Kurzfassung: Karl Polanyi's "substantivist" critique of market society has renewed topicality in the era of neoliberal globalization. Polanyi (1886-1964) is popular among critical theorists and radical political economists, but also with ecological activists, anti-globalization campaigners and all who sense that ongoing financial turmoil is symptomatic of a deeper crisis threatening the compatibility of capitalism and democracy. The author reclaims the polymath Karl Polanyi for contemporary anthropology, especially economic anthropology. The book furthermore takes his ideas back to Central Europe, where he grew up. The Polanyian approach is applied to the communist economy, with particular reference to the "market socialist" economy which evolved under János Kádár in Hungary. The same lens is used to investigate the consequences of the demise of communist power since 1990, primarily on the basis of ethnographic investigations in Hungary and South-East Poland. Stretching the discussion on Polanyi's great transformation - for which there is considerable international interest - in the context of neoliberalization onto the concept of Eurasia, and then bringing this into conversation with the rise of neo-nationalism in Hungary and Poland and beyond as the form that the great transformation is currently taking in the region, relates Hann's work powerfully to the current political turbulence.

Kurzfassung: The evaluation examines the development effectiveness of the World Bank Group's support for trade facilitation and identifies lessons for future engagement. The World Bank Group has played a leading role in trade facilitation reform over the past 12 years, having identified lowering trade costs as a crucial means to promote its development agenda. Among its contributions, the Bank Group has been a leading technical partner to the WTO during the Trade Facilitation Agreement (TFA) process throughout the evaluation period. Main findings of the report include: (i) Over the evaluation period, the World Bank Group has demonstrated leadership in facilitating trade through its broad scope of work: (893 interventions of all types) in addition to Advisory and Analytic work, generally targeting countries with the greatest bottlenecks, results, in its contribution to a substantial reduction of international trade costs, and its creation of global public goods through thought leadership, convening power, and its trade facilitation indicators - which contributed to a positive dynamic in reforms. (ii) Most World Bank Group projects supporting trade facilitation reforms achieved their development objective, and all three institutions exceeded their corporate scorecard targets. The World Bank's investment lending appears to be substantially more effective than its policy operations. At the trade facilitation intervention level, the overall success rate averaged 79 percent

Kurzfassung: Fragility, conflict and violence (FCV) pose a major challenge for development and for reaching the Bank Group's twin goals. Enabling appropriate private sector activities can be a means to break free of the fragility trap by supporting economic growth, promoting local employment and income earning opportunities, generating government revenues, and delivering goods and services. However, the private sector faces substantial constraints in fragile and conflict-affected situations (FCS). This report takes stock of available evidence regarding the effectiveness of IFC's support in FCS. It aims to inform IFC's strategy in FCS as IFC seeks to scale up its activities in FCS as part of its commitments under the Capital Increase Package, and to provide inputs for the Bank Group's Fragility, Conflict and Violence (FCV) strategy currently being developed

Since fiscal year 2016, the Bank Group's analytical, financial, and operational support has become more aligned with its stated development approach building on lessons from past engagements. This is an important shift

Kurzfassung: From the 15th replenishment of the International Development Association (IDA15)through IDA18, the Crisis Response Window (CRW) evolved from a focus on economicshocks to include two other types of crises-natural disasters and public healthemergencies. The CRW was set up as a pilot under IDA15 to address repercussionsrelated to the global financial crisis on IDA countries. When established as a permanent part of IDA, it was amended to address the impact of natural disasters in addition to economic shocks. CRW coverage was expanded to include public health emergencies when the Ebola crisis erupted in 2014. This IEG synthesis paper takes stock of experience with IDA's CRW, making use of IEG evaluative evidence. The paper synthesizes findings from existing evaluations and information on CRW performance during its pilot stage under IDA15 and subsequent IDA cycles, to inform stakeholders and promote learning. The audience for this paper is primarily internal, including management, Executive Directors (including the Committee on Development Effectiveness), and IDA deputies

Kurzfassung: Tunisia's has made significant investments in infrastructure, which has contributed to economic growth. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses. Overall, there is a heavy reliance on external borrowing to fund infrastructure investment, which creates contingent liabilities, and enhances foreign exchange and macro-economic risk. Chapter one provides an overview of Tunisia's infrastructure performance; chapter two discusses each sub-sector in more detail in terms of achievements and challenges; chapter three looks at historical trends in spending followed by a scenario analysis of investment needs with anecdotal examples, and discusses the present macro-economic and fiscal constraints; and chapter four presents possible action items for further discussion with the Tunisian government

Client countries of the World Bank Group have turned to regional integration as one of the pathways toward faster economic development and peace, and to help overcome development challenges. Main findings of the report include: (i) Overall, the Bank Group's efforts to foster regional integration have led to mostly positive development outcomes in the Sub-Saharan Africa Region and in infrastructure sectors. (ii) Though the IDA Regional Window program has also contributed to regional integration (mainly in the Africa Region), the development outcomes of its interventions are not significantly different from similar projects co-financed outside the program

The Energy Sector Management Assistance Program (ESMAP) in the World Bank, in consultation with multiple development partners, has developed the Global Tracking Framework (GTF) to measure and monitor energy access using the MTF in terms of attributes and tiers. As part of the stock-taking exercise on measuring access via the MTF, ESMAP has launched detailed data collection activities in seventeen countries. One of those is Nepal, a country in South Asia committed to achieving the Sustainable Development Goal on Energy Access (SDG 7.1). With the government of Nepal, the World Bank carried out a nationally representative household survey in 2017 to determine a baseline for Nepal's access to energy. The findings of this report are based on the data from that survey

Kurzfassung: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

Numerous studies exist that examine the effects of an increase in air pollution on the risk of disease and mortality from cardiovascular and cardiopulmonary causes. One possible way to quantify air pollution is to measure the concentration of particles with a specific diameter between 2.5 and 10 micrometers are referred to as (PM10).The authors assess the effects of air pollutants (PM10) on hospital admissions for respiratory diseases in Egypt in 2016. They use a retrospective design and employ a generalized additive model (GAM) to conduct our analysis. Daily hospital admission data for Chronic Obstructive Pulmonary Disease (COPD) and chronic bronchitis were collected from specialized chest hospitals and matched to air pollution data. The results suggest that the concentration of PM10 in the air is an important predictor of respiratory disease. The authors find that a 10 ug

Kurzfassung: Uganda's progress in reducing poverty during the late 1990s and early 2000s was remarkable. This note documents the trends in poverty and inequality in Uganda with a focus on the period 2012 to 2016. It first explores how various indicators of monetary poverty have evolved over time and if these trends vary by urban and rural areas and by region. This is complemented with a description of the movements in several non-monetary poverty indicators. Secondly, the note analyzes who has benefitted from the lackluster economic growth, and how this has translated into different measures of inequality. It then aims to disentangle some of the forces behind the changes in poverty, mostly resorting to decomposition exercises. Finally, it provides an account of who are the poor households and what are their living conditions, particularly compared to non-poor households

Kurzfassung: Adequate investment in human capital development is critical for enabling Bangladesh to reach its goal of becoming an upper middle-income country. Bangladesh, currently a lower-middle country with an annual per capita gross national income (GNI) of USD 1,470 (WDI 2019), aims to attain upper-middle income status by 2021 and eliminate poverty by 2030. Recognizing the importance of investing in education for building its human capital base, the government of Bangladesh (GoB) has been allocating a large portion of the national budget to the education sector each year during the past two decades. Effective utilization and equitable distribution of allocated public spending is important for ensuring adequate progress in education outcomes. This report analyzes major spending and outcomes trends in the overall education sector in recent years, with a focus on primary and secondary education. Responding to the recommendation of the 2015 Bangladesh Public Expenditure Review Update for more analytical work on public spending in different sectors, including education, the current study analyzes the trends in major education expenditures, access to education, quality of education, and disparities in education outcomes in the past two decades. It also looks at the composition of education expenditure, consistency between budget allocations and actual expenditures, equity in education spending, and potential links between spending and key educational outcomes. Because of data limitations, this report focuses mainly on primary and secondary education. It is expected that this analysis will add to the literature on investments in the Bangladesh education sector and inform discussions on identifying policy priorities and making resource allocation decisions in the sector

Kurzfassung: The Philippines corporate debt and equity markets will need to grow to provide alternative financing sources to support the strongly growing economy and emphasis on infrastructure spend. Capital markets deepening will be an essential pre-requisite for the country's continued economic development. Well-functioning capital markets ensure the optimal allocation and pricing of capital. This enables retail and wholesale pools of capital to be efficiently deployed in a manner that maximizes returns for such owners of capital against their risk profile. Furthermore, there are a number of technical and operational issues that can be addressed, that can significantly improve the enabling environment for and functioning of the capital markets. The result of these factors has been a lack of focus in policy development and implementation that has hampered capital market development. Key issues include: a lack of commitment to reform from key stakeholders that has impeded the development of markets and market infrastructure; an onerous tax environment that has deterred issuance and investment; a continuing need to improve investor confidence by strengthening the quality of supervision and enforcement for market intermediaries and market operators; cumbersome regulatory requirements and processes around issuance, particularly debt issuance; and outdated and inefficient trading and post-trading infrastructure, and governance concerns regarding market operators. In order to effect meaningful change, a capital markets champion is required. This champion should be cognizant of the relevance of capital markets to the country and possess the will and vision to drive legislative, regulatory, and tax reforms. In addition, a commitment to initiate a change in the ownership and governance of key exchanges and enforce policy against entrenched interests will provide considerable impetus for development

Kurzfassung: The international development community acknowledges that the SDGs will not be achieved without greater participation from the private sector. Estimates for investment needs in developing countries alone range from USD 3.3 trillion to USD 4.5 trillion per year. Up to 70 percent of the investment gap could come from the private sector, according to international estimates. Engaging the private sector as a financier, operator, service provider, or innovator in the pursuit of the SDGs requires efficiently functioning and competitive markets and effective governments. Such markets only emerge when there is a sufficiently conducive enabling environment that not only addresses market failures through policy reform but also improving underperforming markets through demonstration effects, enhancing competition, innovation, integration and enhancing skills through investments and advisory services. This evaluation was designed to shed light on several key aspects of the IFC's creating markets agenda and experience on the ground. Those key aspects include the following: (i) Identification of market creating opportunities; (ii) Channels through which IFC contributes to market creation; (iii) Results from IFC's market creating interventions; and (iv) Success factors driving the Bank Group's market creation results

Kurzfassung: In a modern world with rapidly growing international trade, countries compete less based on the availability of natural resources, geographical advantages, and lower labor costs and more on factors related to firms' ability to enter and compete in new markets. One such factor is the ability to demonstrate the quality and safety of goods and services expected by consumers and confirm compliance with international standards. To assure such compliance, a sound quality infrastructure (QI) ecosystem is essential. Jointly developed by the World Bank Group and the National Metrology Institute of Germany, this guide is designed to help development partners and governments analyze a country's quality infrastructure ecosystems and provide recommendations to design and implement reforms and enhance the capacity of their QI institutions

Kurzfassung: World Bank economists expect GDP growth in the Middle East and North Africa (MENA) to continueat a modest pace of 1.5 percent in 2019, slightly down from 1.6 percent in 2018. The declme reflectsa contraction in one large economy, which more than offsets growth in other countries. In the mediumterm, the World Bank expects real GDP in the MENA to grow at 3.4 percent and 2.7 percent in 2020and 2021, respectively. The expected upswing is partially driven by ongoing policy reforms, as wellas reconstruction efforts in some countries. However, MENA's modest recovery will be insufficientto change its historically low growth in per capita GDP. External factors are unlikely to pull the regionout of its low-growth equilibrium. In addition, many countries in the region have persistent currentaccount deficits. A recent deterioration in external balances across MENA constrained the region'sability to finance these deficits. Although the region has a low risk of experiencing sudden reversalsin capital inflows in the short run, structural reforms capable of raising aggregate labor productivityare urgently needed to gradually reduce external imbalances. The report concludes by providingexamples of reforms in fiscal policies, trade-related policies, social protection and labor markets, andstate-owned enterprises (SOEs) in network industries

Kurzfassung: Because malnutrition in early life significantly affects the physical and mental development of children, addressing malnutrition is fundamental to the development of Vietnam's human capital. Economic development of the nation depends on the strength, resilience, and intelligence of its workforce. Governments dedicate millions of dollars annually to health and education, recognizing that individual losses in productivity may run as high as 10 percent of lifetime earnings and that as much as 11 percent of GDP could be lost each year in Asia and Africa due to undernutrition. The ethnic minority groups living mainly in the northern midlands and in the mountainous and central highlands regions are consistently more undernourished than the Kinh majority. Despite decreases in stunting, the prevalence of stunting among ethnic minority children is still twice that in the Kinh ethnic group. There has been an overall decline in wasting of 1.7 percent between 2000 and 2011, although only the richest quintile showed a significant reduction (3.4 percent). These data, along with an overall decrease in the prevalence of wasting and stunting, indicate an increase in nutrition inequality between 2000 and 2011. Moreover, it is noteworthy that the ethnic minority groups constitute the majority of the undernourished populations in most of the 10 provinces with the highest rates of stunting among children under 5 years old. This analytical report describes the very high rates of malnutrition among ethnic minority populations in Vietnam. It assesses the determinants and causes, using a causal framework and systems analysis; reviews current commitments and policies directed at reducing disparities in malnutrition; examines implementation of nutrition-specific and nutrition-sensitive interventions, particularly those that require multisectoral coordination and collaboration; draws conclusions based on the analysis; and recommends how policies and programs can be strengthened to reduce inequities and fulfill the economic potential of all ethnic groups

Kurzfassung: The World Bank Group's positioning in relation to Rwanda's Vision 2020 goal of rapidly attaining Middle-Income Country (MIC) status reflected many of the elements that are critical to realizing the country's goal: (i) Under a first pillar of promoting economic transformation for sustained growth, it supported infrastructure (notably energy and transport); the business environment (including skills development); the financial sector (including rural finance); and in the latter years the urban sector. (ii) Under a second pillar of reducing social vulnerability and raising the productivity and incomes of the poor, it supported agriculture; health (initially); and social protection-including demobilization and reintegration of ex-combatants. (iii) A third accountable governance pillar aimed to strengthen central and decentralized public financial management (PFM). This evaluation assesses the development effectiveness of the World Bank Group's country program in Rwanda over the period FY09-17. The report aims to inform future partnership frameworks between the World Bank Group and the Rwandan Government. The report is also of interest to individuals and organizations working with countries striving to consolidate economic progress after a successful transition from conflict, or countries striving to reach middle-income country (MIC) status

Kurzfassung: Just energy transition is key to South Africa's inclusive and sustainable growth. It is necessary to unlock large pools of private capital and attract foreign investment to drive low-carbon transition. Despite downside risks, South Africa has strong macroeconomic fundamentals and commitment to improving the overall investment climate. Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition. The current energy crisis presents an opportunity for sector reform, regulatory changes, and use of innovative financial solutions to promote low-carbon private sector investments. The World Bank has developed this discussion paper in response to the government of South Africa's request to analyze ways in which private capital flows can be catalyzed and leveraged for low-carbon investments. The focus of this paper is on electricity generation sector and the industry sector

Kurzfassung: This note presents the results of a survey undertaken in Fiji from May to June 2019 with the intention to identify the specific challenges men and women cross-border traders are facing related to trade facilitation at the firm level. Generally, efforts to improve trade conditions, especially relating to women cross-border traders, have been progressing over the years. Yet, there is limited work focusing on trade facilitation initiatives and trade competitiveness interventions aimed at women firms who face trading barriers that are not strictly linked to tariffs or policies. There is a global data gap on the nature of barriers that women traders face related to trade facilitation at the firm level. In fact, the problem is even deeper rooted; there is a global vacuum of knowledge about the exact proportion of cross-border traders that are women. No country, not even the gender equality champions in Northern Europe, can easily confirm the number of women that undertake cross-border trade in their respective countries. A survey designed to collect data on these challenges is being rolled out in the Pacific. Countries in the Pacific Islands region face unique development challenges: they are physically detached from major markets, have small populations spread across many islands and time zones, confront the worst impacts of climate change, and are some of the most vulnerable countries to natural disasters in the world

Kurzfassung: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. The main objective of the study is to provide detailed information on the demand for affordable ownership housing with a mortgage loan, a down payment, and a subsidy and for formal rental accommodation

Kurzfassung: After a period of rapid economic growth associated with high commodity prices, the Latin America andCaribbean region has again entered a phase of lackluster performance. Overall this slowdown seems moreself-inflicted than imported, and the outlook for the region is not encouraging either. A tepid exportresponse constrains the prospect of growing through external demand whereas limited fiscal space leaveslittle room to stimulate domestic demand. The outlook could deteriorate further if the internationalenvironment became less conducive. This report explores whether inward-looking development strategies could be one of the reasons for slowgrowth in Latin America and the Caribbean. Trade barriers are higher than in other developing regions, andwhile numerous preferential trade agreements have been signed, many of them are intra-regional. Thereport shows that South-North agreements are associated with increases in economic complexity andfaster economic growth than South-South agreements. It illustrates the point by assessing the economic, social, spatial and environmental impacts of two major: South-North agreements signed over the last year

Kurzfassung: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM.The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not.The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysisshows that countries that credibly enforce penalties for noncompliance collect more taxes on average

Kurzfassung: This book examines how nine different health systems--U.S. Medicare, Australia, Thailand, Kyrgyz Republic, Germany, Estonia, Croatia, China (Beijing) and the Russian Federation--have transitioned to using case-based payments, and especially diagnosis-related groups (DRGs), as part of their provider payment mix for hospital care. It sheds light on why particular technical design choices were made, what enabling investments were pertinent, and what broader political and institutional issues needed to be considered. The strategies used to phase in DRG payment receive special attention. These nine systems have been selected because they represent a variety of different approaches and experiences in DRG transition. They include the innovators who pioneered DRG payment systems (namely the United States and Australia), mature systems (such as Thailand, Germany, and Estonia), and countries where DRG payments were only introduced within the past decade (such as the Russian Federation and China). Each system is examined in detail as a separate case study, with a synthesis distilling the cross-cutting lessons learned. This book should be helpful to those working on health systems that are considering introducing, or are in the early stages of introducing, DRG-based payments into their provider payment mix. It will enhance the reader's understanding of how other countries (or systems) have made that transition, give a sense of the decisions that lie ahead, and offer options that can be considered. It will also be useful to those working in health systems that already include DRG payments in the payment mix but have not yet achieved the anticipated results

Kurzfassung: This analytical work assesses the current capabilities of, as well as the gaps and challenges faced by, the Georgian Hydrometeorological Department (GHMD) in producing and delivering weather, climate, and hydrological (hydrometeorological) products and services based on users' needs. It provides the government authorities and decision makers in Georgia with a technical strategic framework for improvements in hydromet and early warning systems and services (EWS), to provide socioeconomic benefits to the Georgian population; safeguard their lives, livelihoods, and property; and protect economic investments. The road map consists of 11 chapters. Chapters 1-3 highlight the climate and hydrological hazards affecting Georgia, their consequent risks, and the socioeconomic impacts on the Georgian people. Chapter 4 provides an assessment of users' needs for hydromet information. Chapter 5 gives an overview of the institutional and organizational structure of GHMD, while chapter 6 provides an in-depth analysis of GHMD's current status. Chapter 7 discusses modernization of hydromet and EWS. Chapters 8 and 9 present the road map in detail, along with three proposed successive development scenarios designed to transform GHMD into a technically modern and sound hydrometeorological service by narrowing the gap between GHMD's current status and the level of services needed for fully discharging its public service mandate. Chapter 10 presents a detailed socioeconomic benefits analysis. Finally, chapter 11 lays out the conclusions and a way forward, and several annexes provide additional details

Kurzfassung: Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030.Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals-universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization-while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent

The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

China's High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing.Traffic on China's high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density

Kurzfassung: Port Development and Competition in East and Southern Africa analyzes the 15 main ports in East and Southern Africa (ESA) to assess whether their proposed capacity enhancements are justified by current and projected demand; whether the current port management approaches sufficiently address not only the maritime capacity needs but also other impediments to port efficiency; and what the expected hierarchy of ports in the region will be in the future. The analysis confirms the need to increase maritime capacity, as the overall container demand in the ports in scope is predicted to begin exceeding total current capacity by between 2025 and 2030, while gaps in terms of dry and liquid bulk handling are expected even sooner. However, in the case of many of the ports, the issue of landside access-the ports' intermodal connectivity, the ease of international border crossing, and the port-city interface-is more important than the need to improve maritime access and capacity. The analysis finds that there is a need to improve the operating efficiency in all of the ESA ports, as they are currently less than half as productive as the most efficient ports in the matched data set of similar ports across the world, in terms of efficiency in container-handling operations. Similarly, there is a need to improve and formalize stakeholder engagement in many of the ports, to introduce modern management systems, and to strengthen the institutional framework to ensure the most efficient use of the infrastructure and to be able to attract private capital and specialist terminal operators. Finally, given the ports' geographic location and proximity to main shipping routes, available draft, and the ongoing port-and-hinterland development, the book concludes that Durban and Djibouti are the most likely to emerge as the regional hubs in ESA's future hub-and-spoke system

Kurzfassung: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

Kurzfassung: Ideas for Action is a youth competition on initiatives to implement the Sustainable Development Goals launched in November 2014 by the World Bank Group and the Zicklin Center for Business Ethics Research at the Wharton School of the University of Pennsylvania. The 2019 winners (3 top teams, 4 runners-up, and 11 honorable mentions) were selected from more than 3,000 proposals submitted by more than 21,000 team members from 142 countries. This year witnessed an unparalleled level of growing recognition with a 50 percent increase in proposals over 2018. The winning proposals were selected through a rigorous selection process that judged the projects on depth and clarity, significance of impact, originality and creativity, and feasibility. The teams had to showcase a strong proposal that presented a potential for impact on a large number of people with a practical roadmap for implementation. In addition to young staff members, reviewers included executives from Firmenich, Flour Mills of Nigeria, the German-Brazilian Chamber of Commerce and Industry, PepsiCo, the Wharton School, and the World Bank Group. Other competition partners included the International Labour Organization, Hemofarm, the World Bank Group's Youth to Youth Community (Y2Y) and Youth Summit, Knowledge Wharton, and the United Nations Youth Assembly.Youth participation in the 2030 Development Agenda is crucial. This initiative is a knowledge-sharing platform that empowers young professionals with the support and tools needed to engage in the conversation with leading professionals in the global development industry and the private sector. Through their use of technology-such as rainwater harvesting, reusable plastics, mobile apps, and devices-young people have ideas to make an exponential impact. The goal is to support truly workable and actionable results by connecting leading schools of finance and management with governments around the world to build partnerships that bolster these ideas into effective implementation. This book recognizes the incredible talent and spirit that these young people bring to the global development conversation

Kurzfassung: Malnutrition is a huge burden on the Arab Republic of Egypt's economy. Undernutrition-manifested by poor linear growth (stunting), wasting, and micronutrient deficiencies in children and by anemia among women of reproductive age-collectively saps an estimated two percent of Egypt's annual gross domestic product through forgone productivity and health care costs, representing an economic hemorrhaging of billions of U.S.A dollars per year. Adding to this challenge is the co-occurrence of overweight and obesity among children, leading to a malnutrition doubleA burden. Scaling Up Nutrition in the Arab Republic of Egypt aims to inform the development of nutrition policy and guide nutrition investments over the coming years. It reviews Egypt's nutrition situation, the interventions currently in place, and the opportunities, costs, benefits, and fiscal space implications of scaling up a set of high-impact interventions to address undernutrition. The book, a collaborative effort between the World Bank and UNICEF, is targeted at all those involved in developing and implementing nutrition interventions in Egypt and beyond

Kurzfassung: Climate change is a profoundly social and political challenge with many social justice concerns around every corner. A global issue, climate change threatens the well-being, livelihood, and survival of people in communities worldwide. Often, those who have contributed least to climate change are the most likely to suffer from its negative consequences and are often excluded from the policy discussions and decisions that affect their lives. This text pays particular attention to the social dimensions of climate change. It examines closely people's lived experience, climate-related injustice and inequity, why some groups are more vulnerable than others, and what can be done about it - especially through greater community inclusion in policy change.

Kurzfassung: The Chinese diaspora, consisting of both Chinese living overseas who are citizens of China (huaqiao), and people of Chinese descent who are citizens of foreign countries (huaren), have significantly shaped the making of modern China.China's policy towards its diaspora is primarily governed by its national interests and foreign policy imperatives. However, the Chinese government has been careful to ensure that the huaqiao and the huaren fall into different policy domains: Chinese citizens living overseas are subject to China's domestic policies, while Chinese descendants who are citizens of other countries come under China's foreign affairs. Nevertheless, from the beginning, the latter continue to be regarded as kinsfolk distinct from other foreign nationals. The huaqiao-huaren distinction is often blurred in ordinary discourse and this has been a source of much misunderstanding. However, it has not been the policy of the Chinese government to blur this distinction, and it is acutely aware of the complexity of the issue and is therefore very cautious about implying any change. As such, when terms such as huaqiao-huaren are introduced in the official lexicon, they are meant to acknowledge certain historical and contemporary realities, and not to deliberately obfuscate the two categories. The use of the combined term is in fact a recognition of the clear-cut distinction between the two groups, and is meant to convey a semantic balance in which neither category is emphasized at the expense of the other. In general, since the establishment of the People's Republic of China in 1949, the Chinese government has treated the diaspora as an asset, rather than a liability. The sole exception was during the Cultural Revolution when returnees, or the guiqiao, were condemned as reactionary and bourgeois elements. There is therefore a fundamental continuity in...
Kurzfassung: China's diaspora policy: namely, that China embraces both groups as part of a global Chinese community. Some policy shifts can be expected in future as China becomes more proactive in reaching out to its diaspora while balancing the needs and interests of Chinese abroad with the needs and interests of the Mainland.

Kurzfassung: Communication for Social Change: Context, Social Movements and the Digital is a critical introduction to communication for social change (CSC) theory. The book presents refreshingly new perspectives and specifically makes the case for CSC theory to factor in context, leanings from social movements and a critique of the digital technology. This book offers perspectives on the historical continuities within this field of study along with the departures that have been hastened and shaped by confluences between ideas and practice as well as by digital technology and social movements. It introduces readers to a raft of new theorists of CSC and puts forth new thinking, new ideas, and a new basis for theorisation of communication for social change.

Kurzfassung: This book presents new interpretations of current healing practices in Cuba and the Dominican Republic juxtaposed against the European colonization of the Caribbean after 1492. By combining data from critical historical analyses and ethnographic fieldwork, this research examines current healing landscapes and their historical background in both countries. This dissertation situates the continuous importance of non-institutional healing practices within the rich symbolism of Cuban and Dominican landscapes. More specifically, the study focuses on practices promoting physical, mental and spiritual healing of individuals and communities. It provides various examples that illustrate human interactions with divine and ancestral beings residing in places such as water sources, caverns, or manifested in plants and other natural phenomena. Data presented in this work guides our understanding of how local cultural memory plays a key role in our construction of medicinal histories, and the profound demographic and landscape transformations which shaped the healing landscapes after European conquest. Healing landscapes are also testimonies of the Cuban and Dominican ancestors' creativity, resilience, capacity to heal and find unity in the dehumanizing and alienating atmosphere of colonial violence and exploitation. This book is not aimed solely for academic public, but also those interested in Caribbean cultures, and the history of medicinal practices.

Kurzfassung: The Ancient Egyptian Footwear Project (AEFP) is a multidisciplinary, ongoing research of footwear in ancient Egypt from the Predynastic through the Ottoman Periods. It consists of the study of actual examples of footwear, augmented by pictorial and textual evidence. This volume evaluates, summarises and discusses the results of the study of footwear carried out by the AEFP for the last 10 years (which includes the objects in the major collections in the world, such as the Egyptian Museum in Cairo, the British Museum in London and the Metropolitan Museum in New York, as well as from various excavations, such as Amarna, Elephantine and Dra Abu el-Naga). All published material is depicted and some previously unpublished material is added here. The work on physical examples of footwear has brought to light exciting new insights into ancient Egyptian technology and craftsmanship (including its development but also in the relationships of various footwear categories and their origin), establishing and refining the dating of technologies and styles of footwear, the diversity of footwear, provided a means of identification of provenance for unprovenanced examples, and the relationship between footwear and socio-economic status. The archaeometrical research has lead to the reinterpretation of ancient Egyptian words for various vegetal materials, such as papyrus.
