    Kurzfassung: A central element of the programme of work of the OECD’s Working Party on Private Pensions has been the development of principles of regulation and supervision and guidelines related to the maintenance and oversight of private pension plans and funds. This work has been done in conjunction with the International Network of Pension Regulators and Supervisors (INPRS). The guidelines set forth below specifically address the rights of pension plan members and beneficiaries, an especially vital aspect of any pension programme. The Working Party previously developed and issued in 2000 broad principles applicable to private occupational pensions, titled “Fifteen Principles for the Regulation of Private Occupational Pensions Schemes”1, which were also approved by the INPRS. Ce bilan de l’expérience acquise par l’OCDE dans le domaine de la libération des mouvements de capitaux constitue un ouvrage de référence aussi actuel qu’utile pour les décideurs, les universitaires et les experts financiers. Actuel, parce que le débat sur les avantages et les coûts de la libéralisation financière externe dans les marchés émergents reste très vif. Ces flux de capitaux, qui ont accéléré depuis l’adhésion de la Chine à l’OMC en 2001, ont contribué à dynamiser la croissance économique et la modernisation. L’IDE en provenance des pays de l’OCDE pourrait toutefois être bien supérieur encore, en termes tant quantitatifs que qualitatifs : investissements à plus long terme, davantage d’investissements dans les hautes technologies, investissements à plus forte valeur ajoutée. Cette étude évalue les efforts accomplis jusqu’à présent pour créer des conditions propices à attirer l’IDE et à en maximiser les avantages. Elle propose également de nouvelles options pour rendre les politiques encore plus efficaces. A l’origine, les investisseurs étrangers venaient en Chine attirés par les prix de la main-d’œuvre et des biens fonciers, par les promesses d’un marché très large et, jusqu’à un certain point, par des incitations fiscales. Mais pour maintenir et développer des flux d’IDE à l’échelle des besoins, il serait maintenant avisé de passer à une stratégie d’appel plus fortement basée sur des règles. Celle-ci s’appuierait sur des éléments structurels : un système juridique solide, une législation et une réglementation transparentes, des procédures d’autorisation simplifiées, une bonne gouvernance des entreprises, une politique de la concurrence efficace et un système financier fiable. Cette étude s’inscrit dans le cadre de la coopération de l’OCDE avec les économies non membres.

    Kurzfassung: In October 2001, the Stability Pact and the OECD launched the Regulatory Governance Initiative (RGI) to strengthen the institutional, knowledge and process capacities for developing and implementing more efficient and effective regulation, supportive of sound and competitive markets. The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact. This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. The report responds to the decision, taken by the Ministers from South East Europe (SEE) at the meeting in Vienna in July 2003, to place major emphasis on reviewing progress in the area of governance at their 2004 Ministerial meeting. It aims to inform policy-makers, donors, investors and the international community of progress in regulatory governance reforms in South East Europe. Practitioners in the region can draw on this report as a guide for their work in the future.

La plupart des flux d'IDE prenant leur origine dans les pays de l'OCDE, les pays développés peuvent contribuer à la réalisation de ce programme. Ils peuvent faciliter l'accès des pays en développement à la technologie et aux marchés internationaux, et assurer plus généralement la cohérence de leurs actions en faveur du développement ; ils peuvent encourager des pays non membres de l'OCDE à intégrer plus étroitement les cadres internationaux fondés sur des règles qui sont applicables à l'investissement ; ils peuvent promouvoir activement les Principes directeurs de l'OCDE à l'intention des entreprises multinationales ainsi que les autres éléments de la Déclaration de l'OCDE sur l'investissement international ; ils peuvent enfin partager avec les non-membres l'approche mise au point par l'OCDE pour renforcer, au moyen d'examens mutuels, les capacités en matière d'investissement. L’élaboration de plans de gestion des risques efficaces, visant à énoncer des stratégies viables, appelle la contribution de tous les acteurs économiques concernés: secteur privé, gouvernements, institutions financières et organisations internationales. Ce rapport se concentre sur le rôle de l’assurance et de la réassurance dans la gestion des risques environnementaux – risque de pollution environnementale et risque de catastrophes naturelles en particulier. Il aborde la question de l’assurabilité de ce type de risques, analyse le risque croissant que représente la responsabilité pour pollution environnementale et les tendances sous-jacentes dans le développement des régimes de responsabilité environnementale dans les pays de l’OCDE. Cet ouvrage présente également les différents produits et techniques d’assurance développés en réponse aux évolutions légales et factuelles. Il décrit aussi les caractéristiques des risques de catastrophes naturelles, le rôle des marchés d’assurance traditionnels dans la couverture de ces périls, et les options de couverture alternatives, allant des mécanismes de compensation gouvernementaux aux nouveaux produits développés sur les marchés financiers.

    Kurzfassung: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. En outre, les travailleurs âgés devront changer d’attitude quant à la poursuite de leur activité et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays. Le rapport sur le Luxembourg est le cinquième de cette série, après ceux consacrés à la Suède, à la Belgique, à la Suisse et à l'Espagne. Chaque rapport national fait le tour des principales barrières qui restreignent l'emploi des travailleurs âgés et évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières. Enfin, chaque ouvrage présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. Ce rapport, basé sur les actes d'un séminaire, est publié uniquement en français. Cependant, on trouvera dans ce volume la version anglaise du résumé et des principales recommandations.

The report finds that Russia has made significant improvements in its business environment and has signed investment and double taxation treaties with a number of countries. Nevertheless, the Russian Federation has attracted relatively little FDI and has experienced large-scale capital flight. The report recommends further reforms that are needed.

    Kurzfassung: Ce rapport est consacré aux évolutions récentes de la structure des marchés des valeurs d’État et des opérations de gestion de la dette publique dans les pays de l’OCDE. Il met également en évidence les problèmes structurels fondamentaux posés aux pouvoirs publics sur les marchés émergents de la dette. Au fil des ans, les gestionnaires de la dette publique des pays de l’OCDE ont mis au point des pratiques exemplaires d’émission, de gestion et de retrait de titres de la dette publique au prix le moins onéreux possible et moyennant des risques acceptables. Ces pratiques s’inscrivaient, pour une large part, dans un contexte de déficits considérables et persistants des finances publiques. Or, avec le passage à une situation d’excédents budgétaires, il a fallu élaborer des techniques nouvelles pour faire face aux répercussions de ce changement (anomalies dans la détermination des prix et contraction de la liquidité sur les marchés de référence traditionnels). Ce rapport analyse par ailleurs l’impact des systèmes électroniques avancés sur les marchés primaire et secondaire. C’est ainsi qu’à l’avenir, des systèmes électroniques d’enchères perfectionnés permettront aux investisseurs institutionnels de soumissionner directement lors des adjudications et de contourner ainsi les spécialistes de valeurs d’État. De même, les systèmes électroniques de négociation vont inéluctablement bouleverser les marchés secondaires des valeurs à revenu fixe. En arrière-plan de ces défis, on voit de plus en plus d’émetteurs souverains des pays de l’OCDE accorder plus d’autonomie à leurs services de gestion de la dette publique, en mettant plus fortement l’accent sur l’évaluation et la gestion des risques. Ce rapport examine enfin l’introduction de nouveaux instruments (les obligations indexées et les instruments dérivés) ainsi que les mesures touchant aux relations avec les investisseurs. Dieses Ziel, das im Übereinkommen über die OECD niedergelegt ist, findet im Hinblick auf Dienstleistungen und Kapitalverkehr seinen konkreten Ausdruck im Kodex der Liberalisierung des Kapitalverkehrs einerseits und im Kodex der Liberalisierung der laufenden unsichtbaren Operationen andererseits.Dieser Benutzerleitfaden ist dazu gedacht, zu einem besseren Verständnis der Grundsätze und Verfahren der OECD-Kodizes beizutragen. Er erläutert ferner ausführlichden Geltungsbereich der Kodizes und kann somit deren Benutzern als Orientierungshilfedienen.

    Kurzfassung: China has become one of the world's leading destinations for foreign direct investment (FDI) since the Chinese government opted to reform the economy and open it to foreign trade and investment. Inflows of FDI, which accelerated at the time of China's accession to the WTO in 2001, have been an important factor in promoting rapid economic growth and technological progress. However, there remains substantial potential for a greater inflow of long-term, high-technology, high-value-added FDI from OECD countries. This study records and evaluates the development so far of an enabling environment for FDI and suggests policy options designed to improve it further. Foreign investors were initially attracted to China by cheap land and labour, the promise of a large market and, to some extent, by fiscal incentives. To sustain and increase large-scale FDI inflows, it is now necessary to move towards a more strongly rules-based attraction strategy, based on structural elements which will include a sound legal system, transparent laws and regulations, streamlined investment approval procedures, good corporate governance, effective competition policy and a sound financial system.

Therefore, the elaboration of effective risk-management plans, aimed at formulating viable response strategies, requires the contribution of all the economic actors involved: private parties, financial institutions, governments and international organizations. This report focuses on the role of insurance and reinsurance companies in the management of environmental risks - environmental pollution risk and natural catastrophe risk in particular. It discusses the issue of insurability of such risks, analyses the increasing risk of liability for environmental pollution and the underlying trends in the development of environmental liability regimes in OECD countries. It also presents an overview of the various environmental pollution insurance products and techniques developed in response to legal and factual evolutions. In addition, it describes the special features of natural catastrophe risks, the role of traditional insurance markets in the coverage of such perils, and alternative options of coverage, from governmental disaster schemes to new financial market instruments.

    Kurzfassung: Pour faire face au vieilllissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d’œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d’attitude s’impose aussi de la part des travailleurs âgés quant au travail à un âge plus tardif et à l’acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d’y remédier, l’OCDE a lancé une série de rapports sur une vingtaine de pays, dont la Belgique. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener.

Un nouveau programme de réforme économique a été introduit au milieu de l'année 2000, qui promet de rationaliser de nombreuses structures étatiques et législatives, et de réorganiser des pouvoirs fédéraux et régionaux afin de mettre en place un environnement de concurrence moderne au sein d'un espace économique unifié. L'investissement étranger sera vital à la renaissance économique de la Russie et le gouvernement russe a relevé le défi qui consiste à améliorer le cadre légal et réglementaire afin d'attirer des flux d'investissement susceptibles d'accroître les capacités de production et de travail ainsi que les infrastructures du pays. Le rythme et les progrès de ces réformes sont suivis avec intérêt à travers le monde. Aussi, cette analyse de l'évolution de la situation en matière d'investissement étranger dans la Fédération de Russie vient-elle à point nommé. Elle montre quels sont les problèmes à régler pour rendre le climat plus propice à l'investissement, comme par exemple la protection inadéquate des droits contractuels et de propriété des investisseurs. Enfin, et ce n'est pas là la moindre de ses qualités, cette publication présente un ensemble de conclusions et de recommandations de nature à aider les politiques à créer un environnement plus favorable à l'investissement, tant domestique qu'étranger.

La capacité d’offrir un cadre fiscal compétitif sur le plan international est de plus en plus considérée comme un facteur déterminant pour attirer les IDE. L’impôt sur les sociétés apparaissant comme l’élément dont l’incidence est la plus directe sur les entreprises multinationales, c’est sur cet impôt que se concentrent les pressions en faveur d’une réduction de la fiscalité du pays d’accueil afin d’attirer des capitaux. D’un autre côté, l’impôt sur les sociétés tient une place importante dans les recettes publiques et permet d’atteindre des revenus de source intérieure qui auraient pu sinon échapper à l’impôt. La volonté d’imposer ces revenus sans décourager les investisseurs soulève des questions cruciales concernant, d’une part, la sensibilité de l’investissement direct à la fiscalité et, d’autre part, la répartition souhaitable des différentes dispositions fiscales qui déterminent le niveau des prélèvements dans le pays d’accueil et influent sur les comportements en matière d’investissement et de financement. Cette étude examine diverses dispositions relatives à l’impôt sur les sociétés qui visent à promouvoir les IDE. Elle passe également en revue un certain nombre de problèmes liés à l’évaluation de leur efficacité. La question cruciale étant de savoir combien d’investissements additionnels les allégements fiscaux peuvent engendrer, et à quel coût, l’étude fait la synthèse des découvertes empiriques récentes. Celles-ci font apparaître une sensibilité croissante des IDE aux prélèvements fiscaux dans le pays d’accueil, ce qui est cohérent avec le mouvement de mondialisation de la production. On constate par ailleurs que certaines approches favorisent les stratégies d’optimisation fiscale et conduisent à des pertes involontaires de recettes fiscales. L’étude insiste sur la nécessité d’évaluer les interactions fiscales possibles entre le pays d’origine et le pays d’accueil, car elles influencent l’efficacité des incitations fiscales. De façon plus générale, l’étude souligne la nécessité d’aller au-delà de ce que l’analyse économique traditionnelle peut nous apprendre. Bien que cette étude soit surtout destinée à servir de guide aux décideurs dans les économies de marché émergentes, elle peut aussi, plus généralement, constituer un document de référence pour les analystes dans le domaine de la politique fiscale.

    Kurzfassung: OECD's review of investment policy in Slovenia for 2002. It finds that as the most advanced former Yugoslav Republic, Slovenia has managed since 1991 one of the most successful transitions to nationhood and to a market economy in Central and Eastern Europe. Slovenian GDP per capita has already reached 70 per cent of the EU average. In recent years, Slovenian annual real GDP growth rates have been in the 4-5 per cent range. Slovenia has a developed manufacturing sector, good infrastructure and a skilled labour force. Consensus-orientated economic reforms have fostered a favourable investment climate. However, FDI inflows have been relatively modest (USD 180 million in 2000) due principally to the specific modalities of mass privatisation, the postponement of privatisation of financial and public utilities sectors and restrictions on foreign capital movements. But this has already begun to change. The 1999 Foreign Exchange Law has freed most capital and foreign direct investment operations transactions and practically all remaining entry restrictions will be lifted upon Slovenia's accession to the EU. The envisaged privatisation is expected to at least triple FDI inflows within the next three years, boosting FDI to around 3 per cent of GDP. Administrative barriers are being tackled with determination, in consultation with the business community. In addition, FDI outflows have started to play an increasingly important role in Slovenia's internationalisation strategy, notably in regard to the development of South-East Europe. In December 2001, Slovenia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Slovenia's achievements thus far and contribute to its expanding economic relations with OECD Members, as well as other adherents to the Declaration. This review is part of the OECD's ongoing co-operation with non-Member economies around the world.

    Kurzfassung: Foreign direct investment (FDI) is an integral part of an open and effective international economic system and a major catalyst to development. Yet, the benefits of FDI do not accrue automatically and evenly across countries, sectors and local communities. National policies and the international investment architecture play an important part in attracting FDI to a larger number of developing countries. It is the responsibility of the host countries to put in place a transparent, broad and enabling investment policy environment and to reinforce the human and institutional potentials necessary for such an environment. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

    Kurzfassung: Debt Management and Government Securities Markets in the 21st Century reviews recent trends in the structure of OECD government securities markets and public debt management operations, and highlights the generic structural policy issues in emerging debt markets. Over the years, OECD debt managers have developed best practices for raising, managing and retiring debt at the lowest possible price and acceptable risk, largely in the presence of persistent large deficits. New techniques have been developed to cope with the adverse consequences of running surpluses (pricing anomalies and lower liquidity in traditional benchmark markets). This report analyses the impact of advanced electronic systems on primary and secondary markets. In the future, sophisticated electronic auction systems will enable institutional investors to bid directly in auctions, thereby by-passing primary dealers. Electronic trading systems will inevitably reshape secondary fixed-income markets. Underlying these challenges is the growing number of OECD sovereign issuers granting greater independence to debt management operations, accompanied by an increased emphasis on risk assessment and risk management. The report also addresses the introduction of new instruments (index-linked bonds and derivatives), as well as policies related to investor relations.

    Kurzfassung: Depuis la création de l’Etat d’Israël en 1948, l’économie de ce pays s’est progressivement transformée, passant d’une économie agricole sous-développée à une économie avancée sur le plan technologique et fondée sur les services. La libéralisation des échanges, l’abolition du contrôle des changes, l’adoption de règles modernes en matière de gouvernement d’entreprise et le renforcement de la protection de la propriété intellectuelle ont abouti à la mise en place d’un environnement transparent, non discriminatoire et favorable à l’investissement national et étranger. Les retombées positives de la politique adoptée par Israël pour attirer l’investissement direct étranger (IDE) sont encore amplifiées par la priorité donnée aux industries de haute technologie et l’existence de tout un ensemble d’engagements internationaux. Il faut cependant accorder une attention toute particulière aux mesures destinées à limiter les restrictions à l’accès au marché ou les distorsions consécutives à la forte présence de l’Etat dans l’activité économique. La poursuite des progrès en ce sens dépendra en fait dans une large mesure de l’accélération du processus de privatisation, du démantèlement des monopoles et de l’adoption d’une approche moins interventionniste de l’activité économique. Le 11 juillet 2002, Israël a été invité à souscrire à la Déclaration de l'OCDE sur l'investissement international et les entreprises multinationales après un examen approfondi de ses politiques en matière d'IDE. Cette publication présente les résultats de cet examen. Elle évalue le rôle positif que l'investissement direct étranger joue désormais dans l'économie israélienne et les mesures susceptibles de renforcer ce rôle à l'avenir. L'adhésion à la Déclaration contribuera à la consolidation des progrès déjà réalisés par Israël et au développement de ses relations économiques avec les pays Membres de l'OCDE ainsi qu’avec les autres pays non membres ayant souscrit à la Déclaration. Cette étude s’inscrit dans le cadre des relations de coopération que l’OCDE entretient avec les économies non membres de diverses régions du monde.

De plus, la solidité accrue qu’en tirent ces entreprises contribue à la vigueur et à la stabilité de l’économie dans son ensemble. S’il est vrai que l’investissement direct en provenance de l’étranger procure des avantages analogues, l’investissement à l’étranger -- issu de l'initiative légitime de l’entreprise nationale -- est intégré dans les plans et stratégies industriels et commerciaux existants et participe par conséquent d’une politique plus volontariste. Aucune expérience n’est directement transposable d’un pays à un autre, mais le cas de la Corée montre que les autres économies émergentes auraient beaucoup à gagner de l’investissement direct à l’étranger et que les coûts initiaux liés à la perte d’investissement intérieur sont largement compensés par les avantages procurés à moyen terme.

Ce compte rendu du Forum met en évidence les conditions essentielles par lesquelles passe la promotion d’apports de capitaux et d’investissements privés vers les pays en développement, à savoir notamment le respect de saines pratiques de gestion financière et de gouvernement d’entreprise et l’instauration de partenariats entre les secteurs public et privé. Cet ouvrage propose également un inventaire des programmes existants et des outils novateurs qui pourraient être utilisés pour contribuer à la réalisation de ces objectifs. Il comprend diverses études de cas et recense un certain nombre de pratiques exemplaires pour l’instauration d’un climat propice à l’investissement et la promotion du développement du secteur privé et du secteur financier.

Cependant, de plus en plus, les gouvernements et les autorités de régulation se rendent compte que ces entités -- des sociétés par actions et fiducies aux fondations et sociétés de personnes -- sont souvent utilisées de façon abusive pour le blanchiment de capitaux, la corruption, la dissimulation d'actifs au détriment des créanciers, la fraude fiscale, les opérations d'initiés, la fraude sur les marchés et d'autres actions illicites. C'est dans ce contexte que l'OCDE a rédigé Au-delà des apparences : l'utilisation des entités juridiques à des fins illicites, qui propose des solutions pour prévenir et combattre l'utilisation abusive des structures sociétaires. Le rapport démontre que les catégories de structures le plus souvent utilisées de la sorte sont celles qui offrent le plus grand anonymat à leurs bénéficiaires effectifs. En gardant ceci à l'esprit, ce rapport propose aux gouvernements et aux autres autorités concernées une palette d'options pour obtenir des informations sur les bénéficiaires effectifs et le contrôle des entités juridiques afin de lutter contre leur utilisation abusive à des fins illicites. Ce rapport a été préparé par le Groupe de direction de l'OCDE sur le gouvernement d'entreprise ; il a été rendu public par le Conseil sous le titre Rapport sur l'utilisation abusive des structures sociétaires à des fins illicites.

    Kurzfassung: Between 2000 and 2001, foreign direct investment (FDI) flows into and out of OECD countries recorded their largest drop in recent decades. Total inflows in the OECD area fell from US dollars (USD) 1.27 trillion to USD 566 billion, or a decline of around 56 per cent. While firm data are not fully available for non-OECD countries, early indications suggest that their share of global FDI increased slightly in 2001, owing to a less sharp decline in inflows. On current estimates, the total 2001 outflows from OECD countries amounted to USD 593 billion, with the OECD area acting as a net exporter of USD 27 billion worth of FDI in 2001 as compared with USD 12 billion in 2000. ...

Elle met en lumière les défis auxquels les responsables gouvernementaux sont confrontés alors que s’annonce le départ à la retraite de la génération issue du baby boom. Les conclusions de cette publication sont souvent surprenantes. Les politiques mises en place sont couronnées de succès dans tous les pays étudiés : les personnes âgées, quel que soit leur revenu, voient leur niveau de vie se maintenir, ou même s’accroître, à partir du moment où elles cessent de travailler. C’est une observation générale, en dépit de grandes différences dans la conception des politiques publiques et dans l’ampleur des régimes publics de pension. Les ressources dont disposent les personnes âgées découlent de systèmes beaucoup plus complexes que les politiques publiques ne l’indiquent habituellement et, si elles jouent un rôle important, ces politiques ont néanmoins une incidence moins directe qu’on ne l’imagine souvent. La démographie et les mutations du marché du travail rendent certaines réformes indispensables. Tout l’enjeu consiste à opérer les changements nécessaires sans annihiler les réussites du passé. La tâche est ardue mais on peut tout à fait y parvenir. Il y a, en particulier, beaucoup à attendre de modifications, même limitées, de l’équilibre entre l’activité et la retraite. Cette étude examine les diverses façons dont les neuf pays abordent le problème, et les leçons que l’on peut tirer de leur expérience. Elle sera extrêmement précieuse aux décideurs, aux chercheurs et aux citoyens, qui s'intéressent aux défis que le vieillissement de la population pose à nos sociétés.

The approaches adopted to implement the necessary reforms vary depending on each country’s economic, social and demographic environment. Increasingly, however, reform programmes involve the establishment or extension of private pension arrangements -- the focus of attention of the International Network of Pension Regulators and Supervisors (INPRS), a group of over 130 regulatory and supervisory authorities representing more than 60 countries. In April 2001, the INPRS and the OECD (which provides the Secretariat for the Network) brought together policy makers and experts to analyse the key policy implications arising from the growth of private pensions. This volume contains a selection of the papers presented at that meeting.

    Kurzfassung: The global economic slowdown and the significant decline in foreign direct investment (FDI) have made it even more imperative to attract international investment in order to achieve sustainable development and poverty reduction. The need to maximise the benefits of FDI compels host and home governments to move beyond the traditional policy of liberalising FDI. A broader set of policies for an enabling environment for investment must be embraced: competition, taxation, financial markets, trade, corporate governance, public administration, respect for workers and environmental rights, and other public policy goals. Developing policy frameworks to ensure that multinational enterprises contribute to development goals and capacity building also remain a priority issue on the international agenda. The OECD Global Forum on International Investment, at its inaugural meeting in Mexico City in November 2001, provided a unique platform for participants originating from OECD and non-OECD economies, representing academia, business and labour, and civil society to address the challenges posed by FDI. These selected conference papers add to the existing literature on FDI. They highlight the principal conclusions, include analyses of recent FDI trends and prospects, and discuss ways of maximising the benefits of FDI for development. The papers also examine lessons learned in OECD and non-OECD economies, governments’ responsibilities in FDI policies, corporate responsibility initiatives and the role of multilateral organisations in capacity building for FDI in host countries.

It finds that the Israeli economy has been progressively transformed from an underdeveloped agrarian economy to one which is technologically advanced and services-based. Trade liberalisation, along with the abolition of exchange controls, the adoption of modern corporate governance rules and intellectual property protection enhancement have led to the establishment of an enabling, transparent and non-discriminatory environment for domestic and foreign investment. The beneficial effects of Israel’s FDI policies are enhanced by a focus on high-tech industries and a wide network of international commitments. However, particular attention needs to be given to reducing market access restrictions or distortions resulting from past heavy government involvement. Further progress may in fact largely depend on the acceleration of the privatisation process, the dismantling of monopolies and a less interventionist approach to business activity.

Son PIB par habitant atteint dès à présent 70 % de la moyenne de l’Union européenne. Le taux de croissance annuel de son PIB réel s’est élevé à 4 ou 5 % ces dernières années. La Slovénie dispose d’un secteur manufacturier développé, de bonnes infrastructures et d’un personnel qualifié. Les réformes économiques définies par la voie du consensus ont créé un climat favorable à l’investissement. Cependant, les investissements directs étrangers (IDE) sont restés relativement modestes (180 millions de dollars US en 2000), principalement à cause des modalités spécifiques des privatisations de masse, du report de la privatisation des secteurs financiers et des services d'utilité publique et des restrictions sur les mouvements de capitaux étrangers. Cependant, la situation a déjà commencé à évoluer. La loi de 1999 sur le change extérieur a libéré la plupart des opérations en capital et sur l’IDE ; et la quasi-totalité des restrictions à l'entrée seront levées avec l'adhésion de la Slovénie à l’Union européenne. Les privatisations envisagées devraient au moins tripler les IDE dans les trois ans et les porter à environ 3 % du PIB. La Slovénie s’attaque avec détermination aux barrières administratives, non sans consulter les milieux d’affaires. En outre, les investissements directs à l’étranger commencent à jouer un rôle de plus en plus important dans la stratégie d’internationalisation de la Slovénie, en particulier pour le développement du sud-est de l’Europe. En décembre 2001, la Slovénie a rempli les conditions requises pour adhérer à la Déclaration de l’OCDE sur l’investissement international et les entreprises multinationales. Cette adhésion lui permettra de consolider les résultats qu’elle a déjà obtenus et de développer ses relations économiques avec les pays Membres de l’OCDE ainsi qu’avec les autres pays adhérant à cette Déclaration. Cette étude s’inscrit dans le cadre des relations de coopération que l’OCDE entretient avec les économies non membres de diverses régions du monde.

    Kurzfassung: This book illustrates Korea's experience with outward foreign direct investment (FDI) and shows that the ancillary benefits of such investment -- knowledge and management transfer, market acquisition and skills enhancement -- can be substantial for individual firms. Moreover, the resulting increased robustness of these enterprises contributes to the strength and stability of the economy as a whole. While it is true that inward FDI carries similar benefits, outward FDI -- driven by the prerogatives of the domestic company -- is integrated into existing business plans and strategies, and therefore constitutes a more active policy. No experience is directly transferable, but the Korean case shows that there is a large potential for other emerging economies to gain from FDI flows and that the initial costs from lost internal investment are largely outweighed by the medium-term benefits.

    Kurzfassung: The OECD has actively promoted progressive liberalisation of current and capital account operations among its members for over 40 years. Since 1961, OECD countries have engaged in the opening of capital accounts, guided by the provisions and implementation procedures embodied in a unique multilateral instrument: the Code of Liberalisation of Capital Movements. While full freedom of capital movements was achieved by most OECD members more than a decade ago, and in some even earlier, new members (Korea, Mexico, Poland, the Czech Republic, Hungary and the Slovak Republic) have only recently attained the same level of liberalisation. This account of the accumulated OECD experience with capital account liberalisation provides timely and valuable reading for policy makers, academics and financial practitioners alike. Timely, as the debate on the pros and cons of external financial liberalisation by emerging markets is very active at the present juncture. Valuable, because the OECD experience clearly demonstrates the benefits of open capital accounts, as vouched for by the reluctance of its members to resort to restrictions on capital flows -- even in times of financial turmoil.
