    Kurzfassung: Profiling tools help to deliver employment services more efficiently. They can ensure that more costly, intensive services are targeted at jobseekers most at risk of becoming long term unemployed. Moreover, the detailed information on the employment barriers facing jobseekers obtained through the profiling process can be used to tailor services more closely to their individual needs. While other forms of profiling exist, the focus is on statistical profiling, which makes use of statistical models to predict jobseekers’ likelihood of becoming long-term unemployed. An overview on profiling tools currently used throughout the OECD is presented, considerations for the development of such tools, and some insights into the latest developments such as using “click data” on job searches and advanced machine learning techniques. Also discussed are the limitations of statistical profiling tools and options for policymakers on how to address those in the development and implementation of statistical profiling tools.

    Kurzfassung: Nordic countries such as Sweden, Norway and Finland have been consistently the most favourable to immigration while eastern European countries such as the Czech Republic and Hungary have been the least favourable. Despite their relatively high average levels of support for immigration, however, many countries of western and northern Europe are quite strongly polarized internally along educational and age lines. This can perhaps explain why political divisions over immigration can be so salient in these countries. Comparing results from 2002/03 and 2016/07, one finds that European attitudes were on average quite stable. However, a number of countries became more generous while several others became more negative. On the issue of government policy towards refugees, there was a marked shift in a negative direction after the 2015/16 refugee crisis. Countries such as Austria, Germany, and Sweden which had experienced large inflows of refugees showed particularly large declines in public support for generous government policy towards asylum requests.

    Kurzfassung: How do firm-level collective agreements affect firm performance in a multi-level bargaining system? Using detailed Belgian linked employer-employee panel data, our findings show that firm agreements increase both wage costs and labour productivity (with respect to sector-level agreements). Relying on a recent approach developed by Bartolucci (2014), they also indicate that firm agreements exert a stronger impact on wages than on productivity, so that on average profitability is hampered. However, this rent-sharing effect only holds in sectors where firms are more concentrated. Firm agreements are thus mainly found to raise wages beyond labour productivity when the rents to be shared between workers and firms are relatively big. Overall, this suggests that firm-level agreements benefit both employers and employees – through higher productivity and wages – without being detrimental to firms’ gross profits.

The country has scope to improve the coverage and inclusiveness of its adult learning system as coverage has declined since 2012, and several vulnerable groups are under-represented. Financial incentives, if carefully designed, can raise participation in adult learning by addressing cost and time barriers. This report summarises the advantages and disadvantages with various financial incentives to promote adult learning based on international and Australian experience. Drawing from these insights, as well as analysis of individual and firm-level barriers, the report provides policy recommendations for how Australia could reform its financial incentives to boost participation.

    Kurzfassung: A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH). The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

    Kurzfassung: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

    Kurzfassung: Current knowledge of the nuclear physics of fuels and materials provides an understanding and simulation of the operations of nuclear reactors and other systems, both under ordinary and exceptional circumstances. As part of a broad spectrum of collaborative activities underpinning research in basic nuclear sciences, the Nuclear Energy Agency (NEA) is supporting collaboration between experimentalists, theoreticians and modelling experts to advance the state of the art in nuclear data. This report offers an overview of collective results from 31 institutions in 15 NEA member countries, along with results from technical experts in the People's Republic of China, in the context of the NEA Collaborative International Evaluated Library Organisation (CIELO) Pilot Project. It reviews recent developments resulting from new measurements and semi-empirical models, as well as the validation of the CIELO nuclear data evaluations against suites of systems representing a wide range of current and future nuclear facilities. The CIELO project has delivered new, evaluated data for the isotopes of uranium, plutonium, iron, oxygen and hydrogen, which have been adopted in all nuclear data libraries released since the CIELO project was completed.

    Kurzfassung: Peru has experienced remarkable socio-economic progress over the last two decades, enabling it to join the group of upper middle-income countries around 2010. However, challenges are ahead if the country is not to be caught in various development traps. Overcoming these challenges in the near future to take the economy to the next level and become a country with higher productivity, inclusive development and well-being for all will require sound policy reforms. Further efforts are needed on three main fronts: economic diversification, connectivity and formalisation of jobs. This report analyses the main challenges in these three priority areas and sets up a policy action plan. It also proposes a scorecard including a series of indicators for monitoring progress derived from the implementation of the reforms proposed in these three areas and presents the objectives for each indicator that Peru should aim to achieve by 2025 and 2030.

Para responder a estas inquietudes, la OCDE ha emprendido un análisis exhaustivo de los resultados y la relevancia de los sistemas de educación superior para el mercado laboral. El objetivo es ayudar a los países a mejorar las políticas públicas y las prácticas institucionales mediante un conocimiento más amplio de las capacidades y los obstáculos existentes, y las recomendaciones que ayuden a cerrar esas brechas. México fue una de las primeras naciones en sumarse a este ejercicio, junto con Noruega y Estados Unidos de América.

    Kurzfassung: A mature and well-guided multi-stage approach to the validation of nuclear power plant control room designs has the potential to reduce the risks involved in the design process. Such an approach can also increase the effectiveness of, and efficiencies in, the validation process, as well as overall confidence in the results. This relatively new concept of multi-stage validation has yet to be defined in the technical literature, and thus the report describes the approach and the rationale for validating systems through a series of successive, co-ordinated validation activities. The scope of application of multi-scale validation addressed in the context of this report includes aspects related to both the human factors engineering of new nuclear power plant main control room designs and modifications to existing control room designs. The objective is to provide a common reference for future dialogue, research and development concerning the multi-stage validation approach, and ultimately to support the safe operation of nuclear power plants worldwide.

Ensuring a proper legal framework for the long term operation (LTO) of nuclear power reactors is a key component of such considerations. The aim of this report is to provide insights into the various laws, regulations and policies that contribute to different countries' approaches to LTO. By collecting information from more than 20 NEA member and non member countries, this report highlights both commonalities among approaches as well as possible reasons for variations. Ultimately, the information gathered can serve as a vital resource for future exchanges respecting the legal aspects of LTO, with a view to further development and strengthening of the collective understanding of these issues.

    Kurzfassung: Over recent years, Bulgaria has shown great willingness to reform its vocational education and training (VET). Significant challenges remain, however, relating notably to the system’s responsiveness to labour market needs and its capacity to ensure equitable outcomes for learners. This report is a focused review of two predefined issues, the governance and funding of VET. These are two fundamental elements within the delivery of skilled VET graduates. The report assesses the strengths of the Bulgarian VET system and the challenges it faces when it comes to governance and funding and suggests policy responses for how these challenges can be addressed. Four specific challenges are identified linked to the governance of the VET system: decision-making powers and capacity; the use of data and evidence to inform policy decisions; social partner engagement; and, oversight of adult VET learning provision. With regard to VET funding, both school level financial autonomy, and the capacity to act upon increased flexibilities, are currently modest. The report argues that potential exists to strengthen collaboration between schools and employers to achieve increased cost-sharing between government and private firms. Finally, more can be done to improve equity in VET delivery through Bulgaria’s funding formula.

It discusses how active labour market policies in Italy are performing both on the national and the regional level, focussing particularly on the reform process in the system of public employment services initiated by the Jobs Act. The ongoing reform has good potential to improve the performance of employment services in Italy, particularly if the stakeholders of the system cooperate to establish a binding performance management framework and develop national IT infrastructure supporting the tasks of the local offices to serve jobseekers and employers. The National Agency for Active Labour Market Policies has a key role in encouraging the cooperation between the stakeholders, leading the development of new tools and methodologies and thus supporting the local employment offices to implement the new service model. Besides the general reform process, the review looks at some specific approaches regarding providing employment services in Italy – using jobseeker profiling tools to target active labour market policies; increasing quality and capacity of employment services by contracting out employment services to private service providers; and reaching out to employers and advancing demand-side services.

    Kurzfassung: Radioactive waste repositories are designed to be intrinsically safe in that they are not dependent on the presence or intervention of humans. In response to this challenge, the Nuclear Energy Agency initiated the Preservation of Records, Knowledge and Memory (RK&M) Across Generations Initiative, calling on the international community to help create specific means to preserve RK&M. The concept of a key information file (KIF) emerged in response to the challenge presented by the large volumes of RK&M material generated by national disposal programmes. This concept has been developed into an important component of a RK&M preservation strategy. The KIF is designed to be a single, short document, produced in a standard format, with the aim of allowing society to understand the nature and intent of a repository, and thus to reduce the likelihood of unnecessary human intrusion. It should be made openly available and ultimately be widely distributed. This report describes the KIF concept in detail, in a manner that should enable those concerned with any particular repository to create their own versions. Three draft key information files, currently under development to support RK&M preservation in France, Sweden and the United States, are provided as examples.

Largely as a result of many decades of managed labour migration, more than one in five people in Canada is foreign-born, one of the highest shares in the OECD. 60% of Canada’s foreign-born population are highly educated, the highest share OECD-wide. The recent introduction of Express Entry, a two-step selection system based on an initial pre-sreening of suitable candidates who enter a pool by Expression of Interest and subsequent selection of the most skilled candidates from the pool, has further enhanced the competitive edge of the selection system relative to other countries. It also ensures that those with the skills to succeed are admitted to Canada in a quick and efficient way. Core to Canada's success is not only the elaborate selection system itself, but also the innovation and infrastructure around it, which ensures constant testing, monitoring and adaptation of its parameters. This includes a comprehensive and constantly improving data infrastructure, coupled with the capacity to analyse it, and swift policy reaction to new evidence and emerging challenges.

    Kurzfassung: The Netherlands performs well on many measures of gender equality, but the country faces a persistent equality challenge between women and men: the high share of women in part-time jobs. Nearly 60% of women in the Dutch labour market work part-time, roughly three times the OECD average for women, and over three times the rate for Dutch men. The Netherlands’ gender gap in hours worked contributes to the gender gap in earnings, the gender gap in pensions, women’s slower progression into management roles, and the unequal division of unpaid work at home. These gaps typically widen with parenthood, as mothers often reduce hours in the labour market to take on more unpaid care work at home. The Dutch government must redouble its efforts to achieve gender equality. Better social policy support can help level the playing field between men and women, contribute to more egalitarian norms around the division of work, and foster more gender-equal behaviour in paid and unpaid work in the Netherlands.

Individuelle Weiterbildungskonten stoßen bei den Politikverantwortlichen derzeit erneut auf Interesse, da sie die Möglichkeit bieten, Weiterbildungsansprüche von einem Arbeitsplatz oder Erwerbsstatus auf einen anderen zu übertragen. Dieser Bericht untersucht frühere und bestehende individuelle Weiterbildungskonten und andere individuelle Programme zur Finanzierung weiterführenden Lernens und stützt sich dabei auf die vorhandene Fachliteratur sowie auf sechs neue Fallstudien, die von der OECD in Auftrag gegeben wurden: das oberösterreichische Bildungskonto, das französische Compte Personnel de Formation, die schottischen Individual Learning Accounts/Individual Training Accounts, der singapurische SkillsFuture Credit, die toskanische Carta ILA und die Individual Training Accounts in Michigan und Washington in den Vereinigten Staaten. Der Bericht beschreibt die mit diesen Programmen gemachten Erfahrungen, benennt ihre Vor- und Nachteile sowie die wichtigsten Zielkonflikte und Fragen, die es bei der Konzeption eines erfolgreichen Programms zu beachten gilt, insbesondere Zielgruppenorientierung, Finanzierung, Beteiligung unterrepräsentierter Gruppen und Qualität.

This report examines past and existing individual learning accounts and other individual schemes to finance training, based on a review of the existing literature as well as six new case studies commissioned by the OECD: The Upper Austrian Bildungskonto, the French Compte Personnel de Formation, the Scottish Individual Learning Accounts/Individual Training Accounts, the Singapore SkillsFuture Credit, the Tuscan Carta ILA, and the Individual Training Accounts in Michigan and Washington in the United States. The report takes stock of these experiences and identifies the advantages and disadvantages of such schemes, as well as the key trade-offs and questions to consider in designing a successful scheme, including targeting, funding, participation of under-represented groups and quality issues.

Building on previous work by the Nuclear Energy Agency, Cost Benchmarking for Nuclear Power Plant Decommissioning examines approaches and methods for the benchmarking of nuclear power plant decommissioning costs. Particular focus is given to identifying key factors, drivers and constraints to implementing cost benchmarking. These factors are addressed from a broad range of perspectives in order to develop a roadmap for implementation that will garner sufficiently broad support from a wide base of interested stakeholders. The report also identifies a number of perceived barriers that may impede the implementation of benchmarking for decommissioning. Co-ordinated efforts and further analysis will be needed to help remove these barriers.

At the same time, taking a life-course approach will be necessary to avoid accumulation of individual disadvantages over work careers that discourage or prevent work at an older age; What can countries do to help? How can they give older people better work incentives and opportunities? This report provides a synthesis of the main challenges and policy recommendations together with a set of international best practices to foster employability, labour demand and incentives to work at an older age.

It shows that many countries are reflecting on whether existing policies and institutions are capable of addressing effectively the current (and future) challenges of a rapidly changing world of work. In recent years, many countries have seen the emergence of, and/or growth in, particular labour contract types that diverge from the standard employment relationship (i.e. full-time dependent employment of indefinite duration). These include temporary and casual contracts, as well as own-account work and platform work. Several countries have also seen growth in false self-employment, where employers seek to evade tax and regulatory dues and obligations. These changes are driving policy makers worldwide to review how policies in different areas – labour market, skills development, social protection – can best respond. How can policymakers balance the flexibility offered by a diversity of employment contracts, on the one hand, with protection for workers and businesses, on the other?

It considers the different ways that tax administrations can best engage with platform sellers, sharing and gig economy platforms, and each other to enable more effective tax compliance. The report is divided into four chapters. The first chapter sets out the background to the sharing and gig economy and the role of online platforms. The second chapter provides some examples of current approaches that are being taken by OECD Forum on Tax Administration members that participated in this work. Chapter three sets out a range of options that tax administrations may wish to consider to help enable compliance in this sector. Finally, chapter four sets out three recommendations and considerations for possible further work: joint work between tax administrations and platforms on providing information and support to platform sellers; improving the evidence base to enhance understanding of the tax at risk in relation to platforms; and assisting in the possible development of a legislative model for standardised reporting by sharing and gig economy platforms.

Diese Abnahme des Anteils der Arbeits-plätze mit mittleren Qualifikationsanforderungen ist Teil einer Entwicklung, die als „Polarisierung der Beschäftigung“ bezeichnet wird und von Ökonomen für die Mehrzahl der Arbeitsmärkte im OECD-Raum beobachtet wurde. Wenig untersucht wurde bislang die Frage, was mit den betreffenden Arbeitskräften geschieht. Dieser Bericht befasst sich daher mit der Situation der Arbeitskräfte, die früher im mittleren Qualifikationssegment tätig gewesen wären. Dazu werden zunächst die Merkmale der Arbeitskräfte betrachtet, die in der Vergangenheit Tätigkeiten mit mittleren Qualifikationsanforderungen ausübten, um so das Profil der „typischen“ Arbeitskraft des mittleren Qualifikationssegments zu zeichnen. Ausgehend davon wird dann erörtert, welche Art von Tätigkeiten Arbeitskräfte mit diesem Profil heute aufnehmen und mit welcher Wahrscheinlichkeit sie überhaupt einer Beschäftigung nachgehen. Anschließend werden verschiedene Messgrößen der Beschäf-tigungsstabilität und der Entlohnung analysiert, um daraus abzuleiten, was die Beschäf-tigungsabnahme im mittleren Qualifikationssegment für die Arbeitsmarktaussichten bedeutet.

In Germany, VET smooths transitions into work and is closely aligned with labour market demand. This report focuses on an unprecedented test of the German VET system: how to respond to the significant increase in migrants who arrived in the country in 2015-16. The study explores both the opportunities and the challenges presented by migration. Germany has already devoted significant attention to VET as a mechanism for enabling integration – and for good reason. Work-based learning assists integration because it demonstrably gives learners skills that employers want in real-world settings. The report assesses the barriers faced by learners in their journeys into and through VET, exploring how such challenges can be addressed. In addition, the study looks at system-wide issues in relation to how VET provision and integration policy is governed. Lastly, it explores opportunities for increased flexibility in the German VET system of relevance to all youth at risk of not succeeding in VET. The report analyses linked administrative microdata to evaluate quantitatively the impact of activation policies elaborated in Latvia’s Inclusive Employment Strategy 2015-2020. More specifically, it assesses the effectiveness of training measures, employment subsidies and a programme promoting regional mobility. This report derives policy lessons from the empirical results to help the Latvian authorities adjust the activation strategies and measures in order to strengthen labour market participation of the unemployed and improve their labour market outcomes, helping them move into more productive and better quality jobs.

This is a worrying development, as fewer productivity gains mean less wage growth and a slowdown in improvements to pensions, health care and well-being. This In-Depth Productivity Review of Belgium assesses in detail the drivers of productivity and recommends a 7-Point Action Plan to reignite productivity growth in Belgium. Reviving productivity growth requires action in many areas cutting across governments and ministerial competences. Measures are needed to instil more dynamism in Belgium’s economy, both among businesses and in the labour market, and to make the public finances more growth-oriented. In addition to recommending detailed policy measures to revive productivity growth, the Review contains three analytical chapters that lay out the evidence base: Chapter 1 on economy-wide and sectoral trends in productivity; Chapter 2 on the role of firms for productivity, with a focus on the dispersion of performance among businesses; and Chapter 3 on the worker dimension of productivity, with a focus on the role of wage bargaining and skills.

    Kurzfassung: Korean families are changing fast. While birth rates remain low, Koreans are marrying and starting a family later than ever before, if at all. Couple-with-children households, the dominant household type in Korea until recently, will soon make up fewer than one quarter of all households. These changes will have a profound effect on Korea’s future. Among other things, the Korean labour force is set to decline by about 2.5 million workers by 2040, with potential major implications for economic performance and the sustainability of public finances. Since the early 2000s, public policy has changed to help parents reconcile work and family commitments: Korea has developed a comprehensive formal day-care and kindergarten system with enrolment rates that are now on par with the Nordic countries. Korea also has one year of paid parental leave for both parents, but only about 25% of mothers and 5% of fathers use it, as workplace cultures are often not conducive to parents, especially fathers, taking leave. Cultural change will take time, but this review suggests there also is a need for additional labour market, education and social policy reform to help Koreans achieve both work and family aspirations, and contribute to the rejuvenation of Korean society.

    Kurzfassung: This paper studies the effects of a voluntary skill certification scheme in an online freelancing labour market. The paper show that obtaining skill certificates increases a worker’s earnings. This effect is not driven by increased worker productivity but by decreased employer uncertainty. The increase in worker earnings is mostly realised through an increase in the value of the projects obtained (up to 10%) rather than an increase in the number of projects obtained (up to 0.03 projects). In addition, the paper finds evidence for negative selection to completing skill certificates, which suggests that the workers who complete more skill certificates are, on average, in a more disadvantaged position in the labour market. Finally, skill certificates are found to be an imperfect substitute to other types of standardised information. On the whole, the results suggest that certificates play a role in helping new workers break into the labour market, but are more valuable to workers with at least some work experience. More stringent skill certification tests could improve the benefits to new workers.

    Kurzfassung: Australia has always been a nation of immigrants. More than one quarter of its population in 2015 was born abroad. Immigrants make an important economic and demographic contribution and help address skill and labour shortages. Labour migration is managed through a complex, but well-functioning and effective system which sets and respects annual migration targets. In recent years, the labour migration system has shifted from a mainly supply-driven system to a system where demand-driven migration represents close to half of the permanent skilled migration programme and demand-driven temporary migration has also risen sharply. In addition, two-step migration has gained ground in recent years. The review examines the implications of these changes for the composition of immigrants and their labour market outcomes. Moreover, it discusses recent changes in the tools used to manage labour migration and provides a detailed analysis on the impact of the introduction of SkillSelect on the efficiency of the system. Finally, the review discusses the extent to which the current labour migration system responds to the labour market needs of Australia's States and Territories.

    Kurzfassung: Currently, Japan has the highest old-age dependency ratio of all OECD countries, with a ratio in 2017 of over 50 persons aged 65 and above for every 100 persons aged 20 to 64. This ratio is projected to rise to 79 per hundred in 2050. The rapid population ageing in Japan is a major challenge for achieving further increases in living standards and ensuring the financial sustainability of public social expenditure. However, with the right policies in place, there is an opportunity to cope with this challenge by extending working lives and making better use of older workers' knowledge and skills. This report investigates policy issues and discusses actions to retain and incentivise the elderly to work more by further reforming retirement policies and seniority-wages, investing in skills to improve productivity and keeping up with labour market changes through training policy, and ensuring good working conditions for better health with tackling long-hours working culture.

Однако завершение товарного суперцикла и недавнее замедление темпов экономического роста выявили наличие рисков, неизбежно сопровождающих такую зависимость от экспорта полезных ископаемых и от притока денежных переводов; также проявились и трудности, которые предстоит преодолеть для достижения более стабильного и всеобъемлющего роста. В странах Центральной Азии давно признана важность повышения конкурентоспособности экономики, диверсификации структур производства и повышения устойчивости к внешним потрясениям. Для решения этих задач потребуются амбициозные реформы в трех областях: государственное управление, торгово-транспортная связность и деловая среда. Настоящая публикация посвящена главным образом аспектам делового климата и отражает результаты работы ОЭСР со странами Центральной Азии, проделанной за несколько лет, в области доступа к финансированию, интернационализации предприятий и совершенствования профессиональных навыков. Каждое из представленных здесь ситуационных исследований по отдельным странам является результатом одного из проектов, осуществляемых ОЭСР совместно с правительствами Казахстана, Кыргызстана, Монголии, Таджикистана и Узбекистана.

    Kurzfassung: SMEs play an important role for economic growth and social inclusion in Indonesia. Based on data from the Ministry of Co-operatives and SMEs, Indonesian SMEs account for nearly 97% of domestic employment and for 56% of total business investment. Indonesia has a Micro, Small and Medium Enterprise (MSME) Law and a specific ministry dedicated to co-operatives and SMEs. The wealth of public programmes for SMEs could be streamlined, and more could be done to support innovative companies able to generate productive jobs and participate in international markets. The development and implementation of an SME strategy would be instrumental to improve the overall coherence of national policy measures, objectives and measurable targets. The review of SME and entrepreneurship policy of Indonesia is part of a peer-reviewed series, by the OECD Working Party on SMEs and Entrepreneurship, which aims to improve the design, implementation and effectiveness of national SME and entrepreneurship policies.

    Kurzfassung: Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan and Uzbekistan have recorded impressive economic growth rates since 2000, driven mainly by the export of commodities and labour. However, the end of the commodity super-cycle and the recent economic slowdown highlighted the risks inherent in this reliance on minerals exports and remittances, as well as the challenges to be overcome to achieve more stable and inclusive growth. The Central Asian countries have long recognised the importance of enhancing the competitiveness of their economies, diversifying the production structures and improving the resilience to external shocks. This will require ambitious reforms in three areas: governance, connectivity, and business environment. This publication focuses mostly on aspects of the business environment and reflects several years of OECD work with Central Asian countries on access to finance, business internationalisation and skills development. Each of the country case studies presented here is the result of a country-specific project carried out by the OECD, hand-in-hand with the governments of Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Uzbekistan.

    Kurzfassung: Recent debates of basic income (BI) proposals shine a useful spotlight on the challenges that traditional forms of income support are increasingly facing, and highlight gaps in social provisions that largely depend on income or employment status. A universal “no questions asked” public transfer would be simple and have the advantage that no-one would be left without support. But an unconditional payment to everyone at meaningful but fiscally realistic levels would likely require tax rises as well as reductions in existing benefits. We develop a comprehensive BI scenario that facilitates an assessment of the resulting fiscal and distributional effects in a comparative context, undertake a microsimulation study to quantify them, and propose a simple decomposition to identify the mechanisms that drive effects in different country contexts. Results illustrate the challenges, but also the strengths, of existing social protection systems. A BI would fix benefit coverage gaps that exist in many countries, but would require very substantial tax rises if it were to be set at a meaningful level. As support would not be targeted on those most in need, it would not be a cost-effective way of directly reducing income poverty.

    Kurzfassung: In the aftermath of the financial and economic crisis, large shares of working-age individuals in Lithuania either do not work or only to a limited extent. By 2013, several years after the start of the labour-market recovery, 21% were still without employment during the entire year, and a further 11% had weak labour-market attachment, working only a fraction of the year, or on restricted working hours. This paper applies a novel method for measuring and visualising employment barriers of individuals with no or weak labour-market attachment, using household micro-data. It first develops indicators to quantify employment obstacles under three broad headings: (i) work-related capabilities, (ii) incentives, and (iii) employment opportunities. It then uses these indicators in conjunction with a statistical clustering approach to identify unobserved (“latent”) groups of individuals facing similar combinations of barriers. The resulting typology of labour-market difficulties provides insights on the most pressing policy priorities in supporting different groups into employment. A detailed policy discussion illustrates how these empirical results can inform people-centred assessments of existing labour-market integration measures and of key challenges across different policy areas and institutions. The most common employment obstacles in Lithuania were health limitations, limited work experience, and scarce job opportunities. Although financial disincentives and care responsibilities were less widespread overall, they remained important barriers for some groups. A notable finding is that just over one third of jobless or low-intensity workers face three or more simultaneous barriers, highlighting the limits of narrow policy approaches that focus on subsets of these employment obstacles in isolation.

    Kurzfassung: This paper presents the methodology as well as the results of the joint OECD-European Commission project Migration-Demography Database: A monitoring system of the demographic impact of migration and mobility. The objective of the project is to evaluate the contribution of migration to past and future labour market dynamics across EU and OECD countries. After assessing the role of migration over the last five to 10 years in shaping the occupational and educational composition of the labour force, this project looks at the potential contribution of migration to the labour force in a range of alternative scenarios. This paper presents the results from the second part of the project: it focuses on projections over the period 2015-2030, and aims at identifying the drivers of changes in working-age population and active population in European countries, and in particular the role of migration flows.

    Kurzfassung: This paper presents new information on activity-related eligibility criteria for unemployment and related benefits in OECD- and EU-countries in 2017, comparing the strictness of “demanding” elements built into unemployment benefits across countries and over time. Eligibility criteria for unemployment benefits determine what claimants need to do to successfully claim benefits initially or to continue receiving them. Benefit systems feature specific rules that define the type of job offers that claimants need to accept, requirements for reporting on the outcomes of independent job-search efforts, obligations to participate in active labour market programmes, as well as sanctions for failing to meet these requirements. Such rules aim to strengthen incentives to look for, prepare for, and accept employment. They may also be used as a targeting device to reduce demands on benefit systems, and on associated employment services. While this may serve to limit support to genuine jobseekers, strict requirements can also exclude some intended recipients from financial and re-employment support, e.g., by discouraging them from applying. This paper presents detailed information on policy rules in 2017, summarises them into an overall policy indicator of eligibility strictness, and gauges recent policy trends by documenting changes in the strictness measures. A novelty is the inclusion of lower-tier unemployment or social assistance benefits in the compilation of policy rules. Results document a large number of reforms enacted after the Great Recession and suggest a slight convergence of policy rules across countries even though overall measures of the strictness of activity-related eligibility criteria have remained broadly unchanged during the recent past. In countries with multiple layers of support for the unemployed, availability requirements tend to be more demanding for lower-tier assistance benefits, while sanction rules tend to be more stringent for first-tier programmes.

    Kurzfassung: This paper investigates different varieties of so called organised decentralisation of collective bargaining in Germany, the Netherlands and Denmark. Organised decentralisation occurs within the framework of sector agreements, which explicitly allow determination of terms and conditions at company level, and often set certain (minimum) level standards as well as procedure that have to be respected. German decentralisation is based on its dual-channel system and extensive use of opening clauses, which make workplace derogation from sector-level agreements possible. Dutch decentralisation is based on the dual-channel system and on framework agreements that allow company level bargaining as long as minimum stipulations are observed. Finally, Denmark combines a single-channel system with framework agreements setting minimum levels. Germany stands out as the least organised of the three. Opening and derogation clauses mean that terms and conditions in multi-employer agreements can be undercut. Vertical control over these derogations has suffered from the dual-channel representation in which works councils have a new role. The Netherlands exhibit some, very limited, elements of disorganisation and stable bargaining coverage. Decentralisation has mainly happened through framework agreements setting minimum levels or through the organised transfer of competencies to works councils. The Danish system leaves a lot of scope for local bargaining, the minimum levels are generally observed and bargaining coverage has not suffered. Based on these findings, we draw the conclusion that organised decentralisation requires articulation that preserves a regulatory function of multi-employer agreements. Preservation of multi-employer agreements in turn requires high bargaining coverage.

    Kurzfassung: The implementation of advanced nuclear systems requires that new technologies associated with the back end of the fuel cycle are developed. The separation of minor actinides from other fuel components is one of the advanced concepts being studied to help close the nuclear fuel cycle and to improve the long-term effects on the performance of geological repositories. Separating spent fuel elements and subsequently converting them through transmutation into short-lived nuclides should considerably reduce the longterm risks associated with nuclear power generation. R&D programmes worldwide are attempting to address such challenges, and many processes for advanced reprocessing and partitioning minor actinides are being developed. This report provides a comprehensive overview of progress on separation chemistry processes, and in particular on the technologies associated with the separation and recovery of minor actinides for recycling so as to help move towards the implementation of advanced fuel cycles. The report examines both aqueous and pyro processes, as well as the status of current and proposed technologies described according to the hierarchy of separations targeting different fuel components. The process criteria that will affect technology downselection are also reviewed, as are non-proliferation requirements. The maturity of different reprocessing techniques are assessed using a scale based on the technology readiness level, and perspectives for future R&D are reviewed.

    Kurzfassung: This paper studies changes in computer use and job quality in the EU-15 between 1995 and 2015. We document that while the proportion of workers using computers has increased from 40% to more than 60% over twenty years, there remain significant differences between countries even within the same occupations. Several countries have seen a significant increase in computer use even in low-skilled occupations generally assumed to be less affected by technology. Overall, the great increase in computer use between 1995 and 2015 has coincided with a period of modest deterioration of job quality in the EU-15 as whole, as discretion declined for most occupational and educational groups while intensity increased slightly for most of them. Our OLS results that exploit variation within country-occupation cells point to a sizeable positive effect of computer use on discretion, but to small or no effect on intensity at work. Our instrumental variable estimates point to an even more benign effect of computer use on job quality. Hence, the results suggest that the (moderate) deterioration in the quality of work observed in the EU-15 between 1995 and 2015 has occurred despite the spread of computers, rather than because of them.

    Kurzfassung: This study focuses on the risk of automation and its interaction with training and the use of skills at work. Building on the expert assessment carried out by Carl Frey and Michael Osborne in 2013, the paper estimates the risk of automation for individual jobs based on the Survey of Adult Skills (PIAAC). The analysis improves on other international estimates of the individual risk of automation by using a more disaggregated occupational classification and identifying the same automation bottlenecks emerging from the experts’ discussion. Hence, it more closely aligns to the initial assessment of the potential automation deriving from the development of Machine Learning. Furthermore, this study investigates the same methodology using national data from Germany and United Kingdom, providing insights into the robustness of the results. The risk of automation is estimated for the 32 OECD countries that have participated in the Survey of Adult Skills (PIAAC) so far. Beyond the share of jobs likely to be significantly disrupted by automation of production and services, the accent is put on characteristics of these jobs and the characteristics of the workers who hold them. The risk is also assessed against the use of ICT at work and the role of training in helping workers transit to new career opportunities.

The resulting typology of labour-market difficulties provides insights on the most pressing policy priorities in supporting different groups into employment. A detailed policy discussion illustrates how these empirical results can inform people-centred assessments of existing labour-market integration measures and of key challenges across different policy areas and institutions. The most common employment obstacles in Portugal were low education/skills, a lack of recent work experience, scarce job opportunities and health problems. Financial disincentives and care responsibilities were less widespread overall, although important barriers for some groups. A striking finding is that 45% of jobless or low-intensity workers face three or more simultaneous barriers, highlighting the limits of narrow policy approaches that focus on subsets of these employment obstacles in isolation.

    Kurzfassung: The purpose of this paper is to explore the potential of technical and vocational education and training (TVET) for fostering inclusive growth at the local level in the Association of Southeast Asian Nations (ASEAN ) region. The first section provides a brief overview of the main developmental challenges in the ASEAN region that have resulted in growing inequalities in wealth distribution. The second and third sections review evidence from developed as well as developing countries regarding TVET’s impact on employment and wages (Section 2), as well as on poverty, inequality and social exclusion (Section 3). Section 4 summarises the key findings and highlights lessons learned for the ASEAN region. Good practice examples from the region are presented to illustrate how countries have used TVET to improve economic and social outcomes at the local level.

It aims to be part of a new co-operation between countries and regions focused on mutual learning and the preservation of common goods.     Kurzfassung: Italy needs to take prompt action to bolster growth and improve people’s skills across the country. As our economies adapt to globalisation, technological and demographic change, the demand for new and higher levels of skills increases. Yet Italy is struggling more than other advanced economies to meet these changing demands. Italy has launched a number of ambitious reforms to boost growth. But the reforms need to fully implement to ensure that schools, universities and workplaces equip all Italians with the skills needed for success in the economy and society. The OECD Skills Strategy Diagnostic Report makes a number of recommendations that will help sustain this positive momentum including, among others, to: Implement the Alternanza Scuola Lavoro (ASL) by training school principals and teachers to effectively engage employers in the design of work-based learning activities and increase incentives for firms to hire trainees. Expand and improve the quality of professional tertiary education institutions (ITS). Increase overall investment in tertiary education Subsidise training programmes that target low-skilled adults who often face difficulties in accessing such opportunities. Increase public and private investment in skills and improve how they are allocated through monitoring and evaluation. Improve the governance system to ensure that skills polices are aligned and coordinated.

    Kurzfassung: This study analyses the relationship between skills and labour market outcomes in Chile with a specific focus on disadvantaged groups: youth, women and the low-skilled. It examines the proficiency of the Chilean population in literacy, numeracy and problem solving in a technological-rich environment and disentangles the relationship between proficiency and labour market outcomes in Chile. The study also devotes significant attention to the demand for skills, by describing the use of skills at work in Chile and identifying its key determinants, as well as assessing the extent of skills mismatch and its implications for individuals. Throughout the study, differences between sociodemographic groups are highlighted to investigate the roots of labour market disadvantage.

This paper applies a novel method for measuring and visualising employment barriers of individuals with no or weak labour-market attachment, using household micro-data. It first develops indicators to quantify employment obstacles under three broad headings: (i) work-related capabilities, (ii) incentives, and (iii) employment opportunities. It then uses these indicators in conjunction with a statistical clustering approach to identify unobserved (“latent”) groups of individuals facing similar combinations of barriers.     Kurzfassung: 45% of refugees in Europe are women, yet little is known on their integration outcomes and the specific challenges they face. This report summarises prior research on the integration of refugee women, both compared with refugee men and other immigrant women. It also provides new comparative evidence from selected European and non-European OECD countries. Refugee women face a number of particular integration challenges associated with poorer health and lower education and labour market outcomes compared to refugee men, who are already disadvantaged in comparison with other migrant groups. They also show a peak in fertility in the year after arrival. A large fraction has come from countries where gender inequality is high and employment of women tends to be low. However, there is little correlation between indicators such gender differences in participation and employment in the origin and in the host country, suggesting that the integration issues can be addressed by host-country employment and education policy instruments. The report also finds that building basic skills in terms of educational attainment and host-country language training bears a high return in terms of improving labour market outcomes. It also provides intergenerational pay-off for their children. Against this backdrop, structured integration programmes such as the ones in the Scandinavian countries seem to be a worthwhile investment.

    Kurzfassung: This paper compares the situation of children in Canada relative to other OECD countries in terms of child poverty and well-being. First, trends in child poverty and living standards since 2007, i.e. one year before the onset of the Great Recession, are described. An overview of children's material deprivation and of key indicators of child well-being is also provided. The paper discusses the observed poverty trends in relation to policies implemented to combat it by federal authorities. Some priorities for action to make the alleviation of child poverty more effective are discussed.

    Kurzfassung: The field of emergency management is broad, complex and dynamic. In the post-Fukushima context, emergency preparedness and response (EPR) in the nuclear sector is more than ever being seen as part of a broader framework. The OECD has recommended that its members “establish and promote a comprehensive, allhazards and transboundary approach to country risk governance to serve as the foundation for enhancing national resilience and responsiveness”. In order to achieve such an all-hazards approach to emergency management, a major step in the process will be to consider experiences from the emergency management of hazards emanating from a variety of sectors. The NEA Working Party on Nuclear Emergency Matters (WPNEM) joined forces with the OECD Working Group on Chemical Accidents (WGCA), the OECD Public Governance and Territorial Development Directorate’s High-Level Risk Forum (HLRF) and the European Commission’s Joint Research Centre (JRC) to collaborate on this report, which demonstrates similarities between emergency planning and preparedness across sectors, and identifies lessons learnt and good practices in diverse areas for the benefit of the international community. A set of expert contributions, enriched with a broad range of national experiences, are presented in the report to take into account expertise gathered from the emergency management of hazards other than those emanating from the nuclear sector in an effort to support and foster an all-hazards approach to EPR.
