    Abstract: Proponents of an active labour market policy are now claiming part of the credit for large falls in structural unemployment rates that have occurred in some OECD countries. Advances in information technology which facilitate matching job-seekers to jobs, modern management methods, and a favourable economic climate in recent years have encouraged innovative approaches and created new opportunities for the Public Employment Service to help the unemployed return to work. This book presents the proceedings of a conference on Labour Market Policies and the Public Employment Service organised jointly by the OECD and the Czech Ministry of Labour and Social Affairs. Among the themes addressed are: front-line employment service operations, one-stop offices and decentralised management; customer service and employer service; the advanced use of information technology; eligibility conditions for unemployment benefits; job guarantees for the long-term unemployed and other strategies of intervention in the unemployment spell; and improving the accountability of the Public Employment Service through external audits, the use of performance indicators, appropriate financing mechanisms, and contestability in the provision of services. The papers reflect the views of key actors -- politicians, senior officials from national labour ministries and employment services, front-line managers, and prominent academic experts -- on these important issues.

    Abstract: In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transport to another, concluding that this should encourage governments to take charge of safety with the same forcefulness whatever the mode of transport. It also found that spending on road safety was already adequate, but that the money was not 'wisely' spent. Arguably the proposals put forward by this Round Table were unconventional. For instance, it held that difficulties in producing major changes in driver behaviour signalled that more attention should be paid to educational measures and infrastructure investment. This publication reviews the road safety policies and their economic evaluation. At a time when the authorities in many countries are beginning to set still more ambitious targets for those policies, the Round Table highlights the need for measures that are effective over the long term and economically efficient.

    Abstract: As trade barriers at the border have fallen through successive trade negotiations, domestic regulation has emerged as a source of residual but potentially significant trade barriers. Recognising the importance of participating in intensified global competition, countries increasingly see regulatory reform as an inescapable policy to ensure that the expected benefits of globalisation are realised and that differences in national regulatory systems do not become barriers to international trade and investment. In this light, OECD has undertaken a broad-ranging project on regulatory reform, for which market openness is seen as a key objective. The papers collected in this volume were presented at a workshop at OECD that aimed to share national experiences of regulatory reform and trade and to foster consensus-building on best practices. Such practices include enhanced transparency, non-discriminatory due process, independence of regulators and active implementation of competition policy. Other issues raised at the workshop included the challenges for developing countries in pursuing regulatory reform and enhancing market openness, and insights for multilateral trading rule-making emerging from country experiences. The discussions reveal the pervasiveness of the issues raised at the workshop. In examining the recent development of regulatory issues in trade policy making, this volume brings new light to experiences in some parts of Asia and the Western hemisphere as well as to the growing links among trade, regulation and governance.

    Abstract: This book sets out a vision of devolved economic development policies capable of responding to the challenges of globalisation. The key features in this vision are flexible and networked institutions and local strategies emphasising entrepreneurship, human capital and social cohesion. Based on the proceedings of the OECD-Scottish Enterprise Glasgow conference, this publication examines how city and region governments and development agencies need to use their devolved powers to respond to globalisation. Trends and challenges are discussed and examples drawn from across the OECD. They address how cities and regions can develop strategies to assure their competitiveness in the globalising economy and how they can help counteract the negative effects of globalisation on marginalised people and places.     Abstract: What qualifies an economy as “emerging”? The answers provided in this book lead to a fresh conception of the diversity of the African continent. Thus, growth dynamics cannot simply be measured in economic terms. Indicators must also include governance, efficiency and democracy of institutions, and an appropriate climate for business. All these issues are linked to policies, and the outstanding conclusion of this book, in the face of embedded “Afro-pessimism”, is that policies do matter for growth; that there is no “African mystery”, simply poor policies and bad governance. Reform and Growth in Africa is a contribution to the search for a reversal of the economic plight of African countries, based upon national experience and policy reform. This book reflects the contributions to the first edition of the International Forum on African Perspectives, which was held in Paris in February 2000. The forum was created by the African Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from African countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Africa. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.

    Abstract: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.
