Moreover, many governments believe the existing system of funding and/or organisation is no longer sustainable.     Abstract: The aim of this paper is to determine the level and the factors for university students’ satisfaction with the institutions they are attending. Firstly, the concept of satisfaction will be defi ned. Secondly, a conceptual framework to demonstrate the relationship between the factors which lie behind university student satisfaction will be presented. Thirdly, the results and implications of a survey with which the authors tried to test the presupposed relationships within the boundaries of the conceptual framework will be given and discussed. Le débat s’inscrit dans un contexte marqué par le fait que la production de savoir et la contribution de l’enseignement supérieur à l’économie, au prestige et au statut d’un pays sont en train de transformer rapidement le système d’enseignement supérieur : le laisser-faire cède la place à la concurrence du marché. De nombreux gouvernements sont par ailleurs convaincus que le système actuel de financement et d’organisation ne pourra pas perdurer. Le financement de la recherche doit-il se répartir équitablement entre les différents établissements ou bien faut-il au contraire que seuls certains établissements se concentrent sur la recherche, les autres se consacrant à l’enseignement et à la formation ? Si au cours de la seconde moitié du XXe siècle la massification a imposé sa logique à l’enseignement supérieur dans les pays de l’OCDE, c’est désormais la concurrence, liée en partie à la capacité de recherche, qui joue un rôle analogue au début de ce XXIe siècle. Cette logique pèse de manière assez marquée sur le mode d’organisation et de gestion des établissements.     Abstract: Educational systems worldwide still continue to rely heavily on public sources of funding. Nearly 80% of the expenditure on higher education comes from public sources in OECD countries; the share is even larger in developing countries. There is a concerted effort in many countries to reduce the reliance on state funding and move towards market-friendly reforms. This involves adjustment in the macro-policy framework to induce change at the institutional level. Institutional changes could be brought about either by relying on “mandates” or on “rewards”. Mandates demand a particular form of institutional behaviour that is accompanied by the threat of punishment for a failure to comply. Rewards, on the other hand, provide incentive and motivation to change. Both rewards and incentives become effective when public policy provides a choice in behavioural changes at the institutional level. The motivation for a change of behaviour will depend on the level of performance that conditions a reward on the one hand and on the expectation for obtaining a reward, on completion of the task, on the other. In general, mandates are more easily complied with when institutions are struggling to survive, whereas incentives and rewards are preferable when institutions are striving to revive and grow. Au Canada, les dix gouvernements des provinces ont recours aux indicateurs de rendement clés (IRC). Chacune des circonscriptions territoriales qui ont adopté les IRC les utilisent pour subordonner l’octroi des financements de base et des financements en capital à diverses formes de performances des établissements. L’auteur analyse à des fins comparatives comment certains critères sont favorisés par la mise en place des IRC. L’article porte sur l’adoption des indicateurs de rendement clés dans trois provinces : l’Ontario, l’Alberta et la Colombie-Britannique. Dans chaque cas, l’auteur examine l’ensemble complexe de politiques et de relations institutionnelles en jeu dans la construction des indicateurs de rendement clés. Son avenir dépend de forces extérieures telles que la globalisation et l’internationalisation, mais aussi des décisions des pouvoirs publics. De nombreuses organisations universitaires internationales procèdent à un audit de leurs programmes et de leurs initiatives, mais elles en sont arrivées au point où l’efficience des mesures d’assurance qualité se trouve remise en cause. Les directeurs d’établissement se trouvent confrontés à une baisse du moral et ils comptent sur les actions internationales pour conforter leurs espérances et leurs perspectives ; ces actions s’inspirent davantage de la rationalité économique que de l’altruisme. Même si les données actuelles laissent à penser que les approches de coopération internationale émanant de la base ont davantage de chances de survivre au changement, on s’en remet souvent aux directives énoncées par les instances dirigeantes pour fixer la ligne d’action. Exploitant les résultats d’une étude récemment actualisée, cet article passe en revue les programmes et les initiatives les plus marquants, qui n’auraient jamais vu le jour sans l’intervention de décideurs soucieux de défendre et de promouvoir la coopération universitaire internationale.     Abstract: In this paper the author examines the implementation of key performance indicators in Canadian post-secondary education institutions. More specifically he charts their implementation from the perspective of students and the effect they have on the quality and delivery of education. Key performance indicators (KPI) in Canada are administered by the ten provincial governments. In each of the jurisdictions in which they have been introduced KPIs have tied various forms of institutional performance to core funding and capital funding allocation.The paper offers a comparative analysis of how certain criteria are promoted by the establishment of KPIs. It examines the introduction of KPIs in three provinces: Ontario, Alberta, and British Columbia. In each case the complex set of politics and institutional relations at stake in the establishment of KPIs are examined. A comparative examination of each case provides signposts for best practices as well as instructive lessons in where and how quickly the very definition of accountability becomes a highly politicised term of contention. Finally, the paper makes proactive policy suggestions, from the standpoint of students, about the criteria that should be used in the establishment of KPIs. Les preuves empiriques de cette situation sont cependant rares. Nous examinons dans cet article quelques approches théoriques pouvant présider à l’étude de la corruption, et présentons à la lumière de ces postulats théoriques les données empiriques sur la corruption dans l’enseignement supérieur de la Russie et de l’Azerbaïdjan que nous avons recueillies. Si les deux États examinés ici ont un héritage politique commun, la corruption dans leur enseignement supérieur semble diverger. Nous suggérons que le capital social constitue une théorie utile pour comprendre les différents niveaux de corruption que l’on y rencontre.     Abstract: La globalisation des échanges commence à toucher les universités nationales un peu partout dans le monde. Pour répondre à cette pression extérieure, chaque établissement cherche plus à s’assurer une notoriété internationale par la recherche que nationale par la pédagogie. La concentration de l’attention et de l’activité sur la recherche conduit, par exemple l’université française à perdre des parts de marché par rapport à d’autres structures d’enseignement supérieur. Une des principales raisons est que la recherche pousse à la spécialisation alors que le marché demande de plus en plus des formations pluridisciplinaires ou transversales. Pour répondre à ces demandes contradictoires de la société, deux scénarios extrêmes sont présentés, l’un qui tente de maintenir l’esprit universaliste des universités et l’autre qui pousse les établissements d’enseignement supérieur à toujours plus de spécialisation au nom de l’excellence de la recherche. Entre ces deux modèles, il y a peut être une voie médiane, difficile, mais combien enrichissante pour la communauté universitaire, à condition cependant de repenser le management universitaire. Dans tout processus de changement, l’erreur majeure est de vouloir confondre la démarche des individus avec celle des organisations. L’université peut assurément continuer à tenir tous les fils conduisant au développement économique, mais on ne peut pas demander à chaque acteur d’avoir ce profil polyvalent. C’est donc la qualité des liaisons interpersonnelles et leur management qui fera la qualité des universités de demain....

    Abstract: Trade globalisation is beginning to affect universities worldwide. In response to this outside pressure, institutions have become more geared to gaining international repute through research than to maintaining their reputation at home for the quality of their teaching. As a result of this focus on research, French universities, for example, are losing ground to other kinds of higher education institutions. One of the main reasons is that research encourages specialisation, whereas the market increasingly requires multi-disciplinary and cross-cutting skills. In order to explore how society’s contradictory demands can be met, two opposing models will be presented, one that seeks to preserve the universalist role of universities and another that would prompt higher education institutions to become increasingly specialised in pursuit of research excellence. Between these two extremes, there is perhaps a middle way that is difficult to follow, but that is exceptionally enriching for the university community, provided that university management is rethought. The primary mistake that can be made in any process of change is to seek to merge the role of individuals with that of institutions. Although universities can continue to pull together all the various threads that contribute to economic development, individuals cannot be expected to have the same multi-faceted profile. This means that the quality of tomorrow’s universities will depend on the quality of interpersonal relationships and how they are managed....

Its future rests upon extraneous forces such as globalization and internationalization and also upon those who make policy decisions. Many international university organizations are auditing their programs and initiatives to such a degree that the cost effectiveness of such quality control measures are put into question. Institutional leaders are often forced to contend with low morale, trying their best to bolster a sense of hope, meaning and potential to international initiatives that are more likely to be financially sound than altruistic.     Abstract: Many observers have noted that corruption in higher education is widespread in the states of the former Soviet Union. Little empirical evidence is available, however. This article examines some theoretical approaches to the study of corruption, and presents empirical data on corruption in higher education from Russia and Azerbaijan, collected by the authors, in the light of these theoretical positions. While both states examined here have a common political heritage, higher education corruption appears to be of a diverging character in the two states. We suggest that social capital offers a helpful theory in understanding the varying levels of corruption encountered in the two states. Social capital theory also perhaps suggests that significant reductions in the extent of corruption will not be achieved by purely technical means (such as changes in organisational arrangements), but require a broader approach to achieve a strengthened civil society....

    Abstract: Les systèmes éducatifs du monde entier continuent de dépendre en grande mesure des sources publiques de financement. Les dépenses consacrées à l’enseignement supérieur sont couvertes à près de 80 % par les fonds publics dans les pays de l’OCDE et cette proportion est plus forte encore dans les pays en développement. Nombre de pays s’efforcent actuellement de réduire cette dépendance vis-à-vis des crédits publics et de s’orienter vers des réformes plus fondées sur le jeu du marché. Ils doivent, pour ce faire, aménager le cadre des politiques macroéconomiques afin d’entraîner des changements au niveau des établissements. Les changements institutionnels peuvent être induits au moyen de « mandats » ou de « récompenses ». Les mandats exigent des établissements qu’ils adoptent une forme particulière de comportement institutionnel et s’assortissent d’une menace de sanctions en cas de non respect de ces directives. En revanche, les récompenses offrent des motivations et des incitations au changement. Récompenses et incitations prennent effet quand l’action des pouvoirs publics donne aux établissements la possibilité de choisir dans quel sens ils vont modifier leur comportement. La motivation d’un changement de comportement dépend d’une part, du niveau de performance qui conditionne l’attribution d’une récompense et d’autre part, de la récompense que l’on peut attendre de la réalisation de la tâche entreprise. En général, les mandats sont plus facilement respectés quand les établissements luttent pour survivre, alors qu’il est préférable de recourir aux incitations et aux récompenses quand les établissements s’efforcent de revivre et de se développer. On compte dans bon nombre de pays sur les systèmes d’incitations et de récompenses pour faire advenir les changements dans l’enseignement supérieur.     Abstract: Constant scrutiny by surveillance cameras is usually seen as - at best - an invasion of privacy, and at worst an infringement of human rights. But in this radical new account of the uses of surveillance in art, performance and popular culture, John McGrath sets out a surprising alternative: a world where we have much to gain from the experience of being watched.In Loving Big Brother the author tackles head on the overstated claims of the crime-prevention and anti-terrorism lobbies. But he also argues that we can and do desire and enjoy surveillance, and that, if we can understand why this is, we may transform the effect it has on our lives.
