    Abstract: This manual has been produced in close collaboration by six organisations — the European Commission, the Food and Agriculture Organization of the United Nations (FAO), the United Nations Human Settlements Programme (UN-Habitat), the International Labour Organization (ILO), the Organisation for Economic Co-operation and Development (OECD) and The World Bank. It presents a harmonised methodology to facilitate international statistical comparisons and to classify the entire territory of a country along an urban-rural continuum. The degree of urbanisation classification defines cities, towns and semi-dense areas, and rural areas. This manual is intended to complement and not replace the definitions used by national statistical offices (NSOs) and ministries. It has been designed principally as a guide for data producers, suppliers and statisticians so that they have the necessary information to implement the methodology and ensure coherency within their data collections. It may also be of interest to users of subnational statistics so they may better understand, interpret and use official subnational statistics for taking informed decisions and policymaking.

    Abstract: This report analyzes the labor migration trends in Asia and puts them in the context of economic and policy developments and the changes wrought by the coronavirus disease (COVID-19) pandemic. It examines the policy settings in the major origin and destination countries of labor migrants and the medium- and long-term factors that will shape the future of labor migration in Asia. It further provides important recommendations for building back better in a post-pandemic world. This analysis draws partly on discussions that took place at the “10th ADBI-OECD-ILO Roundtable on Labor Migration: Future of Labor Migration in Asia: Challenges and Opportunities in the Next Decade,” held in Bangkok, Thailand, in February 2020, an annual event co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization that brings together regional experts and policy makers. In response to the COVID-19 pandemic, the publication focuses on the pandemic’s impacts on labor mobility. The report offers up-to-date comparative statistics on labor migration flows, including evidence on the impacts of COVID-19 on flows and remittances. Two statistical annexes offer detailed country fact sheets and coverage of intra-Asia and cross-regional migration flows. The report also includes discussions on the future of labor migration in the aftermath of the pandemic and the role of technology and digitalization in labor mobility and its management.

The Production Transformation Policy Review (PTPR) of Egypt uses a forward-looking framework to assess the country's readiness to embrace change. This includes an analysis of the game-changing potential of the African Continental Free Trade Area (AfCFTA) and perspectives on agro-food and electronics (i.e. what in Egypt is referred to as part of the engineering sector), as well as identifying priorities for future reforms. This review is the result of government-business dialogue, and benefited from peer learning from Italy and Malaysia. It also resulted from international and multi-stakeholder knowledge sharing through a dedicated Peer Learning Group (PLG) and the OECD Initiative for Policy Dialogue on Global Value Chains, Production Transformation and Development.

It provides a comprehensive overview of the state of play in the implementation of the ten SBA principles, and monitors progress made since 2016. It also identifies remaining challenges affecting SMEs in the Eastern Partnership (EaP) countries and provides recommendations to address them based on EU and international good practice examples. The 2020 edition also features a novelty: An assessment of three new dimensions going beyond core SME policy (competition, contract enforcement and business integrity) looking at key structural reform priorities that are critical to establishing a level playing field for enterprises of all sizes and ownership types.

    Abstract: The WTO plays an important role in supporting efforts to achieve international regulatory cooperation (IRC) and to facilitate trade. First, the WTO provides a multilateral framework for trade among its 164 members, with a view to ensuring that trade flows as smoothly, predictably and freely as possible. Second, the WTO’s Agreements provide important legal disciplines, helping to promote good regulatory practice and IRC at the domestic level as a means of reducing unnecessary barriers to trade. This publication highlights how the WTO’s Agreements on Technical Barriers to Trade (TBT) and on the Application of Sanitary and Phytosanitary Measures (SPS) and the work of their related Committees promote opportunities for regulatory cooperation among governments and ease trade frictions. It demonstrates how members’ notification of draft measures, harmonisation of measures with international standards, discussion of specific trade concerns and other practices help to facilitate global trade in goods. The study also makes recommendations on how to benefit further from the transparency and cooperation opportunities provided by the TBT and SPS Agreements.

    Abstract: Quality improvement initiatives take many forms, from the creation of standards for health professionals, health technologies and health facilities, to audit and feedback, and from fostering a patient safety culture to public reporting and paying for quality. For policymakers who struggle to decide which initiatives to prioritise for investment, understanding the potential of different quality strategies in their unique settings is key. This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies. Quality of care is a political priority and an important contributor to population health. This book acknowledges that "quality of care" is a broadly defined concept, and that it is often unclear how quality improvement strategies fit within a health system, and what their particular contribution can be. This volume elucidates the concepts behind multiple elements of quality in healthcare policy (including definitions of quality, its dimensions, related activities, and targets), quality measurement and governance and situates it all in the wider context of health systems research. The event, co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization, brought together regional experts and policy makers. The report’s introductory chapter reviews recent regional trends, and two statistical annexes offer detailed coverage of intra-Asia migration flows, as well as cross-regional migration flows.

    Abstract: Quais são as principais tendências económicas e sociais em África? Qual o papel africano na globalização? Este novo relatório anual apresenta uma África aberta ao mundo e voltada para o futuro. Dinâmicas do desenvolvimento em África tira partido das lições aprendidas nas cinco regiões africanas – Austral, Central, Norte de África, Ocidental e Oriental – para desenvolver recomendações e partilhar boas práticas. O relatório identifica políticas inovadoras e propõe recomendações práticas de políticas adaptadas às especificidades das economias africanas. Partindo das mais recentes estatísticas disponíveis, esta análise das dinâmicas do desenvolvimento pretende ajudar os líderes africanos a atingir as metas da Agenda 2063 da União Africana a todos os níveis: continental, regional e nacional. Este relatório centrar-se-á num tema estratégico todos os anos. A presente edição explora as dinâmicas do crescimento, do emprego e das desigualdades, e propõe dez ações decisivas para promover um desenvolvimento social e económico sustentável e fortalecer as instituições em África. O presente volume promove um debate sobre políticas entre as nações da União Africana, os cidadãos, os empresários e os investigadores. A sua ambição é fazer parte de uma nova cooperação entre países e regiões centrada na aprendizagem mútua e na preservação dos bens comuns. Este relatório resulta de uma parceria entre a Comissão da União Africana e o Centro de Desenvolvimento da OCDE.

    Abstract: Nové pokyny OECD pro správu a řízení státem vlastněných společností poskytují mezinárodně dohodnuté měřítko, které pomůže vládám posoudit a zlepšit způsob, jakým vykonávají své vlastnické funkce ve státem vlastněných společnostech. Dobrá správa a řízení společnosti státních entit je v mnoha zemích klíčovou reformní prioritou. Zlepšení efektivity a větší transparentnosti ve státním sektoru bude mít za následek značné hospodářské zisky, zejména v zemích, kde je důležitá státní účast. Navíc, vytvoření rovných podmínek pro soukromé a státem vlastněné společnosti podpoří zdravý a konkurenceschopný podnikatelský sektor. Pokyny, které byly poprvé přijaty v roce 2005, poskytují řadu osvědčených postupů týkajících se právního a regulačního rámce pro státem vlastněné společnosti, profesionalizace vlastnické funkce státu a ujednání o správě a řízení státem vlastněných společností. Tato nová verze doporučení byla vyvinuta ve světle téměř desetileté zkušenosti s její implementací a řady tematických a srovnávacích studií, které byly vypracovány na základě dřívější verze pokynů a které ukázaly jejich potřebu a podpořili, jejich revize, a to i v oblastech, jako je zveřejňování a transparentnost, konkurence veřejného a soukromého sektoru, praktiky a postupy správních orgánů a financování státem vlastněných společností.

    Abstract: Niniejszy cykl publikacji przedstawia wyniki kompleksowych przeglądów polityk rozwoju obszarów wiejskich w poszczególnych państwach oraz ustalenia zawarte w sprawozdaniach analitycznych poświęconych różnym aspektom polityk wobec obszarów wiejskich. Na przestrzeni ostatnich lat w Polsce nastąpił imponujący rozwój; mimo to, różnice między poszczególnymi regionami pod kątem osiąganych przez nie wyników gospodarczych i społecznych pozostają duże w świetle standardów OECD. Ogólne warunki życia w społecznościach wiejskich są zasadniczo niższe niż warunki życia w społecznościach miejskich a wiejskie gospodarstwa domowe są bardziej narażone na ubóstwo. W niniejszym badaniu przeprowadzono analizę szeregu polityk wywierających wpływ na rozwój obszarów wiejskich w Polsce. Zawarto w nim zalecenia dotyczące sposobu zwiększania wydajności rolnictwa, wspierania dywersyfikacji gospodarczej, zacieśniania współpracy między gminami oraz pogłębiania decentralizacji i usprawniania wielopoziomowego zarządzania.

    Abstract: La quattordicesima edizione congiunta delle Prospettive agricole OCSE-FAO fornisce proiezioni di mercato per i principali prodotti agricoli, biocombustibili e prodotti ittici, nonché un capitolo speciale dedicato alle prospettive e alle sfide dell’agricoltura e della pesca nel Medio Oriente e nell’Africa settentrionale. I mercati mondiali dell’agricoltura sono notevolmente cambiati dopo l’impennata dei prezzi dei prodotti alimentari nel periodo 2007-2008, in quanto la produzione è cresciuta fortemente, è cresciuta fortemente, mentre la crescita della domanda ha iniziato a indebolirsi. Nel prossimo decennio i prezzi agricoli reali dovrebbero rimanere bassi a causa della ridotta crescita della domanda mondiale di prodotti alimentari e mangimi. Le esportazioni nette tenderanno ad aumentare dai Paesi e regioni con abbondanza di terre da coltivare, in particolare nelle Americhe. I Paesi con risorse naturali limitate, con una lenta espansione della produzione e una crescita demografica elevata vedranno aumentare le importazioni nette. Si prevede un aumento della dipendenza dalle importazioni in particolare per il Medio Oriente e l’Africa settentrionale, dove la scarsità di terre arabili e di risorse idriche limita la produzione agricola.

    Abstract: Latvijas veselības aprūpes sistēma kopumā nodrošina iedzīvotājiem efektīvu aprūpi ar ievērojami azākiem resursiem — un lielākām veselības aprūpes vajadzībām — nekā vairumā Ekonomiskās sadarbības un attīstības oganizācijas (Organisation for Economic Co-operation and Development – OECD) valstu. Latvija ir veiksmīgi konsolidējusi savu slimnīcu nozari un stiprinājusi primāro aprūpi. No 2005. līdz 2013. gadam vidējais uzturēšanās ilgums slimnīcā samazinājās par gandrīz 15 %, un ģimenes ārstiem tagad ir papildus jāapseko pacienti, kuri izsauca neatliekamo medicīnisko palīdzību, bet netika hospitalizēti. OECD veselības aprūpes sistēmas varētu daudz mācīties no šīm reformām, kā arī no senākiem iekārtojumiem, piemēram, Latvijas feldšeriem (ārstu palīgiem). Tomēr Latvija saskaras ar nopietniem izaicinājumiem savas veselības aprūpes sistēmas uzturēšanā un uzlabošanā. Aptuveni piektā daļa iedzīvotāju ziņo par atteikšanos no veselības aprūpes pakalpojumiem izmaksu dēļ; gaidīšanas laiki uz galvenajiem diagnostikas un ārstēšanas pakalpojumiem (piemēram, vēža aprūpi), var būt ilgi; un galveno ārstēšanas procedūru iekļaušana valsts finansēto pabalstu grozā ne vienmēr atspoguļo jaunāko paraugpraksi.
