of resistance and self-affirmation in the face of racial oppression. Black Power's hemispheric impact encouraged the emergence of musical genres, antiracist movements, and border-crossing networks of solidarity among Afro-descendants in the Caribbean, Latin and North America, and continues to be a source of inspiration for the political and cultural expressions of the Black Americas in the 21st century as manifested by the Black Lives Matter movement. This compilation of essays by scholars and activists intends to fill an important gap by addressing Black Power within a historical, polyvocal and multi-locational approach shedding light on manifestations of Black Power from Brazil, Canada, Colombia, Cuba, Jamaica, Panama, Puerto Rico, Uruguay, the United States and their entanglements"--

    Abstract: Im 21. Jahrhundert sehen die Verfassungen zahlreicher lateinamerikanischer Staaten indigene Rechte auf territoriale Autonomie vor. Während viele Studien im Forschungsfeld diese Rechte vorwiegend als Anerkennung bestehender indigener Organisationsformen interpretieren, weist Michael Fackler auf den Veränderungsdruck hin, den staatliche Autonomievorstellungen beinhalten. Zu diesem Zweck untersucht er die Umsetzung indigener Autonomierechte in Bolivien. Seine detaillierte Ethnographie fokussiert auf Spannungen und Konflikte in der Aneignung rechtlicher Normsetzungen durch die lokale indigene Bevölkerung und legt die Vielschichtigkeit der Konstruktion staatlich-sanktionierter Autonomie offen.

    Abstract: Latin American states took dramatic steps toward greater inclusion during the late twentieth and early twenty-first Centuries. Bringing together an accomplished group of scholars, this volume examines this shift by introducing three dimensions of inclusion: official recognition of historically excluded groups, access to policymaking, and resource redistribution. Tracing the movement along these dimensions since the 1990s, the editors argue that the endurance of democratic politics, combined with longstanding social inequalities, create the impetus for inclusionary reforms. Diverse chapters explore how factors such as the role of partisanship and electoral clientelism, constitutional design, state capacity, social protest, populism, commodity rents, international diffusion, and historical legacies encouraged or inhibited inclusionary reform during the late 1990s and early 2000s. In At War with Government , the political scientists Amy Fried and Douglas B. Harris reveal that this trend is no accident. Although distrust of authority is deeply rooted in American culture, it is fueled by conservative elites who benefit from it. Since the postwar era conservative leaders have deliberately and strategically undermined faith in the political system for partisan aims. Fried and Harris detail how conservatives have sown distrust to build organizations, win elections, shift power toward institutions that they control, and secure policy victories.     Abstract: "Pollsters and pundits failed to predict the election of Donald Trump in 2016. Is this because they do not know our fellow Americans and how they think? Who are the public? In A Troubled Birth: The 1930s and American Public Opinion, Susan Herbst argues that we need to go back to the beginning of the idea of "public opinion" and a mass public to understand what the American public is now. Herbst contends that the idea that there was a public whose opinions mattered began in the 1930s, during the Great Depression, with the growth of mass media, the devastating impact of the economic collapse on so many people, and the entry of political leaders, like Franklin Roosevelt, who were talented at trying to shape what the public thought. In the 1930s we had a stew pot of political beliefs from far left to far right, many challenging the established democracy of the day, in the wake of the failure of government to deal with the economic and social effects of the depression. Herbst argues that public opinion about political matters can only be understood as a product of a messy mixture of culture, politics, economics-in short, all the things that influence how people live. If we are to understand what people think about politics we must dig deep into the context in which people are developing these opinions"--

As Stephen Collier and Andrew Lakoff argue in this book, the American government's current practices of disaster management can be traced back to this era. Collier and Lakoff argue that an understanding of the history of this initial formation of the "emergency state" is essential to an appreciation of the distinctive ways that the U.S. government deals with crises and emergencies-or fails to deal with them-today. This book focuses on historical episodes in emergency or disaster planning and management. Some of these episodes are well-known and have often been studied, while others are little-remembered today. The significance of these planners and managers is not that they were responsible for momentous technical innovations or that all their schemes were realized successfully.     Abstract: "Waverly Duck and Anne Rawls propose in this book that when "tacit" racism becomes institutionalized in the expectations of ordinary interaction-in what the authors call "Interaction Orders of Race"--it creates vast amounts of largely invisible and unconscious inequality. Because of this, interactions can produce race inequality whether the people involved are aware of it or not. The resulting divisions and exclusions divide the nation, providing fertile ground for political manipulation around issues associated with race (e.g. welfare, health care and government as the guarantor of equality). The growth of tacit and overt racism that followed the election of Barack Obama, the first African American President, ushered in a level of intolerance that most Americans thought they had left behind in the distant past. It has been a nation-wide display of how overlooking tacit racism and supporting the fiction of a "color-blind" society damages not only the least advantaged but threatens the majority; it encourages the expression of overt forms of racism that deprives society of the contributions of minorities, and it threatens democratic public spaces. As such, the authors argue, tacit racism is a clear and present danger to the survival of our nation, the public civility it depends on, the autonomy of its sciences, and its democratic institutions as a whole."

From the founding exclusion of indigenous peoples and enslaved Africans to the uneasy welcome of waves of immigrants, from republican disavowals of colonialism to Cold War proclamations of freedom, Americans' ideas of their differences from others have shaped the modern world--and how Americans have viewed foreigners is deeply revealing of their assumptions about themselves. Just Like Us is a pathbreaking exploration of what foreignness has meant across American history. Thomas Borstelmann traces American ambivalence about non-Americans, identifying a paradoxical perception of foreigners as suspiciously different yet fundamentally sharing American values at heart beneath the layers of culture. Considering race and religion, notions of the American way of life, attitudes toward immigrants, competition with communism, Americans abroad, and the subversive power of American culture, he offers a surprisingly optimistic account of the acceptance of difference.     Abstract: This edited volume presents a detailed account of the dynamics of socioeconomic contention in Egypt and Tunisia since 2011. Combining quantitative and qualitative methods, it analyses what has happened to the socioeconomic grievances that played a key role in the mass mobilizations of 2010 and 2011. The book is based on an original data set of socioeconomic protests in the two countries and on in-depth case studies that cover the two most important types of socioeconomic contention: labor protests and protests by socioeconomically disadvantaged people outside the formal economy. Drawing on a systematic review of comparative research on Latin America, the authors argue that the dynamics of socioeconomic contention in contemporary Egypt and Tunisia reflect a deep-seated crisis of popular sector incorporation. This work promises to enrich the scholarly and the political debates on Egypt and Tunisia, the MENA region and on contentious politics in times of political change.

    Abstract: "The "silent majority"--A phrase coined by Richard Nixon in 1969 in response to Vietnam War protests and later used by Donald Trump as a campaign slogan - refers to the supposed wedge that exists between protesters in the street and the voters at home. The Loud Minority upends this view by demonstrating that voters are in fact directly informed and influenced by protest activism. Consequently, as protests grow in America, every facet of the electoral process is touched by this loud minority, benefiting the political party perceived to be the most supportive of the protesters' messaging. Drawing on historical evidence, statistical data, and detailed interviews about protest activity since the 1960s, Daniel Gillion shows that electoral districts with protest activity are more likely to see increased voter turnout at the polls. Surprisingly, protest activities are also moneymaking endeavors for electoral politics, as voters donate more to political candidates who share the ideological leanings of activists. Finally, protests are a signal of political problems, encouraging experienced political challengers to run for office and hurting incumbents' chances of winning reelection.     Abstract: This book presents in-depth analyses of the data gathered for 26 years by the Political Elites of Latin America project (PELA), the most comprehensive database about the topic in the world. Since 1994, PELA has conducted around 9,000 personal interviews with representative samples of the Legislative Powers of 18 Latin American countries, generating a unique resource for the study of political elites in a comparative perspective. Now, this contributed volume brings together studies that dig into the data gathered by PELA to discuss important topics related to the challenges faced by representative democracy in Latin America. After an introductory chapter that presents the potential of the PELA database, the book is structured in two parts. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. It then discusses three relevant issues in Latin American political dynamics such as executive-legislative relations, women's participation as representatives, and the meaning of China and the United States in national politics. The second part addresses in five chapters studies of seven national cases that are representative of regional heterogeneity. These chapters aim to examine parliamentarian elites’ attitudes in different political systems with regard to a variety of relevant issues such as institutional trust, satisfaction with democracy, Executive-Legislative relations, clientelism, and gender questions. Furthermore, these chapters intend to evince the evolution of such attitudes in the course of the last two decades.     Abstract: Although the Japanese empire rapidly dissolved following the end of World War II, the memories, mourning, and trauma of the nation's imperial exploits continue to haunt Korea, China, and Taiwan. In 'Anti-Japan' Leo T. S. Ching traces the complex dynamics that shape persisting negative attitudes toward Japan throughout East Asia. Drawing on a mix of literature, film, testimonies, and popular culture, Ching shows how anti-Japanism stems from the failed efforts at decolonization and reconciliation, the Cold War and the ongoing U.S. military presence, and shifting geopolitical and economic conditions in the region. At the same time, pro-Japan sentiments in Taiwan reveal a Taiwanese desire to recoup that which was lost after the Japanese empire fell. Anti-Japanism, Ching contends, is less about Japan itself than it is about the real and imagined relationships between it and China, Korea, and Taiwan. Advocating for forms of healing that do not depend on state-based diplomacy, Ching suggests that reconciliation requires that Japan acknowledge and take responsibility for its imperial history

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers. Through its combined approach to critical theory and field research with migrant workers, this text makes a case for a politics that is attuned to questions of time and advanced by precarious workers throughout society.

Um diese Frage zu beantworten, schlägt die Autorin einen vergleichenden, methodisch innovativen Ansatz vor, der die Ebene der (oft informellen) Interaktionsmuster zwischen unterschiedlichen Akteursgruppen besonders berücksichtigt und netzwerkanalytisch untersucht. Über die Kombination aus prozessanalytischen Fallstudien zu Entscheidungsverfahren über infrastrukturelle und extraktive Projekte in Kolumbien, Panama und Chile und deren vergleichender Analyse werden sowohl Wirkungszusammenhänge als auch kausale Muster aufgezeigt. Sonderrechte sind weniger ausschlaggebend als erwartet. Stattdessen wird die Bedeutung akteursspezifischer und interaktionsbasierter Voraussetzungen für die Wahrung indigener Selbstbestimmung betont: Formalisierte interne Handlungsmodi und Mobilisierungsressourcen indigener Organisationen sowie vorangehende Interaktionen mit staatlichen Institutionen sind entscheidend.
    Abstract: (How) Do autonomy and consultation rights foster indigenous self-determination? The book presents answers to this question, with its author proposing a comparative, methodologically innovative approach that takes particular account of the (often informal) patterns of interaction between indigenous groups and other stakeholders and examines them with network-analytical methods. By combining process tracing for within-case analyses of decision-making processes on infrastructure and extractive projects in Colombia, Panama and Chile with a cross-case analysis, the author demonstrates both causal mechanisms and causal patterns, and shows that indigenous rights are less decisive than expected. Instead, the book stresses the relevance of actor-specific and interaction-based conditions for safeguarding indigenous self-determination. In this respect, formalised internal modes of action and mobilisation resources of indigenous organisations are vital, as are prior interactions with public authorities.

    Abstract: Trans-afrohispanismos: puentes culturales críticos entre África, Latinoamérica y España is an innovative approach to Afro-Hispanic Studies. It focuses on the connections between peoples, territories, and media of expression at the confluence of Africa and the Hispanic world. The volume’s contributors apply perspectives from their respective areas of specialization to their examination of transcultural interactions in a diverse range of contexts. These include Equatorial Guinea, Western Sahara, Spain, Morocco, Afro-descendant communities in Latin America and transnational spaces generated by digital technologies and contemporary migration. Specifically, it argues that increasingly engaged citizenries -- forged by economic growth and technological advances -- coupled with dysfunctional political institutions have fueled more radical modes of participation in Latin America, as citizens' demands for government responsiveness have overwhelmed many regimes' capacity to provide it. Where weak institutions and politically engaged citizenries collide, countries can morph into "protest states," where contentious participation becomes so common as to render it a conventional characteristic of everyday political life. Drawing on cross-national surveys from Latin America and a case study of Argentina, which includes a rich dataset of protest events and dozens of interviews with political elites and citizen activists, Mason W. Moseley tests his explanation against other leading theories in the contentious politics literature. But rather than emphasizing how worsening economic conditions and mounting grievances fuel protest, this book builds the case that it is actually the improvement of economic conditions amidst low quality political institutions that lies at the root of surging contention in the region.     Abstract: Pierre Bourdieu in Hispanic Literature and Culture is a collective reflection on the value of French sociologist Pierre Bourdieu’s work for the study of Spanish and Latin American literature and culture.     Abstract: "International relations scholar Oystein Tunsjo argues that the international system is transitioning to a bipolarity between the United States and China. Tunsjo develops the case for contemporary bipolarity not only by examining the current distribution of capabilities, but contends that the contemporary distribution of capabilities in the international system is roughly similar to the origins of the last bipolar system of the 1950s. Beginning with a foundation in theory, the book defines polarity and discusses how we can measure power and rank states. Tunsjo introduces three criteria for studying shifts in the distribution of capabilities among the top ranking powers: their rank based on a combined capability score derived from Kenneth Waltz's theory, the space between the second and third ranking power, and a historical comparison of the state's most recent bipolar system. With these models in place, we find that the Soviet hard-balancing seen in the Cold War is replaced by geographical conditions in the U.S.-China bipolar system to create instability and a likelihood for conflict. This is a provocative text that challenges long-held theories in the field and provides new insights on the important relationship between geography and bipolarity--in fact most of the current debates do not even consider bipolarity. Tunsjo discusses implications for the behavior of the U.S. and China and especially the effects of a new bipolar system for the dynamics of international politics"--
