    Abstract: A new view of 20th-century US social movements, 'Rough Draft of History' examines how national newspapers covered social movements and the organizations driving them. Edwin Amenta and Neal Caren identify hundreds of movement organizations, from the Women's Christian Temperance Union to Occupy Wall Street, and document their treatment in the news. In doing so, Amenta and Caren provide an alternative account of US history from below, as it was refracted through journalistic lenses. Iconic organizations in the women's rights, African American civil rights, and environmental movements gained substantial media attention. But so too did now-forgotten groups, such as the German-American Alliance, Committee to Defend America by Aiding the Allies, and Peace and Freedom Party. Amenta and Caren show why some organizations made big news while others did not.

    Abstract: "Can the world stop climate change? The prognosis is bleak. Most efforts to tackle the problem have focused on treaties that require virtually global consensus, yet meaningful consensus has been elusive because deep cuts in emissions are expensive and antagonize well-organized interests. Predictably, diplomacy has swung between gridlock and superficial agreements with little impact. After three decades of sustained negotiations on global warming, emissions have risen by one third. Stopping climate warming requires that they be cut essentially to zero. Sabel and Victor look to offer a case for optimism by proposing a different strategy: to recast climate change as a problem best addressed piecemeal. Rather than seeking a grand, global bargain, they argue that the problem should be broken down into local challenges. They call this concept "experimentalist governance"-massive simultaneous searches for local solutions that are scalable to the global level, with a focus not on marginal incentives for success but on penalties for repeated, egregious failure. The authors show, through a series of cases, how regulators, firms, farms and NGOs, faced with penalty defaults, are learning to solve some of the knottiest environmental problems; they then propose central mechanisms that could help monitor and review progress, establishing which experiments are working and establish new frontiers for experimentation. While the threat of impending catastrophe has understandably made debate about climate policy increasingly shrill and polarized, Sabel and Victor offer here a guide to institutional design that could finally lead to the politically and economically self-sustaining reductions in emissions that thirty years of global diplomacy has not delivered."--

    Abstract: "The book offers a new view of U.S. social movement history across the twentieth century by examining how movement organizations were covered in major national newspapers. The book analyzes U.S. social movements--ranging from temperance to women's suffrage to the Tea Party and Occupy Wall Street--in a broad comparative fashion. Drawing on the full set of digitized newspapers from the twentieth-century (a task that as little as twenty years ago was considered impossible for researchers), the book offers both an institutional history of news--why the media covered what they covered, and to what effect--and also shows the influence of news coverage on a range of social mocements, from the well-known to the obscure. Media coverage is a crucial component of movement visibility; news can draw the general public into battles over new issues but also shapes how movements are perceived. The authors show how a movement's structure--it's organization, as well as the protest and non-protests activities it undertakes--influence its coverage, and consider too how macro political conditions shape movement coverage. They reveal surprising gaps between contemporaneous coverage and current scholarly focus; for instance, the labor movement received the most journalistic attention of any movement of the twentieth century, but it is greatly understudied in comparison to how much it dominated the public sphere. Taking stock of news coverage across a century of movements thus illuminates movements that were influential in public discourse but have been neglected by scholars. The authors end the manuscript by considering how recent developments--the rise of the internet and social media, the emergence of a powerful right-wing media system, and 24-hour news and the demise of many local newspapers and an overall decline in professional journalism--have aided right-wing movement actors in their bids for attention and for policy change at the expense of those on the left"--

    Abstract: Conventional wisdom holds that the rising middle classes are a force for democracy. Yet in post-Soviet countries like Russia, where the middle class has grown rapidly, authoritarianism is deepening. Challenging a basic tenet of democratization theory, Bryn Rosenfeld shows how the middle classes can actually be a source of support for autocracy and authoritarian resilience, and reveals why development and economic growth do not necessarily lead to greater democracy. In pursuit of development, authoritarian states often employ large swaths of the middle class in state administration, the government budget sector, and state enterprises. Drawing on attitudinal surveys, unique data on protest behavior, and extensive fieldwork in the post-Soviet region, Rosenfeld documents how the failure of the middle class to gain economic autonomy from the state stymies support for political change, and how state economic engagement reduces middle-class demands for democracy and weakens prodemocratic coalitions.

    Abstract: "Skill--specifically the distinction between the "skilled" and "unskilled"--is generally defined as a measure of ability and training, but Does Skill Make Us Human? shows instead that skill distinctions are used to limit freedom, narrow political rights, and even deny access to imagination and desire. Natasha Iskander takes readers into Qatar's booming construction industry in the lead-up to the 2022 World Cup, and through her unprecedented look at the experiences of migrant workers, she reveals that skill functions as a marker of social difference powerful enough to structure all aspects of social and economic life. Through unique access to construction sites in Doha, in-depth research, and interviews, Iskander explores how migrants are recruited, trained, and used. Despite their acquisition of advanced technical skills, workers are commonly described as unskilled and disparaged as "unproductive," "poor quality," or simply "bodies." She demonstrates that skill categories adjudicate personhood, creating hierarchies that shape working conditions, labor recruitment, migration policy, the design of urban spaces, and the reach of global industries.     Abstract: "Few would deny that immigration controls are restrictions on individual freedom. In debates about immigration, however, freedom is rarely mentioned. When it is raised it is usually indirectly, and the contending parties typically divide into those who question the wisdom or the morality of limiting the movement of would-be immigrants and others who think such restrictions warranted. The language of freedom rarely makes an appearance, perhaps because the liberty of foreigners or aliens does not really interest most people. Advocates of immigrants express a concern for the welfare of outsiders; others appeal to the welfare of natives and the integrity of the nation. The point of this book is to establish freedom as the basis of the immigration question. Chandran Kukathas argues that what's at stake is nothing less than the liberty of citizens and residents of the free society, and therefore the free society itself. To put it simply, immigration controls are controls on people, and it is not possible to control some people without controlling others. More specifically, it is not possible to control outsiders (aliens, foreigners, would-be immigrants) without controlling insiders as well, and to enforce immigration control is to enforce control generally. The author shows why this must be so, and explains why it is significant. Over the course of eight chapters and an epilogue, the books draws anecdotally on current and historical immigration practices in Canada, the United States, Australia, Japan, Singapore and most of the major Western European countries, but the information is deployed in service of an accessible, first-principles argument. To assess immigration, he says, we must think then about what we value most about our society and also come to a clearer understanding about what we mean by immigration in the first place. In the conclusion, he defends the need for greater freedom of movement-which ultimately means a world of more open borders"--

In this book, Charles Larmore redefines the distinctive aims of political philosophy, reformulating in this light the basis of a liberal understanding of politics.     Abstract: "Among the biggest challenges facing leaders of the newly established People's Republic of China (PRC) was how much they did not know. In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data.     Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

Traversing centuries and continents from early nineteenth-century Europe and Asia to Africa from the turn of the twenty-first century to today, Andreas Wimmer delves into the slow-moving forces that encourage political alliances to stretch across ethnic divides and build national unity. Using datasets that cover the entire world and three pairs of case studies, Wimmer's theory of nation building focuses on slow-moving, generational processes: the spread of civil society organizations, linguistic assimilation, and the states' capacity to provide public goods. Wimmer contrasts Switzerland and Belgium to demonstrate how the early development of voluntary organizations enhanced nation building; he examines Botswana and Somalia to illustrate how providing public goods can bring diverse political constituencies together; and he shows that the differences between China and Russia indicate how a shared linguistic space may help build political alliances across ethnic boundaries. Wimmer then reveals, based on the statistical analysis of large-scale datasets, that these mechanisms are at work around the world and explain nation building better than competing arguments such as democratic governance or colonial legacies.     Abstract: Within weeks of the September 11 attacks on New York and Washington, the Chinese government warned that it faced a serious terrorist threat from its Uyghur ethnic minority, who are largely Muslim. In this explosive book, Sean Roberts reveals how China has been using the US-led global war on terror as international cover for its increasingly brutal suppression of the Uyghurs, and how the war's targeting of an undefined enemy has emboldened states around the globe to persecute ethnic minorities and severely repress domestic opposition in the name of combatting terrorism. Of the eleven million Uyghurs living in China today, more than one million are now being held in so-called reeducation camps, victims of what has become the largest program of mass detention and surveillance in the world. Roberts describes how the Chinese government successfully implicated the Uyghurs in the global terror war-despite a complete lack of evidence-and branded them as a dangerous terrorist threat with links to al-Qaeda. He argues that the reframing of Uyghur domestic dissent as international terrorism provided justification and inspiration for a systematic campaign to erase Uyghur identity, and that a nominal Uyghur militant threat only emerged after more than a decade of Chinese suppression in the name of counterterrorism-which has served to justify further state repression.

Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations - a world in which self-determination was synonymous with nation-building - obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today's international order.

    Abstract: "The institution of citizenship has undergone significant change in the last two decades. Since the 1990s, dozens of countries have changed their laws to permit dual citizenship, moving away from the previous model that demanded exclusive allegiance. As a consequence, tens of millions of people around the world now hold citizenship in two (and sometimes three or four) countries. These changes have inevitably had an affect on the lived experience and personal meaning of citizenship, but the existing literature on dual citizenship has mostly focused on immigrants in Western Europe and North America and has inquired about identity and sentimental aspects of citizenship. Yossi Harpaz looks beyond the West in this book, arguing that the rise of dual citizenship has created new opportunities for non-Western elites to convert local advantages into a global resource. Millions draw on ancestral or ethnic ties to Western/EU countries or create such ties strategically in order to obtain a second nationality that will provide them with additional opportunities, an insurance policy, a high-prestige passport and even social status. He draws on qualitative and quantitative material from three cases that represent three pathways to compensatory citizenship: Hungarian-speaking Serbians who draw on their ethnicity to acquire a second citizenship from Hungary; upper-class Mexicans who engage in "birth tourism" in order to secure American citizenship for their children; and Israelis who reacquire the citizenship of European countries from which their parents and grandparents had immigrated half a century earlier"--

    Abstract: Rights are usually viewed as defensive concepts representing mankind’s highest aspirations to protect the vulnerable and uplift the downtrodden. But since the Enlightenment, political combatants have also used rights belligerently, to batter despised communities, demolish existing institutions, and smash opposing ideas. Delving into a range of historical and contemporary conflicts from all areas of the globe, Rights as Weapons focuses on the underexamined ways in which the powerful wield rights as aggressive weapons against the weak. Clifford Bob looks at how political forces use rights as rallying cries: naturalizing novel claims as rights inherent in humanity, absolutizing them as trumps over rival interests or community concerns, universalizing them as transcultural and transhistorical, and depoliticizing them as concepts beyond debate. He shows how powerful proponents employ rights as camouflage to cover ulterior motives, as crowbars to break rival coalitions, as blockades to suppress subordinate groups, as spears to puncture discrete policies, and as dynamite to explode whole societies. And he demonstrates how the targets of rights campaigns repulse such assaults, using their own rights-like weapons: denying the abuses they are accused of, constructing rival rights to protect themselves, portraying themselves as victims rather than violators, and repudiating authoritative decisions against them. This sophisticated framework is applied to a diverse range of examples, including nineteenth-century voting rights movements; the American civil rights movement; nationalist, populist, and religious movements in today’s Europe; and internationalized conflicts related to Palestinian self-determination, animal rights, gay rights, and transgender rights.

Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order.     Abstract: "Are mass violence and catastrophes the only forces that can seriously decrease economic inequality? To judge by thousands of years of history, the answer is yes. Tracing the global history of inequality from the Stone Age to today, Walter Scheidel shows that inequality never dies peacefully. Inequality declines when carnage and disaster strike and increases when peace and stability return. The Great Leveler is the first book to chart the crucial role of violent shocks in reducing inequality over the full sweep of human history around the world. Ever since humans began to farm, herd livestock, and pass on their assets to future generations, economic inequality has been a defining feature of civilization. Over thousands of years, only violent events have significantly lessened inequality. The "Four Horsemen" of leveling--mass-mobilization warfare, transformative revolutions, state collapse, and catastrophic plagues--have repeatedly destroyed the fortunes of the rich. Scheidel identifies and examines these processes, from the crises of the earliest civilizations to the cataclysmic world wars and communist revolutions of the twentieth century. Today, the violence that reduced inequality in the past seems to have diminished, and that is a good thing. But it casts serious doubt on the prospects for a more equal future.     Abstract: "The medieval theory of the caliphate, epitomized by the Abbasids (750-1258), was the construct of jurists who conceived it as a contractual leadership of the Muslim community in succession to the Prophet Muhammed's political authority. In this book, Huseyin Yilmaz traces how a new conception of the caliphate emerged under the Ottomans, who redefined the caliph as at once a ruler, a spiritual guide, and a lawmaker corresponding to the prophet's three natures.Challenging conventional narratives that portray the Ottoman caliphate as a fading relic of medieval Islamic law, Yilmaz offers a novel interpretation of authority, sovereignty, and imperial ideology by examining how Ottoman political discourse led to the mystification of Muslim political ideals and redefined the caliphate. He illuminates how Ottoman Sufis reimagined the caliphate as a manifestation and extension of cosmic divine governance. The Ottoman Empire arose in Western Anatolia and the Balkans, where charismatic Sufi leaders were perceived to be God's deputies on earth. Beginning in the 1940s, imbued with the spirit of Woodrow Wilson's efforts at the League of Nations to "make the world safe for democracy," the United States steered a course in world affairs that would eventually win the Cold War. Yet in the 1990s, Wilsonianism turned imperialist, contributing directly to the invasion of Iraq in 2003 and the continued failures of American foreign policy. Why Wilson Matters explains how the liberal internationalist community can regain a sense of identity and purpose following the betrayal of Wilson's vision by the brash "neo-Wilsonianism" being pursued today. Drawing on Wilson's original writings and speeches, Tony Smith traces how his thinking about America's role in the world evolved in the years leading up to and during his presidency, and how the Wilsonian tradition went on to influence American foreign policy in the decades that followed for good and for ill. He traces the tradition's evolution from its "classic" era with Wilson, to its "hegemonic" stage during the Cold War, to its "imperialist" phase today. Smith calls for an end to reckless forms of U.S. foreign intervention, and a return to the prudence and "eternal vigilance" of Wilson's own time.     Abstract: In a pluralistic society such as ours, tolerance is a virtue -- but it doesn't always seem so. Some suspect that it entangles us in unacceptable moral compromises and inequalities of power, while others dismiss it as mere political correctness or doubt that it can safeguard the moral and political relationships we value. Tolerance among the Virtues provides a vigorous defense of tolerance against its many critics and shows why the virtue of tolerance involves exercising judgment across a variety of different circumstances and relationships -- not simply applying a prescribed set of rules. Drawing inspiration from St. Paul, Aquinas, and Wittgenstein, John Bowlin offers a nuanced inquiry into tolerance as a virtue. He explains why the advocates and debunkers of toleration have reached an impasse, and he suggests a new way forward by distinguishing the virtue of tolerance from its false look-alikes, and from its sibling, forbearance. Some acts of toleration are right and good, while others amount to indifference, complicity, or condescension. Some persons are able to draw these distinctions well and to act in accord with their better judgment. When we praise them as tolerant, we are commending them as virtuous. Bowlin explores what that commendation means. Drawing on the latest insights from a wide variety of disciplines, Ian Goldin and Mike Mariathasan provide practical guidance for how governments, businesses, and individuals can better manage risk in our contemporary world. Goldin and Mariathasan assert that the current complexities of globalization will not be sustainable as surprises become more frequent and have widespread impacts. The recent financial crisis exemplifies the new form of systemic risk that will characterize the coming decades, and the authors provide the first framework for understanding how such risk will function in the twenty-first century.     Abstract: Since German reunification in 1990, there has been widespread concern about marginalized young people who, faced with bleak prospects for their future, have embraced increasingly violent forms of racist nationalism that glorify the country's Nazi past. The Management of Hate, Nitzan Shoshan’s riveting account of the year and a half he spent with these young right-wing extremists in East Berlin, reveals how they contest contemporary notions of national identity and defy the clichés that others use to represent them.Shoshan situates them within what he calls the governance of affect, a broad body of discourses and practices aimed at orchestrating their attitudes toward cultural difference—from legal codes and penal norms to rehabilitative techniques and pedagogical strategies. Governance has conventionally been viewed as rational administration, while emotions have ordinarily been conceived of as individual states. Shoshan, however, convincingly questions both assumptions. Instead, he offers a fresh view of governance as pregnant with affect and of hate as publicly mediated and politically administered. Shoshan argues that the state’s policies push these youths into a right-extremist corner instead of integrating them in ways that could curb their nationalist racism.
