Gracias a un sostenido crecimiento económico y a un compromiso por aumentar la inversión pública en educación, Chile ha realizado mejoramientos claves en su sistema educacional en este período. Una reforma reciente asegura doce años de escolaridad obligatoria y gratis para todos los niños de Chile. La matrícula en educación secundaria se ha expandido rápidamente y los salarios de los profesores han aumentado en un 140%. Si continúan las tendencias actuales, más de 800.000 estudiantes ingresarán a la educación superior en 2010. Chile ha logrado mucho en un corto período de tiempo. Ha mejorado la calidad de la educación y el acceso a todos sus niveles, convirtiéndose así en el país líder de América Latina en este aspecto. Revisión de Políticas Nacionales de Educación: Chile cubre todo el sistema de educación del país, desde la educación parvularia a la educación superior y también el aprendizaje a lo largo de la vida para todos. Asimismo, analiza el sistema en términos de su impacto económico, social y político. Esta revisión está basada en la permanente cooperación con las economías no miembros de todo el mundo. Es particularmente interesante tanto para aquellos profesionales involucrados en políticas educacionales, como para los que trabajan directamente en el sistema educacional de Chile.

On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par l’Islande lors du processus d’examen. L’examen de la mise en œuvre par l’Islande des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère.     Abstract: Does Geneva’s Montbrillant lower secondary school, which has now been in use for one year, meet the objectives targeted when it was designed? Does the new school respond to the needs and expectations of staff and students? Questions such as these serve to evaluate the quality of a school building once in use and tie in with work supported by PEB on post-occupancy evaluation. For the design of Montbrillant, the Geneva authorities promoted specific integrated concepts; to verify to what extent these were successfully incorporated into the building, the author contacted the school’s users, i.e. its management, administrative and technical staff, teachers, and students. Although their overall appreciation was positive, the users expressed dissatisfaction with many aspects of the facilities as described below.

    Abstract: Dans chaque pays, petit ou grand, la science et la technologie (S-T) revêtent une importance primordiale dans l’instauration d’une économie basée sur le savoir. Dans les pays appartenant au peloton de tête, la S-T porte ses fruits quand elle est induite par des politiques scientifiques favorisant les programmes à long terme. Et ces programmes sont étroitement liés à une maîtrise anticipative des coûts budgétaires. En Bulgarie, le secteur des sciences et de la technologie reflète bon nombre des difficultés économiques et sociales que rencontre le pays dans son ensemble. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Cet examen présente un panorama du secteur de la S-T en Bulgarie et de ses liens avec l’enseignement. Il traite de divers thèmes au nombre desquels : La législation. Les mécanismes institutionnels mis en place dans le domaine de la recherche et de l’enseignement, notamment à travers les exemples de l’Académie bulgare des sciences et des établissements d’enseignement supérieur. Les mécanismes de budgétisation. La coopération régionale et internationale, et notamment les initiatives de l’Union européenne. L’impact de la fuite des cerveaux et du vieillissement sur les ressources humaines. Un échantillon d’études de cas et de pratiques exemplaires en matière de politique de S-T sert à illustrer l’analyse. Le dernier chapitre comprend une série de recommandations. Cet examen sera utile aux décideurs publics ainsi qu’aux professionnels du monde entier. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

    Abstract: La Bulgarie est l'un des quatre pays non membres de l'OCDE à avoir signé en décembre 1997 la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE), en compagnie des trente pays de l'OCDE. Par la suite, la Bulgarie a promulgué une loi de transposition de la convention au moyen de la Loi portant amendement du code pénal bulgare. La Bulgarie a ratifié la Convention de l'OCDE et déposé son instrument de ratification auprès de l'OCDE à la fin décembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Bulgarie pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par la Bulgarie lors du processus d’examen. L’examen de la mise en œuvre par la Bulgarie des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998.     Abstract: In its present borders, Bosnia-Herzegovina was created on 25 November 1943 at a session of Tito’s Communist Party, the winning party after the Second World War. After the Socialist Federal Republic of Yugoslavia was created in 1945, Bosnia-Herzegovina existed as one of its six republics for nearly 50 years. In the early 1990s, the events in former Yugoslavia and consequently in Bosnia-Herzegovina started to multiply at a dramatic speed. After the referendum, which was boycotted by the majority of the Bosnian Serbs and endorsed by Bosniaks and the Bosnian Croats, Bosnia-Herzegovina declared independence on 1 March 1992, but the existence of the newly proclaimed state was short – the war started the following month. The beginning of the war in Bosnia-Herzegovina saw two sides at war with each other: on one side were Bosnian Croats and Bosniaks and on the other Bosnian Serbs. However, throughout 1993, Bosnian Croats and Bosniaks fought also heavily with each other. In March 1994, under U.S. pressure, fighting between Bosniaks and Croats ended, with the two sides agreeing to establish a federation on the territory they controlled (the ‘Washington Agreement’). They then joined forces against the Bosnian Serbs who lost ground to the offensive and endured NATO strikes in August 1995.

Le développement de la concurrence et le succès de la libéralisation dépendent souvent des termes de l’accès et des conditions choisies, aussi les pouvoirs publics sont-ils soucieux de faire le bon choix. Préparé par le comité de la concurrence de l’OCDE, ce rapport traite du secteur des télécommunications et cherche à approfondir la compréhension de la réglementation de l’accès. Les problèmes d’accès ne sont pas des plus faciles pour les autorités de tutelle et les responsables de la politique de la concurrence : ils peuvent en effet être techniquement délicats et donner lieu à des polémiques retentissantes sur le plan pratique. En abordant la question sous ces deux angles, ce rapport cherche à aider les autorités de tutelle et les pouvoirs publics à tirer les leçons de l’expérience de l’OCDE pour obtenir des résultats efficients et compétitifs.

Après la promulgation de la loi de transposition nécessaire, la Finlande a ratifié la Convention de l'OCDE et déposé son instrument de ratification auprès de l'OCDE en décembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Finlande pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par la Finlande lors du processus d’examen. L’examen de la mise en œuvre par la Finlande des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: A well-functioning government office acts as a co-ordinator of the decision-making system and as such is crucial for the government’s capacity to define and pursue its collective objectives. The “Government Office” is a generic term that refers to the institution(s) at the centre of government responsible for supporting the Prime Minister and serving the Council of Ministers as a collective decision-making body. This paper describes and analyses the functions and organisation of government offices in a comparative context, covering OECD member countries, central and eastern European countries (CEECs), and countries of the Western Balkans (ex-Yugoslavia and Albania). The analysis is based on information gathered by Sigma and GOV (PUMA)1 since the mid 1990’s, supplemented by results of a written questionnaire administered by Sigma and GOV in 2003.

    Abstract: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

D'un côté, on a procédé à des fusions de municipalités pour créer deux nouvelles villes : Montréal et Longueuil. De l'autre, la grande région économique fonctionnelle s'est dotée d'une nouvelle structure, la Communauté métropolitaine de Montréal, représentant 63 municipalités. Ces réformes institutionnelles constituent une occasion appréciable de relever le défi de la compétitivité de Montréal. Certains aspects du nouveau cadre de gouvernance métropolitaine demandent cependant à être consolidés, en particulier en ce qui concerne la clarification des compétences, des responsabilités et des ressources fiscales. La rationalisation des structures institutionnelles et des ressources fiscales ne sera toutefois pas suffisante. La mise en œuvre, et pas seulement l’élaboration, d’une stratégie économique globale pour toute la région métropolitaine constituera pour Montréal le principal défi à relever dans les années à venir. L’Examen Territorial de Montréal s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des examens territoriaux est de fournir des recommandations pratiques aux gouvernements dans trois domaines: la gouvernance à plusieurs niveaux, le développement durable aux échelons régional et local, et les réseaux régionaux au service de la compétitivité.

    Abstract: The General Framework Agreement for Peace in Bosnia and Herzegovina (GFAP), popularly known as the Dayton Peace Agreement (DPA) since it was negotiated and initialed at a U.S. Air Force base in Dayton, Ohio, defined Bosnia and Herzegovina as a state consisting of two entities, the Federation of Bosnia and Herzegovina (FBiH) and the Republika Srpska (RS). In accordance with international law, Bosnia and Herzegovina continued the legal existence of the Republic of Bosnia and Herzegovina, with its internal structure modified, but within the existing, internationally recognised, borders. The Federation covers 51 per cent of the state territory, that is, 26 110 sq km. Geographically, the Federation occupies central and western parts of Bosnia and Herzegovina, although the two entities are intertwined, which makes it difficult to attach to them geographical designations. Moreover, according to the DPA, the entities do not have jurisdiction over border control. The last official census took place in 1991, but the Federation Bureau of Statistics published on 30 June 2003 an official estimate of population figures. According to the Bureau, in summer 2003 the Federation of Bosnia and Herzegovina had 2 839 215 inhabitants, of which 2 321 058 actually resided in the Federation. The remaining 518 157 persons were categorized as refugees.

    Abstract: In October 2001, the Stability Pact and the OECD launched the Regulatory Governance Initiative (RGI) to strengthen the institutional, knowledge and process capacities for developing and implementing more efficient and effective regulation, supportive of sound and competitive markets. The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact. This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. Prenant le cas de l'Argentine, ils appliquent le cadre d'analyse développé et exposé dans l'étude pour tester leurs hypothèses théoriques. Ils observent que leur concept de qualité institutionnelle et la distinction qu'ils font entre institutions économiques et institutions politiques sont validés dans la pratique. En outre, leur regard sur certaines structures institutionnelles particulières – démocratie et autocratie – et leurs réflexions sur l'influence des « traditions » juridiques et culturelles ajoutent une dimension supplémentaire à l'ouvrage qui peut prêter à controverse mais confère à l’étude une actualité stimulante.A un moment où les gouvernements nationaux et les institutions internationales s'efforcent de trouver les moyens d'améliorer la gouvernance et d'accélérer la croissance, en particulier dans les pays pauvres, ce travail fournit des éclairages précieux aux responsables gouvernementaux et à ceux qui les conseillent. Il apporte des éléments convaincants sur la qualité institutionnelle comme facteur déterminant du développement et montre comment, précisément, la qualité institutionnelle pourrait être améliorée.

Même si l’appréciation générale était possible, les usagers ont exprimé leur insatisfaction sur plusieurs aspects de l’infrastructure tels que décrits ci-dessous.

    Abstract: Deutschlands Wirtschaft hat viele Jahrzehnte lang ausgezeichnete Ergebnisse erzielt. Der Ordnungsrahmen und das Regulierungssystem des Landes zeichnen sich durch besondere historisch gewachsene Stärken aus, nämlich klare, wohl durchdachte wettbewerbsrechtliche und wettbewerbspolitische Strukturen sowie ein solides Fundament von Regulierungsinstrumenten. Es ist mithin nicht weiter verwunderlich, dass die Regulierungsqualität in einem der Rechtsstaatlichkeit verpflichteten Land wie Deutschland mit seiner traditionell bewährten Verwaltung eines der zentralen Ziele ist. Regulierungsreformen, die auf diesen traditionellen Stärken aufbauen, können die Funktionsweise der Märkte verbessern helfen. Die Bundesregierung hat in jüngster Zeit ein breites Spektrum von Reformen, darunter die „Agenda 2010", mit dem Ziel eingeleitet, die Beschäftigung zu erhöhen, die öffentlichen Ausgaben zu reduzieren und die mit der raschen demographischen Alterung verbundenen Probleme zu meistern. Neben Arbeitsmarktreformen steht die Einführung von mehr Wettbewerb auf wichtigen Produktmärkten, so z.B. im Einzelhandel und im Handwerk, auf dem Programm. Bei der Öffnung der Infrastrukturmärkte müssen ebenfalls noch erhebliche Fortschritte erzielt werden. Der vorliegende Bericht plädiert für eine Anpassung des traditionellen Ordnungsrahmens an die neuen Gegebenheiten, damit die erforderlichen Umstellungen zügiger, zu möglichst geringen Kosten für die Volkswirtschaft sowie unter Einbeziehung aller wichtigen Akteure realisiert werden können. Eine bessere Aufklärung über Reformziele und -nutzen wird dazu beitragen, die Dynamik des Reformprozesses aufrechtzuerhalten und die Akzeptanz in der Bevölkerung zu sichern. Deutschland hat ebenso wie viele andere OECD-Länder eine umfassende Prüfung seiner Regulierungspolitik und -reformen durch die OECD beantragt. Der vorliegende Bericht gibt unter Berücksichtigung des makroökonomischen Kontextes einen Überblick über Erfolge und Herausforderungen der Regulierungsreform, namentlich in den Bereichen Regulierungsqualität, Wettbewerbspolitik und Marktöffnung. Das besondere Augenmerk gilt dabei den Fortschritten bei der Regulierung der Strom-, Gas-, Pharmazeutik- und Telekommunikationsmärkte. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

    Abstract: Metropolitan areas in many OECD countries are fragmented into various territorial units, which do not correspond to the larger geography of economic and social problems. While the ensuing mismatch is not a new phenomenon, increasingly, fragmentation appears as one of the root causes of metropolitan dysfunctions, such as internal fiscal disparities, urban sprawl, and spatial polarisation, which in turn constitute an obstacle for competitiveness. This review examines the case of the metropolitan region of Montreal which has undergone one of the most radical institutional reforms in OECD countries. On the one hand, the amalgamations of municipalities led to the creation of the two new cities of Montreal and Longueuil. On the other hand, a new metropolitan body was set up to cover the whole functional and economic area — the Montreal Metropolitan Community (CMM). These institutional reforms provide a valuable opportunity to meet the challenges of Montreal's competitiveness. The new governance framework needs however to be consolidated, especially with regards to clarification of competencies and fiscal responsibilities and resources. Streamlining institutional structures and fiscal resources will not be enough. Implementing and not simply elaborating a comprehensive economic strategy for the whole metropolitan region will be the main challenge for Montreal in the following years.

    Abstract: This paper focuses primarily on the issue of how to achieve high quality in the audit process. In addition to describing the types of procedures needed to achieve quality, however, it discusses basic principles and those matters of institutional management that create an environment that encourages high quality in an SAI’s work. Audit quality is obtained by a process of identifying and administering the activities needed to achieve the quality objectives of an SAI. All types of SAIs need to understand the benefits that can be realised once audit quality is made a top priority. Improving audit quality requires a systematic SAI-wide approach. Piecemeal efforts by individuals and individual audit teams are not enough and will not work. There are no quick fixes to be obtained where audit quality is concerned. SAIs need to proceed methodically in an organised way to fix each quality issue and problem in turn. As new problems will always emerge, this should be a continuous process for the SAI. It is also evident that most audit quality-related problems are mainly the result of poor management of the audit process or of the SAI itself. Ensuring high levels of quality in an audit organisation involves a succession of detailed steps that must be taken over a period of time. In fact, it is a never-ending process of continual improvement. The first requirement is to define the standards of quality and then to put quality control procedures in place that will ensure that these standards are met. These procedures need not – and should not – suppress the initiative and good judgement of the auditor in adapting to particular circumstances. However, if the auditor judges that it is necessary to depart from the usual audit techniques, it is incumbent upon the auditor to demonstrate the necessity of doing so, and to show that the approach he or she has chosen is capable of satisfying the audit objectives.

    Abstract: New Institutional Economics (NIE) takes a multidisciplinary approach to understanding economic phenomena like growth, efficiency and income distribution. The authors of this book attempt to provide an integrated methodology, hitherto lacking in NIE, that analyses both the impact of institutions on economic development and the determinants that shape institutional quality. Using the case of Argentina, they use the analytical framework developed and explained in the book to test their theoretical hypotheses. They find that their concept of institutional quality and their delineation between economic and political institutions work in practice. In addition, their consideration of particular institutions – democracy and autocracy – and their reflections on the impact of “traditional” legal and cultural frameworks add a dimension to the book that gives it a controversial, but stimulating timeliness. At a time when national governments and international institutions are seeking ways to improve governance and accelerate growth, particularly in the poorer countries, this book provides valuable insights for policy makers and those who advise them. It offers convincing evidence about the quality of institutions as a determining factor in development and suggests how such quality might be improved.

    Abstract: Im vorliegenden Bericht werden Ergebnisse der internationalen Schulleistungsstudie PISA analysiert, wobei der Schwerpunkt auf der Motivation, dem Vertrauen in die eigenen Fähigkeiten und der Anwendung verschiedener Lernstrategien liegt.Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird. Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

    Abstract: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development. Most importantly, the report sheds light on countries that succeed in achieving high performance standards while, at the same time, providing an equitable distribution of learning opportunities. The report presents a wealth of indicators showing how countries compare in various measures of educational performance and factors that affect that performance.

    Abstract: Regulatory Reform in Japan was among the first in a series of in-depth country reviews on regulatory reform. Since 1999, when the review was published, the Japanese government has introduced a number of measures to enhance regulatory quality and to promote regulatory reform, competition policy and market openness. This publication assesses the progress made, identifies some of the lessons that can be learned about the implementation process and indicates what more can be done in light of current challenges. The monitoring exercise covers the core issues of capacity for regulatory quality, competition and market openness. This study updates information about competition policy in Japan, and such trade-related matters as internationally harmonised measures and conformity assessment processes. It calls attention to the linkages between regulatory policies and tools, and the application of competition and market-openness principles. Innovative efforts, such as the Special Zones initiative, also receive attention. The overall concern is how further progress on regulatory reform can enhance Japan’s growth potential. The report brings out many of the lessons of implementation, which take account of the specificities of the Japanese context, but can be of wider value in other countries as well. What began in the 1990s as an effort to remove regulatory barriers is gaining momentum. Regulatory reform is a dynamic process aimed at improving regulatory tools and institutions, reassessing existing regulations in light of current economic and social developments, and assessing the impact of new regulations while they are in preparation. These tasks call for a whole-of-government approach, which is one of the main challenges for Japan’s next three-year Programme for Regulatory Reform.
