As part of the OECD Policy Dialogue on Women’s Economic Empowerment, this report focuses on identifying what works to address unpaid care work and sheds light on how governments, donors in the private sector and civil society actors – among others – can design policies to support both those who need care and those who provide care. The report brings together existing knowledge of policy options for unpaid care work across regions, in four policy areas: infrastructure, social protection, public services and the promotion of shared responsibility within the household.

    Abstract: This report provides an overview of “multi-level governance” reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.

    Abstract: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Abstract: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

    Abstract: The MENA-OECD Governance Programme supports public sector reform in the Middle East and North African (MENA) region. Since its inception in 2003, the programme has helped the region to improve institutions for good governance through continuous policy review and reform. The need to accelerate economic growth has been the primary impetus, but MENA governments are increasingly implementing reform to improve public sector performance and to meet citizens’ needs for higher quality education and health care, a safer and cleaner environment, and transparent and responsive government. Going forward, reforms will also be driven by equity and sustainability concerns. This report offers a perspective on the progress made in public management in the MENA region since 2005. The report presents case studies on key policy reforms and outlines common characteristics across the region as well as the specific conditions and circumstances in MENA countries and economies.

    Abstract: “Too much ‘red tape’!” is one of the most common complaints from businesses and citizens in OECD countries. Administrative simplification is a regulatory quality tool to review and reduce administrative and regulatory procedures. It has remained high on the agenda in most OECD countries over the last decade and continues to be so. Countries’ efforts to strengthen their competitiveness, productivity and entrepreneurship during the current recession have made simplification efforts even more urgent. Until now, efforts to reduce administrative burdens have primarily been driven by ambitions to improve the cost efficiency of administrative regulations, as these impose direct and indirect costs on regulated subjects. Many countries will finish their current projects over the next few years and must decide how to continue their efforts and how to make them more efficient. This report looks beyond 2010 and presents policy options for administrative simplification that are in line with current trends and developments. It provides policy makers with guidance on the available tools and explains common mistakes to be avoided when designing, undertaking and evaluating administrative simplification programmes.

    Abstract: OECD countries have made significant reform progress in recent decades, in fields as diverse as competition policy, health care and the environment. How have they done it? And why have reforms advanced in some places and stalled in others? This collection of essays analyses the reform experiences of the 30 OECD countries in nine major policy domains in order to identify lessons, pitfalls and strategies that may help foster policy reform in the future. While taking full account of the tremendous differences in the political and institutional settings in which these reforms were undertaken, the authors highlight a number of common challenges and potential solutions that hold good across both countries and issue areas. They show that the scope for cross-national policy learning is enormous. The importance of such reform lessons is all the greater in the wake of the global financial and economic crisis. As OECD governments confront the challenge of trying to restore public finances to health without undermining the recovery, they will need to pursue a careful mix of fiscal policies and growth-enhancing structural reforms. Designing, adopting and implementing such a policy mix will require the crafting of effective reforms and effective strategies for implementing them.

    Abstract: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

    Abstract: Over the past 20 years, the management of the public service has changed tremendously in most OECD countries. First, governments have tried to reduce the size of their public employment to decrease the costs of producing government services, either directly or indirectly by contracting out the production of services to the private sector under the assumption that it would be more efficient. Second, in many cases, governments have tried to apply general good management principles to the management of public employees. As a consequence, many areas of public employment have lost their uniqueness and have become quite similar to the general employment system in the different countries. This book takes stock of the main changes in the management of public services across OECD countries. It also examines how countries manage to find a balance between, on the one hand, attention to fundamental values such as fairness, equity, justice and social cohesion to maintain political confidence in the government system as a whole and, on the other hand, a focus on efficiency, productivity and effectiveness.

This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

    Abstract: E-Government in Hungary has been driven by the overarching national goal to integrate Hungary in the European Union. Strong political leadership has lead to results in a short space of time, including the online availability of 20 core e-government services benchmarked by the EU, as well as other transactional services. The review draws several important lessons from the Hungarian experience: Hungary has moved forward by adopting international good practices, rather than re-inventing the wheel. In order to continue progress, however, Hungary needs to focus on the bigger picture which means using e-government to improve the efficiency and effectiveness of the public sector, i.e. better government, not more government. This review also identifies the challenges that Hungary will face in order to meet these new objectives.

    Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: This review is the first study that undertakes an in-depth analysis of e-government in Mexico from a whole-of-government perspective. Mexico completed the initial phase of setting up and delivering e-government services successfully, but the continuing public demands to improve government have made the country realise the importance of refocusing the strategy to find a way of making e-government improve the overall quality of government. This report analyses and assesses these challenges and provides a set of proposals for action to deal with the most actual and pressing questions of e-government in Mexico.     Abstract: This book highlights policy lessons in using ICTs to provide information, opportunities for consultation and public participation in policy-making. It includes numerous examples of current practice from 12 OECD member countries (Australia, Canada, Czech Republic, Finland, Germany, Italy, Mexico, Netherlands, New Zealand, Slovak Republic, Sweden, UK) as well as the European Commission. It does not deal with online service delivery nor with ICT applications to elections (e.g. e-voting) although some of the issues discussed here, such as providing information online, may be relevant for both. Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making.

    Abstract: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective.     Abstract: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. This publication presents the papers discussed at the Latin American Forum on Ensuring Transparency and Accountability in the Public Sector that took place on 5-6 December 2001. The Forum brought together more than 450 ministers, senators, senior government officials, business leaders, representatives of international organisations, non-government organisations and the media from OECD countries, Latin America and the Caribbean. The Forum approved policy recommendations that reflect the shared experience of Member countries of the OECD and the Organization of American States. The agreed policy recommendations list key principles and crucial factors in the three following key areas of good governance: - Ensuring impartiality in the decision-making process by a credible conflict-of-interest policy.- Increasing transparency in the preparation and execution of the budget.- Promoting freedom of information, consultation and participation of citizens in the formulation and implementation of public policies. In addition, country papers provide practical solutions adapted to their particular administrative environments for policy-makers and a demanding civil society.

    Abstract: As we move into the 21st century, the turbulent transformation of economy and society looks set to continue. Growing integration of markets, radical new technologies, the increasing knowledge intensity of human activity, all point to the emergence of an immensely complex world. But how will it be managed? And by whom? What forms of organisation and decision-making will be required at local, national and global levels to meet the challenges of the next decades? One thing seems certain: old forms of governance -- in the public sector, corporations and civil society -- are becoming increasingly ineffective. New forms of governance will be needed over the next few decades which will involve a much broader range of active players. Traditional hierarchical organisations and top-down control will give way more and more to a wider diffusion of responsibility and decision-making that builds on the talents for innovation and creativity of individuals and groups. This book explores some of the opportunities and risks -- economic, social and technological -- that decision-makers will have to address in the coming years, and outlines what needs to be done to foster society 's capacity to manage its future more flexibly and with broader participation of its citizens.
