Given that the crisis has affected different age groups differently and that its repercussions will be felt by many for decades to come, governments need to adopt an integrated public governance approach to COVID-19 response and recovery efforts. This policy brief presents the views of a non-representative sample of 151 youth organisations from 72 countries, including 100 youth organisations based in 36 OECD countries, on how young people have been experiencing the crisis and related government action. It is complemented by an analysis of the measures adopted across 34 OECD countries and provides recommendations on how to deliver a fair, inclusive and resilient recovery for young people through a range of public governance approaches.

The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

In particular, RIA can help Mauritius strengthen its rule-making framework, for example by increasing scrutiny and taking a more evidence-based approach to rulemaking. This report presents OECD recommendations on to how establish a RIA framework in Mauritius. These recommendations are based upon an analysis of the country’s strengths and challenges, as well as extensive engagement with stakeholders. The recommendations also draw on lessons learnt from RIA implementation in a range of countries and an initial benchmarking of RIA-related best practices and guidance material from various relevant jurisdictions.

Based on the Global indicator framework for the Sustainable Development Goals and leveraging UN and OECD data, this report provides a high-level assessment of OECD Member countries’ performance across the Goals and Targets of the 2030 Agenda. The report evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available, but it goes one step further and deepens the analysis by identifying long-term trends, considering also how these trends may be impacted by the COVID-19 pandemic. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, it aims to support Member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

Le Portugal mobilise les compétences de l’ensemble de son administration et met fortement l’accent sur l’appropriation par les pays partenaires. Fort des relations bilatérales étroites qu’il a établies de longue date avec les pays partenaires, le Portugal concentre ses financements sur les pays où les besoins sont les plus grands. Par son action de plaidoyer efficace sur la scène internationale, le Portugal est un ardent défenseur de la coopération triangulaire et, en tant que président du Conseil de l’Union européenne, il a favorisé le consensus entre les membres de l’Union sur des questions comme le renforcement des initiatives Team Europe en faveur du développement humain. Cependant, le Portugal pourrait tirer davantage parti de la large participation des acteurs étatiques et non étatiques à ses activités de coopération pour le développement. This report comes as a follow-up to the earlier publication Multi-dimensional Review of the Western Balkans: Assessing Opportunities and Constraints. It builds on an extensive peer-learning process that brought together experts from across the region and beyond. The report provides suggestions and recommendations for three strategic priorities that can help create opportunities and boost the quality of life. First, better education and more competencies are the basis for raising productivity, creating jobs, encouraging civic participation and making the region an attractive destination. Second, social cohesion is the bedrock of resilient societies and requires stronger labour market policies and effective social protection that can cushion people’s hardship and provide them with new opportunities. Third, cleaner air and more sustainable energy are indispensable for boosting the region’s quality of life and economic opportunities.

    Abstract: Measuring the performance of services and making effective use of the results are critical for designing and delivering policies to improve people’s lives. Improving user satisfaction with public services is an objective in many OECD countries and is one of the indicators in the 2030 Sustainable Development Goal 16 of “Building effective, accountable and inclusive institutions at all levels”. This paper explores the use of satisfaction indicators to monitor citizens’ and users’ experience with public services. It finds that satisfaction indicators provide an accurate aggregate account of the factors driving service performance. At the same time, it shows that additional measures are needed to monitor the access, responsiveness and quality of public services, as well as to identify concrete areas of improvement. This paper provides examples of how countries use performance data in decision making (both subjective users’ experience and objective service outputs). It also highlights common challenges and good practices to strengthen performance measurement and management.

The transition towards a greener economy will require a pivot towards more sustainable production processes and consumption patterns. Entrepreneurs have the potential to be a major driving force behind this effort through their capacity to develop and propagate innovative green solutions. To unlock this potential, it is crucial for policy makers to implement appropriate policies and measures that enable green entrepreneurs to thrive. This report identifies lessons from international policy practices in stimulating and supporting green entrepreneurship from three case study countries – Canada, Germany and Israel – to inform Denmark about effective policy practices and pitfalls to avoid as it implements initiatives to strengthen its green transition. Recommendations are offered across a number of areas such as promoting greater co-ordination between relevant policy actors, strengthening specialised support for green entrepreneurs and building green markets.

    Abstract: The study is part of the OECD work stream Preparing Regions for Demographic Change, a megatrend that affects several important dimensions of public policy. The following three of them are particular relevant for Korea’s regions and rural places: (i) workforce dimension, (ii) social dimension and (iii) governance dimension. The report consists of three chapters. The first chapter depicts and benchmarks demographic trends in Korea regions against other regions from OECD countries. The second chapter examines a range of policies that can address socio-economic challenges related to demographic trends across the OECD and describes Korea’s current policy approach to manage demographic decline and ageing in regions and rural places. The third chapter identifies recommendations for Korea that can help respond to current economic and demographic trends, and ensure social cohesion. It suggests Korea should aim to develop a clear national rural development strategy, tailor labour policies to rural areas, support rural entrepreneurship, rural SME and the social economy, promote rural innovation and foster local governments’ and communities’ capacity to respond to demographic challenges.

    Abstract: The OECD report Urban-Rural Linkages in Poland analyses the potential of urban and rural territories for development and improved well-being. Urban and rural areas have different yet often complementary assets, and their better integration is important for socio-economic and environmental performance. The report argues that local governments need to engage in partnerships where all parties are equal, as a higher form of urban-rural co-operation. Building urban-rural partnerships in Poland would help territories enhance the production of public goods; achieve economies of scale in public service provision; co-ordinate decisions where cross-boundary effects are important and increase the capacity of the partners. Yet a lack of trust and of policy integration hinder the effectiveness of partnerships. The report found that the main incentive for Polish local governments to enter into a partnership is access to EU funds. However, while Poland has developed solid experience in the management of EU funds, it would benefit from deepening the integration and complementarity among funding streams. Moreover, the report argues that strengthening metropolitan governance will underpin efforts to facilitate the formation and management of urban-rural partnerships.

A focus on Denmark includes the scale and nature of start-ups and scale-ups in different sectors, the bottlenecks, the current policies and how they can be refined. In addition, nine international policy experiences are presented as inspiring practices for Denmark and other countries - covering Austria, Canada, Finland, Ireland, the Netherlands, Norway, Sweden, the United Kingdom, and the United States. Recommendations are offered for Denmark across areas such as entrepreneurial finance, networks, public procurement, and cluster management organisations, covering both cross-sector and sector-specific recommendations.

In vielen OECD-Ländern ist es zunehmend schwierig geworden, für alle Menschen ausreichend Wohnraum zur Verfügung zu stellen. Grund dafür sind vor allem die steigenden Wohnungspreise, die wiederum eine Folge des unzureichenden Angebots sind, das – gerade in städtischen Räumen mit zahlreichen Arbeitsplätzen – nicht mit der wachsenden Nachfrage Schritt halten konnte. Dies erklärt sich zwar z. T. aus geografischen Gegebenheiten, in vielen Städten beschränken aber auch Flächennutzungs- und Bebauungsvorschriften das Angebot. Zugleich behindern manche mietrechtlichen Bestimmungen die Entwicklung des Mietwohnungsmarkts, was die Mieten steigen lässt. Hinzu kommt, dass die Klimawende für den Wohngebäudesektor eine besondere Herausforderung darstellt, schließlich entfallen auf ihn 17 % der CO2-Emissionen und 37 % der Feinstaubemissionen weltweit. In fast zwei Dritteln der Länder weltweit fehlt es immer noch an energietechnischen Bauvorschriften. Angesichts der langen Lebensdauer von Wohngebäuden müssen die Klimaanstrengungen hier möglichst frühzeitig greifen. Gestützt auf solide Daten beschreibt dieser Bericht Optionen für konzertierte Maßnahmen, um diese Herausforderungen anzugehen und dabei Komplementäreffekten und Konflikten zwischen verschiedenen Zielen der Wohnungspolitik Rechnung zu tragen.     Abstract: Gender equality and environmental sustainability are gaining political momentum as global challenges that require urgent action at the national and international levels. Both figure prominently, albeit with limited interlinkages, in the United Nations Agenda 2030, and gender equality considerations are slowly making their way into international environmental and climate commitments. An integrated approach to gender equality and environmental sustainability – i.e. recognising the gender-environment nexus – could help to alleviate limitations to gender equality and women’s economic empowerment and enhance their roles in environmental sustainability and green growth. Likewise, enhancing gender equality, and women’s economic empowerment and decision-making, can lead to better environmental and climate outcomes and policies. This report observes the gender-environment nexus in the Greek policy framework. It assesses environmental and climate policies through a gender lens, and gender equality policies through an environmental lens. It focuses mainly on policies and measures that could support women’s economic empowerment in environment-related sectors; women’s environmental leadership and decision making; and mainstreaming gender equality and environmental sustainability in policy tools. It proposes a series of recommendations that, if taken on board, could support integrating the gender-environment nexus into Greece’s national policies.

    Abstract: Small and medium-sized enterprises (SMEs) that scale up have long raised policy interest for their extraordinary potential in terms of job creation, innovation, competitiveness and economic growth. Yet, little is known about which firms could effectively become scalers, and what policies could effectively promote SME growth. This report is part of a series aiming to help policy makers unleash scalers’ potential. Building on new evidence from microdata work, it rethinks the nature and scope of scale up policies, suggesting the need for a broader and more cross cutting approach. The report then explores two thematic areas that are relevant for SME scaling up, i.e. SME data governance and their access to ‘scale up’ finance. Based on an international mapping of 369 institutions and 1174 policy initiatives across OECD countries, the analysis shows that SME and entrepreneurship policy is not among the core mandates of many implementing institutions, calling for sound coordination across the board and further mainstreaming of SME growth considerations in both policy areas. Moreover, national policy mixes vary significantly across countries, reflecting different approaches to promoting SME growth and to SME targeting, but also revealing possible policy blind spots.

    Abstract: Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia’s war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine’s progress in implementing its multi-level governance reforms and explores the role of subnational governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support subnational reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience.

Il illustre les profondes répercussions de la crise sanitaire sur la façon dont nous vivons, dont nous travaillons et dont nous échangeons les uns avec les autres, et montre à quel point la pandémie est perçue différemment selon que l’on travaille ou non, selon le lieu où l’on travaille, selon le sexe, l’âge, l’origine ethnique et raciale, ou encore selon le niveau de formation et de revenu. Le rapport examine également le rôle que les données sur le bien-être peuvent jouer à l’appui des efforts de relance des pouvoirs publics dans le contexte de la pandémie. Il montre qu’étudier la situation à travers le prisme du bien-être peut inciter les responsables publics à recentrer leur action sur les aspects qui comptent le plus pour les citoyens, à repenser le contenu des politiques dans une perspective plus multidimensionnelle, à réaligner les pratiques du secteur public en s’affranchissant des cloisonnements au sein des administrations et à reconnecter les individus aux institutions publiques qui les servent.

    Abstract: Norway has made progress on the path towards green growth over the past decade. The country is a frontrunner in many environmental areas and invests heavily in technological development and innovation to support its green transition. It set many ambitious national environmental targets across all sectors, including for climate mitigation; Norway aims to achieve climate neutrality by 2030. While not a member of the European Union, Norway has aligned its action with many EU regulations and goals, sometimes more stringently than members. Despite progress in many areas, the country still faces multiple challenges, including sustainable consumption patterns and biodiversity protection. The review provides 30 recommendations to help Norway further improve its environmental performance, with a special focus on sustainable land use and biodiversity management. This is the fourth Environmental Performance Review of Norway. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: This publication is part of the OECD workstream on Preparing Regions for Demographic Change. It elaborates a case study for the Portuguese region of Alentejo and focuses on improving the delivery of educational services taking into account the multi-level governance context. The study highlights the need to better articulate and co-ordinate the delivery of educational services among levels of government to improve access and quality. It also sheds light on the decisive role that geography plays and the importance of adopting a spatial lens to mitigate the rising inequality present in Portugal in access to education services. Alentejo is a rural region that expects to lose 30% of its population between 2020 and 2080, hence it needs to put in place forward-looking and effective policy levers to delivery sustainable education services to citizens living in rural communities.

    Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.

    Abstract: Fiscal rules are increasingly used at state and local levels to promote fiscal sustainability in OECD countries. Following the Global Financial Crisis, multiple reforms to fiscal rule frameworks were made so that governments could better tackle crises and build buffers for future downturns. This paper examines recent trends in the adoption of fiscal rules across levels of government and empirically assesses their effects with the purpose of providing lessons for the post-COVID-19 period. Beyond addressing the deterioration in public finances after the pandemic, the challenges include addressing the impact of population ageing, climate change and the energy transition, as well as growing regional inequalities. Evolution of the rules employed at the central level are contrasted to those at the subnational levels, including design features and institutional elements, together with their goals and limitations.

    Abstract: Eastern Caribbean countries enjoy rich natural endowments and have achieved significant economic development. Throughout the last decades, they have also been confronted with a number of rising economic, social and environmental challenges. To help them tackle these, and accelerate their development, the Organisation of Eastern Caribbean States (OECS) and the OECD have jointly designed a regional strategy scorecard, which is at the heart of the Development Strategy Assessment of the Eastern Caribbean. The scorecard will help policy makers set priorities for the implementation of the OECS Development Strategy. Stronger resilience and capacity are the major guideposts towards both economic growth and social progress. The region can make much more of its green potential, with power generation topping the list. Improving regulation and reducing red tape can foster new, homegrown economic dynamism. Tourism, digital services and the sustainable ocean economy also offer untapped potential. Closing the skills gap, enhancing the quality of education and improving social protection are essential. Finally, as a red thread throughout, deeper regional integration would make it easier for OECS countries to pool resources in a range of areas, radically increasing the region’s potential for efficient governance, and accelerating the development of its human resources.

Depuis lors, les perspectives de croissance mondiale ont encore été affectées par le conflit en Ukraine. Pour autant, les recommandations politiques visant à renforcer la résilience à long terme des pays de la région MENA n'ont pas changé. As part of a series on supporting to help rural areas thrive, this thematic report provides the latest analysis and research on rural innovation, and proposes ways to overcome the growing gaps between rural and urban places that are contributing to the geographies of discontent. It first explores the multi-facetted innovative practices that are already occurring in rural places, and proposes alternative indicators beyond the traditional science and technology measures to capture them. Then, it identifies policy drivers and bottlenecks to help rural entrepreneurs, firms and people fully mobilise their growth potential. Results and recommendations are drawn from research and fact-finding missions from select OECD member countries.

Constraints in their funding or in their autonomy to manage resources may limit regulators’ agility or capacity to act. Where these constraints are significant, they may undermine the regulator’s ability to fulfil their mandates. This report discusses the implications of funding and staff arrangements for the autonomy, agility, accountability and transparency of regulators in the energy, e-communications, transport and water sectors. It identifies trends, challenges, opportunities and good practices, drawing upon survey responses from 57 economic regulators across 31 countries.

    Abstract: In 2017, Italy became the first country in the OECD to link well-being indicators to economic and budget programming in government. The achievement was but one milestone in the country’s development of its Equitable and Sustainable Well-being framework. The Treasury Department of the Ministry of Economy and Finance, in conjunction with the National Institute of Statistics, has continued to develop the framework since then. This Action Plan contributes to that development by proposing ways to progress the integration of equitable and sustainable well-being indicators into policy development and budgeting. The Action Plan contributed to a consultation process with government ministries and stakeholders in 2022 by identifying a range of actions the government could consider in the near and medium term to achieve that integration outcome.

    Abstract: The remuneration of board members and key executives of listed companies has received considerable attention in the past decade. The same issue has yet to be fully addressed in the case of state-owned enterprises (SOEs). This report seeks to fill the gap by taking stock of the policies and practices underpinning the remuneration of supervisory board members and executive managers of SOEs across 36 OECD member and partner countries. It highlights differences in remuneration practices according to countries’ ownership models and the corporate context of SOEs.

    Abstract: Green budgeting is emerging at subnational levels as an important tool for regions and cities to use to align their expenditure and revenues with their green objectives, and enhance the transparency and accountability of their climate and environmental action. It is also a tool that subnational governments can use to prioritise low-carbon investments and identify funding gaps, as well as to mobilise additional sources of both private and public climate finance. In order for subnational governments to make full use of green budgeting however, more methodological, technical, and financial support is needed. This report presents a first stocktake of subnational green budgeting practices in OECD and EU countries as well as a set of guidelines for subnational governments to use in developing and launching a green budgeting practice. It is accompanied by two green budgeting case studies – one with the Region of Brittany (France) and one with the City of Venice (Italy) – and a self-assessment tool. The self-assessment tool allows regions and cities to measure their capacity to launch a green budgeting practice or strengthen an existing one, and is available on the OECD Subnational Government Climate Finance Hub as a downloadable Excel file.
