    Abstract: This book explores the governance of networks. A network's governance mechanisms are based on trust and confidence, which go beyond a simple economic logic. As the network's boundaries expand to include clusters of businesses and stakeholders and the emergence of coalitions of all kinds, the trust will gradually dilute and the network's unifying role will be lost. The organization then evolves into the form of a network of networks, where the challenge is to bring together coalitions. Using examples from the European Union and the Regional Health Federation of Networks, this book explores the political and socio-economic challenges, including the decision making and division of tasks, faced by network organizations which move to a federation model of governance

    Abstract: This book examines the role played by one important external stakeholder, Atlantic Philanthropies, a limited-life foundation, in helping to build peace and promote reconciliation in Northern Ireland. Northern Ireland is now referred to as a post-conflict society largely due to the absence of political violence and relatively stable political institutions. These are necessary but insufficient conditions for what Galtung has described as ‘positive peace’, which requires a more fundamental review of the structural inequalities that contributed to the conflict in the first place. Using detailed case studies the authors illustrate the role played by voluntary and community sector groups, funded by Atlantic Philanthropies, in influencing the public policy agenda and securing long term systemic changes. They also critique the work of Atlantic as a ‘pay to play’ organization whose original mission moved from funding the higher education sector on the island of Ireland to become a key foundation with a significant role in the peace process

    Abstract: This work examines violence in the age of the terror wars with an eye toward the technologies of governance that create, facilitate, and circulate that violence. In performing a rhetorical cartography that explores the rise of the US armed drone program as well as moments of resistive violence that occurred during the Arab Spring directed at generating a counter-hegemony by Muslim populations, Hayes argues that the problem of the global terror wars is best addressed by a rhetorical understanding of the ways that governments, as well as individual subjects, turn to violence as a response to, or product of, the post September 11th terror society. When political examinations of terrorism are facilitated through understandings of discourse, Hayes argues, clearer maps emerge of how violence functions to offer mechanisms by which governing bodies, and their subjects, evaluate the success or failure of the “War on Terror.” This book will be of interest to public policymakers and informed general readers as well as students and scholars in the fields of rhetoric, political theory, critical geography, US foreign relations/policy, war and peace studies, and cultural studies

    Abstract: This book provides a unique view on the Beagle Channel crisis (1977-1984) between Argentina and Chile by examining it in a global political context. The author explores the factors which led from imminent conflict to signing the Treaty of Peace and Friendship in just six years. Regional and international dimensions of the Beagle crisis are given particular attention, including international arbitration, the participation of the Vatican as a third actor, the role of the US, the complicating effects of the Falkland war, and the relations between each party and the UK. The author highlights unequal effects on Argentine and Chilean foreign policies of domestic structures and international conditions. The book seeks to determine the extent to which foreign policy provides opportunities for states to exercise political autonomy, given the powerful constraints imposed by the multiple structures of the international system, and how negotiation behaviour generated the path from conflict to cooperation between Argentina and Chile. The author’s focus on foreign policy aids the understanding of processes and decisions within Argentina and Chile during the Beagle crisis while utilising new theoretical approaches in the field of negotiation behaviour in Latin America. Andrés Villar Gertner holds a PhD in Politics and International Studies from the University of Cambridge, UK, where he is Research Associate at the Centre for Rising Powers.     Abstract: This book investigates the crucial EU policy of competition, which is enforced by the Commission and by national agencies that enjoy various degrees of autonomy from their governments. More and more policy-making activities are nowadays delegated to agencies that cannot be held accountable to parliaments, and ultimately to voters. The author explains why this is the case in the field of EU competition policy and discusses whether independence is linked to improved enforcement - as theories of delegation and common wisdom would suggest. These questions are explored with an in-depth analysis covering 27 EU countries for 17 years (1993-2009). While the results show that independence is given when countries lack credibility and good reputation, they also point out that autonomy from governments can hardly be associated with improved regulatory output. So, is independence of competition authorities useful to society in the end?     Abstract: This book analyzes the response of the Indonesian press to American foreign policy during the administrations of Presidents Bush and Obama. Situated in Southeast Asia, Indonesia is the world’s fourth most populous country and the largest Muslim nation, and as such is a potentially vital economic and strategic partner to the US in the 21st century. Ever since Indonesian independence post World War II, relations to the US have been marked by ups and downs. The author argues that the way the Indonesian public perceives the world has an impact on the national self-image that again heavily influences national foreign affairs. For both the US and Indonesia, this is a crucial moment in bilateral relations. This study explores Indonesian media responses to American foreign policy by analyzing more than 400 press articles. In the context of President Obama’s declared “pivot to Asia”, both countries need to find a way to foster better relations. Jarno S. Lang works for the NGO Arbeiter-Samariter-Bund and is a Reporter for Fair Observer. He holds an MA from the University of Heidelberg, Germany, in the humanities and a PhD in International Relations from the University of Freiburg, Germany.     Abstract: This book uses comparative economic analysis to provide a common conceptual framework for all current European Union member states. Based on empirical investigation, the author identifies the Nordic, North-western, Mediterranean, and Central and Eastern models of capitalism on the threshold of the 2008 global financial and economic crisis. The chapters also examine the resulting institutional responses to the crisis and the methods of crisis management adopted by each member state. The analysis reveals that the crisis has not triggered radical institutional change but, instead, highlighted deep institutional differences not between the old and new member states, but between the Nordic, North-western, Mediterranean, and Central and Eastern European countries. These institutional differences are so significant that they require the rethinking of European integration theory.     Abstract: This book provides a comparative analysis of how two radical left parties achieved government participation and their subsequent political experiences. In the face of the most severe and most prolonged crisis in the history of capitalism, it would be expected for radical left parties to seize the opportunity to promote their political agenda. Although reality has often confounded prognosis, two particular radical left parties - the Greek SYRIZA and the Cypriot AKEL - were elected to the highest government office. The author uses these two examples to engage with the broader question of what to expect when left-wing radicals achieve governance. This question is now of particular importance given the emergence of radical leftists in other parts of Europe, including Corbyn in the UK and Podemos in Spain. Yiannos Katsourides is Adjunct Lecturer in the Department of Social and Political Sciences at the University of Cyprus. He has also taught at the European University Cyprus. His previous book, The History of the Communist Party in Cyprus: Colonialism, Class and the Cypriot Left, was published in July 2014. Dr Katsourides has been awarded fellowships from the Institute of Commonwealth Studies of the University of London and the Hellenic Observatory of the London School of Economics

    Abstract: This book explores whether the co-existence of (partially) overlapping and sometimes competing layers of authority, which characterizes today's global order, undermines or rather strengthens efforts to promote the rule of law on a global scale. Heupel and Reinold argue that whether multi-level governance and global legal pluralism have beneficial or detrimental effects on the international rule of law depends on specific scope conditions. Among these are the mobilization of powerful states and courts, as well as the fit between soft law and hard law arrangements. The volume comprises seven case studies written by International Relations and International Law scholars. Bridging the gap between political science and legal scholarship, the volume enables an interdisciplinary perspective on the emergence of an international rule of law. It also provides much needed empirical research on the implications of multi-level governance and global legal pluralism for the rule of law beyond the nation state. Monika Heupel is Junior Professor for International and European Politics at the University of Bamberg, Germany. Her research focuses on the legitimacy of international institutions and on international organizations’ and advanced democracies’ commitment to human rights. Recent work has been published in International Studies Quarterly and European Journal of International Relations. Theresa Reinold is Assistant Professor of International Relations at Leiden University, the Netherlands. She received her PhD from Tuebingen University and has been a visiting scholar at Yale, Harvard, and New York University.     Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process.     Abstract: This book takes a distinctive and innovative approach to a relatively under-explored question, namely: Why do we have human rights? Much political discourse simply proceeds from the idea that humans have rights because they are human without seriously interrogating this notion. Egalitarian Rights Recognition offers an account of how human rights are created and how they may be seen to be legitimate: rights are created through social recognition. By combining readings of 19th Century English philosopher T.H. Green with 20th Century political theorist Hannah Arendt, the author constructs a new theory of the social recognition of rights. He challenges both the standard ‘natural rights’ approach and also the main accounts of the social recognition of rights which tend to portray social recognition as settled norms or established ways of acting. In contrast, Hann puts forward a 10-point account of the dynamic and contingent social recognition of human rights, which emphasises the importance of meaningful socio-economic equality

    Abstract: This book compares the trajectories and effects of local public sector reform in Europe and fills a research gap that has existed so far in comparative public administration and local government studies. Based on the results of COST research entitled, ‘Local Public Sector Reforms: an International Comparison’, this volume takes a European-scale approach, examining local government in 28 countries. Local government has been the most seriously affected by the continuously expanding global financial crisis and austerity policies in some countries, and is experiencing a period of increased reform activity as a result. This book considers both those local governments which have adopted or moved away from New Public Management (NPM) modernization to ‘something different’ (what some commentators have labelled ‘post-NPM’), as well as those which have implemented ‘other-than-NPM measures’, such as territorial reforms and democratic innovations. Sabine Kuhlmann is Full Professor of Political Science, Administration and Organization at the University of Potsdam, Germany. Since 2011, she has been a member of the National Regulatory Control Council of the German Federal Government and, since 2012, Vice-President of the European Group for Public Administration (EGPA) and Chair of the COST-Action LocRef. Geert Bouckaert is Professor at the Faculty of Social Sciences and the former Director of the KU Leuven Public Governance Institute, Belgium.     Abstract: Focusing on the Karen people in Burma, Thailand and the United Kingdom, this book analyses how global, regional and local developments affect patterns of learning. It combines historical and ethnographic research to explore the mutual shaping of intergenerational relations and children’s practical and formal learning within a context of migration and socio-political change. In this endeavour, Pia Jolliffe discusses traditional patterns of socio-cultural learning within Karen communities as well as the role of Christian missionaries in introducing schooling to the Karen in Burma and in Thailand. This is followed by an analysis of children’s migration for education in northern Thailand where state schools often encourage students’ aspirations towards upward social mobility at the same time as schools reproduce social inequality between the rural Karen and urban Thai society. The author draws attention to international humanitarian agencies who deliver education to refugees and migrants at the Thai-Burma border, as well as the role of UK government schools in the process of resettling Karen refugees. In this way, the book analyses the connections between learning, migration and intergenerational relations in households, schools and other institutions at the local, regional and global level

    Abstract: Craig Berry assesses UK economic policy in the wake of the financial crisis through the lens of the austerity agenda, focusing on monetary policy, economic rebalancing, industrial and regional policy, the labour market, welfare reform and budgetary management. He argues that austerity is geared towards a resurrection of financialisation and the UK’s pre-crisis economic model, through the transformation of individual behaviour and demonisation of the state. Cutting public spending and debt in the short term is, at most, a secondary concern for the UK policy elite. However, the underlying purpose of austerity is frequently misunderstood due to its conflation with a narrow deficit reduction agenda, not least by its Keynesian critics. Berry also demonstrates how austerity has effectively dismantled the prospect of a centre-left alternative to neoliberalism

    Abstract: This book examines the formation and operation of the Conservative and Liberal Democrat coalition government from May 2010 to May 2015. The authors outline the factors that enabled the union, including economic circumstances, parliamentary politics, the initially amicable relationship established between David Cameron and Nick Clegg, and the apparent ideological closeness of Conservative modernisers and Orange Book Liberal Democrats.     Abstract: This book looks at the centerpiece of the international women’s rights discourse, the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and asks to what extent it affects the lives of women worldwide. Rather than assuming a trickle-down effect, the author discusses specific methods which have made CEDAW resonate. These methods include attempts to influence the international level by clarifying the meaning of women’s rights and strengthening the Convention’s monitoring procedure, and building connections between international and domestic contexts that enable diverse actors to engage with CEDAW. This analysis shows that while the Convention has worldwide impact, this impact is fundamentally dependent on context-specific values and agency. Hence, rather than thinking of women’s rights exclusively as normative content, Zwingel suggests to see them as in process. This book will especially appeal to students and scholars interested in transnational feminism and gender and global governance

    Abstract: This book engages in the controversies of the European Union’s Common Agricultural Policy (CAP) reforms, demonstrating how these are reiterated by mainstream theoretical approaches in the field. The reforms that the European Union’s CAP underwent during the last three decades were intended to make it less trade-distorting, more taxpayer-friendly and more able to meet the new challenges of environmental concerns and rural development/territorial cohesion. The outcome of the reforms has, however, contradicted these objectives, with the controversies being reiterated by the mainstream theoretical approaches in the field. European Union’s Common Agricultural Policy Reforms argues that these controversies are due to reductionist, rationalist and idealist assumptions with regard to the object of inquiry applied by mainstream approaches. It proposes an alternative critical approach that takes into account the role of real material factors. Critical realism is not just an alternative explanation of CAP reforms but an alternative theory of how explanations can be made, which enables readers to reflect upon and endorse the results of existing lines of research in proceeding towards deeper level theory

    Abstract: This book considers the relationship between public spending and public deficit and the varying successes and difficulties governments have had in recent years to balance the two. As the fiscal crash of 2007/8 turned into the Great Recession and tax revenues tumbled, public finances across the UK, the USA and Europe plunged into deficit. Controversial attempts by governments to balance their budgets, commonly described as austerity by critics, had mixed success, politically and economically. Michael Burton outlines how politicians tackled the worst economic downturn in over half a century, drawing on previous examples of deficit-reduction to see how governments managed public finances in recessions and where austerity worked and where it failed. This two-part book, which for the first time provides an historical context to austerity, analyses firstly deficit-reduction in the UK in the 1970s, 1980s, 1990s and 2010-2016, and then looks at case studies in Europe, the USA, Canada and Asia Pacific. The author concludes that with the ageing population placing greater pressure through health and pensions on the public finances of the developed world, politicians and their electorates will have to learn to live long-term with austerity

    Abstract: This book investigates why networks, some with joined-up governance remits, appeared ineffective in handling neighbourhood unemployment even in periods when the national unemployment levels dropped. It deploys a multi-theoretical and methodological framework to investigate this empirical puzzle, and to test and analyse the causal factors influencing network outcomes. Chapters examine network concepts, network theories, outcome indicators, the historical infrastructure and management of unemployment policy, and governing network trends in post-war urban regeneration interventions. Comparative network case studies offer empirical evidence and a high degree of local variation. Mixed methods (qualitative and quantitative approaches), including social network analysis, uncover formal and informal networks, and eighty-six interviews in two English local authorities with persistent unemployment, give voice to network practitioner experiences. Findings explain why sub-optimal network outcomes prevail and operational difficulties persist on the ground. Students and academics, professionals and activists can use the results to challenge network governance theories and the policy status-quo. J.M.     Abstract: This book uses the concept of empowerment as a means to understand peacebuilding in Mozambique. In order to do this, it first traces the different discourses on ‘empowerment’ and proposes an analytical framework based on multiple levels of analysis and a dialectical view of power. Second, it examines how the process of state formation and, later, peacebuilding have shaped the spaces for local empowerment to occur in Mozambique. Finally, it offers a detailed analysis of a national policy called the District Development Fund (the ‘7 million’), designed in the context of decentralization and aimed at reducing poverty in this country.     Abstract: This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage ‘disorder’ security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea. Jo Inge Bekkevold is Head of the Centre for Asian Security Studies at the Norwegian Institute for Defence Studies. With Robert S. Ross, he recently edited China in the Era of Xi Jinping: Domestic and Foreign Policy Challenges, 2016. Bekkevold is a former Norwegian diplomat who served in Hanoi and Beijing. Geoffrey Till is Professor Emeritus of Maritime Studies and Chairman of Corbett Centre for Maritime Policy Studies at King’s College London, UK. Since 2009 he has also been a Visiting Professor at the Rajaratnam School of International Studies, Singapore. He is the author of Seapower: A Guide for the 21st Century, 2013

    Abstract: This book analyzes China’s development in the wider context of the global trade, investment, security, knowledge and production regimes established by the United States. It argues that, although China has thus far been able to enjoy rapid growth within this global architecture, it will have to deal with a more challenging external environment as other states react to its rise. More specifically, it is facing growing pressure to realign its currency, a greater number of trade investment and intellectual property disputes, a more hostile security environment, and exclusionary regional trans-Pacific and trans-Atlantic trade agreements. It is also being confronted by an array of internal issues, from an ageing population and weaknesses in the high tech sector, to over-reliance on foreign companies for exports, non-performing loans and a burgeoning state debt. This, in turn, has led an increasing number of firms to relocate to other countries. For the time being, the author concludes, China's global ambitions and challenge to US supremacy will have to be scaled back. This insightful work will appeal to students and scholars of China's politics, economy and development

    Abstract: The European Neighbourhood Policy (ENP) was initially intended to create ‘a ring of friends surrounding the Union, from Morocco to Russia and the Black Sea’ (Prodi, 2002). Today, however, the ever-worsening security situation in the region clearly shows that the aim has not been achieved. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions. The authors find that the EU still has a potential role to play in providing regional security, but that this role also risks being increasingly undermined if it does not increasingly take into account the broader geostrategic realities in both regions

Through a research design that employs both mainstream and critical IPE theory, Mark Hibben uncovers three major tendencies. Principal-agent analysis, he argues, demonstrates that coalition formation among powerful states, IMF staff and management, and other influential actors is necessary for policy reform. At the same time, he uses constructivist analysis to show that ideational frameworks of what merits appropriate macroeconomic policy response also have an impact on reform efforts, and that IMF management and staff seek legitimacy in their policy choices. In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now 'matter' in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to 'inclusive' growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform. By drawing from diverse theoretical traditions, the author thus provides a unique framework for the study of contemporary IMF change and how best those interested in LIDC policy reform can meet this objective.     Abstract: This book examines the political oratory, rhetoric and persona of Margaret Thatcher as a means of understanding her justifications for ‘Thatcherism’. The main arenas for consideration are set piece speeches to conference, media engagements, and Parliamentary orations. Thatcher’s rhetorical style is analysed through the lens of the Aristotelian modes of persuasion (ethos, pathos, logos). Furthermore, the classical methods of oratorical engagement (deliberative, epidictic, judicial) are employed to consider her style of delivery. The authors place her styles of communication into their respective political contexts over a series of noteworthy issues, such as industrial relations, foreign policy, economic reform, and party management.     Abstract: In this book, the authors explore the controversial Iranian nuclear programme through the conceptual lens of nuclear hedging. In 2002, revelations regarding undeclared nuclear facilities thrust Iran’s nuclear activities under the spotlight and prompted concerns that Tehran was pursuing nuclear weapons. Iran has always denied nuclear weapons aspirations, yet it cannot be disputed that the Islamic Republic has gone well beyond what is required for a civil nuclear programme based on energy production and scientific research. What, then, is the nature and significance of Iran's nuclear behaviour? Does it form part of a coherent strategy? What can Iran's actions in the nuclear field tell us about Tehran's intentions? And what does the Iranian case teach us about proliferation behaviour more generally?     Abstract: This book investigates recent public debates about the European Union (EU) in national parliaments, which have become the primary arena for public debate about the EU. Responding to claims about a politicization of European governance, the author investigates the link between two dimensions of debate - the discursive justification and party political contestation of decision-making in the EU. Embedded in a comparison between the legislatures of four Member States (Austria, France, Germany, and the United Kingdom), the main finding of the book is that generalizable links can be identified between the use of different argumentative frames and patterns of party political polarization. These insights help to clarify the context conditions in which patterns of left/right and government/opposition politics are replaced by more atypical forms of polarization. In a comparative perspective, the author demonstrates that party political factors are a more relevant factor for variation than thematic or country-specific cultural or institutional factors.     Abstract: This book assesses the state of transatlantic relations in an era of emerging powers and growing interconnectedness, and discusses the limits and potential of transatlantic leadership in creating effective governance structures. The authors first resort to theory and history to understand the transatlantic relationship. They then consider the domestic and systemic factors that might set the relationship between the United States and Europe on a different path. Finally, the authors locate the potential for transatlantic leadership in the context of the global power shift. The world of the 21st century displays different power configurations in different policy domains. This changing structure of power complicates the exercise of leadership. Leadership requires not only greater power and authority, but also persuasion, bargaining and moral suasion, all necessary strategies to build coalitions and manage conflicts between great powers

Riccardo Alcaro is Senior Fellow at the Istituto Affari Internazionali, Italy. He was the Coordinator of the EU 7th Framework Programme-funded Transworld project on transatlantic relations and global governance. He is a fellow of the EU-wide programme European Foreign and Security Policy Studies (EFSPS). John Peterson is Professor of International Politics at the University of Edinburgh, UK. His recent works include The European Union: How Does it Work? (co-edited with D. Kenealy and R. Corbett, 2015); Parochial Global Europe: 21stCentury Trade Politics (co-authored with A. Young, 2014; and Multilateralism in the 21stCentury (co-edited with C. Bouchard and N. Tocci, 2014). Ettore Greco is Director of the Istituto Affari Internazionali, Italy, and head of its transatlantic program. He is the author of a number of publications on the EU's institutions and foreign policy, transatlantic relations and the Balkans. He has been a free-lance journalist since 1988.
