    Abstract: More than a quarter-century after the passage of civil rights legislation in the United States and decades since the last European colonies attained their independence, race continues to play a central role in cultural, political, and economic life, both in the United States and around the globe. Race divides societies and individuals, shapes social policies of the most diverse sort, and organizes basic ideas about human identity and difference. Why? This ambitious book addresses the gaps in our understanding of contemporary racial dynamics, and develops a powerful theoretical approach to the vast subject of race. Howard Winant, one of the leading writers in the United States on the subject, argues that race cannot be understood as a "social problem" or as a "survival" of earlier, more benighted ages.     Abstract: Yaktovil is an elaborate healing ceremony employed by Sinhalas in Sri Lanka to dispel the effects of the eyesight of a pantheon of malevolent supernatural figures known as yakku. Anthropology, traditionally, has articulated this ceremony with the concept metaphor of "demonism." Yet, as David Scott demonstrates in this provocative book, this use of "demonism" reveals more about the discourse of anthropology than it does about the ritual itself. His investigation of yaktovil and yakku within the Sinhala cosmology is also an inquiry into the ways in which anthropology, by ignoring the discursive history of the rituals, religions, and relationships it seeks to describe, tends to reproduce ideological-often, specifically colonial-objects. To do this, Scott describes the discursive apparatus through which yakku are positioned in the moral universe of Sinhala, traces the appearance of yakku and yaktovil in Western discourse, evaluates the contribution of these figures and this ceremony in anthropology, and attempts to show how the larger anthropology of Buddhism, in which the anthropology of yaktovil is embedded, might be reconfigured. Finally, he offers a rereading of the ritual in terms of the historically self-conscious approach he proposes. The result points to a major rethinking of the historical nature not only of the objects, but also of the concepts through which they are constructed in anthropological discourse.

    Abstract: Thirty years after Lyndon Johnson declared a War on Poverty, the United States still lags behind most Western democracies in national welfare systems, lacking such basic programs as national health insurance and child care support. Some critics have explained the failure of social programs by citing our tradition of individual freedom and libertarian values, while others point to weaknesses within the working class. In The Color of Welfare, Jill Quadagno takes exception to these claims, placing race at the center of the "American Dilemma," as Swedish economist Gunnar Myrdal did half a century ago. The "American creed" of liberty, justice, and equality clashed with a history of active racial discrimination, says Quadagno. It is racism that has undermined the War on Poverty, and America must come to terms with this history if there is to be any hope of addressing welfare reform today. From Reconstruction to Lyndon Johnson and beyond, Quadagno reveals how American social policy has continually foundered on issues of race. Drawing on extensive primary research, Quadagno shows, for instance, how Roosevelt, in need of support from southern congressmen, excluded African Americans from the core programs of the Social Security Act. Turning to Lyndon Johnson's "unconditional war on poverty," she contends that though anti-poverty programs for job training, community action, health care, housing, and education have accomplished much, they have not been fully realized because they became inextricably intertwined with the civil rights movement of the 1960s, which triggered a white backlash. Job training programs, for instance, became affirmative action programs, programs to improve housing became programs to integrate housing, programs that began as community action to upgrade the quality of life in the cities were taken over by local civil rights groups.     Abstract: shift of emphasis eventually alienated white, working-class Americans, who had some of the same needs--for health care, subsidized housing, and job training opportunities--but who got very little from these programs. At the same time, affirmative action clashed openly with organized labor, and equal housing raised protests from the white suburban middle-class, who didn't want their neighborhoods integrated. Quadagno shows that Nixon, who initially supported many of Johnson's programs, eventually caught on that the white middle class was disenchanted. He realized that his grand plan for welfare reform, the Family Assistance Plan, threatened to undermine wages in the South and alienate the Republican party's new constituency--white, southern Democrats--and therefore dropped it. In the 1960s, the United States embarked on a journey to resolve the "American dilemma." Yet instead of finally instituting full democratic rights for all its citizens, the policies enacted in that turbulent decade failed dismally. The Color of Welfare reveals the root cause of this failure--the inability to address racial inequality.

    Abstract: The 19th-century European notion of the one people-one language nation as the ideal state has been a very pervasive influence in spite of the fact that most countries in the world today are multilingual, that is they contain ethnic groups in contact and not infrequently in competition. Such thinking has held implications for the setting of language policies, from hanging a wooden clog around the neck of a child heard speaking Occitan in Southern France to the considerable budgeting in Ireland for the promotion of Irish.In this book, Paulston presents an analytical framework for explaining and predicting the language behaviour of social groups as such behaviour relates to linguistic policies for minority groups. She argues that a number of factors must be considered in the understanding and establishment of language policies for minority groups:(1) if language planning is to be successful, it must consider the social context of language problems, (2) the linguistic consequences for social groups in contact will vary depending on the focus of social mobilization, i.e. ethnicity or nationalism, and (3) a major problem in the accurate prediction of such linguistic consequences lies in identifying the salient factors which contribute to language maintenance or shift, i.e. answering the question "under what conditions?".Part I outlines and discusses the analytical framework, beginning with a general consideration of language problems and language policies and of the social factors which contribute to language maintenance and shift.     Abstract: This volume explores a relational pattern that occurs during one type of speech event - classroom "participant examples." A participant example describes, as an example of something, an event that includes at least one person also participating in the conversation. Participants with a role in the example have two relevant identities - as a student or teacher in the classroom, and as a character in whatever event is described as the example. This study reports that in some cases speakers not only discuss, but also act out the roles assigned to them in participant examples. That is, speakers do, with each other, what they are talking about as the content of the example. Participants act as if events described as the example provide a script for their interaction.Drawing on linguistic pragmatics and interactional sociolinguistics, the author describes the linguistic mechanisms that speakers use to act out participant examples. He focuses on the role of deictics, and personal pronouns in particular, in establishing and organizing relationships. The volume also presents a new methodological technique - "deictic mapping" - that can be used to uncover interactional organization in all sorts of speech events.Drawing on the philosophy and sociology of education, the volume discusses the social and educational implications of enacted participant examples. Educational theorists generally find participant examples to be cognitively useful, as devices to help students understand pedagogical content. But enacted participant examples have systematic relational consequences as well. The volume presents and discusses enacted participant examples that have clear, and sometimes undesirable, social consequences. It also discusses how we might adjust educational theory and practice, given the relational implications of classroom participant examples.

    Abstract: This volume examines the sociocultural factors that influence language choices and uses in the multilingual country of Luxembourg. Patterns of language use within and across communities are viewed in terms of interrelationships among language policy intent, implementation, and experience.The study considers the ways in which the language and social experiences within low socioeconomic communities differ from school expectations and how these differences affect achievement of both individual and government goals. A history of past language policies and practices sets the background for recent policy formation and current language uses and values.An investigation of the roles of reading, writing and speaking within school settings illustrates policy implementation and individual usage. The ways in which policy is experienced is described in terms of the number and extent of language functions within communities. The nature of language experience is reflected in ethnographic descriptions of the roles language and literacy abilities play in social life. These descriptions are presented in terms of patterns of language use across socioeconomic groups and through composite case studies of three families representing upper, middle and lower class backgrounds. Community and school language behaviors are then compared across socioeconomic groups through an analysis of the degree of congruence between reading, writing, and speaking functions outside of the school and the in-school norms and methods of language instruction.The study further explores the practical and theoretical implications of the relationships among policy intent, implementation, and experience in the context of socioeconomic transitions in modern multilingual nations.

    Abstract: Although feminist ethnography is an emerging genre, the question of what the term means remains open. Recent texts that fall under this rubric rely on unexamined notions of "sisterhood" and the recovery of "lost" voices. Writing about her work with women in Southern India, Kamala Visweswaran addresses such troubled questions in the essays that make up Fictions of Feminist Ethnography. Blurring distinctions between ethnographic and literary genres, the author employs the narrative strategies of history, fiction, autobiography and biography, deconstruction, and postcolonial discourse to reveal the fictions of ethnography and the ethnography in fiction. In the process of reflecting on the nature of anthropology itself Visweswaran devises an experimental approach to writing feminist ethnography. What sets this work apart from other self-reflexive feminist ethnographies is its rigorous engagement with the concrete inequalities, refusals, and misunderstandings between the author and the women she worked with in India. In each essay, she takes up the specific ellipses of power differentials in her field research and works out their epistemological consequences. The result is a series of contextualizations of the politics of identity in the field, at "home," and within the lives of women who particpated in the Indian nationalist movement. We learn in lucid detail about the partiality of knowledge and the inevitable difficulties and violations involved in representing the lives of women, both inside and outside the United States. Clearly and forcefully written, this book should be of interest not only to anthropologists but also to cultural theorists and critics, feminist scholars and writers, and other social scientists who grapple with epistemological and political issues in their fields.

    Abstract: Patricia S. Mann explains our current period as a time of social transformation resulting from an "unmooring" of women, men, and children from the nuclear family, gender relations having replaced economic relations as the primary site of social tension and change in our lives. The feminist movement has evolved, according to Mann, into a popularly based postfeminist struggle to reconstruct relationships between women and men within everyday contexts of work, family, education, and politics. Mann formulates a "postmodern" theory of political agency, utilizing it to explain political events such as the Hill-Thomas Senate hearings and their social aftermath. While liberal and progressive theories have explained political agency in terms of individual or group forms of identity, Mann suggests another alternative. Individuals such as Anita Hill are drawn into socially meaningful struggles in the context of their daily lives-as we all are potentially participating in micro-political forms of activism in a variety of institutional contexts. These dynamic micro-political situations involve intersecting dimensions of race, class, and sexuality, as well as gender. Within specific conflicts, individuals rearticulate their notions of desire and responsibility, and their expectations for recognition and reward; according to Mann political agency resides in these choices. Addressing some of the most important controversies in political philosophy, Mann weaves together strands of the "participatory politics" of the 1960s and the multicultural politics of the 1990s. In doing so, she offers a new basis for understanding social change.

The first account of the role of culture and communication in the Iranian revolution, this is also the first book to consider revolution as communication in the modern world. Coauthored by participants in the revolutionary upheaval, this study reflects an unusual breadth and depth of perspective. Drawing on ten years of research, the authors vividly show how the processes and products of modernization were used to undermine the very foundation of modernity in Iran. Their work reveals how deeply embedded cultural modes of communication coupled with crucial media technologies were able to mobilize a population within a repressive political context. Tracing the use of small media (audio cassettes and leaflets) to disseminate the revolution, the authors challenge much of the theory that has dominated international communication studies-and, in doing so, question the credibility of the established media. Winner of the prestigious Bancroft Prize for his book Dust Bowl, Worster has helped bring humanity's interaction with nature to the forefront of historical thinking. Now, in The Wealth of Nature, he offers a series of thoughtful, eloquent essays which lay out his views on environmental history, tying the study of the past to today's agenda for change. The Wealth of Nature captures the fruit of what Worster calls "my own intellectual turning to the land." History, he writes, represents a dialogue between humanity and nature--though it is usually reported as if it were simple dictation. Worster takes as his point of departure the approach expressed early on by Aldo Leopold, who stresses the importance of nature in determining human history; Leopold pointed out that the spread of bluegrass in Kentucky, for instance, created new pastures and fed the rush of American settlers across the Appalachians, which affected the contest between Britain, France, and the U.S. for control of the area.     Abstract: This book examines the progress of literacy in ancient Greece from its origins in the eighth century to the fourth century B.C.E., when the major cultural institutions of Athens became totally dependent on alphabetic literacy. By introducing new evidence and re-evaluating the older evidence, Robb demonstrates that early Greek literacy can be understood only in terms of the rich oral culture that immediately preceded it, one that was dominated by the oral performance of epical verse, or "Homer." Only gradually did literate practices supersede oral habits and the oral way of life, forging alliances which now seem both bizarre and fascinating, but which were eminently successful, contributing to the "miracle" of Greece. The Egyptian economic adjustment since 1991 is a good case in point, as Egypt is facing difficult transitional problems, of both social and financial nature. The first part of this paper discusses Egypt's newly established social fund (1991), notably the adequacy of its core programmes and targeting mechanism for providing an appropriate "social safety net" in the medium term. However, the Reserve Bank of New Zealand, by directly surveying perceived and expected monetary conditions, have enabled both a mean index of current and future monetary conditions, as well as a proxy of respondents’ uncertainty, to be generated. The principal determinants and properties of these survey responses are examined in this paper, including whether: central bank announcements dominate economic fundamentals in determining conditions; the responses are consistent over varying time horizons; and the responses are symmetrical to both a tightening and loosening in policy.     Abstract: This paper reviews fiscal policy, government indebtedness and its implications for economic performance in OECD countries. Government debt, expenditure and revenue relative to GDP have all risen significantly over the past 15 years and in several countries these trends are unsustainable. The macroeconomic implications of high fiscal deficits and debt levels are considered and the paper finds that while monetary policy played a clear role in generating recovery, the effects of fiscal policy are more mixed.
