    Kurzfassung: Car ownership is set to triple by 2050, trucking activity will double and air travel could increase fourfold. This book examines how to enable mobility without accelerating climate change. It finds that if we change the way we travel, adopt technologies to improve vehicle efficiency and shift to low-CO2 fuels, we can move onto a different pathway where transport CO2 emissions by 2050 are far below current levels, at costs that are lower than many assume. The report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future. If governments implement strong policies to achieve this scenario, transport can play its role and dramatically reduce CO2 emissions by 2050.

    Kurzfassung: The relationship between environment and children’s health has been the subject of increasing interest these last ten years. For example, many OECD member countries are reporting asthma epidemics exacerbated by air pollution: in the United States nearly 1 in 13 school-age children (approximately 4.8 million) has asthma, and the rate is increasing more rapidly in school-age children than in any other group. The importance of this issue has resulted in a growing number of epidemiological studies aiming at better understanding and better characterising the relationship between environmental pollution and the health of children. However, in many respects, the valuation of children’s health strongly differs from the valuation of adults’ health and constitutes a real challenge for analysts as well as for decision-makers. Consequently, this book proposes an in depth analysis of the main methodological difficulties associated with estimating the social value of a reduction in risk to children. Questions such as how to elicit children’s preferences, what valuation methodology and benefit measure to choose, how to discount benefits to children’s health, and how to account for economic uncertainties in this specific context of economic valuation will be systematically examined in order to define key policy implications and to pave the way for further research.

    Kurzfassung: Markets for many classes of potentially recyclable materials are growing. However, market failures and barriers are constraining some markets. Factors such as information failures, technological externalities, and market power can affect the prices, quantity, and quality of materials traded. This report presents the case for the use of 'industrial' policies which address such market failures and barriers and these policies are seen as complements to more traditional environmental policies. Indeed, encouraging ever-higher recycling rates in the absence of such complementary measures may impose very high social welfare costs. This publication covers in particular the markets for waste oils, waste plastics, and used rubber tyres.

    Kurzfassung: OECD Environment Ministers agreed in 2001, on an ambitious Environmental Strategy for the first decade of the 21st century. The strategy sets out clear directions for environmentally sustainable policies and includes these key objectives: maintaining the integrity of ecosystems through the efficient management of natural resources; decoupling environmental pressures from economic growth; improving information for decision-making; measuring progress through indicators; the social and environmental interface; enhancing the quality of life; global environmental interdependence; improving governance and co-operation. In addition to highlighting the challenges and obstacles that remain if countries are to achieve the objectives by the planned date of 2010, this report assesses the progress that OECD countries have made, as well as in applying the 71 national actions they agreed on, as part of the Environmental Strategy. The book is for policy makers and environmental economists.

Voluntary approaches were "invented" by those who devise and implement them: policy-makers, business associations, individual firms, non-governmental associations, etc. The use of voluntary approaches in environmental policy (e.g.negotiated agreements between Government and industry) is spreading and attracting growing interest in OECD countries. This book provides a systematic analysis of the different types of voluntary approaches, their economic characteristics, their role and effectiveness.
