    Kurzfassung: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright

British government officials and military forces proved proficient at defeating or controlling these rebellions. However, these uprisings were much less complex than the modern jihadist insurgency. Past insurgent movements were primarily monolithic or national in form, had very specific local goals, and derived most of their power from the local population. These limitations made past rebellions vulnerable to strong military responses. In contrast, the modern jihadist insurgency is characterized by its complex and global nature. Unlike past insurgent forms that aspired to shape national politics, the jihadist movement espouses larger thematic goals, like overthrowing the global order. The modern jihadist insurgency is also more global in terms of its popular support and operational territory. It makes far better use of communications technology and propaganda to reach the minds and hearts of global audiences. The contemporary international security environment has therefore become a frustrating place for Western powers. Despite great technological and military advances, British and U.S. counterinsurgency (COIN) operations have been slow to respond and adapt to the rise of the global jihadist insurgency. Operational failures in Iraq and Afghanistan have highlighted the need for the West to rethink and retool its current COIN strategy. After analyzing past British COIN experiences and comparing them to the evolving nature of the modern jihadist insurgency, the authors suggest a new framework for future COIN operations

    Kurzfassung: This study explores the nature of the insurgency in Afghanistan, the key challenges and successes of the U.S.-led counterinsurgency campaign, and the capabilities necessary to wage effective counterinsurgency operations. By examining the key lessons from all insurgencies since World War II, it finds that most policymakers repeatedly underestimate the importance of indigenous actors to counterinsurgency efforts. The U.S. should focus its resources on helping improve the capacity of the indigenous government and indigenous security forces to wage counterinsurgency. It has not always done this well. The U.S. military-along with U.S. civilian agencies and other coalition partners-is more likely to be successful in counterinsurgency warfare the more capable and legitimate the indigenous security forces (especially the police), the better the governance capacity of the local state, and the less external support that insurgents receive

    Kurzfassung: Two previous RAND volumes addressed the roles of the United States and the United Nations in nation-building, defined as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. This volume presents six case studies of recent European-led nation-building missions: Albania, Sierra Leone, Macedonia, Ctte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. It also reviews the Australian assistance mission to the Solomon Islands. Using quantitative and qualitative measures to compare inputs (such military levels, economic assistance and duration) and outcomes (such as levels of security, economic growth, refugee return, and democracy), the analysis concludes that these European-led missions have been competently managed and, within their sometimes quite limited scope, generally successful. Most helped achieve sustained peace, gross domestic product growth, and representative government. The EU has a wide array of civil competencies for nation-building, but it is sometimes slow to deploy them in support of its military operations, particularly when these are conducted far from Europe. The UN offers the most cost-effective means to address most postconflict stabilization requirements and NATO the better framework for large-scale force projection in cases in which the United States is ready to participate. But the EU now offers European governments a viable alternative to both these organizations in cases in which European interests are high, U.S. interests are low, and the UN is, for some reason, unsuitable or unavailable

Die lebensfeindlichen Bedingungen werden greifbar, wenn sich die Protagonisten an die kleinen Kolonistenhäuser erinnern, in denen sie Tür an Tür mit Schaf und Ziege lebten; wenn sie berichten, wie mühselig es war, das Moor Meter für Meter abzutorfen und das neue Land zu kultivieren; wenn sie uns zeigen, wo immer wieder die Pferde eingesackt sind, wenn sie die mit Torf beladenen Wagen aus dem Moor ziehen sollten. Bei diesen Erzählern handelt es sich um die letzte Generation derjenigen, die wie ihre Vorfahren direkt am Moor siedelten und einen Eindruck davon hinterlassen können, was es heißt, ein Kolonist zu sein.
    Kurzfassung: The life of the moor colonists who settled beyond the waterways in the outlying moors of East Frisia was miserable. The desolate condition of the paths isolated them from the outside world in fall and winter, in front of their huts the moor towered head-high. These hostile conditions become tangible when the protagonists remember their small houses where they lived door to door with sheep and goats, when they tell how arduous it was to harvest the peat meter by meter and to cultivate the land; when they show us the places where the horses used to be bogged down with their turf loaded waggons. The protagonists belong to the last generation of settlers who colonized the moor like their ancestors and who can give us an idea of what it means to be a colonist.

    Kurzfassung: Die Moore Ostfrieslands sind abgetorft - das Land präsentiert sich kultiviert. Dennoch: Nahezu alle Ostfriesen verbindet noch immer eine ganz besondere Beziehung zu dem Stoff, der ihr Land einstmals meterhoch bedeckte. Ob Liebe oder Hass: Das Moor hat die Mentalität der Ostfriesen geprägt wie sonst vielleicht nur das Wasser. Auch wenn der Kampf mit dem Moor keine Existenzen mehr beeinflusst, so sind die Spuren, die er hinterlassen hat, doch weiterhin sichtbar: In den Tradierungen, den Geschichten, Legenden und Erinnerungen der Menschen. Und vor allem in den Symbolen des Torfgrabens: Der "Tweekrieger", der "Sticker" und die Torfkarre. Diese Arbeitsgeräte rufen bei wohl jedem Ostfriesen mit starken Emotionen besetzte Assoziationen hervor. Bei diesem Filmprojekt stehen die Erinnerungen an eine Arbeit im Mittelpunkt, die noch vor wenigen Jahrzehnten das Leben der Ostfriesen bestimmte wie keine andere.
    Kurzfassung: East Friesland's moors nowadays are cutaway bogs. The landscape is cultivated. Still, most East Frisians have a special connection with the stuff that once covered their land meters high. For love or hate: the moor has shaped the East Frisians' mentality like probably only the water was able to. Even if the rigours with the moor do not influence any livelihoods, the traces it left are still visible: in the traditions, stories, legends, peoples' memories. And above all in the symbols of cutting peat: the "Tweekieger", the "Sticker" and the peat kart. For their associations, these tools still arouse strong emotions in any East Frisian. This film project focuses on the memories of a work that only a few decades ago determined the lives of East Frisians like no other.

    Kurzfassung: Das Unternehmen erscheint ungeheuerlich: Spatenstich für Spatenstich, Meter für Meter, Tag für Tag, Jahr für Jahr gruben sich die ostfriesischen Fehntjer ins unendliche Moor, um es dann auf ihren kleinen Torfschiffen in die nahegelegenen Städte zu verschiffen; von dort brachten sie Stallmist, Fäkalien der Städter und Sand aus der Ems zur Kultivierung der abgetorften Moorfläche mit. Alles per Hand. Die Kanäle wurden zu den Straßen Ostfrieslands und die Schiffe mit ihren Besatzungen zum Inbegriff von Mobilität, zum weithin sichtbaren Symbol für Beweglichkeit und Freiheit. Im Film wird dieses Bild zurechtgerückt: Die Fehntjer präsentieren sich in ihrem unermüdlichen Kampf als Idealtyp der Menschheitsgeschichte - gegen jede Unbill ankämpfend machen sie sich ihre Umwelt zur Heimat - nach ihrem Bilde. Eine Landschaft, die sich uns heute adrett, aufgeräumt und als "typischer" ostfriesischer Naturraum präsentiert, erscheint so in einem anderen Licht.
    Kurzfassung: The operation seems monstrous: spade by spade, meter by meter, day after day, year after year the East Frisian 'Fehntjer' dug the endless moor to ship the peat to nearby towns in their little peat ships. In order to cultivate the cutaway bogs, they brought back dung, town-dwellers' faeces and sand from the river Ems. All by hand. The channels became the East Frisian roads, and along with them the ships and their crew became the quintessence of mobility, the evident symbol of freedom. In the film this impression is adjusted. In their tireless struggle the 'Fehntjer' present themselves as the ideal type of mankind. Fighting against any rigours, they make their land their homeland - formed after their image. A landscape that nowadays seems to be smart, neat, tidy, the "typical" East Frisian natural landscape appears in another light.

    Kurzfassung: This film is a portrait of the filmmaker's uncle, the patriarch Haj Taghi, an old bazaar shoe merchant in Borujerd, Western Iran. After a car accident he had to hand over business to his sons. They talk about the economic and family problems, many of them resulting from the changes from traditional to modern values in contemporary Iranian society.

    Kurzfassung: This monograph, part of a larger study of ways to reduce collateral damage undertaken for the U.S. Air Force, analyzes media and public reactions to civilian casualty incidents, whether these incidents affect media reporting or public support for military operations, and, if so, how. It analyzes case studies of incidents of civilian deaths in the February 1991 bombing of the Al Firdos bunker in the Gulf War, the April and May 1999 attacks on the Djakovica convoy and Chinese embassy during the war in Kosovo, the June 2002 attack involving an Afghan wedding party during operations in Afghanistan, and the March 2003 incident involving a large explosion in a crowded Baghdad marketplace to describe and explain how the U.S. and foreign media and publics have responded. For each case study, the study team examined press, public, and leadership responses to these incidents and found the following. First, while avoiding civilian casualties is important to the American public, it has realistic expectations about the actual possibilities for avoiding casualties. Second, the press reports heavily on civilian casualty incidents. Third, adversaries understand the publicÂ's sensitivities to civilian deaths and have sought to exploit them. Fourth, during armed conflict, the belief that the United States and its allies are trying to avoid casualties most affects support for U.S. military operations, both at home and abroad. Fifth, while strong majorities of Americans typically give U.S. military and political leaders the benefit of the doubt when civilian casualty incidents occur, this does not necessarily extend to foreign audiences. Sixth, when civilian casualty incidents occur, it is at least as important to get the story right as to get the story out. Finally, attention to and concern about civilian casualties both at home and abroad have increased in recent years and may continue to do so

In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy.The unravelling of the consensus on the 'defence of Australia' policy means that we must again undertake a balanced, long-term assessment of the nature of Australia's strategic interests. Because insurgency and counterinsurgency involve a battle for the allegiance of a population between a government and an armed opposition movement, the key to exploiting information power is to connect with and learn from the population itself, increasing the effectiveness of both the local government and the U.S. military and civilian services engaged in supporting it. Utilizing mostly available networking technology, the United States could achieve early, affordable, and substantial gains in the effectiveness of counterinsurgency by more open, integrated, and inclusive information networking with the population, local authorities, and coalition partners. The most basic information link with the population would be an information technology (IT)-enhanced, fraud-resistant registry-census. The most promising link would come from utilizing local cell phone networks, which are proliferating even among poor countries. Access to data routinely collected by such networks can form the basis for security services such as enhanced-911 and forensics. The cell phones of a well-wired citizenry can be made tantamount to sensor fields in settled areas. They can link indigenous forces with each other and with U.S. forces without interoperability problems; they can also track the responses of such forces to emergencies. Going further, outfitting weaponry with video cameras would bolster surveillance, provide lessons learned, and guard against operator misconduct. Establishing a national Wiki can help citizens describe their neighborhoods to familiarize U.S. forces with them and can promote accountable service delivery. All such information can improve counterinsurgency operations by making U.S. forces and agencies far better informed than they are at present. The authors argue that todayÂ's military and intelligence networks-being closed, compartmentalized, controlled by information providers instead of users, and limited to U.S. war fighters-hamper counterinsurgency and deprive the United States of what ought to be a strategic advantage. In contrast, based on a review of 160 requirements for counterinsurgency, the authors call for current networks to be replaced by an integrated counterinsurgency operating network (ICON) linking U.S. and indigenous operators, based on principles of inclusiveness, integration, and user preeminence. Utilizing the proposed ways of gathering information from the population, ICON would improve the timeliness, reliability, and relevance of information, while focusing security restrictions on truly sensitive information. The complexity and sensitivity of counterinsurgency call for vastly better use of IT than has been seen in Iraq and Afghanistan. Here is a practical plan for just that

Mit Hilfe weiterer Filmaufnahmen aus den 50er und 60er Jahren, historischer Fotos sowie aktueller Interviews mit Zeitzeugen beleuchtet der Film den technischen und sozialen Wandel in der Landwirtschaft im 20. Jahrhundert. Der Schwerpunkt liegt auf den Entwicklungen nach dem Zweiten Weltkrieg, dargestellt am Beispiel des Gutes. Zeugenaussagen über die Situation kleinerer und kleinster Höfe des Dorfes runden den Film ab. Als Bonusmaterial enthält die DVD zudem das vollständige 18-minütige Archivfilmmaterial „Erntearbeiten in Rosdorf“ (A 4005) aus den späten 30er Jahren.
    Kurzfassung: Starting point of the film is footage (8 and 16 mm) shot in the late 1930s by the administrator of the Göttingen estate in Rosdorf. By means of footage from the 1950s and 1960s, historical photographs, and present-day interviews with contemporary witnesses the film illustrates the technical and social development in agriculture in the 20th century, with special emphasis on the post-war development. The estate at Rosdorf lies in the focus of the film which is supplemented by statements on the current situation of small and smallest village farms. The DVD contains the complete 18 min archival footage „Harvest Works in Rosdorf“ from the late 1930s as bonus material.

    Kurzfassung: The Kawah Ijen (green crater) is an active volcano situated on the extreme east side of the island of Java, where the biggest hydrochloric and sulfuric acid lake in the world is located. Since 1968 forced sulfur miners work by day and night, in untenable conditions in a hostile, toxic and harmful crater. Gathering the "yellow gold" these subhumans are paid more than the national average at the price of a life span reduced by the gases they breathe and the weight they carry.

    Kurzfassung: Eine Musikgruppe der neuseeländischen Polizei reist nach Samoa, um dort beim jährlichen Teuila-Festival aufzutreten. Ihr Präsident, der Polizeikommissar Tyrone Laurenson, wurde mit samoanischer Abstammung in Auckland geboren und hat Samoa des öfteren bereist. Das Gruppenmitglied Mike Alofa dagegen, der als Sicherheitsoffizier arbeitet und als 8jähriger von Samoa nach Neuseeland kam, fährt nun erstmals nach 20 Jahren wieder in seine Heimat. Am Beispiel dieser beiden Protagonisten und ihrem Alltagsleben sowie ihren Gefühlen für ihre Heimat Samoa beschreibt der Film die doppelte Identität von Migranten, die ihren samoanischen Wurzeln verhaftet bleiben, zugleich aber eine neue, an westlichen Werten orientierte Identität in Neuseeland aufbauen. Die DVD enthält neben dem Film (C 1994) einen Kommentar, ein Gespräch des Filmemachers Rolf Husmann mit dem Hauptprotagonisten Tyrone Laurenson sowie ein 35minütiges Interview der beiden zum Thema Identität und Migration. Beide Gespräche wurden im Juli 2002 aufgezeichnet. Alle Gespräche und Kommentare wurden transkribiert und sind als Textdateien beigefügt.
    Kurzfassung: A Cultural Group of the New Zealand Police travels to Western Samoa to perform at the annual Teuila Festival. Two group members of Samoan origin also return to Samoa on this occasion. While for Auckland-born Tyrone Laurenson, a police officer in Auckland and president of the group, it is just one of his regular visits to Samoa, for Michael Alofa, who came to New Zealand with his parents as an eight-year-old and now works in the security industry, it is the first return after 20 years. By describing the two protagonists' everyday life and work as well as their feelings about the notion of "home", the film exemplifies the split and at the same time double cultural identity of migrants who remain rooted in their Samoan culture, while over the years a new, western-oriented identity in New Zealand emerges. The DVD contains the film (C 1994) as well as the "film makers' commentary", a talk between film maker Rolf Husmann and protagonist Tyrone Laurenson, and a 35-minute-interview of the two. Both talks were recorded in July 2002. All conversations and commentaries were transcribed and are included in text files.

    Kurzfassung: The filmmaker is touring Burkina Faso and Mali with the three Swiss protagonists of his film "Encounters on the Milky Way" (film C 12442). We see them at the Pan-African film festival in Ouagadougou during the premiere, in between open-air screenings driving through spectacular landscapes on washed-out dirt paths. The highlights of the trip are the screening in the remote village of Baraboulé for Amadou Dicko, the influential "Chef de Canton", and the audience on the following day for "Les Amis d'Amadou". China became a net oil importer in 1993, and the country's dependence on energy imports is expected to continue to grow over the next 20 years, when it is likely to import some 60 percent of its oil and at least 30 percent of its natural gas. China thus is having to abandon its traditional goal of energyself-sufficiency--brought about by a fear of strategic vulnerability--and look abroad for resources. This study looks at the measures that China is taking to achieve energy security and the motivations behind those measures. It considers China's investment in overseas oil exploration and development projects, interest in transnational oil pipelines, plans for a strategic petroleum reserve, expansion of refineries to process crude supplies from the Middle East, development of the natural gas industry, and gradual opening of onshore drilling areas to foreign oil companies. The author concludes that these activities are designed, in part, to reduce the vulnerability of China's energy supply to U.S. power. China's international oil and gas investments, however, are unlikely to bring China theenergy security it desires. China is likely to remain reliant on U.S. protection of the sea-lanes that bring the country most of its energy imports

    Kurzfassung: Sunder Nagri (Beautiful City) is a small working class colony on the margins of India's capital city, Delhi. Most families residing here come from a community of weavers. The last ten years have seen a gradual disintegration of the handloom tradition of this community under the globalisation regime. The families have to cope with change as well as reinvent themselves to eke out a living.The City Beautiful is the story of two families struggling to make sense of a world, which keeps pushing them to the margins. Film with English subtitles.
