    Abstract: This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time.     Abstract: Pribble investigates the barter economies that developed in many of the labor camps established under the Khmer Rouge in Cambodia. When the Khmer Rouge abolished currency and markets in 1975, starving Cambodians created underground exchanges in labor camps throughout the country, bartering luxury items for food and other necessities, while simultaneously undermining the regime’s ideological goals of eliminating any traces of capitalism in Democratic Kampuchea. Pribble asserts three key points about the barter economy in the Khmer Rouge labor camps. First, the underground exchanges in Democratic Kampuchea provided food and medicine for desperate people subsisting under a totalitarian regime, saving the lives of countless Cambodians. Second, bartering was the riskiest way to obtain food because it was dependent upon the discretion of two or more individuals from different social classes under the threat of violent punishment, thereby altering the social dynamics of the camps. Finally, despite the regime’s extreme efforts to eliminate foreign influence from the country and impose communist ideology on millions of citizens, basic forms of market capitalism and a demand for superfluous luxury goods persisted in labor camps throughout the country. A fascinating study of the human consequences of imposing rigid ideology, that will be of particular interest to scholars and students of political history and Southeast Asian history

    Abstract: The five-yearly mass animal sacrifice offered at the festival of the goddess Gaḍhī Māī (Gaḍhī Māī Melā) temple in Bariyarpur, Bara District, in southern Nepal, drew local and international attention in 2009, when news and vivid pictures of the slaughter of thousands of animals circulated globally, giving rise to vehement protests from individuals and animal rights associations. In November 2014, three Public Interest Litigation (PIL) petitions against the sacrifices at the Gaḍhī Māī Melā were filed at the Supreme Court of Nepal. In a 52-page judgment published in August 2016 that dealt with these petitions together, the Supreme Court discussed and criticised the practice of animal sacrifice and ordered the Government of Nepal to implement policies that would lead to its eventual discontinuation. This paper is based on the analysis of legal documents and on interviews with the parties. We present the trajectory of this court case from 2014 to 2019, and we focus on the court’s decision, its call for social progress in the name of modernity, its reasoning on whether animal sacrifice is a valid expression of Hinduism, its consideration for this practice deeply rooted in Nepali society, and its call to the government to define and ensure the rights and welfare of animals, meeting the aspiration of the activists. The Court’s decision lays down principles that are applicable to sacrifices in other temples and ends up being a discussion of the place of animal sacrifice in Hinduism and in modern Nepal

    Abstract: Animal sacrifices are commonly practised in Himachal Pradesh on various occasions, including public festivals at the district level. Over recent years criticism of the practice has increased and some cases have been brought before the court. This chapter focuses on three court cases that were jointly decided in 2014 by the Himachal Pradesh High Court, where the judge ruled a total ban on animal sacrifice in the state of Himachal Pradesh. The case is still pending at the Supreme Court which means that it may potentially have an impact at national level. I first consider the context of this controversy, and the official and unofficial discourses of those involved in the case. Based on the court file, newspapers and ethnographic data, I then analyse the judicial handling of the case, which refers to legal, ritual, or reformist arguments or to animal welfare. The last section draws a comparison with a case concerning animal sacrifice in the Santeria religion, decided by the U.S. Supreme Court, in order to bring out differences in the legal approaches in the two cases despite being both grounded in common law. It shows how, contrary to the legal handling of this issue in the Santeria case where the main concern is to protect religious freedom, in the Himachal Pradesh case the judge explicitly and repeatedly appealed to the role of the court in defining religion (as opposed to superstition), and to the court’s responsibility in favouring ‘moral progress’ and promoting religious reforms

    Abstract: This chapter addresses the interpretations of the emerging social question in the field of post-revolutionary French liberalism. It focuses on the cholera outbreak of 1832 to describe how it fostered unprecedented and dramatic representations of urban pauperism chiefly marked by feelings of panic and distress with respect to the new “dangerous classes” brought into being by the Industrial Revolution. By analysing the pandemic crisis, the chapter shows that these subjects were initially perceived not merely as a different social class, but also – and especially – as a different “race,” according to a conception exemplified by the metaphor of “new barbarians” invading the manufacturing cities. Hence, the chapter retraces a transformation whereby these initial representations of the subaltern classes based on fear and exclusion gradually gave way to the rise of social research on the subaltern classes aimed at elaborating new welfare policies as risk reduction strategies. These initiatives of social investigation are described as marking the origins of the methods and epistemology of modern social sciences, which are the focus of the following chapter

    Abstract: The introduction focuses on the issues raised by the debate on animal sacrifice over the centuries, both in the West and in South Asia. Not only did the current Indian judicial system evolve from the British colonial legacy, but internationally, many current arguments on the protection of animals call upon Indian religious and philosophical concepts as well as Western notions and values. The recent judicialisation of these debates has led to the emergence of new questions, worldwide, concerning the legal status of animals and focusing particularly on animal sacrifice and ritual slaughter. In South Asia, animal sacrifice was criticized over the centuries by sectarian and devotional movements, but these criticisms gained new impetus from the actions of Christian missionaries who projected onto India the opposition between religio and superstitio used by the first Christian writers in rejecting animal sacrifices in ancient Rome. This had a profound impact on nineteenth-century Hindu reformist leaders who also took a stand against animal sacrifice. This aspect of the debate has been taken up by Indian judges, some of whom take a spiritualistic approach to religion and are pushing for Hindu religious reforms

    Abstract: Focusing on the processes of political socialisation and democratisation that took place in Spain during the nineteenth and twentieth centuries, this book brings together specialists who propose the need to rethink the contemporary history of democracy in Spain to build a new narrative. To do so, the authors go down to the local level, where they are able to trace a political culture that forged the foundations of a process of political ""modernization"" much more complex than what conventional historiography has conveyed, even though it was not always transferred institutionally to the national level. The idea of a rural Spain that was backward, apolitical, violent and unprepared for democracy gives way to a more interesting history which, while recognising the peculiarities of the country and the important limitations to democracy, shows examples that could help build a new narrative closer those of other neighbouring countries. Aimed at contemporary historians interested in Spain and Europe, the book also addresses the debates faced by other social scientists on the concept of democracy. This dialogue between history, sociology and political science is particularly present in a special final chapter featuring a discussion of democracy and its application to Spanish history

    Abstract: Unlike most writing on Arab-Iran relations, which looks at specific episodes and specific countries, this book, taking a long term view, assesses the overall dynamics of the relationship, discussing in particular how far religion or politics drives the relationship. It argues that although Iran asserts that religion is a key factor underpinning a coherent approach to international relations, in fact what turns out to be the key factor is the politics of particular circumstances and Iran’s specific interests. The book considers Iran’s differing reactions to the Arab uprisings of 2011 onwards, showing that while Iran supported the uprisings in some countries it sided with repressive governments in other countries. The book also examines Iran’s reaction to its own outbreak of popular discontent in 2009 which was controlled by what has been considered as severe repression and explores how Iran is viewed by ordinary people in different Arab countries

    Abstract: Stalin was a master of deception, disinformation, and camouflage, by means of which he gained supremacy over China and defeated imperialism on Chinese soil. This book examines Stalin's covert operations in his hunt for supremacy. By the late 1920s Britain had ceded place to Japan as Stalin's main enemy in Asia. By seducing Japan deeply into China, Stalin successfully turned Japan's aggression into a weapon of its own destruction. The book examines Stalin's covert operations from the murder of the Manchurian warlord Zhang Zuolin in 1928 and the publication of the forged "Tanaka Memorial" in 1929, to Stalin's hidden role in Japan's invasion of Manchuria in 1931, the outbreak of all-out war between China and Japan in 1937, and Japan's defeat in 1945. In the shadow of these and other events we find Stalin and his secret operatives, including many Chinese and Japanese collaborators, most notably Zhang Xueliang and Kōmoto Daisaku, the self-professed assassin of Zhang Zuolin. The book challenges accounts of the turbulent history of inter-war East Asia that have ignored or minimized Stalin's presence and instead exposes and analyzes Stalin's secret modus operandi, modernized as "hybrid war" in today's Russia.     Abstract: This book delves into the conceptual changes produced by the Spanish constitutional debate held between 27 August and 9 December 1931. Taking place at the beginning of Spain’s Second Republic, those parliamentary deliberations brought about significant novelties in the political vocabulary. Concepts such as democracy, sovereignty, reform, revolution, and freedom, among others, were re-signified. This study investigates the conceptual contributions made by Spanish MPs in the course of the constitutional debate of 1931 by assuming, as a research approach, an interdisciplinary stance combining conceptual history, political theory, and parliamentary constitutional history. By doing so, it selects five determining issues: the pervasive discussion about two competing meanings of a democratic state; the rhetorical uses of reform and revolution; conceptual controversies about religious freedom; the disputed idea of property rights; and the functions of parliament and the president of the republic in a semi-presidential regime. The constitutional debate was largely inspired by interwar European constitutionalism which constituent representatives used to update the Spanish constitutional tradition.     Abstract: The communists of East Central Europe came to power promising to bring about genuine equality, paying special attention to achieving gender equality, to build up industry and create prosperous societies, and to use music, art, and literature to promote socialist ideals. Instead, they never succeeded in filling more than a third of their legislatures with women and were unable to make significant headway against entrenched patriarchal views; they considered it necessary (with the sole exception of Albania) to rely heavily on credits to build up their economies, eventually driving them into bankruptcy; and the effort to instrumentalize the arts ran aground in most of the region already by 1956, and, in Yugoslavia, by 1949. Communism was all about planning, control, and politicization. Except for Yugoslavia after 1949, the communists sought to plan and control not only politics and the economy, but also the media and information, religious organizations, culture, and the promotion of women, which they understood in the first place as involving putting women to work. These constructions reflect the fact that dynasties do not only exist in the present, as kings, queens or governors, but also in the past, in genealogies, and in the future, as a group of hypothetical heirs. This book analyses how dynasties were ‘made’ by the people belonging to them. It uses a social institutionalist framework to analyse how family dynamics gave rise to practices and roles. The kings of Spain only had limited power to control the construction of their dynasty, since births and deaths, processes of dynastic centralisation, pressure from subjects, relatives’ individual agency, rivalry among relatives and the institutionalisation of roles limited their power. Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had anufactured legislative dominance by tactical gerrymandering and malapportionment.     Abstract: Approaching subalternity from a broad Gramscian angle, this edited collection contributes to the understanding of popular politics in parliamentary, autocratic, and colonial contexts.     Abstract: This book analyses the religious ideology of a Tamil reformer and saint, Ramalinga Swamigal of the 19th century and his posthumous reception in the Tamil country and sheds light on the transformation of Tamil religion that both his works and the understanding of him brought about. The book traces the hagiographical and biographical process by which Ramalinga Swamigal is shifted from being considered an exemplary poet-saint of the Tamil Śaivite bhakti tradition to a Dravidian nationalist social reformer. Taking as a starting point Ramalinga's own writing, the book presents him as inhabiting a border zone between early modernity and modernity, between Hinduism and Christianity, between colonialism and regional nationalism, highlighting the influence of his teachings on politics, particularly within Dravidian cultural and political nationalism. Simultaneously, the book considers the implication of such an hagiographical process for the transformation of Tamil religion in the period between the 19th -mid-20th centuries. The author demonstrates that Ramalinga Swamigal's ideology of compassion, cīvakāruṇyam, had not only a long genealogy in pre-modern Tamil Śaivism but also that it functioned as a potentially emancipatory ethics of salvation and caste critique not just for him but also for other Tamil and Dalit intellectuals of the 19th century. This book is a path-breaking study that also traces the common grounds between the religious visions of two of the most prominent subaltern figures of Tamil modernity - Iyothee Thass and Ramalingar. It argues that these transformations are one meaningful way for a religious tradition to cope with and come to terms with the implications of historicization and the demands of colonial modernity. In order to legitimise the new Church of England, English protestant apologists claimed that its protestant faith was the continuation of the pure faith of the Early Church, which the ancient Britons, ancestors of the Welsh, had acquired directly from a disciple of Christ. Richard Davies’ preface to the 1567 Welsh New Testament, however, re-appropriated the narrative as specifically Welsh. Davies’ narrative was influential in Wales and contributed to a cultural context, together with the Welsh Bible translation, in which the Welsh language could flourish despite the increasing dominance of English.     Abstract: There are growing technical efforts by government organizations, academics and non-government organizations to define policy frameworks to promote the adaptation of agriculture to climate change. Nevertheless, adaptation is primarily a local process; therefore, tools that link these efforts with local requirements are needed based on current and consistent information. We develop a participatory methodology to characterize and assess subsistence livelihoods vulnerability and build local strategies for adaptation to climate change based on the Community Capitals Framework and present a review of its application in five micro-watersheds of the Pacific basin of three Mesoamerican countries. We conclude that the methodology supports the rapid characterization of vulnerability based on local knowledge, showing clear differences in the current impacts of climate change, adaptive capacity and vulnerability among different livelihoods and facilitating the identification of key constraints affecting adaptation of smallholder livelihoods in each site. However, we conclude also that this methodology is still insufficient for adaptation planning because the measures proposed are focused on adjustments to the production systems, rely on external technical assistance and are not effectively connected with financing mechanisms. Based on this, we identify recommendations for the future implementation of the methodology

    Abstract: Histories of Knowledge in Postwar Scandinavia uses case studies to explore how knowledge circulated in the different public arenas that shaped politics, economics and cultural life in and across postwar Scandinavia, particularly in the 1960s and 1970s. This book focuses on a period when the term "knowledge society" was coined and rapidly found traction. In Scandinavia, society’s relationship to rational forms of knowledge became vital to the self-understanding and political ambitions of the era. Taking advantage of contemporary discussions about the circulation, arenas, forms, applications and actors of knowledge, contributors examine various forms of knowledge – economic, environmental, humanistic, religious, political, and sexual – that provide insight into the making and functioning of postwar Scandinavian societies and offer innovative studies that contribute to the development of the history of knowledge at large. One is the tension between historians' values and the ideal—or illusion—of objective historiography. The other is historical explanation. The point of departure for the treatment of values and objectivity is an exceptionally heated debate on Cold War historiography in Denmark, involving not only historians but also the political parties, the national newspapers, and the courts. The in-depth analysis that follows concludes that historians can produce accounts that deserve the label "objective," even though their descriptions are tinged by ineluctable epistemic instability. A separate chapter dissects the postmodern notion of situated truths. The second part of the book proffers a new take on historical explanation. It is based on the notion of the ideal explanatory text, which allows for not only causal—including intentional—but also nomological, structural, and functional explanations. The approach, which can accommodate narrative explanations driven by causal plots, is ecumenical but not all-encompassing. Emergent social properties and supernatural entities are excluded from the ideal explanatory text, making scientific historiography methodologically individualistic—albeit with room for explanations at higher levels when pragmatically justified—and atheist.     Abstract: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts.
