    Kurzfassung: Greece aims to reduce total greenhouse gas emissions by 55% by 2030 and reach net zero emissions by 2050. It has made notable progress towards meeting these targets. This includes significantly reducing its reliance on lignite and setting a binding target to end lignite-fired power generation by 2028 while working to ensure a just transition in its lignite mining regions and reducing energy poverty. Greece has also made strong progress on renewable energy, which covered 20% of its total final energy consumption in 2021. Following Russia’s invasion of Ukraine, Greece is reducing its reliance on Russian energy imports and ensuring secure access to energy by diversifying its supply and increasing domestic energy production. Despite these notable successes, significant challenges remain. Fossil fuels still account for most of Greece’s energy use and stronger efforts are needed on energy efficiency. n this report, the IEA provides a range of energy policy recommendations to help Greece smoothly manage its transition to a secure, efficient and flexible carbon neutral energy system.

Building on this, the report presents the findings of a cross-country comparative analysis of how countries’ policies and practices have evolved in recent years in light of observed and projected changes in wildfire risk. The analysis draws on in-depth case studies conducted in Australia, Costa Rica, Greece, Portugal and the United States. The report underlines the urgent need for governments to scale up climate change adaptation efforts to limit future wildfire costs.

    Kurzfassung: This work leverages globally consistent data on parks from Google Maps, in combination with the computational power of Google Maps Directions API to quantify accessibility to parks across nearly 500 metropolitan areas in six countries: Estonia, France, Greece, Mexico, Sweden, and the United States. We combined high resolution population data from Worldpop with parks data and navigation estimates to measure: (1) Fraction of the population with access to parks within a 10-minute walk; and (2) the median walking time to the closest park. We find large differences in access to parks between countries, as well as large variability across cities and their respective commuting zones. To demonstrate how this framework can support cross country comparisons and efforts to track progress towards SDG11, we assessed access to parks by income group in selected countries, finding that the median walking time to a park is shorter for residents of low income neighbourhoods both in French and American metropolitan areas.

    Kurzfassung: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    Kurzfassung: A changing climate is threatening livelihoods and economic activity in Greece and the world. Transitioning to a green economy – mitigating the causes of climate change and adapting to its effects, while sustaining activity and improving well-being – is among the greatest policy challenges of the coming decades. In Greece, legacies of high emission intensity, limited fiscal space and scarce private financing amplify the challenge. Greening Greece’s energy system is at the core of this transition. This entails swiftly developing its large potential for renewable energies and adapting energy consuming sectors. A well-chosen mix of policies – including carbon pricing, public infrastructure investments, and gradually tightening regulations on minimum energy efficiency standards, while providing financial support and protecting vulnerable households – would minimise the cost of this transition. Developing insurance coverage can better protect households and firms from damages resulting from a warming climate, while limiting fiscal exposure. Engaging all stakeholders and supporting those affected by the transition will help build the consensus for implementing these policies into the long-term.

    Kurzfassung: Education is one of the most important fields to promote the integration of refugee and newcomer children and youths in host countries. However, holistic education for refugee and newcomers has so far not been established into mainstream education systems in European countries. Projects and pilot programmes have developed across Europe to test holistic approaches. Some of them have started very recently as a response to the arrival of high numbers of refugees and newcomers, while others have been established for a longer period and have started to expand. This paper first provides an overview of key research gaps in refugee education. It then provides a mapping of promising holistic education practices in Europe, with a focus on Germany, Greece and the Netherlands. Based on this, the paper explores key conditions to upscale and institutionalise promising practices of holistic refugee and newcomer education.

    Kurzfassung: Gender equality and environmental sustainability are gaining political momentum as global challenges that require urgent action at the national and international levels. Both figure prominently, albeit with limited interlinkages, in the United Nations Agenda 2030, and gender equality considerations are slowly making their way into international environmental and climate commitments. An integrated approach to gender equality and environmental sustainability – i.e. recognising the gender-environment nexus – could help to alleviate limitations to gender equality and women’s economic empowerment and enhance their roles in environmental sustainability and green growth. Likewise, enhancing gender equality, and women’s economic empowerment and decision-making, can lead to better environmental and climate outcomes and policies. This report observes the gender-environment nexus in the Greek policy framework. It assesses environmental and climate policies through a gender lens, and gender equality policies through an environmental lens. It focuses mainly on policies and measures that could support women’s economic empowerment in environment-related sectors; women’s environmental leadership and decision making; and mainstreaming gender equality and environmental sustainability in policy tools. It proposes a series of recommendations that, if taken on board, could support integrating the gender-environment nexus into Greece’s national policies.

    Kurzfassung: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Kurzfassung: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Kurzfassung: First published in 2017, Fighting Tax Crime - The Ten Global Principles is the first comprehensive guide to fighting tax crimes. It sets out ten essential principles covering the legal, institutional, administrative, and operational aspects necessary for developing an efficient and effective system for identifying, investigating and prosecuting tax crimes, while respecting the rights of accused taxpayers. This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets. Drawing on the experiences of jurisdictions in all continents, the report also highlights successful cases relating to the misuse of virtual assets, complex investigations involving joint task forces, and the use of new technology tools to fight tax crimes and other financial crimes. The Ten Global Principles are an essential element of the OECD’s Oslo Dialogue, a whole-of-government approach for fighting tax crimes and illicit financial flows. Alongside the policy document, the second edition is joined by 33 country chapters, detailing jurisdictions’ domestic tax crime enforcement frameworks as well as the progress made in implementing the Ten Global Principles.     Kurzfassung: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Greece.

    Kurzfassung: La révolution technologique qui a marqué les dernières décennies du XXe siècle a entraîné une forte augmentation de la demande de facultés de traitement de l’information et d’autres compétences cognitives et interpersonnelles sur le marché du travail. Sur la base des résultats des 33 pays et régions ayant participé aux deux premières vagues de l'Enquête sur les compétences des adultes en 2011-12 et 2014-15, ce rapport décrit les compétences dans trois domaines de traitement de l'information et examine comment les compétences sont liées au marché du travail et aux résultats sociaux. Il décrit notamment les résultats des six pays ayant participé à la troisième vague du premier cycle du PIAAC en 2017-18 (Équateur, États-Unis, Hongrie, Kazakhstan, Mexique et Pérou). L’Évaluation des compétences des adultes, un produit du Programme de l’OCDE pour l’évaluation internationale des compétences des adultes (PIAAC), a été conçue pour montrer dans quelle mesure les individus possèdent certaines de ces facultés et compétences clés et comment ils les utilisent dans le cadre professionnel et dans la vie privée. Cette enquête, la première du genre, évalue directement le niveau de compétence dans trois domaines du traitement de l’information : la littératie, la numératie et la résolution de problèmes.

It examines Greece’s regional development framework, the EU Cohesion policy and multilevel governance in Greece. Since the global financial crisis, Greece has undertaken an impressive number of structural reforms. Recovery initiated in 2017 but the current COVID-19 pandemic is slowing down Greece’s efforts. The country is now facing a number of strategic development priorities including fostering digitalisation, improving entrepreneurial and business ecosystems, and addressing environmental challenges. These new priorities must also tackle existing social challenges and mitigate rising inequalities. The Review examines a range of policies that have the potential to propel inclusive growth in Greece’s regions and improve the quality of life for their residents. It stresses that policies for economic growth, social capital and environmental sustainability are more effective when they recognise the different economic and social realities where people live and work. OECD work illustrates the importance to align place based regional development strategies with sectoral policies (support for private investment, infrastructure and human capital policies) in each place to generate multiplier effects. To fulfil this task, Greece will need to continue advancing the reform of its institutional and fiscal multi-level governance system.

    Kurzfassung: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Kurzfassung: Social protection systems use a range of entitlement criteria. First-tier support typically requires contributions or past employment in many countries, while safety net benefits are granted on the basis of need. In a context of volatile and uncertain labour markets, careful and continuous monitoring of the effectiveness of income support is a key input into an evidence-based policy process. This paper proposes a novel empirical method for monitoring the accessibility and levels of safety net benefits. It focusses on minimum-income benefits (MIB) and other non-contributory transfers and relies on data on the amounts of cash support that individuals in need receive in practice. Results show that accessibility and benefit levels differ enormously across countries – for instance, in 2015/16, more than four out of five low-income workless one-person households received MIB in Australia, France and the United Kingdom, compared to only one in five in Greece, Italy and Korea, three countries that have since sought to strengthen aspects of safety-net provisions.

    Kurzfassung: Ce rapport est une édition spéciale du Tableau de bord de l’OCDE sur le financement des PME et des entrepreneurs, publication phare de l’OCDE. Il examine en détail les conséquences du COVID-19 sur l’accès des PME au financement, ainsi que les mesures prises en conséquence par les pouvoirs publics. Il apparaît qu’avant la crise, les conditions de financement étaient globalement favorables pour les PME et les entrepreneurs, qui bénéficiaient de faibles taux d’intérêt, de critères accommodants d’octroi des crédits et d’une offre de plus en plus diversifiée d’instruments de financement. Mais la crise du COVID‑19 a profondément bouleversé l’accès des PME au financement. Plus particulièrement, l’effondrement brutal du chiffre d’affaires des entreprises a provoqué de graves pénuries de liquidités qui ont mis en danger la survie de bon nombre d’entreprises viables. Ce rapport fait état d’une augmentation de la demande de prêts bancaires au cours du premier semestre de 2020, et d’une stabilité de l’offre de crédit grâce à l’action des pouvoirs publics. Parallèlement, on a observé un recul d’autres sources de financement, en particulier l’apport de fonds propres au stade du démarrage. Le rapport réunit des données sur le périmètre et l’ampleur des mesures prises par les gouvernements dans le monde, et en précise les principales caractéristiques. Il décrit les principaux enjeux stratégiques du financement des PME qui se poseront au cours des prochaines phases de la pandémie ; il s’agira en effet d’éviter le surendettement des PME, de promouvoir une gamme diversifiée d’instruments de financement, de stimuler la création d’entreprises et de renforcer la résilience des PME par des mesures structurelles.

    Kurzfassung: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

    Kurzfassung: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Since its last peer review, a severe economic recession brought about significant cuts to Greece’s national budget – including official development assistance. However, Greece has maintained its commitment to development co-operation. In response to the refugee and migration crisis Greece mobilised resources and its population to provide significant support to asylum seekers and refugees, and adapted its domestic policies to create conditions for peaceful co-existence between refugees, asylum seekers and the Greek population. As the economy recovers and Greece considers stepping up its development co-operation, this review recommends a number of steps that the government might take including building a new vision for development co-operation and putting in place the structures and systems to achieve it.

    Kurzfassung: This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). It describes the design and methodology of the survey and its relationship to other international assessments of young students and adults. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

    Kurzfassung: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Greece.

    Kurzfassung: Global trade imbalances narrowed in the aftermath of the global financial crisis. They have remained at a lower level but are still of concern to policy makers because of the risks they pose to individual economies, as well as globally. However, the ultimate causes of these imbalances are not fully clear. Current account positions reflect the gap between national saving and investment, which are in turn affected by policy distortions, including in trade policy. Simulations of the OECD’s METRO model show liberalisation of existing trade distortions would modestly narrow aggregate trade imbalances in the medium term for some countries. Reducing tariffs, non-tariff measures and the combined market access and productivity-enhancing effects of pro-competitive measures in services all have some rebalancing potential. Liberalisation would also offer economically significant income gains for all countries. By contrast, narrowing trade imbalances using trade restrictions would come at disproportionately high economic costs for all countries.

    Kurzfassung: Employment is pivotal to strengthening Greece’s economic recovery, increasing social welfare and redressing poverty. Jobs are returning, making inroads into high unemployment, but their wages and skill levels are lower than many that were lost during the crisis. Greece’s hiring is benefiting from more flexible arrangements. Legislative amendments can maintain this flexibility, ensure wages align with productivity and better protect individuals from labour market risks. Ensuring that workers possess skills that match employers’ needs will sustain employment and productivity growth. Improving the education system is a long-term mission and involves raising its pedagogical strength and orientation towards professional needs. A social welfare system dominated by pensions has not been able to prevent a steep hike in poverty among children and the young, risking long-term harm to well-being. Pursuing recent steps towards a better targeted social protection, accompanied by support programmes for jobseekers, will provide a reliable safety net and reduce poverty.     Kurzfassung: Migrants, including native-born children with migrant parents, account for 23% of Athens’ population (664 046 people), while the number of refugees and asylum seekers has rapidly increased since 2015 and is currently estimated at 18 000. To respond to the refugee inflow, Athens developed bold and innovative initiatives, often beyond their direct responsibilities, and sought supra-national and non-state sources of funding (i.e. Stavros Niarchos Foundation, British American Tobacco, etc.). This emphasis on reception and integration of newcomers is the result of strong political will and cooperation with non-state actors, in line with the city's broader priorities since 2010 including anti-discrimination and improving equal access to social services. Integrating newcomers through jobs is particularly challenging given the high unemployment rate that Greece has experienced. In addition, newcomers often have the desire to continue their journey towards northern European countries, reducing their incentives to integrate and learn Greek. While identifying various innovative practices, the OECD case study of Athens highlights the need for more reliable sources of financing and dialogue among levels of government. Data on migrant integration at the local level would support more evidence-based national, regional and local policy making.

This study reviews current economic and environmental policies relating to cruise activities and provides recommendations on how Piraeus could better seize opportunities for local development from cruise shipping. This report is part of the International Transport Forum’s Case-Specific Policy Analysis series. These are topical studies on specific issues carried out by the ITF in agreement with local institutions.

    Kurzfassung: This report analyses Greek legislation in a number of sectors and identifies about 350 legal provisions which could be removed or amended to lift regulatory barriers to competition. The work undertaken in the project has involved the review of over 1 200 pieces of legislation in these sectors of the economy, using the OECD Competition Assessment Toolkit. The analysis of the legislation and of the Greek sectors has been complemented by research into international experience and consultation with stakeholders from the public and private sectors. The OECD has developed recommendations to remove or modify the provisions in order to be less restrictive for suppliers and consumers, while still achieving Greek policy makers’ initial objectives. If these recommendations are implemented, benefits to consumers in Greece and to the Greek economy should arise in all sectors. Throughout this report, the authors identify the sources of those benefits and, where possible, provide quantitative estimates.

    Kurzfassung: This paper analyses the structure of Greek exports and presents policy recommendations to boost export performance. Despite recent improvements, export performance deteriorated in the last decade particularly in the service sector. The decline in unit labour costs since the beginning of the crisis has restored cost competitiveness, but the response of exports has been sluggish due to severe liquidity constraints of exporters, lack of investment in export industries and in part because prices did not adjust as fast. Greece is dominated by SMEs and specialised in low-technology goods which makes it difficult to be well integrated into global value chains. Structural problems in product markets, barriers to exporting, access to finance and administrative burden affect competitiveness and impede export performance. Boosting investment in infrastructure and logistics, further liberalising the network industries, improving investment in human and knowledge-based capital to allow upgrading in the global value chains will be essential to enhance export performance.

    Kurzfassung: Estimating the impact of the crisis on income distribution requires up-to-date information. Due to the complexity of income surveys such as EU-SILC, income data usually become available with considerable delay. In this context, micro-simulation models are an appropriate and widely used alternative to bridge the gap in official data, allowing for an early evaluation of the distributional impact of changes in tax-benefit policies and in the wider economy. This paper analyses the effects of the Greek crisis on inequality and poverty in 2009-2014 using the micro-simulation model EUROMOD. Specifically, the paper updates earlier OECD estimates of distributional effects of the crisis in 2009-2012, and provides new estimates for 2013-2014, a period for which survey data are not yet publicly available. The results indicate that inequality, as measured by most indicators, rose in 2010-2013 as the recession deepened and unemployment rose, and fell back in 2014 as the economy stabilised. Relative poverty seems to have increased in 2012, after remaining broadly unchanged in the previous two years; in 2013 it appears to have stabilised, while in 2014 it fell back to only slightly above its level in 2010 (13.8% vs.13.2% respectively). This pattern is more pronounced when poverty is measured against an “anchored” benchmark: the proportion of population whose income fell below a poverty line anchored in pre-crisis terms increased steadily and steeply, until 2014 when it finally stabilised at 27.4% (from 13.2% in 2010). Not all population groups were affected evenly by recent developments: the rise of poverty in 2010-2013 especially affected the unemployed, the self-employed, the young, the middle-aged, families living in Athens, families paying rent or mortgage rather than outright owning their dwelling; on the contrary, relative poverty actually fell among groups traditionally seen as ‘poor’, such as farmers and the elderly – although in the latter case the relative improvement in terms of income may have been offset by difficulties in access to health care. The paper also assesses first-round effects of austerity policies on the income distribution given changes in the wider economy, i.e. abstracting from second-round effects associated with the deflationary impact of austerity on output. In this sense, early austerity policies per se appear to have had a small positive distributional impact, partly offsetting the increases in inequality and poverty due to the recession. As fiscal consolidation intensified in 2012, tax and benefit policies appear to have exacerbated the adverse distributional effects of the recession, causing poverty and inequality to rise further. From 2013, austerity policies seem to have had a more equalizing effect, especially at the bottom of the distribution and in terms of its distance from the top. Small and medium-sized enterprises (SMEs) could significantly contribute to strengthening Greece’s export performance, thereby helping to jump-start economic growth and job creation as well as improving the sustainability of fiscal and external accounts. This paper explores aspects of the business, financial and regulatory environment that impede the greater involvement of SMEs in export activity. The paper also discusses the potential role of a development bank and stresses the importance of more R&D and innovation, the need to develop venture and other equity capital financing, and the need to build stronger links and networks between universities and industry. It draws some policy conclusions and suggests policy measures in the areas of finance, regulation, R&D and innovation.

    Kurzfassung: This paper takes stock of the main structural reforms that Greece has undertaken since 2010, those currently proposed and that are in the process of implementation, and quantifies the medium and long‑term effects on output. Special attention is given to three issues that are relevant to understanding reform dynamics in Greece: i) the short-term impact of reforms; ii) the effect of some reforms on income inequality and other socioeconomic outcomes; iii) implementation problems that might undermine the ability of structural reforms to deliver their expected outcomes. The reforms, if fully implemented, could raise output by more than 13% over the next decade. Reforms in product markets are particularly important in boosting growth. Poverty and inequality have increased despite policies to mitigate the social impacts of Greece’s deep depression since 2009. Better social policies are needed to strengthen the social safety net and make growth more inclusive. Much of the burden of adjustment has been borne by labour. Labour market institutions should balance the objectives of increasing jobs, reallocating workers to where they can earn the most, and ensuring the fruits of the economic recovery are widely shared.

    Kurzfassung: The work undertaken by the Greek authorities in recent years to reinforce competition law and the Hellenic Competition Commission, to simplify business administration and to liberalise professional services have demonstrated the political willingness to address the problem of existing regulatory barriers to competition that have contributed to holding back the economic recovery. The OECD Competition Assessment Project, through the scrutiny of legislation in four sectors of the Greek economy, food processing, retail trade, building materials and tourism, has identified 336 areas where particular reform can be undertaken, from a total of 539 provisions that were selected using the OECD Competition Assessment Toolkit. If our recommendations are implemented, benefits to consumers in Greece and to the Greek economy should arise in all four sectors. Throughout this report, we seek to identify the sources of those benefits and where possible provide quantitative estimates. Estimates are made on the basis of experiences of deregulation in other countries in some instances, or by relating conservative estimates of efficiency gains to the overall size of the business activity affected.

    Kurzfassung: Every four years, each of the 24 members of the OECD Development Assistance Committee (DAC) with the World Bank, the International Monetary Fund and the United Nations Development Programme as observers is scrutinised by its peers in the Committee. Five different member countries are peer reviewed each year. The aim is to assess the extent to which the development policies, strategies and activities of the reviewed country meet the standards set by the DAC. Members provide constructive criticism and recommendations based on a report that touches on aid policies, volumes, institutions and field operations. There are no sanctions if the country fails to take the recommendations on board. The exercise is meant to encourage positive change, support mutual learning and raise the overall effectiveness of aid throughout the donor community.

    Kurzfassung: This report includes Phase 1 and Phase 2 reviews for Greece incorporating Phase 2 ratings. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 and Phase 2 – reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Kurzfassung: Greece faces an immense, perhaps unique and increasingly urgent challenge. It needs to reform in depth, reconciling emergency measures with long lasting reforms. In the face of growing social and political discontent, the future crucially depends on the government's ability to link short term austerity measures with a long term vision and structural reforms aimed at restoring growth and improving the population's welfare. These reforms depend on a well functioning public administration. Strong measures, starting now, to improve the effectiveness, accountability and integrity of the public administration so that it is "fit for purpose" are a priority. The success of reforms such as privatisation, fiscal consolidation, debt reduction, tax collection and enhanced competitiveness is at stake.     Kurzfassung: This 2011 review of energy policy in Greece finds that increasing competition and reducing the role of the state in the energy sector should add efficiency and dynamism to the economy. This, in turn, should help generate self-sustained employment and prosperity for the country. Reforming the electricity and gas markets is an economic and political imperative. In particular, regulatory authorities must be given the necessary power and independence to reduce the market power of dominant firms. Commendably, Greece adopted a law to this end in August 2011. The envisaged reforms are fundamentally sound and can help the economy grow. The government's key focus should now be on implementing this law in full without delay. Greece has a large potential for wind and solar energy and is rightly determined to fulfill this potential. The renewable energy sector also provides opportunities for new industrial development, in particular if linked with R&D activities. To facilitate renewable energy projects, the government recently improved investment conditions significantly by increasing feed-in tariffs, shortening and simplifying the licensing procedures and introducing stronger incentives for local acceptance. Greece's oil and gas sources are already well diversified. Gas use is projected to increase, as the country moves to decarbonise its coal-dominated power sector. Experience from IEA member countries has shown that enhancing energy efficiency can help improve energy security in a cost-effective way. This, in turn, can help mitigate climate change and deliver economic benefits.

The methodological country notes included in this volume were prepared to facilitate the comprehension and the interpretation of the statistics and to provide a brief description of the activities of banks in each country.

    Kurzfassung: Greek health outcomes compare favourably with the OECD average. However, the health care system is seen as not working well by the population. One source of dissatisfaction is the high proportion of private household spending on health, including informal payments, while public health spending relative to GDP is one of the lowest in the OECD. This situation leads to inequities in access to certain medical services. Also, there is a weakening of efficiency of the system, which should be addressed sooner than later in view of a rising demand for medical services, which is going to intensify in the coming decades, and the need to keep government health care spending in check. This calls for reforms in four areas: (i) reviewing the excessively fragmented structure of the health care system and its governance; (ii) enhancing the quality of public primary health care services; (iii) modernising hospital administration; and (iv) further tightening control over pharmaceutical expenditure.

    Kurzfassung: The competition to stage major global events – such as OIympic Games, EXPOs, cultural festivals, and political summits – is more intense than ever before. Despite advances in virtual communication, large-scale gatherings of this kind have again become extraordinarily popular. In part, this can be explained by the worldwide media attention and sponsorship that such events now generate. But it is also substantially accounted for by the longer-term local benefits that can be achieved for the host location, including: improved infrastructure, increased revenues from tourism and trade, employment creation and heightened civic pride. However, such positive effects do not occur by accident, or without effective local action. Effective legacy planning and management is essential to ensure that the financial risk of investing in the event pays off, and that local development is boosted in a meaningful way. Put simply, when international events are hosted well, they become a catalyst for local development and global reach. This book identifies how international events work as a trigger for local development and what hosting cities and nations can do to ensure that positive local development is realised. It reviews experience from more than 30 cities and nations and it looks forward to future events yet to be hosted.

    Kurzfassung: Since 2004, the fiscal deficit has been brought down by over 5% of GDP to below the 3% limit in 2006, which is a major achievement. The government plans a more gradual reduction over coming years so that overall balance or surplus is reached no later than 2010. However, fiscal consolidation should continue, possibly at a more rapid pace than planned, given the high level of government debt, favourable outlook for output growth, and long-term fiscal costs of ageing which are estimated to be among the largest in the OECD. There are as yet no specific proposals to reform pensions, which account for most of the prospective ageing-related increase in public expenditure, although the government is expected to announce reforms following the publication of a report from a Committee of Experts. Delaying fiscal consolidation, particularly the urgently needed pension reform, would have substantial longer-term costs in terms of higher taxes and additional debt service costs, including an increase in the risk premium paid on government debt. In addition, this would heavily skew the tax burden towards future generations. Consolidation should focus on reducing primary spending and on enhancing tax revenues. This can be achieved particularly through increased efficiency of public administration and by measures to tackle tax evasion and further broaden the tax base. Ensuring long-run fiscal sustainability will also require the implementation of wide-ranging reforms in the key area of health care, as well as an early decision to introduce a comprehensive reform of the pension system.

It focuses on a number of key areas which are particularly important for rapid growth as they offer substantial scope for catching up with international best practice. These areas are: getting more people into work through higher flexibility in the labour market and more effective labour market policies; competition policy reform; the liberalisation of product markets, in particular the energy, telecommunication and transport sectors; policies to foster entrepreneurship; and financial market reform, including the implementation of a better corporate governance regime. A number of Annexes provide additional information on the reform of the energy markets (electricity, gas, oil), the telecommunications sector, maritime transport and financial markets.     Kurzfassung: Étant donné la situation géographique de la Grèce, la sécurité et le bien-être de ce pays sont largement tributaires de la stabilité et de la prospérité économique des pays en développement et en transition de la région des Balkans, des bords de la Mer Noire et de l’est du Bassin méditerranéen. La Grèce étant un pays développé et stable au sein de régions très hétérogènes et complexes au plan culturel, elle aide ses voisins à relever le défi du développement. Elle juge aussi pouvoir se prévaloir pour cela d’un net avantage comparatif, découlant d’un passé commun et des échanges culturels, d’une bonne compréhension mutuelle, de solides relations politiques et commerciales et de l’expérience qu’elle a elle-même accumulée, il n’y a pas si longtemps, lors de son propre développement. Encourager l’instauration de pratiques démocratiques et d’un développement économique durable dans les régions avoisinantes va donc dans le sens des intérêts nationaux de la Grèce et constitue d’ailleurs la principale orientation stratégique de son programme d’aide publique. La Grèce apporte un soutien ciblé aux initiatives régionales allant dans cette direction, comme le Pacte de stabilité pour l’Europe du Sud-Est (un fonctionnaire grec assure actuellement la présidence du groupe de travail n°1 sur la démocratisation et les droits de l’homme).     Kurzfassung: OECD's territorial review of the Tzoumerka region of Greece. The Tzoumerka is a mountainous area in Northwestern Greece that presents considerable development challenges with respect to economic growth, social cohesion and governance. The area is highly dependent on traditional agricultural activities that are only made viable by considerable Common Agricultural Policy (CAP) support. Unfortunately, this support will almost inevitably decline. As incentives to modernise agricultural activities and promote other business activity have been ineffective, local development policy will need to go farther. It must direct the local population away from old survival habits to investing in capabilities required of new economic projects. The policy instruments that are likely to be most effective in creating a new mindset will consist in identifying and incubating a small number of successful initiatives with strong demonstration effects. Strategies identified include processing raw agricultural products into premium foodstuffs, to appeal to contemporary demand trends, and harnessing the valuable tourism resources of the area in order to attract visitors who increasingly seek out authenticity in their tourism experiences.

    Kurzfassung: Tzoumerka est une région montagneuse située au nord-ouest de la Grèce. Cette région est confrontée à des défis majeurs en termes de développement, de croissance, de cohésion sociale et de gouvernance. Son économie est fortement dépendante d’activités agricoles traditionnelles dont la survie n’est assurée que par le soutien financier considérable de la Politique Agricole Commune (PAC). Or, ce soutien est malheureusement appelé à disparaître. Les incitations mises en place pour moderniser les activités agricoles et promouvoir d’autres types d’activités économiques se sont avérées inefficaces. La politique de développement local doit à présent prendre un nouvel élan. Il s’agit de modifier les anciennes habitudes de la population locale et de l’inciter à développer ses compétences à travers de nouveaux projets économiques. Les politiques susceptibles d’être les plus efficaces et de générer un nouvel état d’esprit sont celles qui s’appuient sur l’identification et l’essaimage d’un petit nombre d’initiatives heureuses dont les résultats ont été visibles. La transformation des produits agricoles de base en produits à valeur ajoutée est une des stratégies à prendre en compte pour suivre la tendance actuelle de la demande. Il faudrait également exploiter les importantes ressources touristiques de la région afin d’attirer des touristes en quête d’authenticité. L’Examen territorial de Tzoumerka s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des Examens territoriaux est de fournir des recommandations pratiques aux gouvernements. Les Examens territoriaux portent sur trois types de régions (urbain, intermédiaire, rural). Ils permettent de mieux comprendre les défis auxquels ces régions sont confrontées et identifient des solutions concrètes pour y faire face.
