Avoir une bonne maîtrise de la langue du pays hôte et une bonne connaissance des procédures de recherche d’emploi et du fonctionnement du marché du travail sont autant d’atouts qu’ils n’ont pas forcément. Les nouveaux immigrants ne sont pas les seuls à rencontrer ces difficultés, il en va de même pour leurs enfants même s’ils sont nés et ont été scolarisés dans le pays d’accueil. Cet ouvrage examine l’intégration sur le marché du travail des immigrés et de leurs enfants dans quatre pays de l’OCDE (Belgique, France, Pays-Bas et Portugal), et formule des recommandations propres à chacun de ces pays. Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Belgium, France, the Netherlands and Portugal), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

Le Comité a salué l’attachement indéfectible manifesté par les Pays-Bas à la cohérence des politiques au service du développement et leur volonté persistante de maintenir à un niveau élevé leurs apports au titre de l’aide au développement. Il a constaté que les Pays-Bas portent une grande attention à la qualité de leur aide et recourent à des approches novatrices qui laissent aux pays bénéficiaires le premier rôle dans la conduite du processus de développement. Il a aussi formulé un certain nombre de recommandations (par exemple poursuivre l’effort de concentration géographique et sectorielle de l’aide, veiller à ce que les objectifs de dépenses ne nuisent pas au respect des principes d’efficacité de l’aide, mettre au point une stratégie plus cohérente pour guider leur action à l’appui du développement du secteur privé, élaborer des stratégies globales en matière d’efficacité de l’aide et de conditionnalité) visant à aider les Pays-Bas à pousser plus avant leur effort d’amélioration de l’efficacité de leur programme de coopération pour le développement.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Sweden and Japan for the Peer Review meeting held on 12 September 2006. The review welcomed the Netherlands’ strong commitment to policy coherence for development and to maintaining high levels of development aid. The Committee noted that the Netherlands gives strong attention to issues of aid quality and uses innovative approaches to enable recipient countries to lead their own development agenda. It identified a number of recommendations (e.g. continuing efforts towards geographic and sector concentration, ensuring that spending targets do not jeopardise the principles of aid effectiveness, developing a more coherent strategy with respect to private sector development, and developing overall aid effectiveness and conditionality strategies) to assist the Netherlands in pursuing its efforts to improve the effectiveness of its development co-operation programmes.

    Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

    Abstract: The Randstad is a poly-centric urban area in western Netherlands, comprising Amsterdam, Rotterdam, The Hague, Utrecht and several smaller cities. It is one of the most densely populated areas in the OECD, and has developed into an advanced urban economy with many leading sectors, such as logistics, horticulture and financial services. The Randstad has one of the lowest unemployment rates in all OECD countries, and it is one of the most attractive metropolitan areas for FDIs. However, even though the Randstad had high growth rates over the 1990s, it performed less well in the 2000s. In particular, the Randstad has witnessed relatively low labour productivity growth over the last decade - much lower than cities such as Munich or Stockholm for instance. This Review aims to provide a detailed diagnosis and solutions for improving the competitiveness of the Randstad. The Randstad does not seem to exploit well the proximity of its four large cities, and therefore it does not represent an integrated functional urban system. Key recommendations are: improve internal accessibility within the area; facilitate knowledge transfers to the private sector; increase flexibility in housing and labour market; and strengthen the coordination of the economic specialities of its cities, such as higher education and tourism. Changing the governance framework is a key condition of success: individual city-regions within the Randstad should be granted more responsibilities, and a Randstad agenda should be created, prioritising improvement of regional public transport. This Territorial Review of the Randstad is integrated into a series of thematic reviews of metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: Performance-based budgeting seems to be a promising tool for improving the management and accountability of public finances. However, its application causes many difficulties. This article briefly reviews international experience with performance-based budgeting and explores its application in the Netherlands since the late 1990s, including a case study of the Safety Programme. The focus is on transparency and the quality of the performance information. Compared to the former input budget, performance-based budgeting constitutes a major step forward. Given the many difficulties in implementing performance budgeting, it is recommendable, though, to critically revise its scope and shape.

    Abstract: Cutting red tape and improving business conditions have become a priority in OECD countries. This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

    Abstract: Strengthening the innovation system in the Netherlands is a priority for raising productivity growth, which has been relatively weak in recent years. Knowledge creation in the Netherlands is strong -- scientific publications per capita are the sixth highest in the OECD -- but innovation activity is only around the average for OECD countries according to the EIS Summary Innovation Index. The main weaknesses are in business R&D intensity, the share of the population with tertiary education, and in commercially applying new knowledge. This paper discusses reforms being implemented to overcome these weaknesses and suggests directions for building on such reforms. Co-operation between public research organisations and innovating firms is being strengthened, support for innovation is being rationalised and measures are being taken to increase both the current and prospective supply of scientists and engineers with a view to making the Netherlands a more attractive location for R&D investments. To increase the tertiary attainment rate, the authorities are considering introducing shorter tertiary courses and are experimenting with greater competition among tertiary education suppliers for public funds. To strengthen performance in commercial application of new knowledge, barriers to entrepreneurship are being reduced but more should be done to strengthen incentives for entrepreneurship.     Abstract: This article focuses on non-departmental public bodies (NDPBs) in the Netherlands that are funded by public money and whose task is defined by law. In terms of public spending, the service delivery role of NDPBs is quite extensive, and they are investing in new ways of enhancing their efficiency, the quality of their services, and the confidence of those with whom they deal. The notion of broad public accountability applies: NDPBs are not only accountable to the responsible minister and to Parliament (vertical accountability) but to a wider range of stakeholders within civil society (social accountability, customer accountability). Internal accountability (supervisory boards) also has a role to play. The interrelationships are explored and various instruments are described, including performance contracts, annual reports, the role of ministers, and international social reporting standards.

    Abstract: When the objectives of the Lisbon Convention were formulated in 2000, the Dutch Government decided that the Netherlands should give priority to achieving these objectives. In 2010 the Netherlands should be one of the most successful economies in Europe, which should itself be the most competitive knowledge-based economic region in the world.With these objectives in mind, a consortium consisting of the Dutch industry and universities (VNO-NCW and VSNU), the Royal Academy of Science, the Netherlands Organisation for Scientific Research (NWO) and the Organisation for Applied Research (TNO) encouraged the Government to install an Innovation Platform under the presidency of the Prime Minister. Although the Innovation Platform has had an impressive start, the approach aims mainly at long-term policy issues. In order to promote knowledge transfer between science and industry in the short term, more specific measures must be taken.The Confederation of Netherlands Industry and Employers (VNO-NCW) and the Association of Universities in the Netherlands (VSNU) are working together to formulate guidelines for collaborative projects. The aim of these guidelines is to promote understanding of the differences and similarities in the objectives of science and industry. Similarity in objectives is the starting point for clear principles on such issues as publication, scholarly integrity and financing. These guidelines are not meant as model contracts, but rather to point out important topics and considerations that should be taken into account in individual contracts.

    Abstract: In the Netherlands, the proportion of persons aged 65 and over to the working-age population will rise to 40% by 2050. Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers. This report is published in English with a French translation of the Executive Summary and Recommendations.

    Abstract: This paper assesses what role product market competition and reforms may have played in the performance of the Dutch economy over the past decade, and discusses what further product market reforms might contribute to enhancing growth. In general, competitive pressures appear to be relatively strong in the Netherlands, particularly in the traded goods sector. Competition in product markets has been strengthened through the creation of a competition authority (NMa) and the Competition, Deregulation and Legislative Quality project (MDW). A planned reduction in the administrative burden will also help to strengthen competition, by reducing barriers to business start-ups and the expansion of small businesses, as well as lowering business costs. However, competitive pressures and productivity growth are weaker in the Dutch services sector. Planning restrictions are inhibiting competition and productivity growth in the retail sector and there is considerable scope to eliminate practices that restrict competition in professional services, even though both are relatively liberalised in the Netherlands. Reforms in electricity, gas and telecoms are recent and market power on the part of incumbent firms remains a concern. Competitive pressures in these industries could be increased by enhancing the powers of the regulators and eliminating barriers to entry.

    Abstract: This paper discusses the manure policy in the Netherlands with emphasis on the N and Paccounting system MINAS. MINAS was introduced by the Netherlands’ government in 1998, to step-wise decrease the N and P surpluses at farm level in 5 to 10 years to environmental acceptable levels (e.g. Henkens and Van Keulen, 2001). Individual farms that exceed certain levy-free surpluses for N and P (expressed in kg per ha per year) are charged with a financial levy, so as to encourage farmers to decrease the N and P surpluses. Whilst the use of nutrient balances in agricultural research has a history of at least one century, using nutrient balances with levies on surpluses as an instrument to ecologically transform agriculture had no precedent.

Cette plate-forme a connu des débuts impressionnants, encore qu’elle vise essentiellement à la résolution de problèmes politiques à long terme. Pour encourager et favoriser le transfert de connaissances entre la science et l’industrie à court terme, des mesures plus spécifiques s’imposent.La Confédération de l’industrie et des employeurs néerlandais (VNO-NCW) et l’Association des universités aux Pays-Bas (VSNU) travaillent ensemble à définir des lignes directrices pour des projets en collaboration. Leur ambition est de faciliter l’intelligence des différences et des similitudes dans les objectifs respectifs de la science et de l’industrie. Les similitudes dans les objectifs sont le point de départ de principes clairs visant à régir des questions telles que la publication, l’honnêteté intellectuelle et le financement. Ces principes directeurs ne sont pas censés être des contrats types ; ils visent plutôt à signaler des points importants à prendre en considération lors de l’établissement des contrats individuels.
