    Kurzfassung: Piedmont is one of the top ten manufacturing regions in Europe and enjoys the highest levels of business investment in R&D in Italy. Birthplace of the most famous Italian automotive company - Fiat – and home to many heavy engineering and manufacturing firms, the region has long been a central part of the national industrial core. Yet since the early 1970s, the fragility of Piedmont's production system has slowly became evident. This report reviews how Piedmont’s new regional strategy supports innovation and how its efforts can be improved.

    Kurzfassung: Over the past decade, Mexico has made significant progress towards macroeconomic stability and has undertaken important structural reforms to further open the economy to trade and investment, and improve the functioning of markets for goods and services. However, potential gross domestic product (GDP) growth remains much too low to reduce widespread poverty and bridge the wide gap in living standards with wealthier OECD countries. One important reason for this is that Mexico has been slower than those in many competing newly industrialising economies to realise the importance of investment in innovation as a driver of growth and competitiveness. This book assesses the current status of Mexico’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities.

    Kurzfassung: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

Sie geben zudem konkrete Empfehlungen zu der Frage, wie ein breites Spektrum von die Innovationsergebnisse der Länder beeinflussenden Politikmaßnahmen zu verbessern ist. Bei jeder Prüfung werden bewährte Praktiken identifiziert, aus denen andere Länder lernen können. China hat über einen mehr als zwanzig Jahre andauernden Zeitraum ein spektakulär hohes Wirtschaftswachstum zu verzeichnen. Gleichwohl ist China heute mit der großen Herausforderung des Übergangs von einem stetigen zu einem vom sozialen, wirtschaftlichen, ökologischen und umweltpolitischen Standpunkt her gesehen nachhaltigen Wachstum konfrontiert. Die Innovationstätigkeit wurde als eine Hauptantriebskraft für dieses neue Wachstumsmodell identifiziert, und die chinesische Regierung hat eine nationale Strategie initiiert, die bis zum Jahr 2020 eine innovationsinduzierte Wirtschaft und Gesellschaft entstehen lassen soll. Wird es China gelingen, die Herausforderung dieses Übergangs zu meistern? Welche Veränderungen werden hierzu im Bereich der Politikmaßnahmen und Institutionen erforderlich sein? Wie wird sich die Wandlung Chinas zu einer künftigen innovationsgestützten Volkswirtschaft auf die OECD-Länder sowie auf die weltweiten Systeme der Wissensproduktion, -verbreitung und -nutzung auswirken? This book reviews the use of pharmacogenetics across all stages of the health innovation cycle from research through to uptake by doctors and patients. It focuses on how to optimise the use of pharmacogenetics to deliver effective innovations for public health, and design policies that enhance their economic and social benefits. The book argues for large-scale studies to validate the biomarkers that underpin pharmacogenetics and policies to share the cost and risk of using pharmacogenetics to improve the use of existing medicines. Governments and others need to align regulatory, reimbursement and other incentives and work with industry to measure better the impacts of pharmacogenetics. Health systems need to take positive steps to adapt to the use of pharmacogenetics and ensure that health professionals receive adequate training.

However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

A la fecha, el acercamiento al e-gobierno ha sido conducido con demasiada frecuencia por las soluciones que ofrecen las TIC en lugar de la demanda del usuario. Mientras que las soluciones TIC han sido efectivas para ofrecer servicios en línea, esto ha derivado en la proliferación de sitios web, portales y servicios electrónicos que son incompatibles, confusos y se traslapan… sin mencionar lo costoso que son.Más que agregar simplemente un canal para la distribución de un servicio, el e-gobierno puede mejorar los servicios que el gobierno ofrece. Pero sólo puede suceder como parte de una transformación general de los procesos, la estructura y la cultura del gobierno. Algunos gobiernos de la OCDE están aplicando ahora una nueva “lógica de e-gobierno” que permite a las agencias gubernamentales en red compartir recursos y entregar información y servicios orientados al usuario.     Kurzfassung: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

The report finds that the level of innovation activity and performance in Hungary has remained relatively low by international standards. This is attributable to both lagging innovation capabilities in the business sector and an insufficient contribution of public research organisations to the innovation system. There is a need for more stable governance of the innovation system and a more evidence-based approach to policy making in the area of science, technology and innovation policy.

La demande d’infrastructures est appelée à sensiblement augmenter dans les décennies à venir, sous l’impulsion de facteurs majeurs de changement comme la croissance économique mondiale, le progrès technologique, le changement climatique, l’urbanisation et l’aggravation de la congestion. Les défis à relever sont multiples. Dans les pays de l’OCDE, de nombreux éléments de réseaux d’infrastructure connaissent un vieillissement rapide, les budgets publics sont de plus en plus serrés et le financement de l’infrastructure devient de plus en plus complexe. Cette publication évalue la viabilité future des modèles économiques actuels dans cinq secteurs infrastructurels : électricité, eau, transport ferroviaire de marchandises, transports collectifs urbains et transport routier. Elle propose des recommandations pratiques visant à renforcer les capacités afin de répondre aux besoins futurs d’infrastructures, notamment des mesures qui pourraient être prises par les gouvernements tant collectivement qu’individuellement pour mettre en place des cadres institutionnels, politiques et réglementaires plus favorables.

    Kurzfassung: This report presents three case studies to illustrate the relationship between environmental policy and technological innovation. The case studies cover abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications.

    Kurzfassung: Film and video products take a huge variety of forms from modest training or promotion audio-visuals to blockbuster feature films that earn very large amounts of money from worldwide distribution. Production and distribution for any film or video product involve an extremely wide array of commercial interests often with quite different strategies. This study focuses on commercial entertainment products and production and distribution of films and television programs. It analyses the impact of digital content creation, distribution and use on value chains and business models of the film and video industry and explores the policy implications of these changes to identify how digital content may affect the function and position of participants in the industry along the value chain.

Cada revisión identifica buenas prácticas de las cuales otros países pueden aprender.Chile, una economía pequeña y abierta, con una producción fuertemente basada en recursos naturales, ha sido durante las últimas dos décadas el país latinoamericano más exitoso en reducir la brecha del ingreso per cápita con respecto a los países avanzados. Para continuar su avance, Chile necesita fortalecer algunos de sus pilares institucionales de una economía orientada al mercado, como lo es notablemente el sistema de innovación. Existe una creciente conciencia por parte de los actores políticos acerca de la importancia de la innovación para el futuro del país. Esto se ha traducido en tres audaces decisiones: la creación del Consejo de Innovación para la Competitividad, encargado de proponer pautas para una estrategia nacional de innovación de largo plazo; la introducción de un impuesto específico a la actividad minera para aumentar los recursos públicos disponibles para implementar esta estrategia; y la creación de un incentivo tributario. Este informe evalúa la situación actual del sistema y políticas de innovación de Chile con el objetivo de identificar las áreas que requieren perfeccionamiento, para utilizar este aumento de la inversión pública de la manera más eficiente posible.

    Kurzfassung: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

    Kurzfassung: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

    Kurzfassung: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

Post-apartheid South Africa has succeeded in swiftly opening its economy to international trade and capital flows, and in stabilising the economy while achieving reasonably good growth performance, mainly driven by productivity gains. However, important socio-economic problems persist, especially unemployment, poverty and the exclusion of a large fraction of the population from the formal economy. The country is now in the middle of two more specifically economic transitions: i) responding to globalisation and ii) transforming the structure of the economy away from its former heavy dependence on primary resource production and associated commodity-based industries. In this context, enhancing innovation capabilities is key to a sustained improvement of living standards based on productivity-driven growth. This review assesses the national innovation system of South Africa from this perspective, identifying areas and means for improvement with an emphasis on the role of public research organisations and policies.

    Kurzfassung: Analysis carried out in this report indicates that international trade in counterfeit and pirated products could have been up to USD 200 billion in 2005. This total does not include domestically produced and consumed counterfeit and pirated products and the significant volume of pirated digital products being distributed via the Internet. If these items were added, the total magnitude of counterfeiting and piracy worldwide could well be several hundred billion dollars more. Counterfeiting and piracy are illicit businesses in which criminal networks thrive. The report shows that the items that they and other counterfeiters and pirates produce and distribute are often substandard and can even be dangerous, posing health and safety risks that range from mild to life-threatening. Economy-wide, counterfeiting and piracy undermine innovation, which is key to economic growth. The magnitude and effects of counterfeiting and piracy are of such significance that they compel strong and sustained action from governments, business and consumers. More effective enforcement is critical in this regard, as is the need to build public support to combat the counterfeiting and piracy. Increased co-operation between governments, and with industry, would be beneficial, as would better data collection.

    Kurzfassung: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.

    Kurzfassung: This report presents the results of a survey of over 800 genetic testing laboratory directors in 18 OECD countries. It provides the first detailed overview of the availability and extent of molecular genetic testing across OECD member countries. The survey allowed the OECD to compare practices in individual countries in order to inform international action in setting standards and developing guidelines for practice. Based on the survey results, the report puts forward recommendations for action for better quality assurance and proficiency of molecular genetic testing. It shows, for example, that requirements for licensing and accreditation/certification of diagnostic molecular genetic testing laboratories have not penetrated OECD countries to a high degree or with any consistency. Considerable variations exist in mechanisms of licensing, certification and accreditation, including the standards by which tests are performed, results are reported, and the qualifications for laboratory personnel.

This conference proceedings of the OECD Blue Sky II Forum describes some of the policy needs, measurement issues, and challenges in describing cross-cutting and emerging topics in science, technology and innovation (STI). It also presents ideas to exploit existing data and develop new frameworks of measurement in order to guide future development of STI indicators at the OECD and beyond.

    Kurzfassung: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Kurzfassung: E-Government in Hungary has been driven by the overarching national goal to integrate Hungary in the European Union. Strong political leadership has lead to results in a short space of time, including the online availability of 20 core e-government services benchmarked by the EU, as well as other transactional services. The review draws several important lessons from the Hungarian experience: Hungary has moved forward by adopting international good practices, rather than re-inventing the wheel. In order to continue progress, however, Hungary needs to focus on the bigger picture which means using e-government to improve the efficiency and effectiveness of the public sector, i.e. better government, not more government. This review also identifies the challenges that Hungary will face in order to meet these new objectives.

    Kurzfassung: How does government funding of corporate R&D affect the behaviour of firms? Ongoing efforts to boost business investment in R&D demand better methods of evaluating the effectiveness of government policy instruments. Efforts to explicitly measure changes in the ways firms conduct R&D as a result of government policy – so-called “behavioural additionality” effects – have remained relatively underdeveloped. This publication explores the emerging concept of behavioural additionality and summarises results of a multinational effort to develop better ways of measuring it. Evaluations should investigate not only how much additional business R&D spending is stimulated by government support or how much additional output is generated as a result, but also how government funding influences the conduct and direction of business R&D.

While a number of factors make a strong case for governmental action in the area of information security, there are also important limits to what governments can achieve. This review, the first in a series of risk management policy reviews being conducted by the OECD, identifies areas of good practice in Norway's policies for information security, as well as areas where improvements could be made. For areas that could benefit from improvement, it proposes opportunities for action and, when possible, suggests alternatives.

    Kurzfassung: This publication reveals a number of interesting examples of innovative programmes using ICT that can increase access to learning out-of-school youths and adults. The papers show that ICT can be one way -- but by no means the only way -- to improve pathways to learning. It can do this by tailoring learning to the needs and preferred learning styles of the disadvantaged, and it can make learning more interesting by providing immediate feedback. A third message is that just as adult learning itself has been the under-funded and under-appreciated Cinderella of the formal learning spectrum, so the application of ICT within adult learning has tended to lag behind much of the rest of the education system. The present volume provides some cautionary remarks on the recent past and opens up some significant opportunities for the future.

    Kurzfassung: From research and development to legal and marketing services, a wide range of knowledge-intensive service activities (KISAs) enables firms and public sector organisations to better innovate. This publication examines the contribution of knowledge-intensive services to the acquisition and growth of innovation capabilities in firms and public sector organisations. It focuses on KISAs in four industy sectors: software, health care, tourism and leisure, and resource-based industries such as mining technology services, aquaculture and forestry. The analysis derives from a series of surveys and case studies undertaken in nine OECD countries: Australia, Denmark, Finland, Ireland, Japan, Korea, New Zealand, Norway and Spain.

    Kurzfassung: This publication examines the innovation system in pharmaceutical biotechnology in eight OECD countries - Belgium, Finland, France, Germany, Japan, the Netherlands, Norway and Spain. The report summarises the results of in-depth studies, providing a comparative analysis of participating countries' performance in science and innovation in biopharmaceuticals. It highlights specific characteristics of the national biopharmaceutical innovation systems in terms of their international openness and the specific role of demand-side factors in the innovation process. Major systemic failures affecting the functioning of the biopharmaceutical innovation systems are identified. Based on rich evidence, the report draws policy recommendations to foster innovation in biopharmaceuticals advocating an integrated policy approach.
