    Abstract: En los países miembros de la OCDE resulta sorprendente el espectro, número y crecimiento de los programas de apoyo para la iniciativa empresarial y la microempresa. Buena parte del interés de política por fomentar la iniciativa empresarial se refleja en la convicción de que la creación de nuevas empresas contribuirá a facilitar el logro de importantes objetivos económicos y sociales. El aumento en el ritmo de creación de empresas es hoy una inquietud casi universal para las autoridades locales, al igual que para los gobiernos centrales que desean combatir la marginación económica local. Sin embargo, a pesar del amplio interés de política, pocos estudios han analizado sistemáticamente la relación entre la creación de nuevas empresas y el desarrollo económico local. Esta publicación analiza las principales rutas a través de las cuales la creación de empresas y su desarrollo puede tener un impacto sobre las economías locales. Así, se analiza la evidencia empírica acerca de la relación entre la iniciativa empresarial y las economías locales. Asimismo, se demuestra que aunque la creación de empresas puede resultar un componente crucial para el desarrollo económico local, el fomento de la iniciativa empresarial no constituye una panacea para el desarrollo. Por ello, se discuten a profundidad una serie de limitaciones potenciales de las estrategias orientadas hacia la iniciativa empresarial y cómo estas limitaciones pueden contrarrestarse. Este libro presenta detalladas recomendaciones de política tanto en el ámbito gubernamental local como nacional. Las recomendaciones se relacionan con tres ámbitos temáticos: estrategia, financiamiento y diseño de programas. Se espera que estos lineamientos sean de utilidad para los gobiernos centrales y locales en el diseño y la puesta en marcha de programas y estrategias eficaces en términos de costos. En este sentido, la presente publicación describe los tipos de investigación que deben llevarse a cabo para lograr un mejor entendimiento de los temas clave de política.

Si le déséquilibre qui en découle n'est pas un phénomène nouveau, le morcellement apparaît de plus en plus comme une des causes majeures des dysfonctionnements des grandes villes comme les disparités fiscales internes, l’étalement urbain et la polarisation spatiale qui constituent à leur tour un obstacle à la compétitivité. Ce rapport examine le cas de la région métropolitaine de Montréal qui a connu l'une des plus audacieuses réformes institutionnelles parmi les pays de l'OCDE. D'un côté, on a procédé à des fusions de municipalités pour créer deux nouvelles villes : Montréal et Longueuil. De l'autre, la grande région économique fonctionnelle s'est dotée d'une nouvelle structure, la Communauté métropolitaine de Montréal, représentant 63 municipalités. Ces réformes institutionnelles constituent une occasion appréciable de relever le défi de la compétitivité de Montréal. Certains aspects du nouveau cadre de gouvernance métropolitaine demandent cependant à être consolidés, en particulier en ce qui concerne la clarification des compétences, des responsabilités et des ressources fiscales. La rationalisation des structures institutionnelles et des ressources fiscales ne sera toutefois pas suffisante. La mise en œuvre, et pas seulement l’élaboration, d’une stratégie économique globale pour toute la région métropolitaine constituera pour Montréal le principal défi à relever dans les années à venir. L’Examen Territorial de Montréal s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des examens territoriaux est de fournir des recommandations pratiques aux gouvernements dans trois domaines: la gouvernance à plusieurs niveaux, le développement durable aux échelons régional et local, et les réseaux régionaux au service de la compétitivité.

    Abstract: Metropolitan areas in many OECD countries are fragmented into various territorial units, which do not correspond to the larger geography of economic and social problems. While the ensuing mismatch is not a new phenomenon, increasingly, fragmentation appears as one of the root causes of metropolitan dysfunctions, such as internal fiscal disparities, urban sprawl, and spatial polarisation, which in turn constitute an obstacle for competitiveness. This review examines the case of the metropolitan region of Montreal which has undergone one of the most radical institutional reforms in OECD countries. On the one hand, the amalgamations of municipalities led to the creation of the two new cities of Montreal and Longueuil. On the other hand, a new metropolitan body was set up to cover the whole functional and economic area — the Montreal Metropolitan Community (CMM). These institutional reforms provide a valuable opportunity to meet the challenges of Montreal's competitiveness. The new governance framework needs however to be consolidated, especially with regards to clarification of competencies and fiscal responsibilities and resources. Streamlining institutional structures and fiscal resources will not be enough. Implementing and not simply elaborating a comprehensive economic strategy for the whole metropolitan region will be the main challenge for Montreal in the following years.

    Abstract: The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.

    Abstract: The aim of the International Seminar was to review the key determinants of transport demand, both inside and outside the field of traditional transport Ministry responsibilities, and to identify measures for influencing these key factors. Debate at the seminar between stakeholders in the transport and environment communities revealed a large measure of agreement on the importance of demand management and on the instruments that should be employed. A small number of cases of good practice were identified in integrated transport, land use planning and charging for the use of infrastructure.

Ces lignes directrices constituent une approche souhaitable et réaliste pour le secteur des transports, mais elles trouveront aussi une application utile dans le développement durable d’autres secteurs.

L’inclusion sociale constitue également une question cruciale. La persistance du chômage chez les personnes à faible niveau de formation et les disparités croissantes en matière de revenu nécessitent une restructuration des politiques appliquées dans le passé. La Région du Grand Helsinki doit trouver de nouvelles façons de promouvoir la cohésion sociale. Conséquence de l’accroissement de la compétitivité économique, la rapidité de la croissance démographique exige de réitérer les engagements en faveur d’une croissance maîtrisée et d’un développement compact. Tous ces enjeux nécessitent une meilleure coordination métropolitaine, les besoins en la matière étant ici examinés successivement. L’examen territorial d'Helsinki s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE.     Abstract: OECD's comprehensive territorial review of the Oresund region of Denmark and Sweden. Competitiveness is increasingly cited as the key objective of regional economic policy. In the same way that company executives strive to improve their market share and national governments are introducing competitiveness strategies, policy makers in urban areas are looking for ways to increase or maintain the competitive edge of their cities. This is a daunting task in any situation, but particularly so when, as in this case, the functional economic area concerned stretches across national boundaries. The constituent regions of Öresund, comprising the island of Zealand in Denmark, home of Copenhagen, and Sweden’s Skåne region which hosts the country’s third biggest city, Malmö are both wealthy areas. It is a “learning region” and has a strong presence in some high technology sectors. As such, the key to future growth is not simply the creation of a fixed link between the two parts of the region or improved flexibility in an expanded labour market. The region must look outward and compete with other metropolitan areas to retain and augment the assets that give it, at present, a strong competitive position in the “new economy”.

    Abstract: The Greater Helsinki Region emerged from the 1990s as an internationally competitive economy. This review examines the factors contributing to this success and the new development challenges it has created. One critical policy question is the Finnish dependence on the telecom/mobile industry. The current strategic positioning of the Finnish ICT cluster builds on a high-return/high-risk scenario. Long-term regional competitiveness requires a more focused strategy of diversification, i.e. developing ICT activities beyond the current cluster scope. Social inclusion is another crucial issue. Persistent unemployment among the less educated population and growing income disparities are calling for the restructuring of past policies. The Greater Helsinki Region needs to find ways to promote new opportunities of social cohesion. Rapid population growth has resulted from greater economic competitiveness requiring renewed commitment to managed growth and compact development. All of these challenges create needs for greater metropolitan co-ordination that are examined in turn.

It concluded that the major shift necessary to guarantee the future vitality of rural regions is the diversification of their economies. The papers examine key critical issues, including the EU LEADER Community Initiative and the Mexican Micro-region programme and provide a new approach that recognises the importance of the interdependence between rural and urban areas, fostering investment (rather than distributing subsidies). This approach also emphasises governance structures that get the locals involved in grass root initiatives to develop and implement new policies. This book is for practitioners and policy makers involved in grass root policies.

    Abstract: The linkage between transport and economic development is a highly contentious issue which has generated considerable debate and an abundant literature. There is a firmly-held belief among politicians that investment in transport infrastructure promotes economic development and, by extension, employment. However, this belief is not borne out by scientific analysis, which would seem to indicate that the impact of this type of investment on employment and economic development remains limited, at least in developed countries, and at the purely regional level can even prove negative. The Round Table set out to clarify this issue by analysing the arguments for and against the presumed linkage between "transport infrastructure" and "economic development". This provided a basis on which it could draw conclusions regarding the evaluation methods of investment commonly used. The debate ended with a review of the basic policy issue of whether or not a link existed between transport and economic growth.

    Abstract: OECD's territorial review of the Italian province of Siena. It finds that Siena, a predominantly rural province in central Italy, has enjoyed steady economic growth throughout the post-war period. This success has its roots in a diverse economy based on manufacturing, services, high-value-added agriculture and a dynamic tourism sector. Nonetheless, it is these last two sectors that give Siena its main competitive advantage: an outstanding concentration of high-quality environmental and cultural resources which are unique to the region. The promotion of different sustainable development initiatives has been motivated by the need to ensure the valorisation and conservation of this major asset. This is most apparent in the effort to ensure that the region's development is not spoilt by the impact of mass tourism and an uncoordinated offer. The agrarian landscape also faces an uncertain future as the bulk of the cultivated land area remains dependent on EU subsidies, notwithstanding the market success of many agricultural producers. To respond to the challenges of sustainable development, Siena needs to fully integrate its development objectives with the most effective means to bring them about, in a co-ordinated and long-term planning exercise.

    Abstract: The Environment Ministers of OECD member countries endorsed the Guidelines for moving towards Environmentally Sustainable Transport (EST) at their meeting in May 2001. These Guidelines are based on the results and conclusions of the EST project involving many OECD and non-OECD countries and provide a solution to making transport policy more sustainable and enhancing quality of life. They have been developed to enable economic development and individual welfare without causing undue health and environmental impacts and depletion of finite resources. The EST Guidelines will assist governments at all levels in the development and implementation of strategies towards EST. Effective implementation of the EST Guidelines requires strategies that accommodate the particular geographic and socio-economic conditions of countries or regions.These guidelines guidelines represent a desirable and feasible approach for the transport sector that may also be of value in the sustainable development of other sectors.

    Abstract: La Canada peut se diviser en trois grandes régions : un corridor méridional concentrant toutes les zones métropolitaines importantes, une périphérie rurale non contiguë aux zones très urbanisées et un sous-continent septentrional très isolé. Les disparités entre ces trois grandes régions ne diminuent pas mais se creusent plutôt. Ces déséquilibres affectent le potentiel de croissance du pays. Les opportunités de développement des régions se réduisent aussi du fait que les avantages comparatifs locaux ne sont pas suffisamment mis à profit. Dans de nombreuses régions, la faiblesse des gouvernements infraprovinciaux est un obstacle au développement des projets locaux, la diffusion des résultats de la recherche vers les PME est lente et le dialogue entre les firmes et les institutions d’enseignement insuffisant. Ce rapport met en lumière la nécessité pour les agences fédérales et les ministères sectoriels d’évaluer en permanence leurs politiques en fonction de leur impact sur ces grandes régions afin d’améliorer la cohérence territoriale et de mieux ajuster les programmes aux conditions locales. Une présence plus affirmée du gouvernement fédéral dans le traitement des problèmes des métropoles dans un cadre négocié avec les autres acteurs du développement urbain pourrait contribuer à moderniser les politiques conduites jusqu’à maintenant. Le rapport note aussi les progrès récents accomplis en matière de politique rurale, tout en remarquant qu’une stratégie est toujours à définir dans certains domaines comme les aménités. Enfin, s’agissant du Grand Nord, la priorité semble devoir être donnée à la résolution des problèmes de gouvernance. L’Examen territorial du Canada s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE.     Abstract: Sienne est une province essentiellement rurale située dans le centre de l’Italie. Elle a connu une croissance économique stable tout au long de la période de l’après-guerre. Cette réussite est due à une économie variée fondée sur l’industrie manufacturière, les services, une agriculture à forte valeur ajoutée et un secteur du tourisme dynamique. Néanmoins, c’est dans ces deux derniers domaines que Sienne détient un réel avantage concurrentiel, dans la mesure où ils dépendent tous deux de la concentration exceptionnelle en ressources environnementales et culturelles qu'offre la région. C’est la nécessité d’assurer à la fois la pleine mise en valeur et la préservation de cet atout qui a justifié le soutien aux différentes initiatives de développement durable. Un effort a notamment été fait pour que le développement de la région ne soit pas mis en péril par l’impact du tourisme de masse et le manque de coordination de l’offre. Le paysage agraire est également confronté à des incertitudes, dans la mesure où la majorité des terres cultivées dépend toujours des subventions de l’Union européenne, malgré la réussite commerciale de plusieurs producteurs agricoles. Afin de répondre aux défis du développement durable, Sienne doit faire cadrer ses objectifs de développement avec les moyens les plus appropriés de les atteindre, tout en assurant la coordination et la planification de l'ensemble à long terme. L’Examen territorial de Sienne s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des Examens territoriaux est de fournir des recommandations pratiques aux gouvernements. Les Examens territoriaux portent sur trois types de régions (urbain, intermédiaire, rural). Ils permettent de mieux comprendre les défis auxquels ces régions sont confrontées et identifient des solutions concrètes pour y faire face.

    Abstract: Among the OECD countries, Turkey figures as a comparative latecomer to regulatory reform. Yet, there is a crucial need for it. Over the last three decades, the Turkish economy has suffered from macro-economic instability and chronic inflation, with implications for both investment and growth. Governance and regulatory structures remained weak and contributed also to the 2001 economic crisis. Nonetheless, this review notes the highly encouraging efforts currently being undertaken to reform key economic sectors, the public administration and the regulatory framework. These developments appear to mark a fundamental break with the past. Important elements, such as a clear competition policy, are already in place. Fighting corruption, among other measures, is high on the policy agenda, and constitutional amendments are reshaping the relationship between citizens and the state. The "depoliticisation" of the public sector and its renewal on a merit basis is underway. Future success will depend crucially on the continuing implementation of the programme. In particular, sustained political commitment is required well beyond the recovery from the recent crisis.

    Abstract: Le péage n’est pas à proprement parler une invention contemporaine. La technique du péage est très ancienne et ses fondements théoriques remontent loin dans le passé. On peut cependant remarquer que les finalités du péage ont été diverses et variées au cours du temps. Droit de passage à l’origine, le péage a été utilisé ultérieurement pour le financement et les dépenses d’entretien des infrastructures, avant de devenir un élément d’internalisation des coûts externes et de gestion de la demande. A l’heure actuelle, deux motifs principaux sont avancés pour justifier l’instauration de péages : les traditionnels besoins de financement et la recherche d’une certaine efficacité dans l’usage des infrastructures. Cependant, comme le montre cette Table Ronde, les péages ne sont pas une panacée et leur introduction peut être politiquement délicate. Cette Table Ronde offre un large panorama, tant de la perspective théorique du péage que des problèmes concrets posés par son application. Elle permet de faire le point, d’une manière scientifique, sur une question d’actualité brûlante à un moment où plusieurs pays envisagent d’instaurer des péages électroniques généralisés.

Les incitations mises en place pour moderniser les activités agricoles et promouvoir d’autres types d’activités économiques se sont avérées inefficaces. La politique de développement local doit à présent prendre un nouvel élan. Il s’agit de modifier les anciennes habitudes de la population locale et de l’inciter à développer ses compétences à travers de nouveaux projets économiques. Les politiques susceptibles d’être les plus efficaces et de générer un nouvel état d’esprit sont celles qui s’appuient sur l’identification et l’essaimage d’un petit nombre d’initiatives heureuses dont les résultats ont été visibles. La transformation des produits agricoles de base en produits à valeur ajoutée est une des stratégies à prendre en compte pour suivre la tendance actuelle de la demande. Il faudrait également exploiter les importantes ressources touristiques de la région afin d’attirer des touristes en quête d’authenticité. L’Examen territorial de Tzoumerka s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE.     Abstract: Indian coal reserves are the third largest in the world, after the United States and China. India is the third largest coal producer in the world and the eighth largest importer. With annual production of 310 million tonnes and imports of almost 25 million tonnes, coal provides one-third of energy supply in India. The Indian government forecasts huge increases in electricity capacity based on coal. Massive increases in coal supply would be required if these plans are realised, although it is not clear if they are feasible. The principal objective of Indian coal policy should be to improve the financial performance of the industry by creating a freely competitive coal industry. A financially viable electricity industry will be necessary to support reforms in the coal industry. This report describes the Indian coal sector, and comments on government policies and the performance of India’s largely state-owned coal companies. There is a substantial need for reforms in India’s coal sector to improve efficiency and competitiveness.

    Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

    Abstract: La Champagne-Ardenne, située dans le nord-est, est la 5ème région française en matière de PIB/tête. Elle dispose d’avantages comparatifs dans certains secteurs industriels comme la mécanique, le travail des métaux et l’emballage et aussi dans l’agriculture et bien évidemment dans les activités liées au Champagne. La région a néanmoins perdu du terrain lors de la récession du début des années 1990. Si la reprise fait maintenant sentir ses effets, des incertitudes demeurent quant à l’avenir de la région. Ce rapport analyse les résultats de la stratégie mise en place par le Conseil Régional pour renforcer le processus de rattrapage et favoriser la diversification de l’économie régionale. Il met l’accent sur les deux moteurs principaux de la croissance : l’entrepreneuriat et les investissements directs étrangers. Il souligne la nécessité d’accélérer la transition vers une économie davantage fondée sur les activités dépendantes du savoir. Ceci implique de stimuler plus activement la recherche et d’encourager les PME à s’intégrer dans des réseaux et à innover. La région doit aussi trouver un meilleur équilibre entre politique agricole et politique rurale. Enfin, il est important que le Conseil régional s’investisse plus dans la lutte contre le déclin des villes. En effet, la Champagne-Ardenne est une des régions dont la part de la population vivant dans les zones urbaines sensibles est une des plus importantes en France. Cet ouvrage suggère que la coopération entre les villes et la constitution de réseaux urbains ont un grand rôle à jouer dans le développement de la région.     Abstract: Strictly speaking, tolls are not a modern invention. Tolling is, in fact, an ancient tradition, with its origins rooted in history. Tolling has served numerous and wide-ranging purposes across the ages. While initially providing right of way, tolls were later used to finance the building and maintenance of infrastructure, before becoming a means of internalising external costs and managing demand. Nowadays, two main arguments are put forward for the introduction of tolls: to meet funding requirements and to respond to society’s desire for efficient use of infrastructure. However, as this Round Table shows, tolls are not a universal panacea and the introduction of road tolls is a politically delicate issue. Quelles sont les contraintes pour parvenir à des réseaux logistiques efficaces et respectueux de l’environnement ? Le projet TRILOG de l’OCDE vise à fournir une perspective sur ces questions clés grâce à l’échange d’approches et d’expériences relatives à la logistique du transport de marchandises en Asie-Pacifique, en Europe et en Amérique du Nord. Ce rapport cherche à identifier les contraintes et à analyser les problèmes communs aux trois régions.     Abstract: OECD's territorial review of the Tzoumerka region of Greece. The Tzoumerka is a mountainous area in Northwestern Greece that presents considerable development challenges with respect to economic growth, social cohesion and governance. The area is highly dependent on traditional agricultural activities that are only made viable by considerable Common Agricultural Policy (CAP) support. Unfortunately, this support will almost inevitably decline. As incentives to modernise agricultural activities and promote other business activity have been ineffective, local development policy will need to go farther. It must direct the local population away from old survival habits to investing in capabilities required of new economic projects. The policy instruments that are likely to be most effective in creating a new mindset will consist in identifying and incubating a small number of successful initiatives with strong demonstration effects. Strategies identified include processing raw agricultural products into premium foodstuffs, to appeal to contemporary demand trends, and harnessing the valuable tourism resources of the area in order to attract visitors who increasingly seek out authenticity in their tourism experiences.

    Abstract: Dans toutes les études et évaluations du développement territorial menées aux niveaux infra-nationaux, le choix de l’unité territoriale est de première importance. La disponibilité de l’information conduit les organismes internationaux, les chercheurs ainsi que les responsables politiques à prendre le plus souvent en compte, dans leurs travaux, les découpages administratifs des pays. Pourtant, malgré leur existence officielle et leur stabilité, ces découpages présentent certaines limites et imperfections pour la comparabilité internationale. A la demande du Comité des Politiques de Développement Territorial de l’OCDE, le Service du Développement Territorial a entrepris un travail expérimental sur les régions fonctionnelles. Ces régions correspondent à des bassins d’emploi et semblent ouvrir des perspectives nouvelles pour les analyses territoriales internationales. Délimitées selon un principe similaire, celui des conditions de navettage, ces régions présentent une relative adéquation entre la demande et l’offre de main d'oeuvre et peuvent, de ce fait, être assimilées à des espaces de la vie quotidienne. Cette publication fait le point des définitions et des usages des régions fonctionnelles dans les pays de l’OCDE. Elle explicite les raisons qui poussent les pays à mettre en place ce genre d’entités, elle recense les responsabilités et les prérogatives de ces échelons, elle comptabilise enfin leurs ressources financières. Cette publication est une évaluation de la pertinence d’utiliser ces régions comme unités territoriales d’analyse dans les pays de l’OCDE et comme cadre d’intervention de certaines politiques territoriales.

    Abstract: Encouraging wage earners to use public transport has a vital role to play in meeting environmental objectives, particularly the challenge of reducing greenhouse gas emissions. Changing people's behaviour calls for action in the workplace and one option open to employers is to recruit mobility managers whose task is to help reduce employees' dependence on private car use. Governments can support such initiatives by running information campaigns, by publishing practical guides to incentive schemes and by harmonising regulatory and fiscal frameworks. Round Table 121 was devoted to this innovative topic and opened with a discussion of the provision of free parking facilities to company employees in the United States, a practice that has many knock-on effects and ramifications. One solution is for companies to replace free parking with cash-out schemes under which financial benefits are given to employees who choose not to make use of their free parking space. The Round Table then proceeded to consider several examples of employee mobility schemes in Europe, and ended by drawing conclusions of interest to local, regional and national authorities. This Round Table makes a key contribution to continuing efforts to chart a course of action directed towards achieving the goal of sustainable transport.
