    Abstract: Giving people better opportunities to participate actively in the labour market improves well-being. It also helps countries to cope with rapid population ageing by mobilising more fully each country’s potential labour resources. However, weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Slovenia is the second country study published in a series of reports looking into how activation policies can encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Slovenia. However, the global financial crisis hit Slovenia hard and revealed some structural weaknesses in the system, which have contributed to a high level of long-term unemployment and low employment rates for some groups. This report on Slovenia therefore focuses on activation policies to improve labour market outcomes for four groups: long-term unemployed people; low-skilled workers; older workers; and workers who were made or are at risk of becoming displaced. There is room to improve policies through promoting longer working lives and through enabling the Employment Service and related institutions to help more harder-to-place jobseekers back into employment.

    Abstract: This review is the first in a new series on the skills and labour market integration of immigrants and their children. With 16% of its population born abroad, Sweden has one of the larger immigrant populations among the European OECD countries. Estimates suggest that about half of the foreign-born population originally came to Sweden as refugees or as the family of refugees and Sweden has been the OECD country that has had by far the largest inflows of asylum seekers relative to its population. In all OECD countries, humanitarian migrants and their families face greater challenges to integrate into the labour market than other groups. It is thus not surprising that immigrant versus native-born differences are larger than elsewhere, which also must be seen in the context of high skills and labour market participation among the native-born. For both genders, employment disparities are particularly pronounced among the low-educated, among whom immigrants are heavily overrepresented. These immigrants face particular challenges related to the paucity of low-skilled jobs in Sweden, and policy needs to acknowledge that their integration pathway tends to be a long one. Against this backdrop, Sweden has highly developed and longstanding integration policies that mainly aim at upskilling immigrants while temporarily lowering the cost of hiring, while other tools that work more strongly with the social partners and the civil society are less well developed and need strengthening.

    Abstract: Der neue OECD-Bericht „Zuwanderung ausländischer Arbeitskräfte: Deutschland“ beschäftigt sich mit der Frage, ob es der deutschen Migrationspolitik gelingt, die Bedürfnisse des Arbeitsmarkts zu erfüllen, ohne dadurch die Entwicklungsperspektiven in den Herkunftsländern zu beeinträchtigen. Er konzentriert sich auf die gesteuerte Arbeitsmigration, also jene Zuwanderung, die der direkten Kontrolle durch die Politik unterliegt. „Die OECD kritisiert die deutsche Einwanderungspolitik und fordert neue Gesetze. Zuzug müsse zur Regel werden und dürfe nicht die Ausnahme sein“ (ZEIT). „Gerade in den vergangenen Jahren hatte die Bundesrepublik die Zuwanderung von Fachkräften erleichtert: Die Mindesteinkommensschwellen für Hochqualifizierte wurden mit Einführung der "Blauen Karte" der EU gesenkt, und für bestimmte Mangelberufe fielen die Vorrangprüfungen weg. Zudem wurde die Anerkennung ausländischer Bildungsabschlüsse von Einwanderern erleichtert. Das Lob der OECD für die deutschen Regeln gilt aber vor allem für die Anwerbung hochqualifizierter Arbeitskräfte. Bei Personen mit mittlerer Qualifikation stelle sich die Situation ganz anders dar. Hier gebe es Beschränkungen wie das generelle Anwerbeverbot, das eine internationale Personalbeschaffung verhindere. Zusammenfassend stellt die OECD fest, "dass die bestehenden Rahmenbedingungen für die Arbeitsmigration in Deutschland kein Hindernis für die qualifizierte Zuwanderung darstellen, sie könnten jedoch verbessert und stärker an die sich wandelnden Erfordernisse des Arbeitsmarkts angepasst werden“ (SZ)

    Abstract: OECD's comprehensive 2010 review of labour market and social policies in Estonia. It finds that since Estonia regained its independence in 1991, its labour and social policies have been marked by a strong commitment to fiscal prudence, flexible markets, and work incentives. Labour market performance steadily improved during the mid-1990s and beyond, until the advent of the global economic crisis in 2008. Estonia was not well prepared for the slowdown and its economy has been hit especially hard. The downturn has required painful policy adjustments. Today, Estonia’s public social spending remains among the lowest in the OECD; its social programmes support persons in need, but the benefits they receive are usually modest and some of the jobless receive no benefits. However, the country offers one of the world's most generous parental-benefit programmes and has begun to phase in a three-tier pension system.

    Abstract: Greater integration into the world economy and important policy reforms have resulted in Brazil, China, India and South Africa becoming major actors in the globalisation process, with impressive results in terms of economic growth, social development and poverty reduction. But the benefits of stronger growth have not always been shared equally and income inequality has remained at very high levels. Existing evidence suggests that the evolution of the distribution of income in these four countries is the result of many forces. These include demographic change, migration, unequal access to education, informal employment, existing regulations and their enforcement, social norms and cultural legacy. These forces are often interlinked and reinforce one another. However, as employment is the primary source of income for most households, understanding the impact of labour market outcomes is crucial. This book focuses on the role of growth and employment/unemployment developments in explaining recent income inequality trends in Brazil, China, India and South Africa, and discusses the roles played by labour market and social policies in both shaping and addressing these inequalities. It includes the papers presented at the joint OECD and European Union High-Level Conference on Inequalities in Emerging Economies held in Paris in May 2010. This work is part of OECD’s ongoing dialogue and co-operation with non-member economies around the world.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: This report analyses in detail the implications of recent developments in Chile's labour market and social policy and considers the available policy options from the perspective of OECD countries’ experience. The report finds that Chile has enjoyed rising living standards over two decades of strong economic growth. The incidence of poverty is now much lower and there is better access to adequate housing, education and healthcare. Nevertheless, Chile’s income distribution remains disturbingly unequal by OECD standards. This is partly due to Chile’s a relatively low employment rate, especially for women, but it also reflects a segmented labour market, where much of the recent job creation has occurred in relatively low-productive sectors. Moreover, despite the existence of an internationally renowned pension programme, Chile’s social protection system as a whole has still a relatively long way to go before reaching the standards of developed countries in terms of effective coverage and capacity to assist needy households. Chilean policy makers have begun to develop and implement a series of ambitious reforms, intended to promote the twin goals of work and equity.

    Abstract: This report analyses the main challenges for labour market and social policies in Slovenia and considers the available policy options from the perspective of OECD countries' experience. It finds that Slovenia has one of the most equal income distributions in the world and a tradition of social dialogue. However, its unemployment insurance and employment service system are not sufficient to deal effectively with the present economic crisis and the country is also faced with rapid population ageing and a low employment rate among 55-to-64 year olds. This report makes recommendations to deal with these issues.

It finds that on most counts, the youth labour market in Norway performs well, but that the incidence of sickness and disability is unusually high, immigrant youth do not fare as well, and more needs to be done to ensure that all youth leave education with recognised qualifications.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

    Abstract: Today the battle for talent is as important as the battle for capital. In the knowledge economy, skilled migrants can offer a significant comparative advantage to local economies. Unskilled migrants are also in demand, particularly where demographic change reduces the self-sufficiency of local labour markets. Yet for the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favourable as they were in the past.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. La version anglaise du résumé et des principales recommandations a été incluse dans ce volume.     Abstract: The Russian Federation faces important economic and social challenges. By 1998 national income was little more than half its level in 1990. Life expectancy for men is now about 61 years, compared to 65 years a decade ago. The rate of suicide and self-inflicted injuries is more than three times the OECD average and maternal mortality rates are about five times the OECD average. Infectious diseases have increased in prevalence, but real public spending on health care has fallen by nearly one-third. Spending on many other social programmes has fallen even as a percentage of the smaller GDP, yet much expenditure remains inefficient and ineffective in addressing the serious problem of poverty. More than a quarter of the Russian population is poverty-stricken according to official criteria. Average wages are not much more than half of their real level of the early 1990s, and wage and pension arrears have posed serious problems in the recent past. The informal economy has grown significantly. What can be done to address this crisis? This book provides a detailed analysis of the social problems facing the Russian Federation, and develops proposals for continuing reform to improve the economic fundamentals, including the productivity, while at the same time ensuring that social and labour market policies become more effective in helping the poorest Russians. The book also proposes policy reforms to improve the operation of the labour market, to guarantee a package of essential health care services, to address the wide disparities between different regions of the Russian Federation, and to deal with the human crisis experienced by the very poor.

    Abstract: Will the extension of trade liberalisation and increases in foreign direct investment accompanying the process of regional integration and globalisation contribute over the long-term to a greater control over migration flows? To what extent can an acceleration in economic convergence and the implementation of measures facilitating the exchange of highly skilled labour be expected to promote sustainable development in the countries of high emigration potential? This publication seeks to give an answer to these questions. It highlights the contrasts which characterise the demographic and economic situations in Central and Eastern Europe, in the Mediterranean Basin, in North America and in Asia. It identifies the conditions which would favour greater regional integration and reduce over the long-term the incentives to emigrate: the implementation of public sector reforms; the development of the socio-economic infrastructure; the implementation of measures to improve the functioning of financial systems, to attract foreign direct investment and to promote technology transfer and innovation diffusion. Finally, it points to the geopolitical aspects of regional integration and the important role that the greater enhancement of human resources should play in future migration policies.

    Abstract: At the end of 1997, Korea was hit by a major financial and economic crisis, which resulted, among other things, in a huge rise in unemployment. The event caught the country’s labour and social institutions unprepared, so that many workers and their families were hit hard. The economy has now turned the corner. This book shows that government labour and social policies, together with improved basic workers’ rights, have helped minimise the costs of the crisis while also contributing to overcome it. However, this book also highlights the need for further actions in these areas in order to pave the way for a healthy, socially-sustainable economic performance and argues the case that the momentum of reform should not be slowed.

    Abstract: Accompanying a sustained period of economic growth, the flows of labour migrants between the economies of East and South-east Asia grew considerably prior to the recent crisis. These flows have become more diverse and complex rendering necessary the improved monitoring of migration trends and policies in each country as well as bringing forth the need to extend the exchange of expertise and experience between the region's experts and policy makers. What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of foreign workers? To what extent have foreign workers been affected?     Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. Indeed, this volume is one of the first to treat the international experience of business incubation.
