    Abstract: This is the fifth edition of Society at a Glance, the biennial OECD compendium of social indicators. This report attempts to satisfy the growing demand for quantitative evidence on social well-being and its trends. It updates some of the indicators included in the 2001, 2003, 2005 and 2006 editions. It adds some new ones, including indicators of height, perceived health status, risky youth behaviour and bullying. In addition, a new set of headline social indicators are developed, providing an overview of social well-being and its trends. This report also includes a guide to help readers in understanding the structure of OECD social indicators, and a special chapter on leisure time across the OECD. More detailed information on all indicators, including those not in this edition, can be found on the OECD web pages (www.oecd.org/els/social/indicators/SAG). This report was prepared by Simon Chapple and Maxime Ladaique. As this report addresses a wide range of topics, it would have been impossible to complete without the contributions of many people in and outside the OECD Social Policy Division.     Abstract: Protectionism is back on the agenda as the financial crisis deepens. With calls for measures that purport to protect low income workers growing louder in the West, it is essential that the economic arguments in favour of free trade and globalization are re-emphasised. Adam Rose was one of the first both to identify the central role of equity among nations and regions in addressing greenhouse gas (GHG) mitigation and to quantify many equity principles so that they could be incorporated into formal models. Comprising classic explorations into GHG emission trading design with respect to burden-sharing, borrowing and banking, and political constraints, the papers contained in this volume provide guidance on coalition choices for individual states of the US and partnership choices for developing countries involved in the Clean Development Mechanism today and in emission allowance trading in the future. The impacts of mitigation policy across industries and socioeconomic groups are also analysed, using computable general equilibrium models to examine the economic implications of carbon taxes, fuel taxes, tradable emission permits, and strict regulation. In addition, the book establishes a firm grounding for policy analysis by providing a basic understanding of the carbon cycle, drivers of GHG emissions, and some economic impacts of climate change. Quatre substances de référence sont incluses dans chaque essai : un estrogène fort (17bêta-estradiol, un faible (17alpha-estradiol), un très faible (17alpha-méthyltestostérone) et un témoin négatif (corticostérone). L’activité de l’enzyme luciférase est mesurée par un luminomètre. Une substance d’essai est considérée comme répondant positivement si la réponse maximale induite est égale ou excède 10 % de la réponse du témoin positif (1 Nm 17bêta-estradiol) dans au moins deux parmi deux, ou deux parmi trois expérimentations. Les essais au champ visent à (1) quantifier la teneur en résidu(s) à laquelle s’attendre après un traitement conforme aux bonnes pratiques agricoles en vigueur ou proposées; (2) déterminer, le cas échéant, le taux de dissipation du ou des résidus de produits phytosanitaires dans les cultures considérées; (3) déterminer des paramètres telles que la « valeur médiane des résidus en essais contrôlés » ou la « valeur de résidu la plus élevée », afin d’évaluer les risques alimentaires; enfin, (4) en déduire les limites maximales de résidus (LMR). La présente ligne directrice pour les essais au champ de plantes cultivées exige un échantillon provenant de parcelles traitées à chaque intervalle d’échantillonnage pour les cultures qui font l’objet de huit essais ou plus. La ou les substances d’essai sont stockées dans des conditions adaptées pendant la durée de l’étude et appliquées rapidement après leur préparation ou leur mélange. La substance d’essai n’est pas appliquée en cas de fort vent, de pluie, ou si des précipitations sont attendues peu après l’application. Pour chaque traitement, le taux d’application est exprimé en quantité de produit et/ou d’ingrédient actif par unité de surface. A la fin de chaque essai au champ de plantes cultivées, les échantillons (entreposés) sont analysés pour mesurer leur teneur en résidu (exprimée par example en mg/kg).

    Abstract: Despite many examples of good practice, large weaknesses exist in many countries’ national career guidance services, according to extensive research conducted by the OECD, and by the Centre for the Development of Vocational Training and the European Training Foundation on behalf of the European Commission. Access is limited, particularly for adults. In addition, services often focus upon immediate decisions, and fail to develop career management skills. Training for those who provide services is frequently inappropriate, failing to reflect the full range of client needs or to take account of modern, more flexible delivery methods such as ICT. Services are poorly co-ordinated between different ministries, and between governments and other stakeholders. The evidence base is too weak to provide policy makers with useful data on outcomes, costs and benefits. These gaps stand in the way of governments’ attempts to implement lifelong learning, active employability and social equity policies. This joint publication by the OECD and the European Commission (staff working paper) gives policy makers practical tools to tackle these problems. In simple, non-technical language, the publication addresses a broad range of policy issues that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership.     Abstract: The objective of a long-term carcinogenicity study is to observe test animals for a major portion of their life span for the development of neoplastic lesions during or after exposure to various doses of a test substance by an appropriate route of administration. This Test Guideline is intended primarily for use with rats and mice, and for oral administration. Both sexes should be used. Each dose group and concurrent control group should contain at least 50 animals of each sex. At least three dose levels and a concurrent control should be used. Animals are dosed with the test substance daily (oral, dermal or inhalation administration) and the mode of exposure should be adjusted according to the toxicokinetic profile of the test substance. The duration of the study will normally be 24 months for rodents. For specific strains of mice, duration of 18 months may be more appropriate. Termination of the study should be considered when the number of survivors in the lower dose groups or the control group falls below 25 per cent. The results of these studies include: measurements (weighing, food consumption), and, at least, daily and detailed observations, as well as gross necropsy and histopathology.

Tous les animaux font l’objet d’une autopsie générale.

Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

Welches sind die Hauptmerkmale, Stärken und Schwächen des Innovationssystems eines Landes? Wie können die Regierungen die Innovationstätigkeit fördern? Die OECD-Prüfungen der Innovationspolitik bieten eine umfassende Analyse des Innovationssystems einzelner OECD-Mitglieds- und -Nichtmitgliedsländer, bei der die Rolle der Politik und der Regierung im Mittelpunkt steht. Sie geben zudem konkrete Empfehlungen zu der Frage, wie ein breites Spektrum von die Innovationsergebnisse der Länder beeinflussenden Politikmaßnahmen zu verbessern ist. Bei jeder Prüfung werden bewährte Praktiken identifiziert, aus denen andere Länder lernen können. China hat über einen mehr als zwanzig Jahre andauernden Zeitraum ein spektakulär hohes Wirtschaftswachstum zu verzeichnen. Gleichwohl ist China heute mit der großen Herausforderung des Übergangs von einem stetigen zu einem vom sozialen, wirtschaftlichen, ökologischen und umweltpolitischen Standpunkt her gesehen nachhaltigen Wachstum konfrontiert. Die Innovationstätigkeit wurde als eine Hauptantriebskraft für dieses neue Wachstumsmodell identifiziert, und die chinesische Regierung hat eine nationale Strategie initiiert, die bis zum Jahr 2020 eine innovationsinduzierte Wirtschaft und Gesellschaft entstehen lassen soll. Wird es China gelingen, die Herausforderung dieses Übergangs zu meistern? Welche Veränderungen werden hierzu im Bereich der Politikmaßnahmen und Institutionen erforderlich sein? Wie wird sich die Wandlung Chinas zu einer künftigen innovationsgestützten Volkswirtschaft auf die OECD-Länder sowie auf die weltweiten Systeme der Wissensproduktion, -verbreitung und -nutzung auswirken? Der vorliegende Bericht versucht Antworten auf diese Fragen zu finden, indem er den derzeitigen Zustand des nationalen Innovationssystems Chinas und seiner Investitionspolitik analysiert und besonders wichtige Verbesserungen empfiehlt, die sowohl im politischen als auch im institutionellen Umfeld erforderlich sind, damit es China gelingt, die Innovationstätigkeit durch einen marktorientierten Ansatz zu fördern.

    Abstract: Too many fishing vessels chasing too few fish is a persistent problem in many countries. To address this, governments often turn to vessel decommissioning schemes as a means of adjusting fishing capacity to match available fish resources. This report presents a set of best practice guidelines on the design and implementation of decommissioning schemes. By drawing on case studies of decommissioning schemes from OECD and non-OECD countries, it provides policy makers and fisheries managers with detailed analysis of the economic issues surrounding decommissioning schemes.
