    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: The aim of this report is to assist policy makers in providing an overview of how broadband physical coverage and availability can be measured. It first summarises what data are available from official and non-official sources. The approach taken by the report is to consider coverage and availability related to different types of technologies. These include Digital Subscriber Line (DSL or xDSL), cable networks (i.e. cable modem), Fibre to the Premises (i.e. FTTH/B for homes and businesses), 3G (including WCDMA and CDMA-2000), satellite and WiMAX technologies. This is because every technology capable of providing high speed Internet access involves specific issues when measuring coverage and availability. Accordingly, categorisation by technology is the most consistent way to approach this task. For every broadband technology, the available indicators will be presented, and this report discusses to what extent they are comparable. This report does not address metrics on the actual take-up of broadband services or penetration rates which are based on different measures and for which cross-country data are much more consistent. The report is aimed at providing information on the advantages and pitfalls of existing indicators used to measure broadband coverage. There is not necessarily a single indicator which should be used when assessing broadband coverage since this depends on what measures policy makers require: for example measuring the digital divide which may exist in a country, measuring the availability of broadband access for business, measuring broadband availability for residential customers, etc. There is no attempt in the paper to draw a conclusion as to the ideal indicator which should be used. However, it is important that OECD countries try to ensure a better consistency in the use of indicators to measure availability of broadband. The paper, in certain tables, lists all OECD countries even though they may be using different indicators to measure broadband coverage. The purpose in doing so is to show which indicators countries use and not to try and equate indicators that are by nature different.

    Abstract: The OECD is developing a strategic response to the crisis focusing on two priority areas: finance, competition and governance; and restoring long-term growth. As part of this strategic response, the OECD Directorate for Science, Technology and Industry (DSTI) has analysed the likely impact of the downturn on the drivers of long term economic growth and the innovation-related items in policy responses of major countries. Special workshops and sessions on the economic crisis were held by the Committee for Innovation, Industry and Entrepreneurship, the Committee for Scientific and Technological Policy, and the Committee for Information, Computer and Communications Policy. In January 2009, the OECD Directorate for Science, Technology and Industry circulated a questionnaire to member countries to collect information on specific innovation-related items of their stimulus packages. By May 2009, 27 member countries, all five OECD accession countries (Chile, Estonia, Israel, Russia and Slovenia) and South Africa had answered the questionnaire. In May 2009, the three OECD Committees recommended to make public, under their responsibility, this updated version. This report presents the results of this exercise: the first chapter reports the general analysis of the impact of the crisis and the appropriate policy responses, and the second chapter reviews current national responses.

    Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

These include measurement of product usage, current and capital expenditure on products, domestic production, and trade in goods and services. This document presents the definition of information economy (IE) products developed by the WPIIS Classifications Expert Group. The product definitions complement the IE sector definitions that were released in early 2007. The latter are based on the 2007 revision of the UNSD’s International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4). The document includes two IE product definitions,3 ICT products and Content and media products. Each definition is a subset of the Central Product Classification (Version 2) developed by the United Nations Statistical Division (UNSD) and both are expressed in terms of 5-digit subclasses of the CPC.     Abstract: In developing countries, 6 out of 10 people die from infectious diseases. Nearly 1 billion humans suffer from a neglected infectious disease, according to the World Health Organisation. Yet less than 1% of the new drugs placed on the market from 1975 to the turn of the century were developed for these diseases. This book looks at ways of improving the availability of medicines for infectious diseases through strengthened coherence in health, trade, science and technology, development co-operation and finance.

    Abstract: This paper assembles some evidence on developments in investment by incumbent and alternative telecommunications operators during the period 2000-2005. The quality of data on investment is not in general sufficient to clearly differentiate between investment by new entrants and investment by incumbents. Definitional problems also exist in that the players in communication markets are no longer the traditional alternative operators providing voice services, but a range of service providers including Internet Service Providers and cable television service providers who, through cable modems, provide VoIP services and broadband access. As such it is much harder to make judgements about how policy impacts on investment. Although the period 2000-2005 coincides with the development of broadband in most OECD countries and the implementation of LLU, the paper does not try to show a correlation between investment and unbundling policies.

This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks.     Abstract: Although, the number of OECD countries that publish data on the number of mobile broadband subscribers is not large, growth is significant in markets where data are available. This paper provides an overview of prices, speeds and data caps of mobile broadband services. 99 and 58 operators in OECD countries are providing USB modem based and handset based services respectively with WCDMA/ CDMA-2000 technologies, while 4 are providing mobile broadband access with WiMAX technologies. The data show that there is a wide range of subscriptions available but with considerable variation between and within countries. Differences are most pronounced in countries where mobile broadband is in its infancy. The number of new mobile terminals and USB modems on the market is stimulating much wider use of mobile broadband by consumers. Prices, as well as caps, need to be adjusted for the consumer market which is more price-sensitive.

The electric power grid is a hostile environment for high-speed data transmission, but after years of development, the technology to deliver high-speed data over the existing electric power delivery network has emerged, somewhat tentatively, in the marketplace. This technology, referred to as Broadband over Power Lines (BPL), uses medium- and low-voltage power lines to provide broadband Internet access to residential users and businesses and is considered by some as a third access technology offering potential competition to xDSL telecommunication lines and cable modems. Recent trends, however, indicate that the focus of BPL technology is shifting from providing broadband connectivity to smart meter usage allowing households to reduce energy costs and allow energy companies to better manage their networks by developing a “smart grid”.

    Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

    Abstract: This report presents three case studies to illustrate the relationship between environmental policy and technological innovation. The case studies cover abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications.

    Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: There is a long history describing the structure and evolution of science. Recent unprecedented progress in access, use, and analysis of information on scientific publications and patents open innovative ways to study the structure and evolution of science. Especially, a mapping of knowledge has received wide recognition as a new, evolving area of research. The ultimate goal of this study is to contribute to endeavours to understand and track the changing nature of science. In this study, current trends in scientific activities were mapped and their characteristics were examined. Research areas were explored through a co-citation analysis and a map of science was generated to analyse how research areas were related to each other. Methodology which is commonly used in social network analysis was also applied to examine knowledge networks at the institutional level. The analysis clearly shows the multi-disciplinary character of some research, such as ‘Nano materials and devices’, ‘Genomics’, and ‘Environment’. A precursor of the emergence of nano-bioscience is also observed. Measurement of countries’ specialisation clearly indicates an increased share of the BRICs (Brazil, Russia, India, and China) in some research. The BRICs are currently in a stage of intense catching up and their importance in knowledge networks is likely to become substantial. Social network analysis at the institutional level reveals that the structure of knowledge networks strongly depends on research and each institution probably has its own function in the network. These results show how science is evolving not only across disciplines but also across countries or regions.

    Abstract: Human resources are recognised as being key to the creation, commercialisation and diffusion of innovation. Among them, doctorate holders are not only the most qualified in terms of educational attainment, but also those who are specifically trained to conduct research. Not much is known however about their career and mobility patterns on the labour market. This is why the OECD launched in 2004 a collaborative project with the UNESCO Institute for Statistics and Eurostat aimed at developing internationally comparable indicators on the careers and mobility of doctorate holders. An expert group with representatives from national statistical bodies was formed to develop the technical components of the project and start compiling data at national level. This document presents the three main technical components of the project which are: 1) the methodological guidelines; 2) a core model questionnaire and instruction manual; and 3) the output indicator tables used for reporting data at the international level. The current draft was discussed by the OECD Working Party of National Experts on Science and Technology Indicators (NESTI) in June 2007 and approved for broader diffusion. Its aim is to provide guidance to countries that wish to implement the project at national level. It is planned to work on a new and improved version following the outcomes of the data collection launched in November 2007.

    Abstract: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.
