    Abstract: Flood prevention, food safety, the transport of hazardous substances, infectious diseases, the risk of new technologies and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short in addressing the uncertainties of future threats. The Scientific Council for Government Policy, the official think-tank for the Dutch government, argues that in order to ensure future-proof safety policies, a new paradigm should be adopted. This paradigm is based on the precautionary principle, i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this report, the Council suggests ways to embody this principle in both private and public law and in various institutional arrangements

    Abstract: In dit onderzoek wordt nagegaan welke betrokkenheden en identificaties met de herkomst - en vestigingsdiaspora leven bij drie generaties Afro-Surinaamse remigrantenvrouwen. Betrokkenheden en identificaties met diaspora worden hierbij opgevat als talige praktijken van roots en routes. De roots verwijzen hierbij naar voorstellingen, wensen en dromen van de vertellers. Bij routes moet worden gedacht aan de verbindingen die transmigranten maken en het ontstaan van transculturele werkelijkheden. Mythen ähneln gewissermaßen Knödeln: Stehen sie dampfend auf dem Tisch, ist es fast unmöglich, das exakte Verhältnis der Zutaten zu ermitteln, das die Klöße gerade noch geschmeidig und doch nicht mehlig macht. Ebenso rätselhaft ist die Entstehung von Mythen, aber sie finden in ‚modernen‘ Gesellschaften nach wie vor reißenden Absatz. Die vorliegende Studie versucht erstmals, anhand des Nachlebens des enthaupteten Grafen Lamoraal von Egmont (1522–1568), der Frage nachzugehen, warum und wie eine historische Gestalt zu einer mythischen Figur avancieren konnte. Was machte ihn unsterblich? Wie und wieso erreichte der Name Egmont ein durch die Jahrhunderte hindurch vom Mittelmeerraum bis in die DDR nachhallendes Echo? In diesem Buch werden unter Einbeziehung mannigfaltiger historischer und literarischer Quellen die verschiedenen Stationen und Schattierungen des Egmont-Mythos vom Kopf an in ihrem jeweiligen Kontext beleuchtet. Auf diese Weise entwickelt der Autor ein Modell, das an ähnlich mythischen Figuren wie Masaniello, Wilhelm Tell und Jeanne d’Arc erprobt werden kann.     Abstract: In den deutschen Landen wurde noch das ganze 18. Jahrhundert hindurch die Wirkungsmacht von Teufel und Dämonen heftig diskutiert. Gegner der Hexenverfolgungen und Kritiker einiger Aufsehen erregender Fälle von Exorzismus führten philosophische, namentlich cartesianische, und theologische Argumente ins Feld; bei der Exegese der einschlägigen Bibelstellen wandten sie das Akkomodationsprinzip und neue kritisch-filologische Methoden an. Sie beriefen sich fast allesamt auf den niederländischen Pastor Balthasar Bekker (1634–1698), der mit seiner Betoverde Weereld (1691–1693) dem Aberglauben ein Ende setzen und die Aufklärung im Protestantismus als eine „zweite Reformation“ vorantreiben wollte. Die zahlreichen deutschen Reaktionen auf Bekker in den Jahren zwischen der ersten (1693) und der zweiten (1781–82) Verdeutschung seiner Schrift werden in der vorliegenden Arbeit erstmals detailliert analysiert, um so seinen Einfluss auf das deutsche Geistesleben sowie seine gesellschaftliche Wirkung dort zu rekonstruieren. An Bekker lässt sich zudem aufzeigen, wie nachhaltig die Niederlande im Einzelnen auf die deutsche Aufklärung einwirkten

Les nouveaux immigrants ne sont pas les seuls à rencontrer ces difficultés, il en va de même pour leurs enfants même s’ils sont nés et ont été scolarisés dans le pays d’accueil. Cet ouvrage examine l’intégration sur le marché du travail des immigrés et de leurs enfants dans quatre pays de l’OCDE (Belgique, France, Pays-Bas et Portugal), et formule des recommandations propres à chacun de ces pays. Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Sweden and Japan for the Peer Review meeting held on 12 September 2006. The review welcomed the Netherlands’ strong commitment to policy coherence for development and to maintaining high levels of development aid. The Committee noted that the Netherlands gives strong attention to issues of aid quality and uses innovative approaches to enable recipient countries to lead their own development agenda. It identified a number of recommendations (e.g. continuing efforts towards geographic and sector concentration, ensuring that spending targets do not jeopardise the principles of aid effectiveness, developing a more coherent strategy with respect to private sector development, and developing overall aid effectiveness and conditionality strategies) to assist the Netherlands in pursuing its efforts to improve the effectiveness of its development co-operation programmes.

    Abstract: The Netherlands and Switzerland are among the world's most economically successful societies. Their inhabitants enjoy high standards of living and express great satisfaction with their lives according to surveys. This despite serious natural handicaps, such as a lack of raw materials and an abundance of water and rock respectively. The foundation for their prosperity was laid in the early modern period, between roughly 1500 and 1800, when, as federal republics, the two countries were already something of an anomaly in Europe. Their inhabitants experienced serious anxieties and tried to justify their exceptionality, to which they were, at the same time, greatly attached. The Republican Alternative attempts to clarify, through a sustained comparison, the special character of the two countries, which were similar perhaps at first sight, but nonetheless developed their own solutions to the challenges they faced. The book includes in-depth discussions of citizenship arrangements, Swiss and Dutch dealings with religious pluriformity, political discourses justifying the republican form of government, the advantages and disadvantages of an agrarian over a commercial society. Nederland en Zwitserland behoren tot de meest succesvolle samenlevingen, in Europa en de wereld. De inwoners hebben een hoge levensstandaard en geven in enquêtes te kennen dat zij tevreden zijn met hun bestaan. Dit ondanks niet onaanzienlijke natuurlijke handicaps, zoals een overdaad aan water en stenen op hun territorium en een gebrek aan grondstoffen. De basis voor die voorspoed werd gelegd in de periode tussen ruwweg 1500 en 1800, toen beide landen als federale republieken ook al buitenbeentjes vormden in Europa. De bewoners van die twee staten hadden het daar soms moeilijk mee en putten zich uit in rechtvaardigingen van hun buitenissigheid, waaraan ze tegelijkertijd zeer gehecht waren. The Republican alternative belicht door middel van een vergelijking de eigenaardigheden van twee landen die aan elkaar verwant waren, maar toch ook in allerlei opzichten van elkaar verschilden. Het boek behandelt onder meer de inspraak van burgers in de politiek, de omgang met religieuze verscheidenheid, het discours over de Republiek, de kunstvormen die populair waren, het eigen geschiedbeeld en voor- en nadelen van een agrarische boven een commerciële samenleving

    Abstract: Improving the performance of youth on the labour market is a crucial challenge in OECD countries facing persistent youth unemployment. As labour markets become more and more selective, a lack of relevant skills brings a higher risk of unemployment. Whatever the level of qualification, first experiences on the labour market have a profound influence on later working life. OECD has launched a series of reports on the school-to-work transition process in sixteen countries including the Netherlands. Each report contains a survey of the main barriers to employment for young people, an assessment of the adequacy and effectiveness of existing measures to improve the transition from school-to-work, and a set of policy recommendations.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Belgium, France, the Netherlands and Portugal), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: Performance-based budgeting seems to be a promising tool for improving the management and accountability of public finances. However, its application causes many difficulties. This article briefly reviews international experience with performance-based budgeting and explores its application in the Netherlands since the late 1990s, including a case study of the Safety Programme. The focus is on transparency and the quality of the performance information. Compared to the former input budget, performance-based budgeting constitutes a major step forward. Given the many difficulties in implementing performance budgeting, it is recommendable, though, to critically revise its scope and shape.

    Abstract: "From its inception, big business in the western industrialised world has been organised in national business communities. Central elements of these business communities are corporate board interlocks that constitute the notorious 'Old Boys Network'. This corporate elite connects the centres of corporate governance. In recent times, these networks of the corporate elite show signs of decline. Heemskerk investigates how the decline of the old boys network in the Netherlands has affected Dutch capitalism. Combining formal network analysis with insights from interviews with key corporate elite members, he shows how during the last quarter of the 20th century the Dutch business community has disappeared. This is interpreted as a drift towards a liberal market economy. However, as the study shows, even in a liberal market economy corporate directors need social networks to communicate and coordinate their strategic decisions.     Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

    Abstract: The Randstad is a poly-centric urban area in western Netherlands, comprising Amsterdam, Rotterdam, The Hague, Utrecht and several smaller cities. It is one of the most densely populated areas in the OECD, and has developed into an advanced urban economy with many leading sectors, such as logistics, horticulture and financial services. The Randstad has one of the lowest unemployment rates in all OECD countries, and it is one of the most attractive metropolitan areas for FDIs. However, even though the Randstad had high growth rates over the 1990s, it performed less well in the 2000s. In particular, the Randstad has witnessed relatively low labour productivity growth over the last decade - much lower than cities such as Munich or Stockholm for instance. This Review aims to provide a detailed diagnosis and solutions for improving the competitiveness of the Randstad. The Randstad does not seem to exploit well the proximity of its four large cities, and therefore it does not represent an integrated functional urban system. Key recommendations are: improve internal accessibility within the area; facilitate knowledge transfers to the private sector; increase flexibility in housing and labour market; and strengthen the coordination of the economic specialities of its cities, such as higher education and tourism. Changing the governance framework is a key condition of success: individual city-regions within the Randstad should be granted more responsibilities, and a Randstad agenda should be created, prioritising improvement of regional public transport. This Territorial Review of the Randstad is integrated into a series of thematic reviews of metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: Strengthening the innovation system in the Netherlands is a priority for raising productivity growth, which has been relatively weak in recent years. Knowledge creation in the Netherlands is strong -- scientific publications per capita are the sixth highest in the OECD -- but innovation activity is only around the average for OECD countries according to the EIS Summary Innovation Index. The main weaknesses are in business R&D intensity, the share of the population with tertiary education, and in commercially applying new knowledge. This paper discusses reforms being implemented to overcome these weaknesses and suggests directions for building on such reforms. Co-operation between public research organisations and innovating firms is being strengthened, support for innovation is being rationalised and measures are being taken to increase both the current and prospective supply of scientists and engineers with a view to making the Netherlands a more attractive location for R&D investments. To increase the tertiary attainment rate, the authorities are considering introducing shorter tertiary courses and are experimenting with greater competition among tertiary education suppliers for public funds. To strengthen performance in commercial application of new knowledge, barriers to entrepreneurship are being reduced but more should be done to strengthen incentives for entrepreneurship.     Abstract: This article focuses on non-departmental public bodies (NDPBs) in the Netherlands that are funded by public money and whose task is defined by law. In terms of public spending, the service delivery role of NDPBs is quite extensive, and they are investing in new ways of enhancing their efficiency, the quality of their services, and the confidence of those with whom they deal. The notion of broad public accountability applies: NDPBs are not only accountable to the responsible minister and to Parliament (vertical accountability) but to a wider range of stakeholders within civil society (social accountability, customer accountability). Internal accountability (supervisory boards) also has a role to play. The interrelationships are explored and various instruments are described, including performance contracts, annual reports, the role of ministers, and international social reporting standards.
