    Abstract: En 2001, le gouvernement finlandais a décidé de mettre en place un nouveau système des salaires au sein du secteur public, afin de mieux prendre en compte les contraintes propres à chaque poste ainsi que les performances des employés. Ainsi, en juin 2006, à l’issue de longues négociations, employeurs et syndicats sont parvenus à un accord sur le nouveau système de rémunération à mettre en place au sein du secteur universitaire finlandais. Ce nouveau système des salaires évalue à la fois 1) les contraintes générales inhérentes à chaque poste et 2) les performances individuelles de chaque employé. Jusqu’en 2007, l’auteur de cet article a été l’un des principaux représentants des employeurs dans le cadre des négociations menées par le ministère de l’Éducation. Ce rapport présente cette réforme de grande ampleur, ainsi que le cycle de négociations qui l’a précédée. Il met en lumière le rôle central de la négociation collective, souvent mal comprise par les professeurs et les chercheurs du secteur de l’enseignement supérieur au sens large.

    Abstract: In 2001 the Finnish government decided that the state sector should develop a new salary system that would take more fully into account the actual outcomes and demands of particular posts. Subsequently, in June 2006, an agreement on a new salary system for the Finnish university sector was reached between the negotiating parties, the employers and the trade unions. The new salary system is based on assessments of 1) the overall demands of a post, and 2) the personal performance of the individual employee. Until 2007 the author of this article acted as one of the employers’ key negotiators in the bargaining process led by the Ministry of Education. This paper describes this major salary reform and the negotiation process connected with it. It sheds light on the central process of collective bargaining, which is often misunderstood by teachers and researchers in the broad field of higher education.

    Abstract: This book explores how the notion of the responsible university manifests itself at various levels within Nordic higher education. As the impetus of the knowledge society has catapulted the higher education sector to the forefront of policy agendas, universities and other types of higher education institutions face increasing scrutiny, assessment and accountability. This book examines this phenomenon using the Nordic countries as cases in point, given the strong public commitment towards widening participation and public research investments.
