    Kurzfassung: The Sahara-Sahel has seen recurrent episodes of instability. However, the recent Libyan and Malian crises have intensified the level of violence. These episodes have restructured the geopolitical and geographical dynamics of the region. Cross-border or regional, these contemporary crises require new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilize and develop? Historically, the Sahara plays an intermediary role between North Africa and sub-Saharan Africa. Commercial and human exchanges are intense and based on social networks that now include trafficking. Understanding their structure, geographical and organizational mobility of criminal groups and migratory movements represents a strategic challenge. This book hopes to address this challenge and stimulate strategies for the Sahel of the European Union, the United Nations, the African Union or ECOWAS (Economic Community of the States of West Africa) in order to foster lasting peace. The Atlas is based on an analysis of mapped regional security issues and development objectives to open the necessary dialogue between regional and international organizations, governments, researchers and local stakeholders tracks.

How can international assistance providers, including OECD members, international and regional organisations, support the development of tax systems in developing countries? Tax and Development: Aid Modalities for Strengthening Tax Systems provides practical guidance for policy makers and practitioners based on the results of an extensive literature review, a survey of aid agency officials and six country case studies (Ghana, Guatemala, Liberia, Mali, Mozambique, and Tanzania). It examines the aid instruments that donors use to assist developing countries including general and sector budget support, basket financing, stand-alone bilateral aid and funding South-South organisations. The strengths and weaknesses of each modality for supporting tax systems are identified, and some 50 recommendations to support the development of effective, efficient and growth-oriented tax systems in developing countries are provided.

    Kurzfassung: With more than two-thirds of the world’s poor living in rural areas, higher rural incomes are a pre-requisite for sustained poverty reduction and reduced hunger. This volume sets out a strategy for raising rural incomes which emphasises the creation of diversified rural economies with opportunities within and outside agriculture. Agricultural policies need to be integrated within an overall mix of policies and institutional reforms that facilitate, rather than impede, structural change. By investing in public goods, such as infrastructure and agricultural research, and by building effective social safety nets, governments can limit the role of less efficient policies such as price controls and input subsidies.

    Kurzfassung: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

    Kurzfassung: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Kurzfassung: Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

    Kurzfassung: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

    Kurzfassung: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

    Kurzfassung: In West Africa, approximately 16 million people depend directly or indirectly on cotton cultivation. But subsidies in the developed world have suppressed cotton prices and have made it difficult for West African producers to compete. Compounding the problem, WTO negotiations on the problem have been suspended. This publication contends that the dialogue between developed and developing countries on this topic must continue. It sets out the regional stakes linked to the economic and social importance of cotton in West Africa. It retraces the consultation process on the West African cotton crisis with the aim of finding a negotiated solution acceptable to all parties. Also discussed are the challenges and the measures that need to be taken over the medium and long term in order to prevent this sub-sector’s sudden collapse.

    Kurzfassung: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Kurzfassung: Developing countries are concerned that multilateral tariff reductions will harm their agricultural sectors because of preference erosion. The findings in this report suggest that although this may indeed be a problem for some countries in some sectors, factors other than preferential schemes may be limiting developing country exports. The report provides information on the extent to which developing countries have used selected, non-reciprocal preferential trading schemes provided by the EU and the US. Secondary data are complemented by interviews with market operators further clarifying the empirical findings. A special section has been devoted to the preferences granted to African countries highlighting the conditions for this set of developing countries.

    Kurzfassung: Foreign direct investment (FDI) is an integral part of an open and effective international economic system and a major catalyst to development. Yet, the benefits of FDI do not accrue automatically and evenly across countries, sectors and local communities. National policies and the international investment architecture play an important part in attracting FDI to a larger number of developing countries. It is the responsibility of the host countries to put in place a transparent, broad and enabling investment policy environment and to reinforce the human and institutional potentials necessary for such an environment. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

    Kurzfassung: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Kurzfassung: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Kurzfassung: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.

It is direct in style and easy to read, with a wealth of quotations and examples. Although it mainly covers the Sahel region, the analysis and proposals for reform are relevant to all of Africa and even other parts of the world. Similarly, the vivid picture it draws of the cooperation and aid relationship is reminiscent of the situation in many countries.     Kurzfassung: The Development Assistance Committee's 1999 review of Norway's aid policies and programmes. It finds that Norway’s aid effort ranks second among DAC Members in terms of ODA to GNP ratio. Broad national consensus towards Norway’s development assistance is based on strong support by churches and NGOs and on effective development education. In particular, 40% of the bilateral programme administered by Norway is channelled through Norwegian NGOs. There is a strong poverty focus in Norway’s long-term development assistance, with aid flowing predominantly to poor countries with good policies. Norway adopts a three-pronged approach: help the countries to foster economic growth; contribute to social development programmes; and target aid on vulnerable groups. Norway’s operational approaches and budget allocations for poverty reduction can nevertheless be further strengthened, as part of the overall international effort to reduce half the proportion of poor by the year 2015. Norway’s ambitions to contribute to human rights, democracy and peace, have created new policies as well as pressing challenges at the strategic and organisational level. Furthermore, while Norway has been keen on concentrating its bilateral assistance in twelve priority countries, political and humanitarian priorities have emerged as a second element of Norwegian aid, leading to increased geographic dispersion.

    Kurzfassung: NGOs have moved out of the "amateur" world in which they were once confined into, in many cases, highly professional activities. This statistical analysis demonstrates that there are thousands of development NGOs in European countries with as much as $7.3 billion at their disposal. Supported by a large number of tables and graphs, as well as detailed, individual country surveys, the author provides the first-ever such study of what has become a late-twentieth, early twenty-first century phenomenon. When the results of the study are extrapolated to OECD Development Assistance Committee members as a whole, they suggest that the total income of NGOs would amount to almost $16 billion, a figure three times that estimated by organisations such as the World Bank. Depending on the country, up to half of this income comes from official sources, implying that NGOs have become major partners for governments in the development field.

    Kurzfassung: The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The tenth meeting of the Forum was held in Paris in November 1999 and this book contains contributions from that meeting. Its broad conclusion is that reform of the international financial system must take place in the context of partnership between the private and the public international sectors in order to provide the conditions for stability and growth. The Forum debated whether the current reforms of the global financial markets were succeeding in identifying and addressing major distortions to international capital flows between developed and developing countries, essentially, the moral hazard versus sovereign risk question. Particular attention was devoted to: bailing the private sector into crisis prevention and resolution, including under the Paris Club framework; the recently proposed revisions to the Basel Accord on bank capital requirements; and the appropriate exchange rate regime in Latin America.

    Kurzfassung: China’s remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order to avoid widening wealth inequalities, these dispersion effects should be encouraged. Large differences, however, in physical and human capital terms, exist between provinces located on the coast and in the interior of the country and these hinder redistribution of the growth effects of FDI inflows on a national scale. In addition, if China is to continue to benefit substantially from technological progress, domestic research and development capacity will need to be expanded to offset diminishing returns from foreign technology transfers. This implies the adoption of policies designed to increase human capacity development through education and training on a national scale.

    Kurzfassung: Competition for foreign direct investment has been neglected as a subject of research. Yet many claim that such competition is having deleterious effects, such as lowering governments’ standards of protection of the environment and workers’ rights.This book looks at the evidence and assesses the impact of competition among governments to attract FDI. It finds little evidence directly to support fears of a "global race to the bottom" in labour and environmental standards. The widespread use of investment incentives, however, in OECD and developing countries alike, tends to be bad for government transparency and accountability. This is highly detrimental both to economic policy making and to the construction of democratic institutions in developing countries. The author proposes a shift away from incentive-based policies for attracting FDI towards a rules-based approach on both a national and international level.

    Kurzfassung: The trade liberalisation agreements signed between the European Union and the southern Mediterranean countries carry risks as well as benefits. They reveal structural weaknesses in the partner countries, including continued rent seeking, market segmentation, a weak modern private sector and inadequate fiscal systems. In the short term, since the agreements only cover industrial goods and not agriculture or services, there is a risk of job losses in the domestic industrial sector due to competition from the EU. The authors of this study highlight the opportunities the agreements offer for supporting reforms to encourage industrial restructuring through financial transfers, providing incentives for producers to diversify, and securing new markets. Achieving the reforms, however, will require political will in the southern Mediterranean countries and complementary reforms in the European Union to open its markets further to include those sectors currently excluded from the agreements. Moreover, as demonstrated by the authors' detailed analysis of the Egyptian and Tunisian cases, a regional response to the challenges posed by the agreements is likely to bring more benefits than a purely national response.

The forum was created by the African Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from African countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Africa.     Kurzfassung: The OECD Development Assistance Committee's 1999 review of Finlands development aid programmes and policies. It finds that following a steep decline in its development co-operation programme in the early 1990s Finland is engaged in redesigning and building up its aid programme. The Cabinet Decision-in-principle of September 1996 is now the main point of reference for Finnish development co-operation. It includes a firm target of 0.4 per cent by the year 2000 for the ratio of Finland's official development assistance to the gross national product (the ODA/GNP ratio), the integration of development co-operation into a coherent foreign policy framework and the reorganisation of the aid administration within the Ministry for Foreign Affairs. At the DAC review of Finland's aid policies and programmes on 16 October 1998 the Committee commended both the partnership orientation of Finland's policies, as set out in the Decision-in-principle, and the growing volume of Finnish aid, a welcome reversal of the situation at the time of the last DAC Peer Review of Finland in 1995, when aid volume was in a deep decline. This Review addresses several other key issues: Finland's long-term partnerships with primary orientation countries; the flexibility concept, included in the Decision-in-principle; the need for clear sectoral and cross-cutting policy guidance; field management and delegation to the field; and the revised screening process for project and policy proposals that is part of the quality control system of Finnish aid.

However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

    Kurzfassung: The development process can advance more rapidly than ever before in the new global economy. While opening their economies to trade and investment is a necessary condition for developing countries to achieve sustained high growth and reduce poverty, it is by no means a sufficient condition. Initiating a sustainable dynamic growth requires sound, market-oriented economic policies; appropriate social policy frameworks, including strong investment in human capital and adequate social safety-nets; and good governance. But, as shown by the Asian financial crisis, weaknesses in any of these basic foundations make even successful developing economies vulnerable to crisis. OECD countries have a pivotal role to play in facilitating developing countries' efforts to fully exploit the benefits of open trade and investment. The key objective of this report is to identify how OECD countries can promote policy coherence by improving the framework for international investment and capital flows; addressing environmental concerns; facilitating participation of developing countries in the global information society; and enhancing the coherence of development co-operation policies. To be successful, policy coherence implies the broader agenda of consciously taking account of the needs and interests of developing countries in order for them to be effective rather than vulnerable and marginal players in the global economy.

    Kurzfassung: Japan is the leader in volume among DAC donors, but it ranks 19th out of 21 bilateral Members in terms of ODA as a percentage of GNP. Compared to other Members, its aid programme has a higher proportion of loans, with preference towards Asia and lower middle-income countries, and a heavy emphasis on assistance for economic infrastructure as opposed to the social sectors. Japan is making major efforts to improve its aid programme through an administrative reform, piloting the new international development strategy, a country-focused approach, and a push towards increased quality, transparency, and efficiency. The DAC encourages these developments and recommends that Japan should: - strengthen staffing and decentralisation; - enhance NGO involvement; - mainstream cross-cutting issues such as poverty, gender, and governance; - design and evaluate projects with a view towards cost-efficiency, sustainability, technological appropriateness, and socio-economic impact; - and ensure policy dialogue with recipient countries.

    Kurzfassung: The European Community (EC) is the world's second largest multilateral channel for development assistance (after the World Bank). Its combined programmes are the fifth-largest among the 22 Members of the OECD Development Assistance Committee (DAC), and EC programmes have grown an average 3.3 per cent annually over the past five years, while the combined effort of DAC countries declined by 4.7 per cent annually. The Community's allocation of resources to lower income countries has not kept pace, however, with the overall growth of the ODA budget over recent years. EC programmes operate within a complex organisation and management structure, and Brussels faces serious challenges of implementation in adapting its operations to achieve agreed development objectives. There have been important steps in the evolution of the European Commission structures: a Common Service has been created to implement co-operation activities for the four Directorates General. But there is still a need to strengthen the capacity of delegations in the field to work fully with partners in advancing local ownership and co-ordination. The EC has a strong role to play in improving the coherence of policies affecting developing countries. The report analyses this question in fields such as agriculture, trade, fisheries agreements and Community fishing fleet subsidies. Co-ordination with other donors also seems to be improving, which bodes well for better overall partnerships between donors and partner countries. In 1998, the development co-operation policy of the following DAC Member countries will be reviewed: Canada, Finland, Germany, Luxembourg, Spain, and the United States.

    Kurzfassung: The OECD Development Assistance Committee's 1999 review of Luxembourg's development aid programmes and policies. It finds that Luxembourg's aid programme has made considerable headway since the first review by the OECD Development Assistance Committee (DAC) in 1993. The government has implemented most of the DAC's recommendations following that review. Measures taken by the government include: a new law defining the aims of co-operation; selection of target countries; an increase in the number of staff assigned to the aid programme; an agreement governing relations between the Ministry of Foreign Affairs, Foreign Trade and Co-operation (MFA) and Lux-Development, the executive agency. Over the last five years the volume of Luxembourg's official development assistance (ODA) has risen by an average of 15 per cent a year in real terms. Luxembourg's development aid reached 0.55 per cent of its gross national product (GNP) in 1997. This advance has been made possible by the unanimous support of political parties and public opinion. The non-governmental organisations occupy a special place in the aid programme since a quarter of bilateral aid is channelled through them. Luxembourg delivers its aid entirely in grant form, and largely untied. The sharp rise in the volume of aid makes it important to control and improve the quality of projects and programmes by means of more stringent selection procedures, closer monitoring of projects and systematic [ex-ante] and [ex-post] evaluations. To that end it is crucial to reduce the number of recipient countries, to strengthen further human resources for the aid programme and to extend training for co-operation staff.

    Kurzfassung: In many African countries, violent conflicts have slowed down economic and social development, if they have not actually pushed it backwards. In order to manage conflicts in a non-violent manner, governance methods adapted to the development process are needed. Effective conflict prevention, however, demands thorough understanding of the origins and dynamics of these conflicts. The outcome of a meeting jointly organised by the Development Centre and the Development Assistance Committee of the OECD, this volume considers the options available to donors in the effort to prevent conflict and enhance prospects for peaceful social, economic and political development. Despite the complexity of the subject, the contributors to the book arrive at some prudent conclusions of interest to policy makers. At the national level, action programmes should promote social, political and economic justice; empower civil society through skill, knowledge and resource transfer; develop good governance for conflict management; and accommodate different groups and interests in society. Internationally, a greater sensitivity to conflict issues is needed within broader development efforts. The international community should seek to provide the means by which conflicting groups can negotiate their own solutions to tension, rather than imposing externally devised solutions.

    Kurzfassung: The similarities and differences between the transition experiences of the Central European countries and the People's Republic of China are often, wrongly, taken as alternative approaches to the same problem. In reality, there is great complexity, not only in the environments of these two great regions -- for China is as big as a region by itself -- but also within them and, therefore, great complexity in the transition process itself.The chapters in this volume, originally produced as papers for a joint OECD Development Centre/CEPR/CEPII Conference in Budapest, examine and contrast the experience of the different jurisdictions within which transition is underway. The authors concentrate on three, broad areas of commonality: public finance; foreign trade regime; and financial intermediation and a critical chapter synthesizes their findings at the end of each part. Differences do, of course, emerge, but so do similarities, leading to general policy conclusions applicable to all transition societies.

    Kurzfassung: Egypt is lagging behind other countries in the Mediterranean region in reforming its economy. This book explains why. The authors contend that the Egyptian political system, based to a large extent on discrete patronage and dominated by powerful interest groups was inherently resistant to reform. In addition, the country's strategic position in Middle Eastern politics provided the environment for aid flows which mitigated the need for change by creating an illusion of economic wellbeing. Egypt has thus been protected from the pressure of the international market system. Yet, argues this study, such pressure is the only effective stimulus to fundamental reform.

    Kurzfassung: The OECD Development Assistance Committee's 1998 review of the UK's development aid programs and policies. It finds that the United Kingdom is changing its approach to international development policy. The new British Government, elected in May 1997, has created a Department for International Development (DFID), headed by a Secretary of State within the Cabinet. This body has a much wider range of responsibilities than its predecessors, notably in ensuring the coherence of all British policies affecting development. For the first time in two decades, the government issued a White Paper on International Development. This document commits the government to the goal of halving the proportion of people living in extreme poverty by 2015, along with other key international development goals. In its triennial review of British aid policies and programmes, the OECD Development Assistance Committee (DAC) welcomed the United Kingdom's new policies. It viewed the creation of DFID, with its broader responsibilities covering the whole range of bilateral and multilateral aid, the emphasis on strengthened international co-ordination, and the new role in securing consistency across all British policies affecting development as promising steps. The DAC also noted that in focusing its efforts on the eradication of extreme poverty, DFID, like its DAC partners, will need to emphasize the shaping of its programmes and the testing of their outputs with respect to their impact on the poor.

    Kurzfassung: The OECD Development Assistance Committee's 1998 review of Canada's development aid programmes and policies. It finds that in its foreign policy statement Canada in the World, the Canadian government reaffirmed its commitment to playing an active role in international efforts towards global peace and prosperity and set out a range of ambitious goals for the development co-operation programme. Canada is deploying great efforts to develop coherent responses to global challenges and the Development Assistance Committee (DAC) commended the comprehensive renewal process being undertaken by the Canadian International Development Agency (CIDA) to equip itself with the means to tackle its challenging mission. CIDA is among the pioneers in the DAC in redirecting its programmes from a traditional-sector focus to a theme-based approach, concentrating on actual results rather than inputs. These promising efforts deserve careful monitoring and should yield valuable lessons for other donors. The reach and depth of Canada's international involvement -- clearly rooted in the country's values, interests and capabilities -- have, however, been constrained by public sector expenditure cuts, implemented in response to Canada's public debt burden. The Committee expressed concern that successive reductions in Canada's aid budget could affect Canada's ability to meet expectations, both at home and internationally.
