    Kurzfassung: The results of PISA 2000, OECD's groundbreaking comparison of the educational outcomes of 15-year-olds, shook the belief of Danes that theirs was the best education system in the world. In this report, a team of examiners determines why Denmark did worse than expected and recommends a series of steps to better evaluate performance, to overcome the effects of family backgrounds on student outcomes, to better equip school leaders and teachers, and to enhance the flexibility of the agreement governing tasks and hours of school staff.

Gracias a un sostenido crecimiento económico y a un compromiso por aumentar la inversión pública en educación, Chile ha realizado mejoramientos claves en su sistema educacional en este período. Una reforma reciente asegura doce años de escolaridad obligatoria y gratis para todos los niños de Chile. La matrícula en educación secundaria se ha expandido rápidamente y los salarios de los profesores han aumentado en un 140%. Si continúan las tendencias actuales, más de 800.000 estudiantes ingresarán a la educación superior en 2010. Chile ha logrado mucho en un corto período de tiempo. Ha mejorado la calidad de la educación y el acceso a todos sus niveles, convirtiéndose así en el país líder de América Latina en este aspecto. Revisión de Políticas Nacionales de Educación: Chile cubre todo el sistema de educación del país, desde la educación parvularia a la educación superior y también el aprendizaje a lo largo de la vida para todos. Asimismo, analiza el sistema en términos de su impacto económico, social y político. Esta revisión está basada en la permanente cooperación con las economías no miembros de todo el mundo. Es particularmente interesante tanto para aquellos profesionales involucrados en políticas educacionales, como para los que trabajan directamente en el sistema educacional de Chile.

    Kurzfassung: DIE ROLLE VON HUMAN- UND SOZIALKAPITAL In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.

Ces services sont notamment d’un accès limité, surtout pour les adultes, ils n’apprennent pas aux intéressés à gérer leur parcours professionnel, la formation y est inappropriée et la coordination des services médiocre. Dans un langage simple, qui n’a rien de technique, cette publication traite de multiples questions qui sont fondamentales du point de vue de l’efficacité des services d’orientation professionnelle, par exemple : comment élargir l’accès à l’orientation professionnelle ? Comment améliorer la qualité de l’information sur les métiers et les professions ? Comment s’assurer que les qualifications du personnel correspondent aux objectifs de l’action gouvernementale ? Enfin, comment améliorer le pilotage stratégique dans ce domaine ?

    Kurzfassung: Die OECD-Länder messen dem lebenslangen Lernen und der aktiven Beschäftigungspolitik als Instrumente zur Förderung von Wirtschaftswachstum und sozialer Gerechtigkeit zunehmende Bedeutung bei. Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

Die fünf Kapitel dieses Teils bieten einen Überblick über den Kontext und das spezifische Umfeld der schweizerischen Tertiärbildung und erörtern die politischen Herausforderungen, mit denen der Sektor konfrontiert ist. Struktur und Finanzierung der Tertiärbildung, die Merkmale der Partizipation an und der Bereitstellung von Bildungsmöglichkeiten, das Profil der Forschung, die Merkmale der Lehre und des Lernens sowie der Internationalisierungsprozess werden beschrieben. Ferner werden die derzeit stattfindenden Reformen sowohl aus globaler Sicht als auch auf Ebene des Systems und der Institutionen skizziert.Der Bericht der OECD-Experten, der sich neben anderen Quellen auf den Länderbericht bezieht, bildet Teil II der vorliegenden Publikation. In sechs Kapiteln werden politische Ansätze analysiert und Empfehlungen formuliert. Kapitel 1 zeigt auf, mit welchen Herausforderungen der tertiäre Bildungssektor konfrontiert ist, und nimmt dabei Bezug auf den historischen Kontext und auf die Besonderheiten des schweizerischen Systems.     Kurzfassung: Dans chaque pays, petit ou grand, la science et la technologie (S-T) revêtent une importance primordiale dans l’instauration d’une économie basée sur le savoir. Dans les pays appartenant au peloton de tête, la S-T porte ses fruits quand elle est induite par des politiques scientifiques favorisant les programmes à long terme. Et ces programmes sont étroitement liés à une maîtrise anticipative des coûts budgétaires. En Bulgarie, le secteur des sciences et de la technologie reflète bon nombre des difficultés économiques et sociales que rencontre le pays dans son ensemble. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Cet examen présente un panorama du secteur de la S-T en Bulgarie et de ses liens avec l’enseignement. Il traite de divers thèmes au nombre desquels : La législation. Les mécanismes institutionnels mis en place dans le domaine de la recherche et de l’enseignement, notamment à travers les exemples de l’Académie bulgare des sciences et des établissements d’enseignement supérieur. Les mécanismes de budgétisation. La coopération régionale et internationale, et notamment les initiatives de l’Union européenne. L’impact de la fuite des cerveaux et du vieillissement sur les ressources humaines. Un échantillon d’études de cas et de pratiques exemplaires en matière de politique de S-T sert à illustrer l’analyse. Le dernier chapitre comprend une série de recommandations. Cet examen sera utile aux décideurs publics ainsi qu’aux professionnels du monde entier. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

    Kurzfassung: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

    Kurzfassung: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Kurzfassung: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development.     Kurzfassung: Im vorliegenden Bericht werden Ergebnisse der internationalen Schulleistungsstudie PISA analysiert, wobei der Schwerpunkt auf der Motivation, dem Vertrauen in die eigenen Fähigkeiten und der Anwendung verschiedener Lernstrategien liegt.Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird. Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

However, in practice, a number of basic characteristics of education systems have prevented innovation from changing this sector fundamentally. Nevertheless, educational policy makers can learn much from observing how innovation occurs and how sectors are transformed in the most knowledge intensive parts of the economy.

    Kurzfassung: Wie gut lesen Jugendliche, die das Ende ihrer Pflichtschulzeit erreicht haben? Die internationale Schulleistungsstudie PISA informiert über das Niveau der Lesekompetenz 15-jähriger Schülerinnen und Schüler in 32 Ländern, indem sie zeigt, wie gut diese schriftliches Material nutzen können, um die Herausforderungen der realen Welt zu meistern und zu lebenslang Lernenden zu werden.Einige Länder weisen sehr gute Gesamtergebnisse und gleichzeitig ein relativ geringes Gefälle bei den Schülerleistungen auf; in anderen gibt es eine beängstigend große Zahl von Schülerinnen und Schülern, die lediglich in der Lage sind, die elementarsten Leseaufgaben zu lösen. Ganz spezifische Erkenntnisse für die Gestaltung der Bildungspolitik liefert die Untersuchung der Frage, welche Schülerinnen und Schüler gute Leser sind. Diejenigen mit einem privilegierten Hintergrund erzielen im Durchschnitt bessere Ergebnisse, doch ist der Abstand von Land zu Land sehr unterschiedlich. In allen Ländern schneiden die Mädchen besser ab als die Jungen. Was bei den hier dargestellten Ergebnissen jedoch am meisten ins Auge fällt, ist der Unterschied zwischen Schülerinnen und Schülern mit stärkerem und mit geringerem Leseengagement. Diejenigen, die eine positive Einstellung zum Lesen haben, eine Vielfalt von Texten lesen und Zeit mit Lesen zum Vergnügen verbringen, sind im Durchschnitt wesentlich bessere Leser.

Ce projet a abouti à l’établissement de rapports sur chacun des pays et à une synthèse régionale qui offrent une analyse des systèmes éducatifs, des problèmes en jeu et des obstacles à la réforme. Ils présentent des recommandations, utiles aux décideurs publics nationaux, qui devraient permettre aux pays et organismes partenaires du Pacte de stabilité de mieux cibler l’aide régionale afin de faciliter l’intégration européenne des pays de l’Europe du Sud-Est. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres de diverses régions du monde.

Such questions inspired seminars organised in Hungary, the Netherlands and Portugal with the OECD's Center for Educational Research and Innovation (CERI). The resulting analysis is published in this latest report in CERI's Schooling for Tomorrow series, useful for both shapers and students of educational change.

It has therefore been identified as one of the priorities of the Stability Pact. The OECD was asked to be Co-ordinator for “General Education Policy and System Change” within the Education and Youth Task Force, and to carry out “Thematic Reviews of Education Policy” in the countries of the region. The main outcome of this project is a series of reports which provide both country overviews and a regional overview. These reports offer an analysis of the education system and address issues and barriers to reform and recommendations. The recommendations are designed to be of use for national policy-makers and to assist Stability Pact partner countries and institutions target regional assistance in order to achieve the goal of supporting South Eastern Europe towards European integration. These reports are part of the OECD’s ongoing co-operation with non-member economies around the world.

In particular, it looks at those characteristics that together make it more likely that a student will become a confident and self-managed learner.

    Kurzfassung: In this report, the OECD and UNESCO Institute for Statistics have broadened PISA’s coverage to include eleven countries that recently joined the program: Albania; Argentina; Bulgaria; Chile; Hong Kong, China; Indonesia; Israel; FYR Macedonia; Peru; Romania and Thailand. Besides a wider geographic scope, the report also provides new insights into individual and contextual factors that influence lifelong learning effectiveness. It notably shows how some countries have overcome unfavourable social and economic conditions to achieve high overall levels of performance.

    Kurzfassung: On associe souvent les pays de l’OCDE à des « sociétés en réseau » et cette évolution conduit à s’interroger sur le rôle des réseaux éducatifs. Today, these factors are central not only to individual success but also to gaining national, regional and urban economic advantage. Comparative advantage is increasingly dependent on human resources, knowledge creation, and continuous, incremental innovation rather than on access to physical capital and raw materials. This book presents different approaches to regional development based on knowledge and innovation in Andalusia, Spain (and some other countries). Potential applications to areas similar to Andalusia are also given. The study contains a synthesis of the presentations and discussions of the conference held in Malaga, Spain, on the 30th September and 1st October 1999, that focused on the current situation of the region, analysing its evolution over the last twenty years, and evaluating the policies already implemented in the region. A diagnosis of the present socio-economic system has been made in order to measure the applicability of policies that would help Andalusia to develop into a learning region, built on human, social, cultural and "synergetic" capital.

Il présente ensuite une analyse du système éducatif tout entier et signale les principales orientations à suivre pour renforcer les réformes compte tenu des difficultés auxquelles ont dû faire face les décideurs, les collectivités, les entreprises, les éducateurs, les parents et les élèves dans un environnement en pleine mutation. En conclusion, il comprend une série de recommandations essentielles qui concernent les objectifs de l'éducation, l'efficacité des apprentissages, les débouchés et les programmes d'enseignement, la gestion et la gouvernance dans un souci de flexibilité, d'adaptabilité et d'évolution, et, enfin, les ressources et le financement. This book first gives a brief overview of regional issues and a history of education in Lithuania and describes the development of education in the country since the political changes. It then presents an analysis of the entire education system and identifies key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under very dynamic conditions. It concludes with a set of key recommendations of goals of education, learning effectiveness, outcomes and the curriculum, management and governance for flexibility, responsiveness and change and, resources and financing. This review will be very useful to both Lithuanian professionals and their international counterparts.

    Kurzfassung: Today’s university students are drawn from a highly diverse set of backgrounds. Students appear in various guises as citizens, consumers, and clients. They are fitting university study around increasingly busy lives, often alongside paid employment. In many countries students are paying more for their university education, and expect high levels of standards and service. Universities are institutions with multiple roles, and must balance the needs and demands of their students with the expectations placed upon them by government, industry and the wider community. Such a balance must be struck in the face of increasing pressure on university budgets. Effective action to meet student expectations therefore poses major management challenges for universities. This volume arises from two seminars, held in Brisbane and Paris respectively, to examine some of the key issues facing universities as they confront these challenges. It offers perspectives and experience drawn from contributors from Australia, Europe and Canada, including the views of student leaders.

    Kurzfassung: Norway is a test-bed for the implementation of a bold vision of lifelong learning. There is broad and strong political support within Norway for lifelong learning as a next logical step for a highly developed country with a highly educated population, confronted with challenges ranging from economic re-structuring, to an ageing workforce, the contradictions of labour shortages and increased leisure time, and an increasingly diverse society. But even in Norway the institutional arrangements and policies fall short of a systemic approach to lifelong learning. The most obvious shortcomings concern adults where there are daunting issues regarding the governance and finance of adult learning. Leadership is a vexed issue insofar as successful implementation depends on concerted action by several ministries as well as the social partners. Choice, equity and quality are in many cases conflicting objectives and difficult trade-offs have to be resolved. Norway is advanced, relative to other countries, in the development of new politics regarding the knowledge society. Indeed, it can be argued that if lifelong learning is to succeed anywhere, Norway is one of the most likely places in view of its history of reforms, co-operation among bodies, high educational standards and outcomes. Lessons from the experience with this approach can be usefully applied in other settings. This study is divided into two parts: the background report (which was prepared by the Norwegian authorities) and the OECD Examiners' report.

It presents evidence on student performance in reading, mathematical and scientific literacy, reveals factors that influence the development of these skills at home and at school, and examines what the implications are for policy development. The report shows considerable variation in levels of knowledge and skills between students, schools and countries. The extent to which the socio-economic background of students and schools affects student performance varies. Some countries have managed to mitigate the influence of social background and some have done that while achieving a high overall mean performance.     Kurzfassung: Are the new information and communication technologies transforming education and learning in OECD countries? There is certainly an upsurge in investigations and inquiries into e-learning by all kinds of parties and interest groups -- governmental, professional, commercial -- and from education communities. The universal « mega-trends » associated with globalisation mean that partnership in providing e-learning material is needed to manage cost and complexity in the face of competition that may come from any part of the world. This raises important questions about the public interest and the public good especially in school education which find different responses in different OECD countries; yet increased public-private sector partnering appears a well-nigh universal phenomenon. This publication explores closely the e-learning developments respectively in the school and in the higher education sector in terms of market prospects and partnership creation. The fastest developments are seen in post-secondary and corporate education. However, technology alone does not deliver education success. It only becomes valuable in education if learners and teachers can do something useful with it. There is now a definite shift of focus from technology to content and people in several OECD countries.

Cet ouvrage donne un aperçu général des questions régionales, fait l'historique du système éducatif en Lettonie et décrit l'évolution de l'éducation dans ce pays depuis les changements politiques. Il présente ensuite une analyse du système éducatif tout entier et signale les principales orientations à suivre pour renforcer les réformes compte tenu des difficultés auxquelles ont dû faire face les décideurs, les collectivités, les entreprises, les éducateurs, les parents et les élèves dans un environnement en pleine mutation. En conclusion, il comprend une série de recommandations essentielles qui concernent les objectifs de l'éducation, l'efficacité des apprentissages, les débouchés et les programmes d'enseignement, la gestion et la gouvernance dans un souci de flexibilité, d'adaptabilité et d'évolution, et, enfin, les ressources et le financement. Cet examen sera d'une très grande utilité aux spécialistes lettons ainsi qu'à leurs homologues internationaux.

Reform of education, training and human resource development is an integral part of the transition to a democratic society and market economy. This report finds that Estonia has made progress in all these areas since reform began in 1990. The challenge for the Ministry of Education has been to promote and support changes that meet the needs of the new economy and society as well as the interests of all young people and adults, in the face of a shortage of financial and human resources. This book first gives a brief overview of regional issues and a history of education in Estonia and describes the development of education in the country since the political changes. It then presents an analysis of the entire education system and identifies key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under very dynamic conditions. It concludes with a set of key recommendations of goals of education, learning effectiveness, outcomes and the curriculum, management and governance for flexibility, responsiveness and change, and resources and financing.

    Kurzfassung: In a rapidly changing world, the success of nations, communities and individuals may be linked, more than ever before, to how they adapt to change, learn and share knowledge. This report helps clarify the concepts of human and social capital and evaluates their impact on economic growth and well-being. Although the evidence on social capital is less developed, reflecting the novelty of the concept in economic and social science, the report draws on a number of empirical studies which suggest potentially important linkages between human and social capital. The evidence suggests that human and social capital can be of key importance in contributing to a wide range of positive outcomes, including higher income, life satisfaction and social cohesion. Although there is no evidence for systematic "under-investment" in either human or social capital, concerns are expressed about the distribution and quality of each form of capital and how this might impact on future well-being. There is limited scope for public policy to change the quality, stock and distribution of human and social capital in the short-term. However, a number of areas are discussed in which public, private and voluntary actors may leverage long-term improvements in both human and social capital.

Der Bericht bewertet, inwieweit Schülerinnen und Schüler gegen Ender ihrer Pflichtschulzeit wesentliche Kompetenzen erworben haben, die für eine aktive Teilhabe an der Gesellschaft unerlässlich sind. Er enthält Angaben zu den Schülerleistungen in den Bereichen Lesekompetenz sowie mathematische und naturwissenschaftliche Grundbildung, deckt die Faktoren auf, die die Entwicklung dieser Kompetenzen im familiären und schulischen Kontext beeinflussen, und untersucht, welche Konsequenzen sich daraus für die Politikgestaltung ergeben. Die PISA-Ergebnisse zeigen, dass das Niveau der Kenntnisse und Fähigkeiten je nach Schülern, Schulen und Ländern erheblich variiert. Der sozioökonomische Hintergrund von Schülern und Schulen wirkt sich unterschiedlich stark auf die Schülerleistungen aus. Einigen Ländern ist es gelungen, den Einfluss dieser sozialen Faktoren abzuschwächen, und mache haben dabei zugleich ein insgesamt hohes durchschnittliches Leistungsniveau erreicht.

OECD Member countries have committed themselves to making lifelong learning a reality for all. But the resources required to meet that goal are potentially large and countries differ in their capacity to generate them. Can OECD Member countries rise to this challenge? This report seeks to provide some answers by identifying and examining the economic and financial issues that arise in implementing the goal, and the strategies that the public and private sectors are pursuing to achieve it. It deals with issues such as individual learning accounts, recognition of non-formal learning, and measures to raise rates of return to lifelong learning. The report is intended to provide a basis for continued in-depth discussion by public authorities and the social partners. It aims to inspire future actions that ensure that lifelong learning serves as a sustainable and equitable strategy for human development.

Il ne fait aucun doute que la cyberformation suscite une vague d’enquêtes et d’interrogations de la part des multiples parties prenantes et groupes d’intérêts -- pouvoirs publics, professionnels, secteur marchand -- et de l’ensemble de la communauté éducative. Étant donné les « méga-tendances » universelles associées à la globalisation, les fournisseurs de cyber-outils d'apprentissage doivent créer des partenariats pour faire face aux dépenses et aux complexités en jeu dans un monde où la concurrence peut venir de n’importe où. Aussi s'interroge-t-on plus que jamais au sujet de l’intérêt public et du bien public, en particulier dans l’enseignement scolaire. Les différents pays de l’OCDE y répondent diversement, mais la multiplication des partenariats entre le secteur public et le secteur privé semble être un phénomène quasiment universel. Cette publication étudie dans le détail l’évolution du cyberapprentissage respectivement dans le milieu scolaire et dans l’enseignement supérieur sous l’angle des perspectives d’évolution du marché et de la création de partenariats. L’évolution la plus rapide s’observe dans l’enseignement post-secondaire et dans la formation assurée par l'entreprise. Toutefois, les technologies seules ne sont pas le gage d'une formation réussie. Leur valeur à cet égard n’apparaît que si apprenants et enseignants peuvent les utiliser à des fins utiles. Il est à présent manifeste que les contenus et les personnes ont la primauté sur les technologies proprement dites dans plusieurs pays de l’OCDE.

    Kurzfassung: D'énormes investissements ont été consacrés à l’équipement des établissements scolaires en ordinateurs et à leur raccordement à l’Internet. L’objectif est d’assurer une formation et un enseignement de grande qualité et d’armer les jeunes pour la société du savoir. Comment peut-on, cependant, concrétiser les avantages de cet investissement éducatif ? Pour y parvenir, il ne suffit pas, tant s’en faut, d’installer du matériel, et il ne s’agit pas non plus simplement d’utiliser les technologies de l'information et de la communication (TIC) pour accomplir autrement des tâches traditionnelles. L’école doit apprendre à changer et adopter de nouveaux modes d’acquisition de connaissances. Il est urgent que les établissements scolaires puissent utiliser des logiciels et des matériels numériques de qualité. Les enseignants -- et les élèves -- doivent devenir des utilisateurs judicieux et bien informés des TIC. L’environnement de l’école doit être totalement adapté à l’utilisation des ces technologies et les enseignants doivent pouvoir bénéficier de l’aide et des conseils d’experts dans ce domaine en évolution rapide. De nouveaux types de cursus et d’évaluation sont nécessaires de même que de nouveaux modes d’organisation des établissements scolaires si l’on veut tirer parti du formidable potentiel éducatif des TIC. « Apprendre à changer », telle est la difficile question dont traite ce rapport international. C'est aussi le propos qu'illustrent les points de vue d'un certain nombre d'élèves. Ces derniers ont utilisé les TIC avec enthousiasme dans leur propre formation et ont fait part de leur expérience en la matière au sein d’un réseau international constitué par l’OCDE. Ce rapport étudie les vastes possibilités d’enseignement qu’offre l’Internet en réunissant l’école, le domicile et la société en général. Il examine comment les TIC, qui constituent le thème des activités de perfectionnement professionnel des enseignants, peuvent dans une large mesure être le moyen de dispenser ces mêmes activités. Il cite de multiples exemples de pratiques et principes qui laissent bien augurer de l’avenir.

    Kurzfassung: Enormous investments are being made in computers and Internet connectivity for schools. The aim is to provide high-quality learning and teaching and equip young people for the knowledge society. But how are the benefits of this educational investment to be realised? It calls for much more than installing the hardware, and is not simply a matter of using ICT to do traditional things in different ways. Schools have to learn to change and to change to new ways of learning. There is an urgent need for quality software and digital materials for use in schools. Teachers - and students - must become discerning and knowledgeable ICT users. The school environment has to be fully supportive of ICT, making available expert assistance and advice to the teacher in this rapidly-changing field. New forms of curriculum and assessment are called for, new ways of organising schools, if the dramatic educational potential of ICT is to be delivered and realised. Such a demanding "learning to change" agenda is the subject of this international report. It is illuminated by the views of individual students, who used ICT enthusiastically in their own learning, and shared their experiences in an OECD international network. The report looks at the vast educational possibilities arising from the Internet, bringing together the school, the home and the wider community. It examines how ICT, which is the subject of teacher professional development, can largely be the means for its delivery. There are numerous examples of promising practice and principles for the future.

These ambitious questions are addressed in What Schools for the Future?, a publication produced by the OECD's Centre for Educational Research and Innovation (CERI). Drawing on an extensive international body of statistical and research evidence, the book analyses the social, economic, and educational trends of the 21st century. It also presents six possible scenarios for school systems over the next 10-20 years. The analysis is completed by contributions from eight international experts, looking with different perspectives at the challenges facing schools today and tomorrow.

    Kurzfassung: Cet ouvrage propose des pistes pour résoudre deux des grands problèmes auxquels les pays de l’OCDE sont confrontés : le « problème des jeunes » auxquels il faut garantir une place dans la société, et la nécessité de stimuler l’esprit d’entreprise pour créer des emplois et favoriser l’innovation et la flexibilité économique. La « nouvelle économie » se construira sur une culture de l’entreprenariat à laquelle les jeunes comme les adultes doivent pouvoir accéder. En publiant ces pages, l’OCDE espère susciter un débat de fond sur les facteurs qui encouragent les jeunes à entreprendre, mais aussi sur les obstacles qui leur barrent la route et sur les mesures dont disposent les pouvoirs publics pour les accompagner dans leur démarche. Ce livre présente les divers programmes d’aide à la création d’entreprises qui sont mis à la disposition des jeunes à l’échelon national, régional et local, dans les pays de l’OCDE : il constitue la première étude internationale des « bonnes pratiques » dans ce domaine en plein essor. Les dispositifs cités comme exemples sont de natures diverses : actions de formation, aides financières, soutien sur le plan des idées et du fonctionnement, prestations de conseil et tutorat, constitution de réseaux et transmission d’entreprises entre générations. Des indications sont données sur l’éventail des acteurs et des activités, et des suggestions sont présentées là où persistent certaines lacunes. Cet ouvrage montre que si les jeunes sont tout à fait capables de créer une entreprise et de réussir, de nouvelles mesures s’imposent pour les encourager pleinement à s’engager dans cette voie.
