    Abstract: More than a decade after the concept for the first edition of the International Encyclopedia of Civil Society emerged, civil society remains as contested and strategically located a concept as it was then, and, therefore, a very fruitful and intellectually lively field of research that has prompted examination of a variety of new aspects. Moreover, civil society and the people and organizations involved in it have been affected over the past decade by numerous political, economic, and social changes and events that have left their mark in new relationships, new approaches, and new actors. These developments necessitate updating of the substantive regional entries on civil society and social capital and on philanthropy. Furthermore, these developments have likely affected legal and regulatory frameworks affecting civil society and various types of organizations and approaches. Additionally, research undertaken and published since the first edition has extended and deepened our understanding of many topics, from more general concerns such as definitions and theories of civil society to more specific issues such as those relating to organizational management

    Abstract: This book demonstrates the importance of a duty-based approach to morality. The dominance of what has been labeled “rights talk” leads to the neglect of duties without corresponding rights (e.g., duties of virtue) and stimulates the proliferation of questionable human rights. Therefore, this book argues for a duty-based perspective on morality in order to, first, salvage duties of virtue, and, second, counter the trend of rights-proliferation by providing some conceptual clarity concerning rights and duties that will enable us to differentiate between genuine and spurious rights-claims. The argument for this duty-based perspective is made by examining two particularly contentious duties: duties to aid the global poor and civic duties. These two duties serve as case studies and are explored from the perspectives of political theory, jurisprudence and moral philosophy. The argument is made that both these duties can only be adequately defined and allocated if we adopt the perspective of duties, as the predominant perspective of rights either does not recognize them to be duties at all or else leaves their content and allocation indefinite. This renewed focus on duties does not wish to diminish the importance of rights. Rather, the duty-based perspective on morality will strengthen human rights discourse by distinguishing more strictly between genuine and inauthentic rights. Furthermore, a duty-based approach enriches our moral landscape by recognizing both duties of justice and duties of virtue. The latter duties are not less important or supererogatory, but function as indispensable complements to the duties prescribed by justice. In this perceptive and exceptionally lucid book, Eric Boot argues that a duty-focused approach to morality will remedy the shortcomings he finds in the standard accounts of human rights. The study tackles staple philosophical topics such as the contrasts between duties of virtue and duties of justice and imperfect and perfect obligations. But more importantly perhaps, it also confronts the practical question of what our human rights duties are and how we ought to act on them. Boot's book is a splendid example of how philosophy can engage and clarify real world problems.     Abstract: This book examines democratizing media reforms in Latin America. The author explains why some countries have recently passed such reforms in the broadcasting sector, while others have not. By offering a civil society perspective, the author moves beyond conventional accounts that perceive media reforms primarily as a form of government repression to punish oppositional media. Instead, he highlights the pioneering role of civil society coalitions, which have managed to revitalize the debate on communication rights and translated them into specific regulatory outcomes such as the promotion of community radio stations. The book provides an in-depth, comparative analysis of media reform debates in Argentina and Brazil (analyzing Chile and Uruguay as complementary cases), supported by original qualitative research. As such, it advances our understanding of how shifting power relations and social forces are affecting policymaking in Latin America and beyond

    Abstract: This volume examines the property transformations in post-communist Central Eastern Europe (CEE) and focuses on the role of restitution and privatisation in such transformations. It argues that the theorisation of ‘restitution’ in post-communist CEE is incomplete in the transitional justice scholarship and in the literature on correction of historical wrongs. The book also argues that, for a more complete theorisation of (post-communist) restitution, the transformations of property in post-communist societies ought to be studied in a more holistic way. The main legal vehicles used for such transformations, privatisation and restitution, should not be studied separately and in abstract, but in their reciprocal relationship, and in connection to the dimension of justice which each could achieve.     Abstract: This book examines the concept of meaning and our general understanding of reality in a legal and philosophical context. Starting from the premise that meaning is a matter of linguistic and other forms of articulation, it considers the inherent philosophical consequences. Part I presents Klages’, Derrida’s, Von Hofmannsthal’s and Wittgenstein’s explorations of silence as a source of articulation and meaning. Debates about 20th century psychologism gave the attitude concept a pivotal role; it illustrates the importance of the discovery that a word is globally qualified as ‘the basic unit of language’. This is mirrored in the fact that we understand reality as a matter of particles and thus interpret the real as a component of an all-embracing ‘particle story’. Each chapter of the book focuses on an aspect of legal semiotics related to the chapter’s theme: for instance on the meaning of a Judge’s ‘Saying for Law’, on law students training in varying attitudes or on the ties between law and language. Part II of the book illustrates our general understanding of reality as a matter of particles and partitioning, and examines texts that prove that particle thinking is basic for our meaning concept. It shows that physics, quantum theory, holism, and modern brain research focusing on human linguistic capabilities, confirm their ties to the particle story. In contrast, the book concludes that partitions and particles are neither a fact in the history of the cosmos nor a determinant of knowledge and the sciences, and that meaning is a process: a constellation rather than a fixation. This is manifest once one understands meaning as the result of continuously changing attitudes, which create our narratives on cosmos and creation. The book proposes a new key for meaning: a linguistic occurrence anchored in dimensions of human narrativity

    Abstract: This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided. Alejandro Foxley is the president and co-founder of CIEPLAN, a think tank based in Santiago, Chile, and the author or editor of over 15 books on economics, economic development, and democracy. Foxley previously served in the Republic of Chile as Minister of Foreign Affairs (2006-2009), Senator (1998-2006), and Minister of Finance (1990-1994), during which time he concurrently served as a governor of the Inter-American Development Bank and the World Bank.Barbara Stallings is the William R. Rhodes Research Professor at the Watson Institute for International and Public Affairs at Brown University, USA, where she previously served as director. She is also the editor of Studies in Comparative International Development, and a 2013-2014 Research Fellow at American University's Center for Latin American Latino Studies (CLALS), USA. Stallings has a PhD in economics from Cambridge University, UK, and a PhD in political science from Stanford University, USA. She is author or editor of 12 books and numerous book chapters and articles.

    Abstract: This book provides an introductory survey of Montesquieu's economic ideas and a fresh examination of the longstanding controversy over the meaning and purpose of Montesquieu's The Spirit of the Laws. No one doubts that Montesquieu helped to formulate the core liberal ideals at the heart of the development of liberal republican traditions on both the European and American continents. Yet, questions remain about Montesquieu's political intentions. In particular, the view of Montesquieu as a conscious proponent of commercial modernity has come under increasing scrutiny. While not ignoring recent scholarly challenges, Bibby moves the debate forward by uncovering the many hidden connections between commerce, liberty, and religion inThe Spirit of the Laws. A failure to make these connections, Bibby argues, has led to significant interpretative errors. This book attempts to eliminate one source of the confusion which continues to cloud Montesquieu's political philosophy in obscurity.     Abstract: This book analyses the India, Brazil, South Africa Dialogue Forum (IBSA), focusing on the communalities and differences in the way foreign policy is conceptualized in its member states.     Abstract: After decades of stable and seemingly semi-permanent single-party dominance, Japanese politics have gone through fundamental changes since the early 1990s. Government ministries have been reorganised, prime ministerial powers strengthened, and rules for electing the lower house of parliament overhauled. Furthermore, frequent formation, merger, splintering and disappearance of new parties have continued for more than two decades. How do citizens make sense of politics amidst such rapid shifts? The authors address this question by focusing on attitudinal and behavioural changes and continuities with respect to political ideology. They explore what issues citizens associate with ideological terms, where they perceive various parties on a conservative-progressive dimension, and to what extent ideology affects their vote choice. Results of new surveys are also presented to shed light on distinctions between different ideological labels and profiles of radical right supporters. In addition, all topics are discussed with an eye to identifying divergent patterns between older and younger generations

    Abstract: This book provides substantiation to claims of favoritism in public procurement in Turkey in the twenty-first century. Through an analysis of nearly fifty thousand high value contracts between 2004 and 2011, the study indicates that the AKP majority government has used public procurement as an influential tool to increase its electoral success, build its own elites, and finance politics. The use of public procurement for rent creation and distribution is found to be particularly extensive in the construction and services sectors-namely in the TOKİ projects and municipal procurements. In addition, this book demonstrates how the more than 150 legal amendments to the new Public Procurement Law in Turkey, drafted with the pull of the European Union-International Monetary Fund-World Bank nexus, have increased the use of less competitive procurement methods and discretion in awarding contracts. Relying on empirical research, this timely book provides careful, quantitative analysis of datasets in its contentions of favoritism in Turkey’s public procurement process

    Abstract: This book examines domestic extremism and what is popularly referred to as radicalization. The fear of domestic extremism has been used to dismantle democracy and erect national security states throughout North America, Western Europe, and beyond. Yet, despite the enormous costs citizens have paid in the name of security, society has become less secure and less safe. In many respects, this situation has resulted from the misapprehension of the conditions that make the emergence of this threat probable. Kowalski focuses on the micro social relations and structures that make radicalization probable. As demonstrated through an analysis of the so-called Toronto 18-an extremist group arrested in June of 2006 for activities that contravened the Canadian Anti-Terrorism Act (ATA)-macro social relations and structures served a significant role in creating the conditions through which the process of radicalization became probable. If a comprehensive understanding of the processes of radicalization are to be reached and effective counter-terrorism policies developed, then the consideration this book provides of greater macro social relations and structures that make the emergence of extremist subjectivities probable is needed

He worked for ten years as a reporter for the newspaper O Estado de S. Paulo. He also served in Veja magazine, Folha da Tarde and Folha de S. Paulo. His is currently a postdoctoral fellow at the Center for the Study of Violence at USP. He completed his master's degree and doctorate in the department of political science at the University of São Paulo, where he researched the rise and fall of homicides in São Paulo. He is the author of the book The X Man - A story about the soul of the killer SP which won the Premio Vladimir Herzog best book report 2006.

    Abstract: Indonesia over the past two decades has embarked on decentralization as part of a broader process of democratization across the archipelago. The purpose of this book is to explore the connections between governance and sustainable society in a wide variety of policy fields, and how reforming governance structures may contribute to societal benefits and the creation of a long-term sustainable society in Indonesia. This book bridges important theoretical debates related to governance and sustainable society and provides empirical research from Indonesia in important policy areas related to this debate. By placing research in various policy areas in a single volume, the link to the broader concepts of governance, decentralization, and societal outcomes is strengthened. The book builds on the recent interest that has focused on Indonesia and the continued development of democracy in the country. The chapters in the book show a rich variety of decentralized governance arrangements and capacity building at the local level in particular. Central standards (for example for social sustainability, anti-corruption arrangements, and for dealing with direct foreign investment), combined with local innovation (for example for municipal coordination of primary health care or metropolitan transport), are key to Indonesia as a country in a continuing process of transformation. We identify three key trends in the on-going process of decentralization and governance in Indonesia. First, we find that formal governance, the relation between the national and local government, is characterized by a system of ‘variable geometry multi-level governance’ depending on the policy area. The challenge ahead is strengthening accountability mechanisms to assure national standards while preserving and encouraging local innovation. Secondly, informal governance mechanisms are evolving to move from ‘hierarchical to network’ forms of governance. Here the challenge is to insure democratic input by citizens and civil society organizations. Finally, we identify a trend toward ‘shared value creation and sustainable cooperation.’ Indonesia is beginning to move from a rather singular policy focus on economic growth to a more complex and developing notion of policymaking for inclusive growth and the creation of a sustainable society for present and future generations. Here the challenge is sound implementation and an increase in the effectiveness of governance mechanisms.

    Abstract: How does a nation become a great power? A global order was emerging in the nineteenth century, one in which all nations were included. This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers - international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers

    Abstract: This book examines the politics of policing in Greater China, including mainland China, Taiwan, Hong Kong, and Macao. As the author shows, police ideological indoctrination is strongest in mainland China, followed by Hong Kong, and Taiwan, where the police is under increasing political stress, in the aftermath of rising public protests and socio-political movements. Macao’s police, on the other hand, is far less politicized and indoctrinated than their mainland Chinese counterpart. This book demonstrates that policing in China is a distinctive and extensive topic, as it involves not only crime control, but also crisis management and protest control, governance and corruption (or anti-corruption), the management of customs and immigration, the control over legal and illegal migrants, the transfer of criminals and extradition, and intergovernmental police cooperation and coordination. As economic integration is increasing rapidly in Greater China, this region’s policing deserves special attention

    Abstract: This book seeks to understand the politics of deservingness for future Social Security reforms through an interpretive policy analysis of the 2005 Social Security privatization debates. What does it mean for politics and policymaking that Social Security recipients are widely viewed as deserving of the benefits they receive? In the 2005 privatization debates, Congress framed Social Security in exclusively positive terms, often in opposition to welfare, and imagined their own beloved family members as recipients. Advocates for private accounts sought to navigate the politics of deservingness by dividing the “we” of social insurance to a “me” of private investment and a “them” of individual rate of return in order to justify the introduction of private accounts into Social Security. Fiscal stress on the program will likely bring Social Security to the policy agenda soon. Understanding the politics of deservingness will be central to navigating those debates. Susanne N.     Abstract: This book investigates the theme of global transitions with a cross-regional comparative study of two areas experiencing change over the past three decades: Southeast Asia and the Middle East and North Africa (MENA). Political transitions in Asia have been the subject of interest in academic and policy-making communities recently as there are encouraging signs of democratization in countries that exhibit elements of authoritarianism. In those countries with relatively open political systems, transitions to democracy have been complete - albeit messy, flawed, and highly contested. In contrast, countries of the MENA region that have been gripped by revolts in recent years find themselves in the midst of chaotic and uncontrollable transitions. Why are there such differences between these regions? What, if anything, can be learned and applied from the transitions in Southeast Asia? These questions are answered here as Asia’s experience is contrasted with the Arab revolts and the struggle of the different countries in the MENA region to fashion a new social contract between states and citizens

Pressed for an “Obama doctrine” during his final years in office, the President claimed a simple international relations approach: applying all tools at his disposal before resorting for military force. Critics, however, remain unimpressed. They charge the administration with strategic incoherence and weak leadership.
