For most of the 20th century, the world economy was characterized by developed (North) countries acting as 'center' to a 'periphery' of developing (South) countries. How can international assistance providers, including OECD members, international and regional organisations, support the development of tax systems in developing countries? Tax and Development: Aid Modalities for Strengthening Tax Systems provides practical guidance for policy makers and practitioners based on the results of an extensive literature review, a survey of aid agency officials and six country case studies (Ghana, Guatemala, Liberia, Mali, Mozambique, and Tanzania). It examines the aid instruments that donors use to assist developing countries including general and sector budget support, basket financing, stand-alone bilateral aid and funding South-South organisations. The strengths and weaknesses of each modality for supporting tax systems are identified, and some 50 recommendations to support the development of effective, efficient and growth-oriented tax systems in developing countries are provided.

It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

    Kurzfassung: As part of a far-reaching programme of economic reforms, the Egyptian government is seeking to improve its business climate to attract more investment and stimulate growth and job creation. The Egyptian Ministry of Investment has asked the OECD to carry out an in-depth assessment of Egypt’s business climate to identify policy priorities and actions needed to foster more domestic, regional and international investment. This report presents the results of that assessment. It also highlights Egypt’s key reform priorities and describes the challenges and opportunities in improving Egypt's business climate to help Egypt realise its full potential as a high-growth economy. The OECD assessment is the first phase of a Business Climate Development Strategy (BCDS) which identifies policy priorities and proposes specific reforms and actions to enable Egypt to achieve measurable improvements in its business climate. One key finding is that Egypt’s investment and trade policy reforms have moved the country’s business climate closer to best practice in OECD economies. However, the report notes that to attract further private investment, Egypt needs to improve the country’s anti-corruption measures, skills development, infrastructure and access to finance, especially for the country's small-and-medium sized enterprises. BCDS Egypt offers specific recommendations on how policies, institutions and regulations can be improved to increase predictability for investors and make Egypt a prime investment destination. This review was carried out as part of the wider MENA-OECD Investment Programme. It uses a new BCDS methodology that evaluates the business climate in 12 policy areas and draws on core OECD instruments, such as the Policy Framework for Investment (PFI), which have been successfully applied in other countries. By helping countries prioritise their actions and build consensus among stakeholders, the BCDS process supports the successful implementation of reforms to develop the private sector in the MENA region.

    Kurzfassung: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Kurzfassung: This survey report which presents the results from the second, follow-up survey on monitoring the Paris Declaration on Aid Effectiveness, assesses progress in 55 developing countries and helps us understand the challenges in making aid more effective in advancing development. The findings are clear: progress is being made, but not fast enough. Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

    Kurzfassung: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

    Kurzfassung: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Kurzfassung: With a view to helping policy analysts and decision makers focus on the development impacts of their policies, this report discusses the extent to which OECD country agricultural and agricultural trade policies are coherent with, and supportive of, the achievement of the Millennium Development Goals, particularly the elimination of extreme poverty and hunger. Agriculture and Development: The Case for Policy Coherence defines the ‘where’ (country impact), ‘how’ (most damaging forms of support), ‘which’ (commodity aspects) and ‘who’ (household effects) of agricultural policy reform. It treats the effects of four main categories of OECD country agricultural policies: domestic, trade, regulatory, and development co-operation policies. In each case it identifies the implications from the perspective of making agriculture and development policies more coherent. By providing a survey of the policy coherence dimension in OECD country agricultural policy-making, this report provides the analytical framework that policy makers need to help them weigh their decisions in the light of their countries’ internationally agreed development commitments.

    Kurzfassung: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Kurzfassung: Until recently, governments have measured economic progress by tallying such statistics as GDP, inflation and balance of payments. Today they agree that economic expansion should be socially and environmentally sustainable. Hence measuring progress towards sustainable development is essential to support decision making and inform the public. How should environmental and social outcomes, such as clean air and water, full employment and good health be integrated with measures of economic progress? How will we know about progress towards sustainable transport, agriculture and energy production and use? Towards sustainable development: Indicators to Measure Progress addresses these fundamental questions. The book contains the proceedings of the OECD Conference that was held in Rome in December 1999. It presents the wide range of initiatives and indicators that are already in place, and outlines the challenges that remain in measuring progress towards sustainable development.

    Kurzfassung: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.

    Kurzfassung: Developing and transition economies are seeking to accelerate their development by liberalising trade and investment, and taking advantage of the opportunities of the global market place. However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

    Kurzfassung: In many African countries, violent conflicts have slowed down economic and social development, if they have not actually pushed it backwards. In order to manage conflicts in a non-violent manner, governance methods adapted to the development process are needed. Effective conflict prevention, however, demands thorough understanding of the origins and dynamics of these conflicts. The outcome of a meeting jointly organised by the Development Centre and the Development Assistance Committee of the OECD, this volume considers the options available to donors in the effort to prevent conflict and enhance prospects for peaceful social, economic and political development. Despite the complexity of the subject, the contributors to the book arrive at some prudent conclusions of interest to policy makers. At the national level, action programmes should promote social, political and economic justice; empower civil society through skill, knowledge and resource transfer; develop good governance for conflict management; and accommodate different groups and interests in society. Internationally, a greater sensitivity to conflict issues is needed within broader development efforts. The international community should seek to provide the means by which conflicting groups can negotiate their own solutions to tension, rather than imposing externally devised solutions.
