    Abstract: This timely book reveals that the budget deficits and accumulating debts that plague modern democracies reflect a clash between two rationalities of governance: one of private property and one of common property. The clashing of these rationalities at various places in society creates forms of societal tectonics that play out through budgeting. The book demonstrates that while this clash is an inherent feature of democratic political economy, it can nonetheless be limited through embracing once again a constitution of liberty. -- Not all commons settings have tragic outcomes, of course, but tragic outcomes loom large in democratic processes because they entail conflict between two very different forms of substantive rationality; the political and market rationalities. These are both orders that contain interactions among participants, but the institutional frameworks that govern those interactions differ, generating democratic budgetary tragedies. Those tragedies, moreover, are inherent in the conflict between the different rationalities and so cannot be eliminated. They can, as this book argues, be reduced by restoring a constitution of liberty in place of the constitution of control that has taken shape throughout the west over the past century.

    Abstract: The microeconomic foundation of the theory of money has long represented a puzzle to economic theory. Why is there Money? derives the foundations of monetary theory from advanced price theory in a mathematically precise family of trading post models. It has long been recognized that the fundamental theoretical analysis of a market economy is embodied in the Arrow-Debreu-Walras mathematical general equilibrium model, with one great deficiency: the analysis cannot accommodate money and financial institutions. In this groundbreaking book, Ross M. Starr addresses this problem directly, by expanding the Arrow-Debreu model to include a multiplicity of trading opportunities, with the resultant endogenous derivation of money as the carrier of value among them. This fundamental breakthrough is achieved while maintaining the Walrasian general equilibrium price-theoretic structure, augmented primarily by the introduction of separate bid and ask prices reflecting transaction costs. The result is foundations of monetary theory consistent with and derived from modern price theory.

    Abstract: Mirjam van Praag compares and contrasts the economic theory of entrepreneurship with determinants of successful entrepreneurship derived from empirical evidence, in an attempt to discover what makes for an accomplished entrepreneur. The author's state-of-the-art historical, theoretical and empirical research on successful entrepreneurship--all from an explicit economic perspective--comprehensively addresses questions such as: "What are the factors that influence individuals' decisions to start a business venture as opposed to working as an employee?" and "What are the individual characteristics that make one successful as an entrepreneur?" thereby supporting or dispelling various existing myths. Individual factors contributing to the success of entrepreneurs that are considered include, amongst others, human capital, financial capital and psychological traits. The importance of such factors for the various phases of entrepreneurship, including start-up, delivery and performance is also measured

    Abstract: Although economics has increasingly become a technical subject, this accessible book aims to present important economics results and relate them explicitly to the policy debate. Using a coherent analytical framework, this unique approach offers prescriptions for moving tourism, and economic development more generally, closer to a sustainable ideal. The authors begin by studying the macroeconomic effect of tourism in terms of growth performance and sources of growth. They also examine how the tourism-growth link is affected by the role of imports in the economy, and how tourism impacts upon land use. Further chapters investigate the important issue of forecasting visitor numbers and explore the need for a comprehensive accounting framework to take account of ecologically sustainable tourism. The authors also examine the microeconomic aspects of sustainable tourism and analyse the increasing popularity of environmentally friendly holidays

    Abstract: Do political decentralisation and inter state competition favour innovation and growth? There has long been a lively debate surrounding this question, going back to David Hume and Immanuel Kant. This book is a new attempt to test its veracity. The existing literature tends to assume that the beneficial effects of inter state competition have been confined to European history. By contrast, China, India and the Islamic Middle East are regarded as inherently imperial and overcentralised. However, these civilisations have not always been unified politically. In their history, there have been long spells of decentralised rule or inter state competition. The same is true for Japan. If the Hume-Kant hypothesis is correct, it should also apply to those periods. This volume analyses the qualitative and quantitative evidence

A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Abstract: Der Band aus eingeführter Reihe, der sich mit der Geschichte der "alten" Bundesrepublik von 1969 bis 1990, von der Bildung der sozial-liberalen Regierung unter Brandt bis zur Wiedervereinigung Deutschlands, beschäftigt, schließt sich zeitlich und inhaltlich an den von R. Morsey ("Die Bundesrepublik bis 1969", BA 9/87) an. Wie alle Bände ist auch dieser nach dem gleichen Schema gegliedert: Darstellung, Grundprobleme der Forschung, Quellen und Literatur. Da der hier behandelte Zeitraum noch relativ nahe liegt und sehr kurz bemessen ist, können einige der bisher vorliegenden wissenschaftlichen Erkenntnisse natürlich oft nur als vorläufige charakterisiert werden. Trotzdem ist die Leistung, einen zuverlässigen Überblick zu verschaffen, beeindruckend. Gerade weil die Forschung (Ostpolitik der sozial-liberalen Koalition und ihre Fortsetzung unter Kohl, Regierungswechsel 1982, Prozess der Wiedervereinigung) widerspruchsvoll sein muss, ist eine solche einleitende Hilfe besonders nützlich. Besonders für Studenten der Geschichte und Sozialwissenschaften, aber auch schon für Schüler der Sekundarstufe II. (2 S)
