In The Civic Bargain, Brook Manville and Josiah Ober push back against the prevailing pessimism about the fate of democracy around the world. Instead of an epitaph for democracy, they offer a guide for democratic renewal, calling on citizens to recommit to a "civic bargain" with one another to guarantee civic rights of freedom, equality, and dignity. That bargain also requires them to fulfill the duties of democratic citizenship: governing themselves with no "boss" except one another, embracing compromise, treating each other as civic friends, and investing in civic education for each rising generation.Manville and Ober trace the long progression toward self-government through four key moments in democracy's history: Classical Athens, Republican Rome, Great Britain's constitutional monarchy, and America's founding. Comparing what worked and what failed in each case, they draw out lessons for how modern democracies can survive and thrive. Manville and Ober show that democracy isn't about getting everything we want; it's about agreeing on a shared framework for pursuing our often conflicting aims. Crucially, citizens need to be able to compromise, and must not treat one another as political enemies. And we must accept imperfection; democracy is never finished but evolves and renews itself continually.     Abstract: Krisen sichtbar machen führt unterschiedliche Dialoge zwischen Wissenschaft, Kunst und Design fort, welche die Grundlage des interdisziplinären Ausstellungsprojektes Making Crises Visible im Senckenberg Naturmuseum waren. Den Reflexionen dieser Ausstellung wird nun ein zusätzlicher, das Spektrum in Theorie und Praxis weiter aufspannender Rahmen gegeben. Der Band nimmt damit die in allen Disziplinen wichtiger werdende Debatte über neue Formen der Wissensgenerierung, der Wissens- sowie Wissenschaftskommunikation auf - und fragt nach dem Beitrag, den diese zur Bewältigung politischer, ökonomischer und ökologischer Krisen leisten können. Die produktive Vielfalt der Ansätze und Erkenntnisformen spiegelt sich in den unterschiedlichen Formaten und Perspektiven, die er vereint. Felix Kosok und Ellen Wagner hatten als wissenschaftliche Mitarbeiter:innen der Hochschule für Gestaltung Offenbach am Main gemeinsam die künstlerische Leitung des Projektes Making Crises Visible inne. Stefan Kroll war der Forschungskoordinator des Leibniz-Forschungsverbunds "Krisen einer globalisierten Welt". Verena Kuni ist Professorin für Visuelle Kultur an der Goethe-Universität Frankfurt am Main und entwickelte unter anderem in KRISENSTAB gemeinsam mit Studierenden Vermittlungsformate für das interdisziplinäre Ausstellungsobjekt.

    Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

    Abstract: Angesichts der gegenwärtigen ökonomischen, ökologischen und sozialen Krisen zeichnet sich ab, dass die Wachstumsdynamik moderner Gesellschaften nicht mehr stabilisierend wirkt, sondern selbst zum Krisentreiber geworden ist. In diesem Band diskutieren die Philosophin Nancy Fraser und die Soziologen Klaus Dörre, Stephan Lessenich und Hartmut Rosa, was dies für die Gegenwart und die Zukunft der Demokratie bedeutet und welche Konzeptionen und Wege hin zu einer demokratischen Transformation vorstellbar sind.     Abstract: Political interest is the strongest predictor of 'good citizenship', yet hardly anything is known about it. For the first time in over three decades, here is a study explaining what political interest is, where it comes from, and why it matters. Providing the most thorough description available of political interest in four Western democracies this study analyzes large household panel data sets rarely used in political science to explain how interest develops in people's lives. In an accessible manner, the book's analytical approach pushes applied social scientists to consider how panel data can be used to better understand political behavior. It does so in a way that doesn't gloss over complexities, and explains them in straightforward language. Advanced statistical methods are presented informally, accompanied by graphical illustrations that require no prior knowledge to understand the methods used

    Abstract: Combining international political theory and EU studies, Richard Bellamy provides an original account of the democratic legitimacy of international organisations. He proposes a new interpretation of the EU's democratic failings and how they might be addressed. Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

Within the domain of the political, time is required for almost any exercise of liberty that people seek to protect through the enforcement of social contracts, constitutions, and laws. Time is therefore inextricable from the realization of any vision of political justice. All political subjects encounter myriad ways in which their time is structured, valued, appropriated, or freed by the state. In the United States, we wait to turn 18 to acquire political voice and full representation. Then we wait again, to turn 62 or 66, when we can retire from work and receive retirement benefits, if we wish. People file taxes on April 15; redistricting hinges on decennial censuses; and prosecutors specify when crimes were committed to determine whether statutes of limitation have expired. Around us convicted criminals are punished with prison sentences of varying durations, legal permanent residents refrain from traveling for long periods of time as they seek to naturalize, and election cycles run their course only to begin anew. Despite the significance of time for the satisfaction of people's ends, the legitimate power of the state to command the time of its subjects and set a political schedule is not generally contested"--

    Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic.     Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: Democracies have a problem with expertise. Expert knowledge both mediates and facilitates public apprehension of problems, yet it also threatens to exclude the public from consequential judgments and decisions located in technical domains. This book asks: how can we have inclusion without collapsing the very concept of expertise? How can public judgment be engaged in expert practices in a way that does not reduce to populism? Drawing on deliberative democratic theory and social studies of science, Critical Elitism argues that expert authority depends ultimately on the exercise of public judgment in a context in which there are live possibilities for protest, opposition and scrutiny. This account points to new ways of looking at the role of civil society, expert institutions, and democratic innovations in the constitution of expert authority within democratic systems. Using the example of climate science, Critical Elitism highlights not only the risks but also the benefits of contesting expertise

Beginning in the 1940s, imbued with the spirit of Woodrow Wilson's efforts at the League of Nations to "make the world safe for democracy," the United States steered a course in world affairs that would eventually win the Cold War. Yet in the 1990s, Wilsonianism turned imperialist, contributing directly to the invasion of Iraq in 2003 and the continued failures of American foreign policy. Why Wilson Matters explains how the liberal internationalist community can regain a sense of identity and purpose following the betrayal of Wilson's vision by the brash "neo-Wilsonianism" being pursued today. Drawing on Wilson's original writings and speeches, Tony Smith traces how his thinking about America's role in the world evolved in the years leading up to and during his presidency, and how the Wilsonian tradition went on to influence American foreign policy in the decades that followed for good and for ill. He traces the tradition's evolution from its "classic" era with Wilson, to its "hegemonic" stage during the Cold War, to its "imperialist" phase today. Smith calls for an end to reckless forms of U.S. foreign intervention, and a return to the prudence and "eternal vigilance" of Wilson's own time. Why Wilson Matters renews hope that the United States might again become effectively liberal by returning to the sense of realism that Wilson espoused, one where the promotion of democracy around the world is balanced by the understanding that such efforts are not likely to come quickly and without costs.

    Abstract: Social movements have an elusive power but one that is altogether real. From the French and American revolutions to the post-Soviet, ethnic and terrorist movements of today, contentious politics exercises a fleeting but powerful influence on politics, society and international relations. This study surveys the modern history of the modern social movements in the West and their diffusion to the global South through war, colonialism and diffusion, and it puts forward a theory to explain its cyclical surges and declines. It offers an interpretation of the power of movements that emphasizes effects on the lives of militants, policy reforms, political institutions and cultural change. The book focuses on the rise and fall of social movements as part of contentious politics in general and as the outcome of changes in political opportunities and constraints, state strategy, the new media of communication and transnational diffusion

    Abstract: "Objections to concentrated ownership of the mass media are widespread. Often, however, critics merely point to the fact of huge and growing media conglomerates without explaining precisely why this is bad. This book fills the gap in the critique of concentration. Firmly rooting its argument in democratic and economic theory, the book argues that a more democratic distribution of communicative power within the public sphere and a structure that provides safeguards against abuse of media power provide two of three primary arguments for ownership dispersal. It also shows that dispersal is likely to result in more owners who will reasonably pursue socially valuable journalistic or creative objectives rather than a socially dysfunctional focus on the "bottom line." The middle chapters answer those, including the current Federal Communications Commission, who favor "deregulation" and who argue that existing or foreseeable ownership concentration is not a problem. The final chapter evaluates the constitutionality and desirability of various policy responses to concentration, including strict limits on media mergers."--Jacket

    Abstract: Human-wildlife conflict is a major issue in conservation. As people encroach into natural habitats, and as conservation efforts restore wildlife to areas where they may have been absent for generations, contact between people and wild animals is growing. Some species, even the beautiful and endangered, can have serious impacts on human lives and livelihoods. Tigers kill people, elephants destroy crops and African wild dogs devastate sheep herds left unattended.     Abstract: Two distinctive approaches to the study of human demography exist within anthropology today: anthropological demography and human evolutionary ecology. The first stresses the role of culture in determining population parameters, while the second posits that demographic rates reflect adaptive behaviors that are the products of natural selection. Both sub-disciplines have achieved notable successes, but each has ignored and been actively disdainful of the other. This text attempts a rapprochement of anthropological demography and human evolutionary ecology through recognition of common research topics and the construction of a broad theoretical framework incorporating both cultural and biological motivation. Both these approaches are utilized to search for demographic strategies in varied cultural and temporal contexts ranging from African pastoralists through North American post-industrial societies.     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.
