    Abstract: The United States is one of the most important agricultural producers in the world. It has a very large domestic market and is the worlds largest exporter of agricultural products. Indeed, the share of US agricultural production exported is more than double that of any other US industry and the trade surplus in agricultural products acts as an important stimulus to the US economy. Thus, US agricultural policies exert a strong influence on world agricultural markets. The United States maintains an array of agricultural policies with goals that range from the traditional objectives of stabilising agricultural production and supporting farm income to those that have more recently increased in importance, such as assuring adequate nutrition, securing food safety, encouraging environmental protection and facilitating rural development. This study analyses and evaluates US agricultural policies, focusing on the Food, Conservation, and Energy Act of 2008, in the context of developments in agricultural policy that have taken place in the United States since 1985. It looks closely at five US Farm Acts: the Food Security Act of 1985, the Food, Agriculture, Conservation, and Trade Act of 1990, the Federal Agriculture Improvement and Reform Act of 1996, the Farm Security and Rural Investment Act of 2002 (2002 Farm Act), and the Food, Conservation and Energy Act of 2008. This study also discusses several emerging issues and challenges for US agricultural policies, and offers key policy recommendations.

    Abstract: Much has been done over the years to improve fisheries management in OECD countries. Ongoing problems of over-fishing, overcapacity and the economic crisis intensify the need for reform. Although there is a general consensus on the importance of a successful fisheries management, the effort levels and effectiveness of policy reforms have differed among OECD countries. This study examines the factors that facilitate reform, as well as the difficulties countries face in the process of reform. It provides an overview of domestic reform experiences in Norway, Mexico, Iceland, New Zealand and Korea.

    Abstract: The Common Agricultural Policy (CAP) is an important policy for the European Union and accounts for about 40% of the EU budget. Ever since its inception in 1958, the CAP has been regularly reviewed and adjusted to improve its performance and adapt to changing circumstances. At a time when the post-2013 future of the CAP is being discussed and major challenges such as food security and climate change lay ahead, it is important to review the impact of past reforms and to draw lessons for the design of future policies. While the studies in these proceedings often take account of national and international market effects of agricultural policies, they tend to focus on the impact of policies on farms and at the regional and local levels. Today, the European Union is composed of very diverse regions that are affected very differently by any given farm policy, depending on the structural characteristics of the farms and regions economies. This report collects papers presented at the OECD Workshop on Disaggregated Impacts of CAP Reforms, held in Paris in March 2010, which focused on recent reforms. In particular, it examined the implementation of the single payment scheme since 2005 and the transfer of funds between different measures. Special attention was also paid to reforms of the sugar and dairy sectors with respect to the quota system and the restructuring of both these industries. The papers also look at the impact of the new direct payment system on land use, production and income.

    Abstract: As the world has changed during the past 50 years, so has agriculture. And so has agricultural research, which continues to confront new challenges, from food security to ecological concerns to land use issues. Indeed, as Guy Paillotin, the former president of the French National Institute for Agricultural Research (INRA) has noted, agricultural research has reached new heights in biology and is exploring other disciplines. It is forever changing, as are the needs of the society. The changing challenges faced by agricultural research were examined in depth at a conference organised by the OECD´s Co-operative Research Programme on Biological Resource Management for Sustainable Agricultural Systems, together with the Czech Republic´s Ministry of Agriculture.     Abstract: Climate change is becoming more evident and, as it increases, will alter the productivity of fisheries and the distribution of fish stocks. From an economic point of view, the changes will have impacts on fisheries and coastal communities in different ways. These expected changes require adaptable and flexible fisheries and aquaculture management policies and governance frameworks. However, the forms of future climate change and the extent of its impact remain uncertain. Fisheries policy makers therefore need to develop strategies and decision-making models in order to adapt to climate change under such uncertainty while taking into account social and economic consequences. While most work on climate change in the fisheries sector has focused on fisheries science, this book highlights the economic and policy aspects of adapting fisheries to climate change. An outcome of the OECD Workshop on the Economics of Adapting Fisheries to Climate Change, held in June 2010, the book outlines the actions that fisheries policy makers must undertake in the face of climate change. Le gouvernement est déterminé à réduire les émissions de GES de 75 % d’ici à 2050, ce qui constitue un objectif ambitieux. Cette étude s’attache à évaluer les politiques sous l’angle de leur rapport coût-efficacité. Dans ce contexte, une attention particulière doit être accordée aux possibilités d’imposer un prix unique du carbone après la censure de la contribution carbone par le Conseil constitutionnel, aux enjeux de la production d’électricité d’origine renouvelable et nucléaire, aux moyens de faire baisser l’intensité carbone dans le secteur résidentiel et les transports, à la façon d’améliorer la gestion des déchets, ainsi qu’à la question de savoir si les coûts externes liés à l’utilisation d’engrais et de pesticides sont convenablement pris en compte dans la gestion de l’eau. Si des avancées considérables ont été réalisées sur la voie d’une économie « verte », il reste à relever un important défi en internalisant les externalités globales et locales dans tous les secteurs de l’économie, ce qui permettrait d’être plus efficace en termes de coûts/bénéfices.

    Abstract: This Test Guideline describes an acute immobilisation assay on chronomids and is designed to complement existing Test Guidelines for chironomid chronic toxicity assays (TG 218, 219 and 233). The test method is based on TG 202: Daphnia sp. Acute Immobilisation Test. First instar Chironomus sp. larvae are exposed to a range of concentrations of the test substance in water-only vessels for a period of 48 hours. C. riparius is the preferred species but C. dilutus or C. yoshimatsui may also be used for the test. At least 20 larvae, preferably divided into four groups of five larvae each, should be used for each test concentration and for controls. In the definitive test, at least five test concentrations should be used, with a dilution water control and solvent control (if appropriate). Immobilisation is recorded at 24 and 48 hours, and if data allow, the EC50 is calculated at 24 and 48 hours. A limit test with a single concentration may also be performed at 100 mg/L of test substance or up to the practical limit of solubility (whichever is lowest) in order to demonstrate that the EC50 is greater than this concentration.

Ce rapport examine dix études de cas approfondies portant sur des projets urbains, envisagés ou existants, dans le domaine de la mise en oeuvre conjointe (MOC) ou du mécanisme pour un développement propre (MDP) du Protocole de Kyoto. Il explore les facteurs de succès des projets, en examinant plus particulièrement les types de projets qui ont réussi et leur rentabilité ; le rôle moteur des autorités et celui des différents acteurs dans le lancement des projets, leur développement et leur fonctionnement (autorités locales, régionales et nationales, et organisations internationales, non gouvernementales et du secteur privé) ; les avantages connexes locaux ; et les approches en matière de structure financière des projets et de gestion des risques. Cette étude envisage aussi comment les enseignements tirés de ces expériences pourront éclairer les décisions futures sur les moyens de mobiliser au mieux le potentiel des marchés du carbone au service d’un plus grand soutien financier aux projets ou programmes urbains d’atténuation.

    Abstract: This Test Guideline describes an in vivo assay that detects chemicals that may induce gene mutations. In this assay, transgenic rats or mice that contain multiple copies of chromosomally integrated plasmid or phage shuttle vectors are used. The transgenes contain reporter genes for the detection of various types of mutations induced by test substances. A negative control group and a minimum of 3 treatment groups of transgenic animals are treated for 28 consecutive days. Administration is usually followed by a 3-day period of time, prior to sacrifice, during which the agent is not administered and during which unrepaired DNA lesions are fixed into stable mutations. At the end of this 3-day period, the animals are sacrificed, genomic DNA is isolated from the tissue(s) of interest and purified. Mutations that have arisen during treatment are scored by recovering the transgene and analysing the phenotype of the reporter gene in a bacterial host deficient for the reporter gene. Mutant frequency, the reported parameter in these assays,is calculated by dividing the number of plaques/plasmids containing mutations in the transgene by the total number of plaques/plasmids recovered from the same DNA sample.

    Abstract: The future of Greece’s well-being will depend on improving educational performance to boost productivity and improve social outcomes. In the current economic context, with the need to get best value for spending, Greece must and can address inefficiencies in its education system. The challenges are significant. For example, Greece lags behind many OECD countries in performance on PISA, including countries with the same or lower levels of expenditure per student as well as countries with the same and lower levels of economic development. Salary costs per student are above the OECD average, mostly because Greek teachers have less teaching time and Greece has smaller classes. A smaller percentage of students who enter tertiary education complete a first degree within the statutory study time than in any other country in Europe. To address the challenges, the Greek government has established a bold agenda and sought advice from a task force on the development and implementation of reform proposals that reflect best practices in OECD countries. This report provides the outcomes of the work of the task force. It presents a roadmap for how the reforms can be successfully implemented, with pointers to relevant experience in other countries. As a contribution to the on-going policy discussions in Greece, it recommends specific short-, medium- and long-term actions that can improve efficiency in the country’s education system.

In the assay, sexually-mature males and females rodents (parental (P) generation) are exposed to graduated doses of the test substance starting 2 weeks before mating and continuously through mating, gestation and weaning of their pups (F1 generation). At weaning, pups are selected and assigned to cohorts of animals for reproductive/developmental toxicity testing (cohort 1), developmental neurotoxicity testing (cohort 2) and developmental immunotoxicity testing (cohort 3). The F1 offspring receive further treatment with the test substance from weaning to adulthood. Clinical observations and pathology examinations are performed on all animals for signs of toxicity, with special emphasis on the integrity and performance of the male and female reproductive systems and the health, growth, development and function of the offspring. Part of cohort 1 (cohort 1B) may be extended to include an F2 generation; in this case, procedures for F1 animals will be similar to those for the P animals.

Depuis un demi-siècle, l’amélioration impressionnante des conditions de logement bénéficie au plus grand nombre. Cependant, le mal-logement persiste, touchant environ 5 % des ménages, et les inégalités dans l’accès au logement se sont creusées depuis le milieu des années 1990, la hausse des prix immobiliers engendrant de forts effets distributifs. Alors que la brutalité de la crise économique laissait présager d’une violente correction à la baisse, le marché, soutenu par des conditions de financement exceptionnelles et certaines politiques stimulant la demande, s’est retourné et a rebondi vigoureusement en France comme dans de nombreux pays de l’OCDE. Si le risque de chute des prix est non négligeable, notamment en cas de renchérissement des conditions de crédit, la situation en France semble caractérisée par un manque d’offre de logements concentré dans certaines zones géographiques dites tendues. Le rôle essentiel que le logement joue dans l’inclusion sociale des individus et les nombreuses imperfections inhérentes au marché du logement justifient l’intervention publique dans ce domaine. Une question cruciale est de savoir si les politiques mises en oeuvre corrigent ces imperfections efficacement ou au contraire les amplifient, avec des retombées potentiellement négatives sur l’emploi, la croissance économique ou l’équité. Le principe général des politiques publiques en matière de logement devrait se décliner en trois volets : aides personnelles sous conditions de ressources, instrument le plus efficace car permettant un meilleur ciblage ; soutien direct à l’offre en zones tendues, notamment via le secteur social qui devrait se concentrer sur les ménages défavorisés ; réduction de certaines entraves aux mécanismes de marché, en rendant l’offre plus réactive, le marché plus fluide et transparent, et en limitant les nombreuses distorsions induites par la réglementation, la fiscalité et les subventions.     Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Sur un plan plus politique, la rentabilité économique n’est qu’un critère partiel de décision, conduisant à des désaccords sur l’importance relative des résultats de l’analyse coûts-bénéfices par rapport à d’autres considérations propres à un processus décisionnel politique.Ce rapport examine la façon dont ces difficultés peuvent être abordées. En ce qui concerne ce qu’il y a lieu d’inclure dans l’analyse, la discussion porte sur les notions d’équité et de redistribution, les effets en terme de productivité, d’économies d’agglomération et de coûts externes. L’accent est alors mis sur la manière de guider au mieux les décideurs politiques en matière de sélection de projets. Le document comprend des rapports sur la pratique de l’analyse coûts-bénéfices dans trois pays, la France, le Mexique et le Royaume Uni et sur les évolutions dans ces pays en réponse à des priorités politiques qui changent.

    Abstract: Die OECD-Verrechnungspreisleitlinien für multinationale Unternehmen und Steuerverwaltungen bieten Orientierungen für die Anwendung des „Fremdvergleichsgrundsatzes“, der den internationalen Konsens im Hinblick auf die Verrechnungspreisgestaltung, d.h. die Bewertung grenzüberschreitender Geschäftsvorfälle zwischen verbundenen Unternehmen für Besteuerungszwecke, darstellt. In einer globalen Wirtschaft, in der multinationale Unternehmen eine herausragende Rolle spielen, sind die Verrechnungspreise für Steuerverwaltungen und Steuerpflichtige gleichermaßen von größter Bedeutung. Die Regierungen müssen sicherstellen, dass die steuerpflichtigen Gewinne multinationaler Unternehmen nicht künstlich aus ihrem Land hinaus verlagert werden und die von den multinationalen Unternehmen in den einzelnen Ländern ausgewiesene Besteuerungsgrundlage die jeweils dort ausgeübte Wirtschaftstätigkeit widerspiegelt. Für die Steuerpflichtigen ist es äußerst wichtig, das Risiko der wirtschaftlichen Doppelbesteuerung zu begrenzen, zu der es auf Grund von Streitigkeiten zwischen zwei Ländern bei der Ermittlung der fremdvergleichskonformen Vergütung für die grenzüberschreitenden Geschäftsvorfälle der Steuerpflichtigen mit verbundenen Unternehmen kommen kann.Die OECD-Verrechnungspreisleitlinien wurden 1995 in ihrer Originalfassung vom Rat der OECD zur Veröffentlichung freigegeben. 2009 wurden die Leitlinien teilweise aktualisiert, was vorrangig durch Änderungen des Kommentars zu Artikel 25 über Verständigungsverfahren zur Lösung grenzüberschreiten­der Steuerkonflikte sowie durch die Einführung eines neuen Absatzes 5 zu Artikel 25 zum Thema Schiedsverfahren bedingt war, die im Rahmen der Aktualisierung des OECD-Musterabkommens im Jahr 2008 erfolgte. In der Fassung aus dem Jahr 2010 wurden die Kapitel I-III erheblich überarbeitet, mit neuen Leitlinien - zur Auswahl der unter den Gegebenheiten des Einzelfalls am besten geeigneten Verrechnungspreis­methode, - zur praktischen Anwendung der geschäftsvorfallbezogenen Gewinnmethoden (geschäftsvorfallbezogene Nettomargenmethode und Gewinnaufteilungsmethode) sowie - zur Durchführung von Vergleichbarkeitsanalysen. Darüber hinaus wurde ein neues Kapitel IX zu den verrechnungspreisbezogenen Aspekten von Umstrukturierungen der Geschäftstätigkeit hinzugefügt. An den übrigen Abschnitten der Leitlinien wurden Änderungen zur Wahrung der Konsistenz vorgenommen.

    Abstract: Le Forum mondial sur la transparence et l’échange de renseignements à des fins fiscales est l’enceinte multilatérale au sein de laquelle le travail en matière de transparence fiscale et d’échange de renseignements est mené par plus de 90 juridictions participant, sur un pied d’égalité, aux travaux du Forum mondial. Le Forum mondial est chargé de la surveillance approfondie et de l’examen par les pairs de la mise en œuvre des standards en matière de transparence et d’échange de renseignements en matière fiscale. Ces standards sont essentiellement reflétés dans le Modèle d’accord d’échange de renseignements en matière fiscale et ses commentaires publiés en 2002 par l’OCDE et dans l’article 26 du Modèle de convention fiscale concernant le revenu et la fortune de l’OCDE et ses commentaires, tels que mis à jour en 2004. Ces standards ont aussi été repris dans le Modèle de convention fiscale des Nations-Unies Les standards prévoient l’échange de renseignements sur demande des informations vraisemblablement pertinentes pour l’administration et l’application de la législation fiscale interne de la partie requérante. La pêche aux renseignements n’est pas autorisée mais tous les renseignements vraisemblablement pertinents doivent être fournis, y compris les renseignements bancaires et les renseignements détenus par des agents fiduciaires, sans tenir compte de l’existence d’un intérêt fiscal national. Tous les membres du Forum Mondial, ainsi que les juridictions identifiées par le Forum Mondial comme pertinentes pour ses travaux, seront examinés. Ce processus est réalisé en deux phases. L’examen de phase 1 évalue la qualité du cadre juridique et réglementaire des juridictions en matière d’échange de renseignements alors que l’examen de phase 2 se concentre sur la mise en œuvre pratique de ce cadre. Certains membres du Forum mondial font l’objet d’un examen combiné - phase 1 et phase 2 -. Le but final vise à aider les juridictions à mettre effectivement en œuvre les standards internationaux en matière de transparence et d’échange de renseignements en matière de fiscale.
