It presents the Nordic gender equality model’s systematic use of three measures: overarching gender policies, legislation that has an explicit or implicit impact on gender relations, and gender equality and anti-discrimination laws with low-threshold enforcement systems. What potentials and limitations do the Nordic gender equality and anti-discrimination law regimes have to combat individual discrimination and structural inequality? Can these regimes function as a driver of political, legal, economic, cultural, and social change and as a corrective to laws, policies, and practices that uphold existing inequalities and, if so, to what extent? Can weaknesses in the equality and anti-discrimination laws and the way they are enforced hamper efforts to close remaining gender gaps? Rather than looking at the Nordic gender equality laws and policies in isolation, the book situates their development and transformative potential within a changing European and international political and legal landscape

    Abstract: Forced Mobility of EU Citizens is a critical evaluation from an empirical perspective of existing practices of the use of transnational criminal justice instruments within the European Union. Such instruments include the European Arrest Warrant (EAW), prisoner transfer procedures and criminal law-related deportations. The voices and experiences of people transferred across internal borders of the European Union are brought to the fore in this book. Another area explored is the scope and value of EU citizenship rights in light of cooperation not just between judicial authorities of EU Member States, but criminal justice systems in general, including penitentiary institutions. The novelty of the book lays not only in the fact that it brings to the fore a topic that so far has been under-researched, but it also brings together academics and studies from different parts of Europe – from the west (i.e. the expelling countries) and the east (the receiving countries, with a special focus on two of the jurisdictions most affected by these processes – Poland and Romania).     Abstract: This book explores power in international relations, in a world characterized by the growing competition of major powers for smaller nations. Focusing on the major powers and smaller countries of Eurasia, it argues that power in international relations is different from coercion and is rather a social contract between a leader state and follower states where reciprocity is key and where leadership relationships cannot be adequately explained by focusing solely on the leader. It challenges the perception that genuine regional leadership is quite common, contending instead that it is rare; that much more often major powers make claims for leadership; and that regional leadership does not indicate the status of a particular state, but rather the social role of the leader, which is recognized by its followers, a role which is always relative and based on communication and constant interaction with followers. The book highlights the important role followers play in recognizing regional power, the importance for a state's regional leadership strategy in creating and holding a valuable position attractive for followers and delivering greater value to followers compared to other potential leaders.

    Abstract: This handbook offers a comprehensive analysis of peacebuilding in ethnic conflicts, with attention to theory, peacebuilder roles, making sense of the past and shaping the future, as well as case studies and approaches. Comprising 28 chapters that present key insights on peacebuilding in ethnic conflicts, the volume has implications for teaching and training, as well as for practice and policy. The handbook is divided into four thematic parts. Part 1 focuses on critical dimensions of ethnic conflicts, including root causes, gender, external involvements, emancipatory peacebuilding, hatred as a public health issue, environmental issues, American nationalism, and the impact of the COVID-19 pandemic. Part 2 focuses on peacebuilders’ roles, including Indigenous peacemaking, nonviolent accompaniment, peace leadership in the military, interreligious peacebuilders, local women, and young people. Part 3 addresses the past and shaping of the future, including a discussion of public memory, heritage rights and monuments, refugees, trauma and memory, aggregated trauma in the African-American community, exhumations after genocide, and a healing-centered approach to conflict. Part 4 presents case studies on Sri Lanka’s postwar reconciliation process, peacebuilding in Mindanao, the transformative peace negotiation in Aceh and Bougainville, external economic aid for peacebuilding in Northern Ireland, Indigenous and local peacemaking, and a continuum of peacebuilding focal points. The handbook offers perspectives on the breadth and significance of peacebuilding work in ethnic conflicts throughout the world. This volume will be of much interest to students of peacebuilding, ethnic conflict, security studies, and international relations.

    Abstract: "This book, based on exploratory ethnographic research, analyses the experiences of African migrants in Thailand. Thailand has always been a regional migration hub with Africans being the most recent. Sitting at the intersection of race and migration studies, this book focuses on the challenges Black asylum seekers and labor migrants face trying to integrate into a society that has had very limited contact with and knowledge about Black Africans. Bringing together research from African, Thai, and European scholars, this volume focuses on forced migrants, such as Somali asylum seekers, and labor migrants, largely African men seeking better livelihoods in niche economies such as gem trading, garment wholesale, and football playing and coaching. The book also includes theoretical contributions to the understanding of precarity and human security, the concept of in/visibility to analyze the challenges African migrants face in Thailand as well as the concept of othering to understand discrimination against Africans. The book also analyzes the Thai migration policy context and the challenges facing Thai policy makers, law enforcement representatives, and the migrants themselves. While not comparative in nature, this volume directly connects with studies of Africans in other parts of Asia, especially China. Addressing an important gap in migration research, this book will be of interest to researchers across the fields of migration and mobility studies, African Studies, and Asian Studies

    Abstract: History has always dealt with people, yet often gazing at the people from the perspectives of the non-people - colonizers, intruders, outsiders and the privileged elite insiders - who seem to have internalized the 'mainstream' perspective framed by the outsiders. In this context a group of scholars working on Darjeeling felt that there was a need for an inclusive people's history of the Darjeeling hills.The present volume tries to fill this gap of the missing voices of the people of the Darjeeling hills and their cultures through re-writing inclusive history of society and culture from 'below', not only by de coding the elements that are treated as tradition, but also the trans formations in the realms of arts and ecology.     Abstract: The shipping industry is essential for international trade, but it is also an important source of CO2 emissions. To make progress towards climate targets, countries need to monitor CO2 emissions from vessels owned by their ship operator companies. However, most shipping activity takes place outside national borders, making it more difficult to monitor than activity taking place within countries. The OECD's experimental database on OECD.stat provides a new source of data for CO2 emissions from global shipping, which is available monthly in near real time. This data will help national statistics producers to compile their Air Emission Accounts (AEAs) for the System of Environmental Economic Accounting (SEEA). This Working Paper presents some initial results from the new data source and describes how they were produced. The method is based on granular and timely ship-level data provided by the United Nations Global Platform, and it uses a bottom-up estimation approach to produce results broken down by country and type of ship.

    Abstract: A key part of the OECD/G20 BEPS Project is addressing the tax challenges arising from the digitalisation of the economy. In October 2021, over 135 jurisdictions joined a ground-breaking plan – the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy – to update key elements of the international tax system which is no longer fit for purpose in a globalised and digitalised economy. The Global anti-Base Erosion Rules and the Subject to Tax Rule (STTR) are key components of Pillar Two of this plan and ensure multinational enterprises pay a minimum level of tax on the income arising in each of the jurisdictions where they operate. More specifically, the STTR is a treaty-based rule that protects the right of developing Inclusive Framework members to tax certain intra-group payments, where these are subject to a nominal corporate income tax that is below the minimum rate. This report contains the model treaty provision to give effect to the STTR, together with an accompanying commentary explaining the purpose and operation of the STTR.

    Abstract: Russia's war of aggression against Ukraine has had profound effects on the maritime sector. It directly disrupted maritime activities in the Black and Azov seas, causing the suspension of Ukrainian port operations and agricultural exports. Although an export corridor temporarily resumed activities, the termination of the agreement in July 2023 continues to affect Ukrainian shipping. International sanctions against Russia and Belarus have notably targeted shipowners and shipbuilders, restricting Russian ships' access to OECD ports. These sanctions have also halted orders for Russian ship owners in OECD countries, reducing new orders and vessel completions in Russian shipyards. While global seaborne trade and ship demand remain relatively unaffected, the war has prompted longer-term impacts such as altered trading routes, changes in energy demand and costs, potential implications for maritime decarbonisation, and an increase in "dark fleet" vessels.

    Abstract: The economic consequences for firms investing in green innovation, and therefore their incentives to innovate, are not well understood. This paper empirically assesses the economic returns on innovation in cleaner vehicles. The analysis uses data on passenger car market shares and patents for car manufacturers operating in eight countries for the period 2005-2021. The results show that, when vehicle fuel prices increase, firms having previously successfully filed patents related to both electric and hybrid vehicles and fuel efficiency experience an increase in their market share. This increase takes place between 7 and 8 years after the patent stock is accumulated for patents related to electric and hybrid vehicles and between 8 and 15 years for patents related to fuel efficiency. The analysis also finds that in contexts where fuel price salience is high, price increases generate larger and earlier competitiveness returns for firms having previously invested in cleaner technologies.

The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors.     Abstract: This book charts and traces state-mandated or state-encouraged "patriotic" histories that have recently emerged in many places around the globe. Such "patriotic" histories can revolve around both affirmative interpretations of the past and celebration of national achievements. They can also entail explicitly denialist stances against acknowledging responsibility for past atrocities, even to the extent of celebrating perpetrators. Whereas in some cases "patriotic" history takes the shape of a coherent doctrine, in others they remain limited to loosely connected narratives. By combining nationalist and narcissist narratives, and by disregarding or distorting historical evidence, "patriotic" history promotes mythified, monumental, and moralistic interpretations of the past that posit partisan and authoritarian essentialisms and exceptionalisms. Whereas the global debates in interdisciplinary memory studies revolve around concepts like cosmopolitan, global, multidirectional, relational, transcultural, and transnational memory, to mention but a few, the actual socio-political uses of history remain strikingly nation-centred and one-dimensional. This volume collects fifteen caste studies of such "nationalizations of history" ranging from China to the Baltic states. They highlight three features of this phenomenon: the ruthlessness of methods applied by many state authorities to impose certain interpretations of the past, the increasing discrepancy between professional and political approaches to collective memory, and the new "post-truth" context.This book will be of interest to students and researchers of international politics, the radical right and global history. It was originally published as a special issue of the Journal of Genocide Research.

    Abstract: Like-for-like replacement of fossil-fuel-powered vehicles by identical electric-powered vehicles is thought to be the main uptake pathway for electric vehicle (EV) uptake. However, what characterises global passenger and freight EV markets is the emerging uptake of smaller, lighter and shorter-ranged vehicle types specially designed for urban areas. A shift towards a broader EV uptake could be an opportunity for more sustainable and electric urban mobility systems – with comparatively lower electricity and charging infrastructure demand and battery materials needs, lower emissions and safer city streets. This report identifies the main use cases that could be part of such a broader and sustainable EV uptake. It also quantifies the sustainability impacts of different EV uptake scenarios that vary in vehicle fleet composition and degrees of electrification ambition.
