    Kurzfassung: This report discusses the most relevant issues concerning school choice schemes, and how they intertwine with equity considerations, through a literature review and analysis of the effects different types of school choice programmes have on equity. In the last 25 years, more than two-thirds of OECD countries have increased school choice opportunities for parents. The empirical evidence reviewed here reveals that providing full parental school choice results in further student segregation between schools, by ability, socio-economic and ethnic background, and in greater inequities across education systems. The report identifies certain characteristics of programmes that can prevent schools from hand-picking their students - crowding out disadvantaged and low performing students. As school choice is here to stay, countries should explore choice designs that balance parents’ freedom to choose with equity considerations: this report develops two particular schemes: controlled choice programmes – also called flexible enrolment schemes – and weighted funding formula.

    Kurzfassung: Looking at secondary schools, this paper analyses work-based learning (WBL) as an element of both general education and vocational programmes. The workplace is a powerful learning environment where technical skills can be learnt from expert practitioners using real-life equipment, while also acquiring key soft skills such as teamwork and communication. WBL offers students the opportunity to transition from school to work, while for employers it offers a means of recruitment. However, it can be challenging to engage employers. Quality requires good WBL design and supporting mechanisms. The length and sequencing of WBL are important. The equity risks of WBL also need to be managed. The paper considers different policy messages for schools and jurisdictions.

    Kurzfassung: One of a series of studies on vocational education and training, this review assesses the vocational education and training (VET) in Estonia and provides policy recommendations. Estonia does very well in terms of student achievement on PISA, and the results from the Survey of Adult Skills (PIAAC) are also excellent. Unemployment levels are low. But despite recent reforms, VET remains relatively low status compared to general education, dropout rates are too high for comfort, and apprenticeships, despite recent efforts, fail to attract many young people. Suggested approaches to improve VET in Estonia include the expansion of work-based learning within all VET programmes and measures to increase the number of apprentices. Tackling dropout should be done by a set of complementary measures, including support in basic skills for those students lagging behind. Building pathways between VET and general education options can help improve the status of VET. More and better career guidance, especially before the key grade 9 transition point, is also needed.

    Kurzfassung: Career and education decisions are amongst the most important young people make. Gender, ethnicity and socio-economic factors all strongly affect these choices. Career guidance is both an individual and a social good: it helps individuals to progress in their learning and work, but it also helps the effective functioning of the labour and learning markets, and contributes to a range of social policy goals, including social mobility and equity. This justifies the public investment in career guidance activities. Empirical evidence point towards career guidance services – in school and outside – having a formative influence on young people’s understanding of themselves and the world of work, and can often improve educational, social and economic outcomes. As young people stay in education and training longer and as the labour market becomes more complex, the case for career guidance grows. But what makes for effective provision? This paper looks at the features of good career guidance practice, including the need for schools to begin early and the essential role of exposure to the world of work.
