    Series Statement: City Development Strategy
    Abstract: The objective of this report is to explore innovative financing instruments and approaches for catalyzing private sector financing to fill the climate-smart investment gap in cities. The report reviews the existing literature, highlights key barriers in scaling-up private investment in climate-smart urban infrastructure, and showcases innovative financial de-risking instruments and other financial instruments for private sector financing for low carbon, resilient urban investments. The first chapter of the report introduces the topic and the second presents the challenges and the opportunities of urban climate investments. The third chapter discusses climate-smart cities and types of urban mitigation and resilience investments. The fourth chapter reviews and provides a framework to examine the interconnected layers of investment barriers specific to private investment, city financing, and climate-smart projects. Considering these risks allows investors and other stakeholders to better understand the complex web of challenges to expanding investment in urban climate projects and how they build on one another. Chapter five presents 10 case studies of innovative financing approaches to address some of these barriers and mobilize private sector finance for low carbon, resilient urban development. Finally, the conclusion in chapter six offers some key findings and considerations for the wider community of practice

La entrega de datos e información para realizar el ejercicio de monitoreo fue liderado por 81 países, con la participación de más de 125 socios bilaterales y multilaterales en el desarrollo, así como cientos de organizaciones de la sociedad civil, representantes del sector privado y otros actores relevantes del desarrollo de los países participantes. Este informe muestra las conclusiones del ejercicio sobre la base de un meticuloso análisis y agregación de dicha información. Su objetivo es estimular y nutrir el diálogo sobre políticas a nivel de país, regional e internacional, generando una base de evidencias para promover medidas colectivas futuras que fortalezcan la contribución de la cooperación eficaz al desarrollo a la implementación de Agenda para el Desarrollo Sostenible 2030 y la consecución de los Objetivos de Desarrollo Sostenible. El informe confirma la importancia de contar con principios y compromisos para fortalecer el enfoque del desarrollo en los resultados, velar por la apropiación nacional del proceso y la inclusión de las alianzas para el desarrollo, además de mejorar la transparencia y la rendición mutua de cuentas en torno a las gestiones en pos del desarrollo.

    Abstract: A growing number of investors and corporates aim at coupling financial returns in developing countries with positive social, economic and environmental impacts. However, the way they measure those impacts can be at odds with actual managing practices, and important aspects such as transparency, the protection of human rights and local stakeholder consultation are not systematically taken into account. In order to help mend these gaps, the OECD-UNDP Impact Standards for Financing Sustainable Development (IS-FSD) provide a framework for donors, development finance institutions and their private sector partners to make financial decisions and manage projects in ways that generate a positive impact on sustainable development, and improves the transparency of development results. The Standards, approved by the OECD Development Assistance Committee in March 2021, constitute a best practice guide and self-assessment tool. They are built around four areas: Strategy, management approach, transparency and governance.

Los principios de la Alianza Global para la Cooperación Eficaz al Desarrollo – apropiación por parte de los países socios; enfoque en resultados; alianzas incluyentes; transparencia y rendición de cuentas – han estado guiando las relaciones entre los socios para el desarrollo durante casi una década, ayudándoles a fortalecer y mejorar la forma en que cooperan y asegurando que todos los ciudadanos estén involucrados en el proceso. La Organización para la Cooperación y el Desarrollo Económicos (OCDE) y el Programa de las Naciones Unidas para el Desarrollo (PNUD) trabajan juntos para evaluar el progreso en el uso de estos principios. En 2018, 86 países y territorios en colaboración con más de 100 socios para el desarrollo, recopilaron información para servir de base para este trabajo y generar evidencia. Al destacar dónde se han realizado progresos y dónde persisten desafíos, este trabajo sirve para informar a los gobiernos y a sus socios sobre cómo fortalecer la acción colectiva hacia el avance de la Agenda 2030 de Desarrollo Sostenible.

    Abstract: Helping countries to improve the lives of their citizens requires effective international development co-operation. The Global Partnership for Effective Development Co-operation’s principles (country ownership, focus on results, inclusive partnerships, and transparency and mutual accountability) have been guiding relationships between development partners for close to a decade, helping them to strengthen and improve the way they co-operate and ensuring that all citizens are invested in the process. The Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Programme (UNDP) work together to monitor progress in using these principles. In 2018, data was collected by 86 partner countries and territories, in collaboration with more than 100 development partners, to serve as the basis for this work and provide evidence. By highlighting where progress has been made and where challenges remain, the work helps governments and their partners strengthen collective action towards the 2030 Agenda for Sustainable Development.
