Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables that have shaped their evolution.     Kurzfassung: In this detailed study Simha Arom takes a new and original approach to the understanding of the complex and sophisticated patterns of polyphony and polyrhythm that characterise African music. Considering in particular the harp, sanza, xylophone and percussion music of Central Africa, Simha Arom develops a rigorous method for the analysis of the music and for the recording and deciphering of the many strands of polyphony and polyrhythm. Through a systematic breakdown of the many layers of apparently improvised rhythm he reveals the essential structure which underlies this rich and complex music.     Kurzfassung: In this provocative book, first published in 2004, John Keane calls for a fresh understanding of the vexed relationship between democracy and violence. Taking issue with the common sense view that 'human nature' is violent, Keane shows why mature democracies do not wage war upon each other, and why they are unusually sensitive to violence. He argues that we need to think more discriminatingly about the origins of violence, its consequences, its uses and remedies. He probes the disputed meanings of the term violence, and asks why violence is the greatest enemy of democracy, and why today's global 'triangle of violence' is tempting politicians to invoke undemocratic emergency powers. Throughout, Keane gives prominence to ethical questions, such as the circumstances in which violence can be justified, and argues that violent behaviour and means of violence can and should be 'democratised' - made publicly accountable to others, so encouraging efforts to erase surplus violence from the world

    Kurzfassung: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

    Kurzfassung: This book presents a systematic study of social stratification processes in urban China, from 1949 to 1994. Based on the life histories of a sample of urban residents from 20 Chinese cities, this book addresses two themes: (1) the interplay between redistribution and social stratification under state socialism in urban China, especially the impact of the state and state policies on individual life chances, in such areas as education, labor force participation, promotion in organizations, and the distribution of manifest and latent economic benefits; (2) an assessment of sources and extent of China's economic transformation since the 1980s. The author blends sociological analysis and sensitivity to the historical context in interpreting changes and continuity in the 45-year history of state socialist China. This is a comprehensive and rigorous study of social stratification in China.

    Kurzfassung: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

    Kurzfassung: Britain and France have developed substantially different policies to manage racial tensions since the 1960s, in spite of having similar numbers of post-war ethnic minority immigrants. This book provides the first detailed historical exploration of race policy development in these two countries. In this path-breaking work, Bleich argues against common wisdom that attributes policy outcomes to the role of powerful interest groups or to the constraints of existing institutions, instead emphasizing the importance of frames as widely-held ideas that propelled policymaking in different directions. British policymakers' framing of race and racism principally in North American terms of color discrimination encouraged them to import many policies from across the Atlantic. For decades after WWII, by contrast, French policy leaders framed racism in terms influenced largely by their Vichy past, which encouraged policies designed primarily to counter hate speech while avoiding the recognition of race found across the English Channel

    Kurzfassung: Why is English national identity so enigmatic and so elusive? Why, unlike the Scots, Welsh, Irish and most of continental Europe, do the English find it so difficult to say who they are? The Making of English National Identity, first published in 2003, is a fascinating exploration of Englishness and what it means to be English. Drawing on historical, sociological and literary theory, Krishan Kumar examines the rise of English nationalism and issues of race and ethnicity from earliest times to the present day. He argues that the long history of the English as an imperial people has, as with other imperial people like the Russians and the Austrians, developed a sense of missionary nationalism which in the interests of unity and empire has necessitated the repression of ordinary expressions of nationalism. Professor Kumar's lively and provocative approach challenges readers to reconsider their pre-conceptions about national identity and who the English really are.

The social amplification of risk framework describes how both social and individual factors act to amplify or dampen perceptions of risk and through this create secondary effects such as stigmatisation of technologies, economic losses or regulatory impacts. This volume, edited by three of the world's leading analysts of risk and its communication, brings together contributions from a group of international experts working in the field of risk perception and risk communication. Key conceptual issues are discussed as well as a range of recent case studies (spanning BSE and food safety, AIDS/HIV, nuclear power, child protection, Y2K, electromagnetic fields, and waste incineration) that take forward the state-of-the-art in risk amplification theory. The volume also draws attention to lessons for public policy, risk management and risk communication practice.

    Kurzfassung: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice.

    Kurzfassung: Abortion, divorce, and the family: how did the state make policy decisions in these areas in Argentina, Brazil, and Chile during the last third of the twentieth century? As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion. Sex and the State explores these patterns of gender-related policy reform and shows how they mattered for the peoples of Latin America and for a broader understanding of the logic behind the state's role in shaping private lives and gender relations everywhere.

    Kurzfassung: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

Swain and Russ Nieli warn is a growing White Nationalist movement. The ten people interviewed in this volume make statements that are sure to shock, amuse, challenge, and provoke the typical reader. Their remarks are of particular interest, Swain and Nieli believe, for understanding how the many race-conscious whites who lie outside the integrationist consensus on racial issues in America view developments that have taken place in the United States since the Civil Rights movement. If current trends continue, the authors predict, these ideas will become more common, especially as whites become a diminishing portion of the US population. They claim that the claims of white nationalists need to be aired in open, public forums, where they can be vigorously challenged and subjected to refutation.

    Kurzfassung: Andreas Wimmer argues that nationalist and ethnic politics have shaped modern societies to a far greater extent than has been acknowledged by social scientists. The modern state governs in the name of a people defined in ethnic and national terms. Democratic participation, equality before the law and protection from arbitrary violence were offered only to the ethnic group in a privileged relationship with the emerging nation-state. Depending on circumstances, the dynamics of exclusion took on different forms. Where nation building was 'successful', immigrants and 'ethnic minorities' are excluded from full participation; they risk being targets of xenophobia and racism. In weaker states, political closure proceeded along ethnic, rather than national lines and leads to corresponding forms of conflict and violence. In chapters on Mexico, Iraq and Switzerland, Wimmer provides extended case studies that support and contextualise this argument.

    Kurzfassung: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

    Kurzfassung: In this 2002 book, Anna Elisabetta Galeotti examines the most intractable problems which toleration encounters and argues that what is really at stake is not religious or moral disagreement but the unequal status of different social groups. Liberal theories of toleration fail to grasp this and consequently come up with normative solutions that are inadequate when confronted with controversial cases. Galeotti proposes, as an alternative, toleration as recognition, which addresses the problem of according equal respect to groups as well as equal liberty to individuals. She offers an interpretation that is both a revision and an expansion of liberal theory, in which toleration constitutes an important component not only of a theory of justice, but also of the politics of identity. Her study will appeal to a wide range of readers in political philosophy, political theory, and law

    Kurzfassung: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

    Kurzfassung: The tragic conflict in Rwanda and the Great Lakes in 1994–1996 attracted the horrified attention of the world's media. Journalists, diplomats and aid workers struggled to find a way to make sense of the bloodshed. Johan Pottier's troubling study shows that the post-genocide regime in Rwanda was able to impose a simple yet persuasive account of Central Africa's crises upon international commentators new to the region, and he explains the ideological underpinnings of this official narrative. He also provides a sobering analysis of the way in which this simple, persuasive, but fatally misleading analysis of the situation on the ground led to policy errors that exacerbated the original crisis. Professor Pottier has extensive field experience in the region, from before and after the genocide, and he has also worked among refugees in eastern Zaire

These attempts, whether through American efforts to divide the US population into mutually exclusive racial categories, or through the Soviet system of inscribing nationality categories on internal passports, have important implications not only for people's own identities and life chances, but for national political and social processes as well. The book reviews the history of these categorizing efforts by the state, and offers a theoretical context for examining them, illustrating the case with studies from a range of countries.

One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children. The other revolves around making men into active and engaged fathers. However, these policies are often at odds with the employers' reluctance to accommodate work schedules to fathers' needs.     Kurzfassung: How has memory - collective and individual - influenced European politics after the Second World War and after 1989 in particular? How has the past been used in domestic struggles for power, and how have 'historical lessons' been applied in foreign policy? While there is now a burgeoning field of social and cultural memory studies, mostly focused on commemorations and monuments, this volume is the first to examine the connection between memory and politics directly. It investigates how memory is officially recast, personally reworked and often violently re-instilled after wars, and, above all, the ways memory shapes present power constellations. The chapters combine theoretical innovation in their approach to the study of memory with deeply historical, empirically based case studies of major European countries. The volume concludes with reflections on the ethics of memory, and the politics of truth, justice and forgetting after 1945 and 1989.

    Kurzfassung: A thought-provoking examination of how explanations of social and moral development inform our understandings of morality and culture. A common theme in the latter part of the twentieth century has been to lament the moral state of American society and the decline of morality among youth. A sharp turn toward an extreme form of individualism and a lack of concern for community involvement and civic participation are often blamed for the moral crisis. Turiel challenges these views, drawing on a large body of research from developmental psychology, anthropology, sociology as well as social events, political movements, and journalistic accounts of social and political struggles. Turiel shows that generation after generation has lamented the decline of society and blamed young people. Using historical accounts, he persuasively argues that such characterizations of moral decline entail stereotyping, nostalgia for times past, and a failure to recognize the moral viewpoint of those who challenge traditions

    Kurzfassung: The South African Truth and Reconciliation Commission (TRC) was set up to deal with the human rights violations of apartheid during the years 1960–1994. However, as Wilson shows, the TRC's restorative justice approach to healing the nation did not always serve the needs of communities at a local level. Based on extended anthropological fieldwork, this book illustrates the impact of the TRC in urban African communities in Johannesburg. While a religious constituency largely embraced the commission's religious-redemptive language of reconciliation, Wilson argues that the TRC had little effect on popular ideas of justice as retribution. This provocative study deepens our understanding of post-apartheid South Africa and the use of human rights discourse. It ends on a call for more cautious and realistic expectations about what human rights institutions can achieve in democratizing countries.

    Kurzfassung: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.

    Kurzfassung: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'.

    Kurzfassung: It is not uncommon to be frustrated by the outcome of an election or a decision in voting, law, economics, engineering, and other fields. Does this 'bad' result reflect poor data or poorly informed voters? Or does the disturbing conclusion reflect the choice of the decision/election procedure? Nobel Laureate Kenneth Arrow's famed theorem has been interpreted to mean 'no decision procedure is without flaws'. Similarly, Nobel Laureate Amartya Sen dashes hope for individual liberties by showing their incompatibility with societal needs. This highly accessible book offers a new, different interpretation and resolution of Arrow's and Sen's theorems. Using simple mathematics, it shows that these negative conclusions arise because, in each case, some of their assumptions negate other crucial assumptions. Once this is understood, not only do the conclusions become expected, but a wide class of other phenomena can also be anticipated.

    Kurzfassung: The book examines the reform of the communication sector in South Africa as a detailed and extended case study in political transformation - the transition from apartheid to democracy. The reform of broadcasting, telecommunications, the state information agency and the print press from apartheid-aligned apparatuses to accountable democratic institutions took place via a complex political process in which civil society activism, embodying a post-social democratic ideal, largely won out over the powerful forces of formal market capitalism and older models of state control. In the cautious acceptance of the market, the civil society organizations sought to use the dynamism of the market while thwarting its inevitable inequities. Forged in the crucible of a difficult transition to democracy, communication reform in South Africa was navigated between the National Party's embrace of the market and the African National Congress leadership's default statist orientation.

    Kurzfassung: Resistance and Rebellion: Lessons from Eastern Europe explains how ordinary people become involved in resistance and rebellion against powerful regimes. The book shows how a sequence of casual forces - social norms, focal points, rational calculation - operate to drive individuals into roles of passive resistance and, at a second stage, into participation in community-based rebellion organization. By linking the operation of these mechanisms to observable social structures, the work generates predictions about which types of community and society are most likely to form and sustain resistance and rebellion. The empirical material centres around Lithuanian anti-Soviet resistance in both the 1940s and the 1987–91 period. Using the Lithuanian experience as a baseline, comparisons with several other Eastern European countries demonstrate the breadth and depth of the theory. The book contributes to both the general literature on political violence and protest, as well as the theoretical literature on collective action.

    Kurzfassung: Does European integration influence national cultures and social policies? Is Europe's fabled cultural diversity diminishing? In this book, Paulette Kurzer examines these important and topical questions by comparing the Irish abortion ban, Finnish and Swedish drinking restrictions, and Dutch drug decriminalization. Employing a synthesis of constructivist and institutionalist theories, Kurzer demonstrates that domestic shifts in values and attitudes, spurred along by the impact of EC/EU market integration, are in fact bringing about a convergence in European morality norms. Alcohol control policies are forced to liberalize, the Irish abortion proscription is being redefined, and Dutch drug toleration is pushed into a more punitive direction. Markets and Moral Regulation argues that a crucial agency is European law and its role as a market regulator: as market forces invade these cultural and moral spheres, protective barriers disintegrate. The result is that cultural and social domains are increasingly exposed to the influence of market competition

    Kurzfassung: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic.

    Kurzfassung: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

    Kurzfassung: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy.

    Kurzfassung: Societies work best where citizens trust their fellow citizens, work cooperatively for common goals, and thus share a civic culture. The accumulation of reciprocal trust, as demonstrated by voluntary efforts for the creation of common goods, builds social capital and contributes to effective government. This volume advances the study of social capital across chronological and geographical space. It examines voluntary associations, comparatively and cross-culturally, as important indicators of citizen readiness for civic engagement. An important conclusion, along the way, is that social capital may not be continuous, or endure. Several of the authors wonder if the accumulation and diminution of social capital will prove cyclical. Or has there been a societal deterioration as we enter a more anonymous age? This book is ultimately about the pattern of social and civic interactions in past times, and how these patterns may no longer exist.

    Kurzfassung: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies.

    Kurzfassung: In this major book Martha Nussbaum, one of the most innovative and influential philosophical voices of our time, proposes a kind of feminism that is genuinely international, argues for an ethical underpinning to all thought about development planning and public policy, and dramatically moves beyond the abstractions of economists and philosophers to embed thought about justice in the concrete reality of the struggles of poor women. Nussbaum argues that international political and economic thought must be sensitive to gender difference as a problem of justice, and that feminist thought must begin to focus on the problems of women in the third world. Taking as her point of departure the predicament of poor women in India, she shows how philosophy should undergird basic constitutional principles that should be respected and implemented by all governments, and used as a comparative measure of quality of life across nations.

    Kurzfassung: Common sense suggests that it is always preferable to have more options than fewer, and better to have more knowledge than less. This provocative book argues that, very often, common sense fails. Sometimes it is simply the case that less is more; people may benefit from being constrained in their options or from being ignorant. The three long essays that constitute this book revise and expand the ideas developed in Jon Elster's classic study Ulysses and the Sirens. It is not simply a new edition of the earlier book, though; many of the issues merely touched on before are explored here in much more detail. Elster shows how seemingly disparate examples which limit freedom of action reveal similar patterns, so much so that he proposes a new field of study: constraint theory.     Kurzfassung: Although few dispute the computer's place as a pivotal twentieth century artefact, little agreement has emerged over whether the changes it has precipitated are generally positive or negative in nature, or whether we should be contemplating our future association with the computer more with enthusiasm or trepidation. Specifically with regard to the relationship between women and computers, a diverse body of commentary has embraced the views of those who have found grounds for expressing pessimism about this association and those who have favoured a more optimistic assessment of the current situation and its probable future development. This book undertakes a thorough evaluation of the legitimacy and predictive power of the optimistic commentary. Using a large body of original qualitative data, it interrogates the bases of what it identifies as three waves of optimism and in doing so provides answers to some of the key questions asked in this field today
