    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: L’agriculture africaine est un géant endormi. Dans la plupart des pays d’Afrique subsaharienne, l’agro-industrie en est encore à ses balbutiements. Nombre d’entre eux paient désormais le prix fort pour leurs importations de denrées alimentaires et tentent de juguler les pressions inflationnistes. En raison de la vigueur attendue des prix alimentaires mondiaux à long terme, l’augmentation de la productivité des cultures vivrières devient une priorité absolue pour l’Afrique. Cela suppose d’investir massivement dans les infrastructures d’irrigation, d’entreposage et de transports, mais aussi de faciliter l’accès aux marchés des facteurs de production (engrais, semences, matériel agricole et crédit). Si un cadre contractuel donne de bons résultats dans le cas des cultures d’exportation, ce genre de dispositif est encore rare pour les cultures vivrières. Une implication accrue du secteur privé dans la conception et la mise en oeuvre de ce type de programmes de commercialisation pour les cultures vivrières devrait permettre d’assurer un développement durable des industries alimentaires locales. Les facilités actuelles de financement internationales – à l’instar de l’EPSA (Initiative pour le soutien renforcé au secteur privé en Afrique) – devraient être pleinement exploitées. L’aptitude de l’Afrique à libérer le potentiel de son agriculture commerciale dans les décennies à venir dépend aussi largement d’un soutien efficace et durable de la part de la communauté internationale du développement. Les conclusions résumées ici posent les jalons de futures discussions à l’échelle internationale sur le développement du secteur privé agricole en Afrique et la manière de sortir les petits paysans de la pauvreté.

    Abstract: With the development and entry into force of the United Nations Fish Stocks Agreement in 1995, the international community made a commitment to strengthen Regional Fisheries Management Organizations (RFMOs), established to deal with the management of shared high seas resources. This study takes stock of the changes made in RFMOs, highlighting a gradual process of improvement that has translated into significant success stories. While there is no single recipe for this process, ensuring that the fundamental building blocks are in place to help create and maintain the economic and political momentum for change is important. Altering the underlying economic incentives may help to better align the interests of member countries, allowing coalitions for change to develop within the membership. The study and its analysis is built on evidence from a range of case studies of RFMOs, most notably the Conservation of Southern Bluefin Tuna (CSBT), the International Commission for the Conservation of Atlantic Tunas (ICCAT), the Northwest Atlantic Fisheries Organisation (NAFO) and the North East Atlantic Fisheries Commission (NEAFC).

    Abstract: Chile is one of the major players in the world fishing scene. But during the past fifty years, Chile has had to face issues of over-investment, sharp declines in catch levels, disputes among stakeholders, fleet downsizing, and aquaculture diseases, among others. This report describes the challenging and complex learning process that the Chilean fisheries and aquaculture sector has undergone and the evolution of its policies and management systems. Governance of the industrial, artisanal and aquaculture industries has followed different paths of policy development and current management reflects the particular pressures confronting each segment of the sector. And policy evolution continues, with a range of initiatives underway to meet the current challenges. The Chilean state has been one of the main forces behind these developments, laying the foundation for a strong and robust fisheries and aquaculture sector.

    Abstract: The sources of risk in agriculture are numerous and diverse, ranging from events related to climate and weather conditions to animal diseases; from changes in agriculture commodities prices to changes in fertilizer and other input prices; and from financial uncertainties to policy and regulatory risks. Agricultural risks are not independent, but rather are linked both to each other and as part of a system that includes all available instruments, strategies and policies designed to manage risk. A holistic approach is thus necessary. This book examines the current magnitude and characteristics of risk-related policies in agriculture and what is known about the quantitative size of agricultural risks. It looks at the on-farm, off-farm, and market instruments available to manage risk, and it explains how the holistic approach helps clarify the role of governments.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: L’élaboration et l’entrée en vigueur de l’Accord des Nations Unies sur les stocks chevauchants en 1995 marquait la volonté de la communauté internationale de renforcer les organisations régionales de gestion des pêches, établies pour assurer la gestion des ressources hauturières partagées. Cette étude dresse le bilan des changements introduits dans ces organisations et met en évidence le processus progressif d’amélioration qui a débouché sur de véritables succès. Quoiqu’il n’existe pas de recette unique pour mener à bien ce processus, l’étude souligne qu’il est essentiel de veiller à la présence de certains éléments fondamentaux permettant de créer et de maintenir la dynamique économique et politique indispensable au changement. La modification des incitations économiques sous-jacentes pourrait contribuer au rapprochement des intérêts des pays membres, propice à la formation de coalitions en faveur de la réforme. Cette étude s’appuie sur les informations contenues dans les études de plusieurs ORGP et plus particulièrement de la Commission pour la conservation du thon rouge du sud, de la Commission internationale pour la conservation des thonidés de l'Atlantique, de l’Organisation des pêches de l’Atlantique nord-ouest et de la Commission des pêches de l'Atlantique nord-est.

    Abstract: Too many fishing vessels chasing too few fish is a persistent problem in many countries. To address this, governments often turn to vessel decommissioning schemes as a means of adjusting fishing capacity to match available fish resources. This report presents a set of best practice guidelines on the design and implementation of decommissioning schemes. By drawing on case studies of decommissioning schemes from OECD and non-OECD countries, it provides policy makers and fisheries managers with detailed analysis of the economic issues surrounding decommissioning schemes.

    Abstract: Governments intervene in the agricultural sector through policies that both support and shape agricultural production. This leads to two important outcomes. First, agriculture specific programmes intended to increase the welfare of farmers can become capitalised into asset values. Second, many policies, in particular regulatory ones, reduce asset mobility, resulting in reduced economic efficiency due a sub-optimal allocation of resources. This study focuses on the capitalisation of government support into land rents and prices. It assesses the consequences of inflated asset values, and suggests lessons for future policy making.

    Abstract: This Review measures the level and composition of support provided to Chilean agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Chile provides much lower support and protection to its agricultural sector than most OECD countries, even though government expenditures on the sector have trebled in real terms over the past ten years. About half of that spending is on public goods such as infrastructure and irrigation, while the other half consists mostly of measures that seek to make Chile’s poorer farmers more competitive. This report suggests ways in which the effectiveness of these policies might be enhanced, including by systematic evaluation of policy performance, by closer co-ordination across government agencies, and by framing policies for smallholders and salaried farm workers in an economy-wide context, so that agricultural policies can focus on potentially competitive farmers and be effectively distinguished from other development and social policies.

Dans cet ouvrage, une attention particulière est prêtée au rôle du développement du secteur privé, de l’agriculture et des infrastructures vers une croissance favorable aux pauvres. Ces divers domaines, que de nombreux donneurs ont négligés dans les années 90, suscitent aujourd’hui un regain d’intérêt dans le cadre du programme d’action international pour le développement. Il expose aussi une méthodologie pour la conduite d’appréciations préalables de l’impact sur la pauvreté, outil qui se révélera précieux pour tous ceux qui souhaitent optimiser l’effet des actions de développement en matière de réduction de la pauvreté.

    Abstract: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

    Abstract: This publication looks at the importance of the EU sugar industry in the global sugar market. It analyses how sugar reforms adopted by the EU council in 2006 have led to market changes. The first part of this report looks at what might happen if complete policy reform and full trade liberalisation took place. This gives the reader insight into the impact that sugar support policies have had in making this industry one of the most heavily subsidised, protected and distorted agricultural commodities markets. The effect that sugar support policies in the EU and worldwide have made to production and trade developments in other countries are also highlighted. The second part of this report looks forward, to examine how the sugar market may evolve up to 2015 in light of the sugar policy changes which were introduced in 2006. Finally, an initial evaluation of the EU sugar policy reform is made in light of the OECD Ministerial principles for agricultural policy reform.     Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: Accurate and complete information is needed to guide the formation, implementation, monitoring and assessment of agricultural policy. Obtaining both qualitative and quantitative information is vital for ensuring that policy measures are targeted, efficient and cost effective. Quantification of impact and benefit-cost analysis are only possible if information of sufficient quantity and quality is available. Meeting this requirement is increasingly challenging due to an expansion in the range and complexity of policy concerns associated with agriculture. Problems can be posed by a lack of knowledge about technical relationships that underlie key processes, by the inherent uncertainty of outcomes or difficulties in monitoring these, and by information asymmetry (i.e. situations in which the information necessary to inform policymaking exists but it is difficult or costly to obtain). This study examines information needs to guide the formation, implementation, monitoring and assessment of policies for agriculture, outlines deficiencies, argues for selective improvements in data availability, quality and relevance in order to satisfy policy priorities, and suggests ways to achieve these.     Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: The challenges faced by Mexico’s rural areas are significant. Mexico's countryside is home to a large population (more than the overall population of many OECD countries) that is highly dispersed and largely living in poverty. The potential of these areas is however significant, as their vast (and young) human resources, their natural, cultural and physical assets could provide, in a more diversified economy, a greater contribution to national development. This review shows that the challenges and potential of rural areas are spatially differentiated and therefore require a place-based policy approach. The Mexican government has had significant success in framing a multi-sector rural policy. Some of these accomplishments can provide examples of best practice for other OECD countries. The continuity and institutionalization of these advances are a priority. In addition, efforts should be devoted to improving the efficiency and effectiveness of rural development programmes and to guaranteeing coherence with other major sectoral policies. This will contribute to addressing the country's major territorial and individual inequalities and will transform rural regions into sources of national development.

    Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

    Abstract: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Abstract: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Abstract: All types of agricultural support measures are likely to have an impact on investment. This is particularly the case of the most coupled forms of support such as market price support. However, the dimension of the investment impacts may differ significantly across policy measures since they have different impacts on the farmer’s decision environment. For instance, they have different impact on effective incentive prices and different income transfer efficiency. Under these circumstances the investment effects can be very different, requiring a specific empirical analysis.

    Abstract: The conclusions and policy implications presented in this report build on i) the estimates of relative price effects of different kinds of stylised policy measures, first developed using the Policy Evaluation Model PEMl1 (OECD, 2001b), ii) a conceptual framework on decoupling (OECD, 2002a) which drew attention to the potential for risk-related and dynamic effects which theory suggests are likely to occur in addition to the relative price effects, and iii) a series of studies aimed at explaining, analysing and, where possible,quantifying some of the potentially important static, risk and dynamic effects and their implication on the degree of decoupling of different measures. Annexes 1 and 2 give some details of the issues investigated in each of the background studies.

    Abstract: This report is divided into four parts. The first gives a brief description of base area and set-aside provisions in the EU’s direct area payments scheme, and examines the extent to which they are binding. The second part analyses the degree of effective decoupling of the scheme. Particular attention is paid to the impact of base area and set-aside constraints on the degree of decoupling. In the context of total decoupling, the third part looks at the impact of the EU system of direct area payments, in particular base area and set-aside provisions, on the variability of world prices. The final part sets out the conclusions. It endeavours, on the basis of the specific findings reported here, to gain broader insight into the impact of quantitative constraints on the degree of decoupling of support measures to agricultural producers.

    Abstract: This paper is part of the OECD project on decoupling and follows the analytical framework defined in OECD (2001). The main objective is to estimate the importance of the dynamic investment effects of area payments using farm level data from the Italian FADN survey. It investigates the investment response by crop producers under the assumption that they are risk averse, and there is uncertainty concerning prices. A dynamic econometric model is estimated. Investment is defined as current expenditure on machinery and buildings for crop production. This paper uses the same data as OECD (2002) and makes estimations and simulations in a way that can be compared with the results obtained in that paper.

This is a relatively new area of research and, therefore, all the results have to be interpreted with caution.     Abstract: The principal objective of the present study is to look at the economics of biofuel production and the likely impacts of an expected growth in biofuel-related demand for agricultural products on commodity markets. It describes the economics and policies in biofuel markets by bringing together available information on production technologies, costs and policy measures in major biofuel producing countries. Additionally based on assumptions where data are missing, production costs are calculated for the year 2004 (the base year for the impact analysis below) and compared across countries and production processes as well as with oil-based fuel prices to show the relative competitiveness of biofuel production. Impacts on agricultural markets are analysed using the OECD partial equilibrium model for temperate zone agricultural commodities, Aglink, in connection with the FAO-counterpart, Cosimo, and the OECD World Sugar Model. A number of modifications are made to the models to allow for this type of analysis, as well as to model the impact of changes in crude oil prices on agricultural production costs. Model results of a set of scenarios are compared in order to identify the specific impacts of expected growth in biofuels production as well as those of changes in world crude oil prices.

    Abstract: Agriculture is a major user of water and is responsible for much of its pollution. But the agricultural sector faces increasing competition for scarce water supplies from urban and industrial users and, increasingly, to sustain ecosystems. This conference proceedings explores how both governments and the private sector can expand the role of markets to allocate water used by all sectors and to get agricultural producers to account for the pollution that their sector generates.

    Abstract: For OECD and non-OECD countries alike, the global fisheries situation poses topical questions of coherence between development and fisheries in a number of policy areas. This publication examines these questions and proposes a framework for in-depth analysis of coherence issues in five main policy areas where fisheries and development policies interact, namely environmental, technology, economic, social, and governance policies. The framework is illustrated with ten concrete country and regional case studies, analysing issues that range from international fishing agreements and the relationship between industrial and artisanal fishing fleets to fisheries trade and development policies, as well as fisheries development and poverty reduction.

    Abstract: The aim of the study is to measure the impact of the 1992 reform of the Common Agricultural Policy (CAP) on arable crop yields in the European Union (EU), and more specifically to quantify the impact that the introduction of compensatory area payments had on yields. The CAP reform in May 1992 consisted largely in reducing support prices and offsetting the ensuing loss of income with direct payments based on factors of production, i.e. acreage in the case of COP (cereal, oilseed and protein) crops.

    Abstract: Earlier studies in the OECD project on decoupling estimated static models of crop production incorporating risk aversion, following the analytical framework in OECD (2001). In contrast, this paper studies primarily dynamic models of crop investment. The province of Manitoba is selected as an example of Canadian prairie crop production, and investment is defined as current expenditure on machinery and equipment for Manitoba crop production (the data are not crop specific). This is the first econometric study of dynamic crop investment decisions for Canada, and as far as can be ascertained this is the first econometric study for any country of dynamic crop investment under risk aversion. Econometric results are used to simulate impacts of agricultural programmes on crop investment.

Or, les subventions du monde développé ont fait baisser le cours du coton, rendant la concurrence difficile pour les producteurs d'Afrique occidentale. Pour compliquer les choses, les négociations de l’OMC sur le coton ont été suspendues. Ce livre engage à poursuivre le dialogue entre pays développés et pays en développement sur ce point. Il montre à quel point le coton joue un rôle économique et social de premier plan en Afrique de l’Ouest. Il retrace le processus de consultations sur la crise du coton dans cette partie du monde afin de trouver une solution négociée et acceptable pour toutes les parties concernées. Enfin, il est aussi question des défis et des mesures qu’il convient de prendre à moyen et long terme pour éviter l’effondrement brutal de ce sous-secteur.

    Abstract: OECD governments pay out around USD 6 billion a year to support the fisheries sector. Some of this expenditure is provided to help ensure the effective management of fisheries through the provision of research, administrative and enforcement services. However, its effects on economic profitability and resource sustainability are open to debate. Such support has often been linked to over-fishing and over-capitalisation, and its reform may lead to improved economic, environmental and social outcomes. This report analyses the impacts of such transfers from a sustainable development perspective by addressing the economic, environmental and social dimensions of financial transfers. Through this innovative focus, this study will deepen policy makers’ understanding of the complex issues at play in the fisheries sector — a sector that is characterised by ongoing concerns regarding economic profitability, community resilience, and resource sustainability.

    Abstract: This report analyses the effects of Mexico’s ambitious reforms to agricultural and fisheries policies since 1990 and makes recommendations for further reforms. The evaluation is based on criteria for good agricultural and fisheries policy as agreed to by OECD countries. Such criteria, if implemented, would support economically healthy sectors that contribute to the wider economy, respect natural resources and use inputs effectively without resorting to distorting subsidies.

    Abstract: Cet ouvrage étudie en détail deux questions liées à l’aide alimentaire. D’abord il examine l’efficacité de l’aide alimentaire pour promouvoir la sécurité alimentaire et la lutte contre la pauvreté. Il s’agit là d’une question qui n’est toujours pas tranchée : les études indépendantes sur les activités de développement liées à l’aide alimentaire oscillent entre un optimisme prudent et un pessimisme nuancé. Cette étude montre clairement que l’aide alimentaire en nature a des coûts importants estimés à au moins 30% en moyenne. Par contre, la plupart des achats locaux et des importations issues de la région sont des moyens efficaces de fournir une aide alimentaire. On pourrait ainsi réaliser des gains d’efficience considérables en élargissant les sources d’approvisionnement en denrées alimentaires. Cette étude montre qu’une aide financière constitue dans la plupart des cas la meilleure solution. C’est presque toujours le moyen le plus efficace de financer une distribution directe de vivres ou d’apporter une aide budgétaire au développement en général ou à des projets.
