    Abstract: "In light of potential regulatory limits on greenhouse-gas (GHG) emissions, requirements for greater use of renewable fuels, and higher prices for some conventional fossil resources, over the course of the next few decades, biomass is expected to become an increasingly important source of electricity, heat, and liquid fuel. One near-term option for using biomass to generate electricity is to cofire biomass in coal-fired electricity plants. Doing so allows such plants to reduce GHG emissions and, in appropriate regulatory environments, to generate renewable-energy credits to recover costs. This report focuses on two aspects of biomass use: plant-site modifications, changes in operations, and costs associated with cofiring biomass; and the logistical issues associated with delivering biomass to the plant. The authors find that the main challenge is maintaining a consistent fuel supply; technical and regulatory factors can drive the decision to cofire; cofiring can increase costs, decrease revenue, and reduce GHG emissions; densification does not reduce plant costs but can reduce transportation costs, however current markets cannot support use of densified fuels."--Provided by publisher

In particular, it reviews how the processes and outcomes of virtual collaborations are affected by the communication medium (videoconferencing, audioconferencing, or computer-mediated conferencing). It then discusses how problems in such collaboration can be mitigated and opportunities realized. Problems include increased "us vs. them" divisions and misunderstandings, as well as shifts toward risky options. Opportunities include broadening the range of views and options, as well as broadening the range of available experts. The report suggests a strategy for choosing the most effective medium, including face-to-face communication and hybrid systems, as a function of task and context (e.g., convergence on a decision or brainstorming)

This report adopts a scenario-driven approach that provides a rigorous way to identify actions-linked specifically to terrorist attacks-individuals can take to protect their health and safety. The result is an individual's strategy across four types of terrorist attacks-chemical, radiological, nuclear, and biological-consisting of overarching goals and simple and directive response and preparatory actions. The actions are appropriate regardless of likelihood of an attack, scale of attack, or government alert level; designed to be sensitive to potential variations; and defined in terms of simple rules that should be easy for individuals to adopt. A reference card included at the back of the guide encapsulates the key points and can be removed for display in a prominent place

    Abstract: The Medicare-Department of Defense (DoD) Subvention Demonstration tested Senior Prime as a managed care approach for enhancing access to affordable health care for Medicare-eligible DoD beneficiaries. While Senior Prime achieved solid beneficiary participation and satisfaction, it also raised a difficult set of challenges involved in applying managed care to the DoD health care system. These challenges included financial issues such as establishing equitable capitation rates and an appropriate level-of-effort baseline, as well as management issues such as effective care management and administrative processes for health plan sites. The basic structures of TRICARE and the DoD health system, including separate management jurisdictions and hierarchical budgeting methods, contribute to the challenges by creating incentives that discourage delivery of cost-effective care. Military treatment facilities need to be motivated not only to provide excellent care but also to manage appropriateness of care and related costs. Although DoD has decided to discontinue the Senior Prime model, many of the lessons learned from this demonstration are applicable to any managed care program that DoD may contemplate in the future

    Abstract: Historical experience has shown that successful strategies to combat terrorism that is spawned by serious, deep-rooted problems have involved first crushing the current threat and then bringing about changes to make terrorism?s reemergence less likely. While deterrence of terrorism may at first glance seem to be an unrealistic goal -- concepts such as co-optation and inducement cannot be expected to be effective for dealing with terrorists who have the unshakable commitment of an Osama bin Laden -- it may be possible to influence some members of terrorist groups. Such groups are not simply single entities; rather, they are systems, with diverse elements, many of which could be amenable to influence. Thus, to sustain its counterterrorism efforts for the long term, the United States must develop a multifaceted strategy that includes attempting to influence those elements of terrorist systems that may be deterrable, such as state supporters or wealthy financiers living the good life while supporting terrorists in the shadows. The U.S. strategy should comprise not only military attacks, but also political warfare; placing at risk the things that terrorists hold dear; a credible threat of force against any state or group that supports the acquisition of weapons of mass destruction for terrorist uses; and maintaining cooperation with other nations that are also engaged in the war on terror. At the same time, the strategy must preserve core American values, including discriminate use of force and maintaining due process in the provision of speedy justice

    Abstract: This report examines the views of India and Pakistan on the significance of Pakistan's foray into the Kargil-Dras sector in a limited war that has come to be known as the "Kargil conflict." The goal of the analysis is to assess both combatants' perceptions of the crisis, with a view to evaluating the possibilities of future Kargil-like events and the implications of the lessons each country learned for stability in South Asia. The analysis is based almost exclusively on Indian and Pakistani source materials. The Kargil crisis demonstrated that even the presence of nuclear weapons might not appreciably dampen security competition between the region's largest states. However, the question remains of whether or not the Kargil war represents a foretaste of future episodes of attempted nuclear coercion if India and Pakistan believe that their nuclear capabilities provide them the immunity required to prosecute a range of military operations short of all-out war

    Abstract: Why do students have different achievement levels across states? Is math achievement improving across states? Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as "unreformable

    Abstract: Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater

    Abstract: There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other "safety net" changes
