    Kurzfassung: Deutschlands Wirtschaft hat viele Jahrzehnte lang ausgezeichnete Ergebnisse erzielt. Der Ordnungsrahmen und das Regulierungssystem des Landes zeichnen sich durch besondere historisch gewachsene Stärken aus, nämlich klare, wohl durchdachte wettbewerbsrechtliche und wettbewerbspolitische Strukturen sowie ein solides Fundament von Regulierungsinstrumenten. Es ist mithin nicht weiter verwunderlich, dass die Regulierungsqualität in einem der Rechtsstaatlichkeit verpflichteten Land wie Deutschland mit seiner traditionell bewährten Verwaltung eines der zentralen Ziele ist. Regulierungsreformen, die auf diesen traditionellen Stärken aufbauen, können die Funktionsweise der Märkte verbessern helfen. Die Bundesregierung hat in jüngster Zeit ein breites Spektrum von Reformen, darunter die „Agenda 2010", mit dem Ziel eingeleitet, die Beschäftigung zu erhöhen, die öffentlichen Ausgaben zu reduzieren und die mit der raschen demographischen Alterung verbundenen Probleme zu meistern. Neben Arbeitsmarktreformen steht die Einführung von mehr Wettbewerb auf wichtigen Produktmärkten, so z.B. im Einzelhandel und im Handwerk, auf dem Programm. Bei der Öffnung der Infrastrukturmärkte müssen ebenfalls noch erhebliche Fortschritte erzielt werden. Der vorliegende Bericht plädiert für eine Anpassung des traditionellen Ordnungsrahmens an die neuen Gegebenheiten, damit die erforderlichen Umstellungen zügiger, zu möglichst geringen Kosten für die Volkswirtschaft sowie unter Einbeziehung aller wichtigen Akteure realisiert werden können. Eine bessere Aufklärung über Reformziele und -nutzen wird dazu beitragen, die Dynamik des Reformprozesses aufrechtzuerhalten und die Akzeptanz in der Bevölkerung zu sichern. Deutschland hat ebenso wie viele andere OECD-Länder eine umfassende Prüfung seiner Regulierungspolitik und -reformen durch die OECD beantragt. Der vorliegende Bericht gibt unter Berücksichtigung des makroökonomischen Kontextes einen Überblick über Erfolge und Herausforderungen der Regulierungsreform, namentlich in den Bereichen Regulierungsqualität, Wettbewerbspolitik und Marktöffnung. Das besondere Augenmerk gilt dabei den Fortschritten bei der Regulierung der Strom-, Gas-, Pharmazeutik- und Telekommunikationsmärkte.     Kurzfassung: This Test Guideline is designed to be used for assessing the effects of chemicals in soil on the reproductive output (and other sub-lethal end points) of the earthworm species Eisenia fetida or Eisenia andrei. Adult worms are exposed to a range of concentrations of the test substance either mixed into the soil or applied to the soil surface. The range of test concentrations is selected to encompass those likely to cause both sub-lethal and lethal effects over a period of eight weeks. The limit test corresponds to one dose level of 1000 mg/kg. This study includes the observation of unusual behaviour and morphology, the counting and weighing of the adult worms after the four primary weeks, the number of juveniles hatched at the end of the second 4-week period. The reproductive output of the worms exposed to the test substance is compared to that of the control(s) in order to determine the no observed effect concentration (NOEC) and/or ECx by using a regression model to estimate the concentration that would cause a x % reduction in reproductive output. The test concentrations should bracket the ECx so that the ECx then comes from interpolation rather than extrapolation.

    Kurzfassung: Cette Ligne directrice décrit une méthode pour évaluer la photo-cytotoxicité par la réduction relative de la viabilité des cellules exposées au produit chimique en présence ou en absence de la lumière. Des cellules de Balb/c 3T3 sont maintenues en culture pendant 24 h jusqu’à la formation de monocouches. Deux plaques de 96 puits sont préincubés avec huit concentrations différentes de la substance d'essai pendant 1 h. Ensuite, l’une des deux plaques est exposée à la dose d'irradiation non-cytotoxique la plus élevée tandis que l'autre plaque est maintenue dans l'obscurité. La cytotoxicité, dans cet essai, est exprimée comme la diminution, dépendante de la concentration, de l’absorption et de la fixation du colorant vital rouge neutre (NR) 24 heures après traitement avec le produit chimique et l'irradiation. NR pénètre les membranes cellulaires par non-diffusion, en s'accumulant dans les lysosomes. L’altération de la surface cellulaire de la membrane lysosomale sensible entraine une fragilité lysosomale et d'autres changements qui deviennent graduellement irréversibles. Ceci entraîne une diminution de la fixation du rouge neutre. Il est ainsi possible de distinguer les cellules viables, endommagées ou mortes. Pour prévoir le potentiel phototoxique, les réponses de concentration obtenues en présence et en l'absence d'irradiation sont comparées, habituellement au niveau de l’CE50, c.-à-d., à la concentration ramenant la viabilité des cellules à 50 %, par rapport aux contrôles non traités.     Kurzfassung: C'est en décembre 1997 que la Finlande a signé, en compagnie de trente-trois autres pays, la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE). Après la promulgation de la loi de transposition nécessaire, la Finlande a ratifié la Convention de l'OCDE et déposé son instrument de ratification auprès de l'OCDE en décembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Finlande pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par la Finlande lors du processus d’examen. L’examen de la mise en œuvre par la Finlande des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

Un essai de détermination de l’ordre de grandeur des concentrations devrait être utilisé, durant deux semaines, si des informations manquent. La durée de l'essai définitif est de six semaines. À la fin de l’essai le nombre total de vers juvéniles produits par animal parent et la survie des animaux parents sont évalués. L'essai limite correspond à un niveau de dose de 1000 mg/kg. Le rapport d'essai inclut les changements morphologiques des adultes, le nombre de descendants. Le taux de reproduction des animaux exposés à la substance d'essai est comparé à celui des témoins afin de déterminer la concentration sans effet observé (CSEO) et/ou la CEx, à l'aide d'un modèle de régression pour estimer la concentration qui entraînerait une réduction de x% du taux de reproduction. Les concentrations expérimentales doivent couvrir la CEx, de façon à ce que la CEx soit interpolée plutôt qu'extrapolée.

    Kurzfassung: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Kurzfassung: This Test Guideline describes the HPLC method, which permits to determine the partition coefficient (n-octanol/water) (Pow).Reverse phase HPLC is performed on analytical columns packed with a solid phase containing long hydrocarbon chains chemically bound onto silica. The chemicals are retained in the column in proportion to their hydrocarbon-water partition coefficient, with hydrophilic chemicals eluted first and lipophilic chemicals last. The HPLC method covers log Pow in the range of 0 to 6, but it can be expanded to cover the log Pow range between 6 and 10 in exceptional cases. The HPLC operation mode is isocratic. The test substance is injected in the smallest detectable quantities in the column. The retention time is determined in duplicate. The partition coefficient of the test substance is obtained by interpolation of the calculated capacity factor on the calibration graph. For very low and very high partition coefficients extrapolation is necessary.

    Kurzfassung: Regulatory Reform in Japan was among the first in a series of in-depth country reviews on regulatory reform. Since 1999, when the review was published, the Japanese government has introduced a number of measures to enhance regulatory quality and to promote regulatory reform, competition policy and market openness. This publication assesses the progress made, identifies some of the lessons that can be learned about the implementation process and indicates what more can be done in light of current challenges. The monitoring exercise covers the core issues of capacity for regulatory quality, competition and market openness. This study updates information about competition policy in Japan, and such trade-related matters as internationally harmonised measures and conformity assessment processes. It calls attention to the linkages between regulatory policies and tools, and the application of competition and market-openness principles. Innovative efforts, such as the Special Zones initiative, also receive attention. The overall concern is how further progress on regulatory reform can enhance Japan’s growth potential. The report brings out many of the lessons of implementation, which take account of the specificities of the Japanese context, but can be of wider value in other countries as well. What began in the 1990s as an effort to remove regulatory barriers is gaining momentum. Regulatory reform is a dynamic process aimed at improving regulatory tools and institutions, reassessing existing regulations in light of current economic and social developments, and assessing the impact of new regulations while they are in preparation. These tasks call for a whole-of-government approach, which is one of the main challenges for Japan’s next three-year Programme for Regulatory Reform.

    Kurzfassung: Die OECD-Länder messen dem lebenslangen Lernen und der aktiven Beschäftigungspolitik als Instrumente zur Förderung von Wirtschaftswachstum und sozialer Gerechtigkeit zunehmende Bedeutung bei. Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

    Kurzfassung: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Kurzfassung: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development. Most importantly, the report sheds light on countries that succeed in achieving high performance standards while, at the same time, providing an equitable distribution of learning opportunities. The report presents a wealth of indicators showing how countries compare in various measures of educational performance and factors that affect that performance.

    Kurzfassung: This Test Guideline is designed to assess the effects of prolonged exposure of chemicals to the sediment-dwelling larvae of the freshwater dipteran Chironomus sp. First instar chironomid larvae are exposed to at least five concentrations of the test chemical in sediment - water systems. The test substance is spiked into the sediment and first instar larvae are subsequently introduced into test beakers in which the sediment and water concentrations have been stabilised. Chironomid emergence and development rate is measured at the end of the test. The maximum exposure duration is 28 days for C. riparius, C. yoshimatsui, and 65 days for C. tentans. The limit test corresponds to one dose level of 1000 mg/kg. Larval survival and weight may also be measured after 10 days if required (using additional replicates as appropriate). The study report should include the development time and the total number of fully emerged midges (sex and number are recorded daily), the observation of any abnormal behaviour the number of visible pupae that have failed to emerge and any egg masses deposition. The data are analysed either by using a regression model in order to estimate the concentration that would cause x % reduction in emergence or larval survival or growth, or by using statistical hypothesis testing to determine a NOEC/LOEC.

    Kurzfassung: Dans de nombreux pays de l'OCDE, les zones métropolitaines sont morcelées en diverses unités territoriales qui ne correspondent pas à la zone géographique plus large où se posent les problèmes économiques et sociaux. Si le déséquilibre qui en découle n'est pas un phénomène nouveau, le morcellement apparaît de plus en plus comme une des causes majeures des dysfonctionnements des grandes villes comme les disparités fiscales internes, l’étalement urbain et la polarisation spatiale qui constituent à leur tour un obstacle à la compétitivité. Ce rapport examine le cas de la région métropolitaine de Montréal qui a connu l'une des plus audacieuses réformes institutionnelles parmi les pays de l'OCDE. D'un côté, on a procédé à des fusions de municipalités pour créer deux nouvelles villes : Montréal et Longueuil. De l'autre, la grande région économique fonctionnelle s'est dotée d'une nouvelle structure, la Communauté métropolitaine de Montréal, représentant 63 municipalités. Ces réformes institutionnelles constituent une occasion appréciable de relever le défi de la compétitivité de Montréal. Certains aspects du nouveau cadre de gouvernance métropolitaine demandent cependant à être consolidés, en particulier en ce qui concerne la clarification des compétences, des responsabilités et des ressources fiscales. La rationalisation des structures institutionnelles et des ressources fiscales ne sera toutefois pas suffisante. La mise en œuvre, et pas seulement l’élaboration, d’une stratégie économique globale pour toute la région métropolitaine constituera pour Montréal le principal défi à relever dans les années à venir. L’Examen Territorial de Montréal s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des examens territoriaux est de fournir des recommandations pratiques aux gouvernements dans trois domaines: la gouvernance à plusieurs niveaux, le développement durable aux échelons régional et local, et les réseaux régionaux au service de la compétitivité.

    Kurzfassung: Depuis que le gouvernement chinois s’est engagé à réformer l’économie du pays en l’ouvrant aux échanges et aux investissements internationaux, la Chine est devenue l’une des principales destinations de l’investissement direct étranger (IDE). Ces flux de capitaux, qui ont accéléré depuis l’adhésion de la Chine à l’OMC en 2001, ont contribué à dynamiser la croissance économique et la modernisation. L’IDE en provenance des pays de l’OCDE pourrait toutefois être bien supérieur encore, en termes tant quantitatifs que qualitatifs : investissements à plus long terme, davantage d’investissements dans les hautes technologies, investissements à plus forte valeur ajoutée. Cette étude évalue les efforts accomplis jusqu’à présent pour créer des conditions propices à attirer l’IDE et à en maximiser les avantages. Elle propose également de nouvelles options pour rendre les politiques encore plus efficaces. A l’origine, les investisseurs étrangers venaient en Chine attirés par les prix de la main-d’œuvre et des biens fonciers, par les promesses d’un marché très large et, jusqu’à un certain point, par des incitations fiscales. Mais pour maintenir et développer des flux d’IDE à l’échelle des besoins, il serait maintenant avisé de passer à une stratégie d’appel plus fortement basée sur des règles. Celle-ci s’appuierait sur des éléments structurels : un système juridique solide, une législation et une réglementation transparentes, des procédures d’autorisation simplifiées, une bonne gouvernance des entreprises, une politique de la concurrence efficace et un système financier fiable. Cette étude s’inscrit dans le cadre de la coopération de l’OCDE avec les économies non membres.

    Kurzfassung: Dans chaque pays, petit ou grand, la science et la technologie (S-T) revêtent une importance primordiale dans l’instauration d’une économie basée sur le savoir. Dans les pays appartenant au peloton de tête, la S-T porte ses fruits quand elle est induite par des politiques scientifiques favorisant les programmes à long terme. Et ces programmes sont étroitement liés à une maîtrise anticipative des coûts budgétaires. En Bulgarie, le secteur des sciences et de la technologie reflète bon nombre des difficultés économiques et sociales que rencontre le pays dans son ensemble. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Cet examen présente un panorama du secteur de la S-T en Bulgarie et de ses liens avec l’enseignement. Il traite de divers thèmes au nombre desquels : La législation. Les mécanismes institutionnels mis en place dans le domaine de la recherche et de l’enseignement, notamment à travers les exemples de l’Académie bulgare des sciences et des établissements d’enseignement supérieur. Les mécanismes de budgétisation. La coopération régionale et internationale, et notamment les initiatives de l’Union européenne. L’impact de la fuite des cerveaux et du vieillissement sur les ressources humaines. Un échantillon d’études de cas et de pratiques exemplaires en matière de politique de S-T sert à illustrer l’analyse. Le dernier chapitre comprend une série de recommandations. Cet examen sera utile aux décideurs publics ainsi qu’aux professionnels du monde entier. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

However, in practice, a number of basic characteristics of education systems have prevented innovation from changing this sector fundamentally. Nevertheless, educational policy makers can learn much from observing how innovation occurs and how sectors are transformed in the most knowledge intensive parts of the economy.

To avoid producing greenhouse gases, the possibility to use heat and surplus electricity from nuclear power plants to produce hydrogen by water cracking is being investigated. This report presents the state of the art in the nuclear production of hydrogen and describes the scientific and technical challenges associated with it.

The first AMIGO workshop was organised in Yverdon-les-Bains, Switzerland on 3-5 June 2003. The main objective of the workshop was to exchange views on building confidence in analyses and arguments that support the safety case using multiple lines of evidence and integrating the work of geoscientists and safety assessors. These proceedings present the outcomes of this workshop.

    Kurzfassung: This review of Spain’s environmental performance takes stock of Spain’s environmental performance since the last review done in 1997. It finds that despite substantial increases in GDP, tourism, construction, population density in coastal areas, and road freight transport, progress has been made in decoupling some environmental pressures from economic growth and in developing environmental infrastructure. Nevertheless, Spain faces important challenges related to high energy intensity, high water use intensity, and increasing CO2 emissions and municipal waste. This report makes 46 recommendations to help strengthen Spain’s environmental performance in the context of sustainable development.

La méthode in vivo, décrite dans cette Ligne directrice, permet la détermination de la pénétration de la substance d'essai à travers la peau dans le compartiment systémique. La substance d'essai, de préférence radiomarquée, est appliquée, pendant une période fixe, sur la peau rasée des animaux à un ou plusieurs niveaux de dose appropriés, sous la forme d’une préparation d’usage représentative. Le rat est l’espèce généralement la plus utilisée. Au moins quatre animaux d'un sexe devraient être employés pour chaque préparation d'essai et chaque durée prévue. Une quantité connue de la préparation d'essai est appliquée. Cette quantité devrait normalement imiter l'exposition humaine potentielle, en général de 1-5 mg/cm² pour un solide ou jusqu'à 10 µl/cm² pour des liquides. Une période d'exposition de référence (en général 6 ou 24 heures) devrait être employée, en fonction de la durée éventuelle de l’exposition humaine. Les signes de la toxicité et les réactions anormales sont observés par intervalles pour la durée entière de l'étude. Cette étude inclut des mesures quotidiennes (excrétions), des observations détaillées régulières, de même que l’euthanasie à un moment donné et des prélèvements sanguins pour analyse.

    Kurzfassung: Les pouvoirs publics des pays développés ont recours depuis longtemps à des mesures visant de manière directe ou indirecte (par la biais de la fiscalité) à encourager l’ensemble de la population à se constituer un capital grâce à l’épargne, l’accession à la propriété immobilière, les fonds de pension, l’investissement dans la formation (capital humain) ou l’entreprise. Bien souvent, ces mesures ne bénéficient pas aux pauvres. En effet, l’action publique ne stimule pas l’épargne pour ces catégories, elle a même plutôt un effet dissuasif. Pourtant, ce livre montre que les pauvres ont envie d’épargner et qu'ils parviennent à mettre de côté des sommes modestes, parfois au prix de sacrifices beaucoup plus importants que ne l’imaginent les décideurs et les catégories favorisées. Élargir les politiques de constitution du patrimoine aux pauvres peut être un élément décisif dans la lutte contre la pauvreté et l’aliénation sociale et économique. En terme de bien-être social, ces politiques ont des effets que la garantie de ressources ne saurait à elle seule générer. Cette publication fournit le contexte indispensable à un débat fructueux sur les mérites et les inconvénients de la constitution de patrimoine chez les pauvres. Elle définit les notions fondamentales sur lesquelles reposent les dispositifs de constitution de patrimoine, ainsi que les avantages qu’y voient ses tenants du point de vue de la politique sociale. Enfin, cette publication décrit des programmes et des projets concrets.

    Kurzfassung: Im vorliegenden Bericht werden Ergebnisse der internationalen Schulleistungsstudie PISA analysiert, wobei der Schwerpunkt auf der Motivation, dem Vertrauen in die eigenen Fähigkeiten und der Anwendung verschiedener Lernstrategien liegt.Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird. Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

    Kurzfassung: This Test method has been designed to provide information on absorption of a test substance, (ideally radiolabelled), applied to the surface of a skin sample separating the two chambers (a donor chamber and a receptor chamber) of a diffusion cell. Static and flow-through diffusion cells are both acceptable. Skin from human or animal sources can be used. Although viable skin is preferred, non-viable skin can also be used. The skin has been shown to have the capability to metabolise some chemicals during percutaneous absorption. In this case, metabolites of the test chemical may be analysed by appropriate methods. Normally more than one concentration of the test substance is used in typical formulations, spanning the realistic range of potential human exposures. The application should mimic human exposure, normally 1-5 mg/cm2 of skin for a solid and up to 10 µl/cm2 for liquids. The temperature must be constant because it affects the passive diffusion of chemicals. The absorption of a test substance during a given time period (normally 24h) is measured by analysis of the receptor fluid and the distribution of the test substance chemical in the test system and the absorption profile with time should be presented.

La substance d'essai (150 µL pour des liquides ou des solides auxquels sont ajouté 150µL de l'eau désionisée) est appliquée pendant une durée n’excédant pas 24 heures sur les surfaces épidermiques des disques de peau (trois disques de peau sont employés pour chaque substance d'essai et de contrôle) dans un système d'essai à deux compartiments dans lequel les disques de peau font office de séparation entre les compartiments. Les disques de peau sont pris sur des rats âgés 28-30 jours euthanasiés. Les substances corrosives sont identifiées par leur capacité à produire une perte de l’intégrité du stratum corneum normal et de sa fonction de barrière, qui est mesurée par la réduction du RET au-dessous d'un seuil d'avertissement (5kΩ pour le rat). Une étape de coloration incorporée à la procédure d'essai permet de déterminer si l'augmentation de la perméabilité ionique est due à la destruction physique du stratum corneum.

    Kurzfassung: Since 1998, the OECD Nuclear Energy Agency has been organising a series of workshops to address the various aspects of stakeholder involvement in radiological protection decision making. These workshops have been instrumental in forging consensus and improving understanding of key issues in this area. Building on the experience of the first two "Villigen workshops", the third in the series extensively analysed three case studies, which covered the licensing of a new facility, the clean-up and release of an old facility, and the rehabilitation of a large, contaminated area. Consideration was given to the stakeholder involvement processes that had been used, and the implications that that these did or could have on radiological protection policy, regulation and application. The workshop papers analysing these processes and implications are presented in these proceedings, which should provide valuable examples and lessons for governments, regulators and practitioners.

Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made.     Kurzfassung: Particle accelerators are used today for an increasing range of scientific and technological applications. They are very powerful tools for investigating the origin and structure of matter, and for improving understanding of the interaction of radiation with materials, including the transmutation of nuclides and the beneficial or harmful effects of radiation. Particle accelerators are used to identify properties of molecules that can be used in pharmacy, for medical diagnosis and therapy, and for biophysics studies. Particle accelerators must be operated in safe ways that protect the operators, the population and the environment. New technological and research applications give rise to new issues in radiation shielding. These workshop proceedings review the state of the art in radiation shielding of accelerator facilities and irradiated targets. They also evaluate advancements and discuss the additional developments required to meet radiation protection needs.

The NEA Radioactive Waste Management Committee (RWMC) has recognised the value of exchanging and comparing information about national regulatory practices and having an informal, international network for discussing issues of common concern. The RWMC Regulators’ Forum provides considerable opportunity for such activities. This report presents the initial results of the Forum’s work. Information is given for 15 NEA member countries in a format that allows easy accessibility to specific aspects and comparison between different countries. It includes an array of facts about national policies for radioactive waste management, institutional frameworks, legislative and regulatory frameworks, available guidance, classification and sources of waste and the status of waste management. It also provides an overview of current issues being addressed and related R&D programmes.

    Kurzfassung: This Test Guideline describes an acute toxicity test to assess effects of chemicals towards daphnids (usually Daphnia magna Staus). Young daphnids, aged less than 24 hours at the start of the test, are exposed to the test substance at a range of concentrations (at least five concentrations) for a period of 48 hours. Immobilisation is recorded at 24 hours and 48 hours and compared with control values. The results are analysed in order to calculate the EC50 at 48h. Determination of the EC50 at 24h is optional. At least 20 animals, preferably divided into four groups of five animals each, should be used at each test concentration and for the controls. At least 2 ml of test solution should be provided for each animal (i.e. a volume of 10 ml for five daphnids per test vessel). The limit test corresponds to one dose level of 100 mg/L. The study report should include the observation for immobilized daphnids at 24 and 48 hours after the beginning of the test and the measures of dissolved oxygen, pH, concentration of the test substance, at the beginning and end of the test.

    Kurzfassung: The method described in this Test Guideline is based on soil column chromatography in disturbed soil. Two types of experiments are performed to determine (i) the leaching potential of the test substance, and (ii) the leaching potential of transformation products in soils under controlled laboratory conditions. At least duplicate leaching columns are packed with untreated, air-dried and sieved soil (〈 2 mm) up to a height of approximately 30 cm. Afterwards they are saturated and equilibrated with an “artificial rain” solution and allowed to drain. Then the surface of each soil column is treated with the test substance (non-volatile in water and soil) and/or with aged residues of the test substance. Artificial rain is applied to the soil columns and the leachate is collected. After the leaching process the soil is removed from the columns and is sectioned into an appropriate number of segments depending on the information required from the study. A reference substance (atrazine or monuron) should be used in the leaching experiments. For each soil segment and leachate fraction, the amounts of test substance, transformation products, non-extractables and, if included, of the reference substance should be given in % of applied initial dose.

    Kurzfassung: Information and communications technology (ICT) has become a key driver of economic growth over the past decade. The rapid diffusion of the Internet, of mobile telephony and of broadband networks all demonstrate how pervasive this technology has become. But how precisely does ICT affect economic growth and the efficiency of firms? And how well can these effects be measured? This report provides an overview of the economic impact of ICT on economic performance, and the ways through which it can be measured. Using available OECD data, the first part of the book examines the available measures of ICT diffusion, the role and impact of ICT investment and the role of ICT-using and ICT-producing sectors in overall economic performance. The second part of the book offers nine studies for OECD countries, based on detailed firm-level data and prepared by researchers and statisticians from a wide range of OECD countries. These studies use a variety of methods and provide detailed insights on the effects of ICT in individual countries.

Les règles de l'Arrangement portent notamment sur le soutien financier public, le délai maximum de remboursement, la prime minimum de risque et l'aide relative aux échanges pour les projets, les biens et les services bénéficiant de crédits à l'exportation d'une durée minimum de deux ans. Le texte de l'accord complémentaire qui prévoit des conditions souples pour les opérations de financement de projets figure également dans cet ouvrage. En outre, cette publication présente pour la première fois des informations sur les études importantes entreprises par le Groupe de travail de l'OCDE sur les crédits et garanties de crédit à l'exportation. They have also generated widespread anxiety, and in some cases created deep-seated public mistrust of governments' ability to protect their citizens. This book is based on a report prepared between May and July 2003 by a multi-disciplinary team of experts from inside and outside of the OECD. It examines the economic and social impacts of past large-scale disasters, and draws a number of key lessons for the future. Its focus is on better prevention of disasters, and on restoring trust and securing recovery in their aftermath.

Bien qu’une peau viable soit préférée, une peau non viable peut également être employée. Il a été démontré que la peau peut métaboliser certains produits chimiques pendant l'absorption cutanée. Dans ce cas, les métabolites du produit chimique d'essai peuvent être analysés par des méthodes appropriées.     Kurzfassung: This Test Guideline describes a method to evaluate photo-cytotoxicity by the relative reduction in viability of cells exposed to the chemical in the presence versus absence of light. Balb/c 3T3 cells are maintained in culture for 24 h for formation of monolayers. Two 96-well plates are pre-incubated with eight different concentrations of the test substance for 1 h. Thereafter one of the two plates is exposed to the highest non-cytotoxic irradiation dose whereas the other plate is kept in the dark. Cytotoxicity in this test is expressed as a concentration-dependent reduction of the uptake of the Vital dye Neutral Red (NR) when measured 24 hours after treatment with the test chemical and irradiation. NR penetrates cell membranes by non-diffusion, accumulating in lysosomes. Alterations of the cell surface of the sensitive lysosomal membrane lead to lysosomal fragility and other changes that gradually become irreversible. Such changes result in a decreased uptake and binding of NR. It is thus possible to distinguish between viable, damaged or dead cells. To predict the phototoxic potential, the concentration responses obtained in the presence and in the absence of irradiation are compared, usually at the IC50 level, i.e., the concentration reducing cell viability to 50 % compared to the untreated controls.     Kurzfassung: This Test Guideline is designed to be used for assessing the effects of chemicals on the reproductive output of the enchytraeid worm, Enchytraeus albidus Henle 1873, in soil. Adult enchytraeid worms are exposed to a range of concentrations of the test substance mixed into an artificial soil. Ten worms are randomly allocated to each test vessel. A range-finding test should be used, for two weeks, in case of no sufficient information. The duration of the definitive test is six weeks. At the end the total number of juveniles produced by parent animal and the survival of parent animals are assessed. The limit test corresponds to one dose level of 1000 mg/kg. The study report should include the adult morphological changes, the number of offspring. The reproductive output of the animals exposed to the test substance is compared to that of the control(s) in order to determine the no observed effect concentration (NOEC) and/or ECx by using a regression model to estimate the concentration that would cause a x % reduction in reproductive output. The test concentrations should bracket the ECx so that the ECx then comes from interpolation rather than extrapolation.
