    Abstract: Abstract: Three studies tested predictions derived from terror management theory (TMT) about the effects of terrorism news on prejudice. Exposure to terrorism news should confront receivers with thoughts about their own death, which, in turn, should increase prejudice toward outgroup members. Non-Muslim (Studies 1-3) and Muslim (Study 3) participants were exposed to news about either Islamic terrorist acts or to control news. When Dutch filmmaker Theo van Gogh was murdered in Amsterdam by an Islamic extremist during data-collection of Study 1, this event was included as a naturally occurring factor in the design. Consistent with TMT, terrorism news and Van Gogh’s murder increased death-related thoughts. Death-related thoughts, in turn, increased prejudiced attitudes toward out-group members, especially when participants had low self-esteem, and when terrorism was psychologically close.     Abstract: Abstract: We show that the introduction of Tobin taxes in agent-based models of currency markets can lead to a reduction of both speculative trading and the magnitude of exchange rate fluctuations at intermediate tax rates. In this regime revenues obtained from speculators are maximal for the institutions acting as market makers. We here focus on minority game models of markets, which are accessible by exact techniques from statistical mechanics. Results are supported by computer simulations. Our findings suggest that at finite systems sizes the effect is most pronounced in a critical region around the phase transition of the infinite system, but much weaker if the market is operating far from criticality and does not exhibit anomalous fluctuations

    Abstract: Abstract: "The empirical relevance of models of competitive storage arbitrage in explaining commodity price behavior has been seriously challenged in a series of pathbreaking papers by Deaton and Laroque (1992, 1995, 1996). Here we address their major criticism, that the model is in general unable to explain the degree of serial correlation observed in prices of twelve major commodities. First, we present a simple numerical version of their model which, contrary to Deaton and Laroque (1992), can generate the high levels of serial correlation observed in commodity prices, if it is parameterized to generate realistic levels of price variation. Then, after estimating the Deaton and Laroque (1995, 1996) model using their data set, model specification and econometric approach, we show that use of a much finer grid to approximate the equilibrium price function yields quite different estimates for most commodities.     Abstract: Abstract: "This paper aims to demonstrate that the strategic approach to link formation can generate networks that share some of the main structural properties of most real social networks. For this purpose, we introduce a spatialized variation of the Connections model (Jackson and Wolinsky 1996) to describe the strategic formation of links by agents who balance the benefits of forming links resulting from imperfect knowledge flows against their costs, which increase with geographic distance. We show, for intermediate levels of knowledge transferability, clustering occurs in geographical space and a few agents sustain distant connections. Such networks exhibit the small world property (high clustering and short average relational distances). In diesem Beitrag wird die Frage aufgeworfen, ob es im Wohlfahrtsstaat Österreich eine Politik gibt, die auf Väter abzielt, und welchen Charakter eine solche besitzt. Es wird von der These ausgegangen, dass politische Regelungen zu Familie im Spannungsfeld von Familie, Arbeitsmarkt und Staat zu betrachten sind und nur so Widersprüche innerhalb der Politik zu Vaterschaft sowie die ambivalente Haltung von Vätern selbst erklärbar sind. In diesem Zusammenhang werden die geschlechtsspezifische Verfasstheit der österreichischen Familienpolitik und ihrer politischen und rechtlichen Maßnahmen sowie die Normativität von Familienleitbildern überprüft. Mit der Entgrenzung der Arbeitsgesellschaft wird diese institutionelle Bedeutungsstruktur brüchig und die Übergänge biographisieren sich. Damit kommt das Konzept der biographischen Übergänge ins Spiel, das eng mit der Bewältigungsperspektive verknüpft ist. Der Beitrag stellt vor diesem Hintergrund die Ergebnisse einer Untersuchung vor, die Übergangsverläufe junger Erwachsener mittels biographischer Interviews aus der bewältigungsorientierten Sicht rekonstruierte. Damit zeigt sich, dass heute Übergänge einer biographischen, bewältigungsorientierten Logik folgen und nicht einfach auf formale Bildungs- und Arbeitsstrukturen rückbezogen werden können.'     Abstract: Abstract: The distribution of success and failure to social groups is supported by lay theories about the characteristics of social groups and the causes of their outcomes, as well as by beliefs about entitlement of groups to succeed or fail. This paper presents a study where a target individual’s socio-economic status (high vs. low) and outcome in a major academic achievement task (success vs. failure) were manipulated in a 2 x 2 experimental design. It was found that high-status success and low-status failure, i.e. the system-consistent outcomes, were attributed relatively more to stable internal causes (ability), whereas high-status failure and low-status success, i.e. the system-inconsistent outcomes, were attributed relatively more to unstable causes (effort).     Abstract: Abstract: The UK National Lottery has been in operation since 1994. An examination of the regional distribution of awards per head of population suggests marked spatial disparities with London doing particularly well and Scotland, Northern Ireland, Wales and the North East faring much better than other regions. Such disparities also exist at English Local Authority level with funding in London and some major provincial centres doing much better than more rural authorities. Such inequalities may give grounds for concern, given that they appear to replicate those for other types of Government spending. The results of an empirical model designed to explain the spatial distribution of awards suggest that, in addition to a London effect, levels of deprivation have a positive impact.     Abstract: Abstract: Abstract Inspired by recent efforts in the United States to quantify the degree of transnational ties that immigrants possess, this article explores and analyses the prevalence and determinants of transnational family ties of immigrants in the Netherlands. Using data from a representative survey of four immigrant groups in the Netherlands, this paper also aims to fill the gap in knowledge regarding the effects of incorporation into an immigrant’s host society on transnational family ties. Findings show that while the vast majority of immigrants with relatives in the country of origin have frequent contact with these relatives, only a third of respondents contribute to the livelihood of family members in the homeland. Incorporation characteristics show distinct patterns over different types of involvement. While incorporation variables have a negative effect on the frequency of contact, they show little effect on remittances

Using data from the project 'Preschool Education and Educational Careers among Migrant Children', the article analyses if the first name chosen for their child by Turkish parents in Germany is a name that is common only in Turkey (emotional separation), only in Germany (emotional assimilation) or in both countries (emotional integration). Most of the parents choose a Turkish name for their child, but girls are more frequently given names that are common in both cultures than are boys, while German names are only rarely chosen. In dieser Wechselbeziehung stellt sich die Frage, wie eine Person trotz zahlreicher Einflüsse und Veränderungen im Leben "dieselbe" bleibt. Dies gilt umso mehr, als die moderne pluralistische Gesellschaft multiple und widersprüchliche Kontexte bereithält, in denen Menschen leben.     Abstract: Abstract: Cross-cultural research, quantitative or qualitative, is cost-intensive and laborious. Especially the empirical psychological research has to solve many methodic problems. Sampling has a common problem with generalization of psychological results. This factor exacerbates itself in a cross-cultural study, as the sampling has to meet certain criteria: 1. It should show a high representativeness of the normal distribution in every culture that is compared. 2. The samples of every culture, that is compared, have to be similar in order to guarantee their comparability. This article discusses and presents the kind of methodic difficulties emerging in these studies

It is not good to mingle male authority with thefe male’s, just like it is not possible to reverse the roles. Each of them has clear-cutt asks on both inter-relational level and on the level of socio-economic activities within or outside the household. The (male or female) authority in point is brought to the foreground as early as the first contacts between the partners. The whole “courtship”, “proposal”, “dealing” with the bride’s father (moment often associated with engagement), wedding rituals, etc., show the division of authority between the two. The community and the Church are on man’s side. The male has authority on his family. Yet, the authority originates in the role of representing the family in front of the community, a role assumed by man. The woman has authority on household.     Abstract: Abstract: Interpersonal dynamics may play a crucial role in the perpetuation of stereotypes. In an experimental study, participants interacted with a confederate who provided either stereotype-consistent or stereotype-inconsistent descriptions about the elderly. Based on the assumption that mimicry represents a social glue that fosters interpersonal liking and affiliation, we assessed the extent to which participants mimicked the nonverbal behaviors of the confederate as a function of the stereotypicality of the descriptions. Results showed that nonconscious mimicry was more likely when the speaker relied on stereotypes rather than on stereotype-inconsistent information. In Study 2 the effect was replicated in relation to national stereotypes. This finding indicates that stereotypers are faced with subtle nonverbal cues from the audience that can retroactively reinforce their behaviors and thus make stereotype dismissal so difficult to be achieved

    Abstract: Abstract: Ethnic and national identities of 11-16-year-old British Africans and Caribbeans were examined by the Multigroup Ethnic Identity Measure (Phinney 1992) and Britishness questionnaire (Barrett 2000). Adolescents ranked ethnicity as more important than age, gender or nationality, stereotyped Caribbeans/Africans more positively than British, and derived more pride from ethnicity than nationality. England was the least popular answer to “where are you from”, but more Caribbeans versus Africans chose this category and older Caribbeans described themselves as more ‘British’ than older Africans. Girls reported stronger ethnic identity than boys, who rated Britishness as more important, reported stronger British pride and liked British people more than girls did. Stereotypes of ethnic and national group members were associated with the strength of self-identification with the group.     Abstract: Abstract: Using German establishment-level data, this paper analyses whether wages respond to firm-specific profitability conditions. Particular emphasis is given to the question of whether the extent of rent-sharing varies with collective bargaining coverage. In this context, two conflicting hypotheses are tested. The first one asserts that unions exploit their bargaining power at the firm-level and appropriate a larger share of rents than the bargaining parties in uncovered firms. The second one states that unions favour a compressed intra-industry wage structure and suppress the responsiveness of wages to firm-specific profitability conditions.\ The empirical analysis provides strong support for the second hypothesis. While pooled OLS estimates yield positive estimates of the rent-sharing coefficient in covered establishments, dynamic panel data estimates accounting for unobserved heterogeneity and the endogeneity of rents point to a rent-sharing coefficient of zero

    Abstract: Abstract: Using the two fundamental dimensions of social judgment, warmth and competence, we show that, contrary to general models of impression formation, negative information on one dimension has positive consequences on the way a target is judged on the other dimension. Participants learned about two groups which were either congruent on warmth and competence (one group high on both and the other low on both) or they were compensatory (one group high on warmth and low on competence, the other high on competence and low on warmth). Our results show that in the compensatory condition, the groups were rated more extremely than in the congruent condition and that this was especially the case for the dimension on which the groups were high. Results are discussed both in terms of how they run counter to traditional theories of impression formation and what they tell us about the fundamental dimensions of social judgment

Er beschäftigt sich mit der Frage, inwiefern die zahllosen Ratgeber, genannt Kulturknigge für den "Orient", einem Effekt unterliegen, der als interkultureller Karl May-Effekt bezeichnet wird. Dass diese Bezeichnung eine gewisse Ironie mit sich trägt, ist nicht zu verhehlen. Folgende Ratgeber wurden analysiert: Raphael Patai "The Arab Mind" (193), Richard Lewis "When Cultures Collide" (2004), Sylvia Ortlieb "Business-Knigge für den Orient" (2006) sowie Béatrice Hecht-El-Minshawi "Wirtschaftswunder in der Wüste" (2007). Im Laufe des noch nicht abgeschlossenen Projekts werden noch andere, weit verbreitete Ratgeber sowie Softwarepakete, wie z.B. das "Cultural Detective" analysiert. Den Beginn bildet eine sehr knappe und unvollständige selektive Darstellung der Orientbilder in der Geschichte, im Rahmen derer auf den Begriff des Orientalism

    Abstract: Abstract: This article focuses on the relation between mobility and assimilation among the Roma. Quantitative results from UNDP research in four Central and Eastern Europe countries provide new data and show the need for a new conceptualization of the evidence. These results demonstrate that there are no significant data to confirm the existence of a straight-line process of assimilation in the Roma case. Thus, they question the canonical theory of assimilation by demonstrating that middle-class Roma tend not to leave their identity behind. I propose the need for a segmented theory of the different upward mobility paths that Roma people tend to follow. In a complementary way, the observed results also point out the need to take into account some variations in Roma ethnic identity depending on the source of ethnic data, how they are collected and the implications for research in the different national contexts explored

    Abstract: Abstract: In this article we suggest that independent vs. interdependent aspects of the self yield different manifestations of psychological reactance and that this is especially relevant in a cross-cultural context. In Studies 1, 2 and 4 we showed that people from collectivistic cultural backgrounds (individuals holding more interdependent attitudes and values) were less sensitive to a threat to their individual freedom than people from individualistic cultural backgrounds (individuals holding more independent attitudes and values), but more sensitive if their collective freedom was threatened. In Study 3 we activated independent vs. interdependent attitudes and values utilizing a cognitive priming method and yielded similar results as the other studies hinting at the important causal role of self-related aspects in understanding reactance in a cross-cultural context

    Abstract: Abstract: Affective ratings of multiple religious (sub)groups (Muslims, Christians, Jews, and non-believers, as well as Sunni, Alevi, and Sjiit Muslims), the endorsement of Islamic minority rights and religious group identification were examined among Sunni and Alevi Turkish-Dutch participants. The findings show that both groups differ in important ways. Some Alevi participants considered themselves Muslims but others interpreted Alevi identity in a secular way. The Sunnis were quite negative towards Jews and non-believers, they more strongly endorsed Islamic minority rights and they had very high Muslim group identification. Furthermore, the Sunnis were negative towards Alevis and the Alevis were negative towards the Sunnis. Muslim group identification was positively and strongly related to feelings towards Muslims and to the endorsement of Islamic group rights

    Abstract: Abstract: We investigated if responders accept a 50-50 split in a modified version of the ultimatum game, in which rejection yields a higher payoff (€7) than accepting the equal offer (€5). Therefore, the decision to accept the 50-50 split in this modified ultimatum game cannot be perceived as a self-interest act, as opposed to the standard game, in which acceptance may reflect resignation in the knowledge that the equal split is the best one can expect. A substantial proportion of responders accepts the equal split in this modified game (Study 1), which clearly establishes egalitarian preferences. Further studies show that the willingness to accept is not an artifact of indifference towards the extra payoff (Study 2), but reflects true concerns for proposers’ outcomes (Study 3)

    Abstract: Abstract: Previous research has shown that the local environment is important for self-employment. The dynamics of self-employment varies between areas characterized by different labour market conditions, entrepreneurial traditions and other structural factors. This paper analyzes self-employment spells in Finland with a large register-based data set from the period 1987–2002. The main aim is to investigate the role of region-specific factors as compared with individual-specific and other factors on the duration of self-employment spells. First, the descriptive analysis shows that the exit rates from self-employment and the length of self-employment spells depend upon location (urban vs. rural area) and the cyclical trends in the economy. Second, self-employment duration is modelled using discrete time survival analysis. It is found that rural areas have significantly lower exit rates in the first years of self-employment than urban areas

    Abstract: Abstract: "In this paper we analyze a sample of 1,832 individuals who responded to six randomly generated lottery questions that differ with respect to chance, prize and the timing of the draw. Using a model that explicitly allows for consumption smoothing, we obtain an estimate of relative risk aversion of 82. Instead, assuming consumption to be immediate gives an estimate of 2, close to what is traditionally reported, while a model of full asset integration gives estimates higher by several orders of magnitude. Our results show that estimated risk aversion is sensitive to the assumptions made with respect to the consumption profile and that it is possible to determine the level of asset integration endogenously. The average subjective time discount rate, which includes a preference for the present, equals 6% per month. Hayek shows that coordination of groups larger than hunting and gathering bands requires a cultural evolution of learnt rules. Boulding uses the notion of noosphere of human knowledge, where learning transmits the noogenetic structure.     Abstract: Abstract: This article intends to describe and analyze the impact of a cultural mega-event on a specific city context in post-communist Romania. Our case-study of Sibiu European Capital of Culture 2007 shows that cultural events have not only undeniable cultural and social value, but also an important economic impact. The cultural event in Sibiu managed not only to enhance the city's image and to promote Romania worldwide, yet it largely helped local and regional economy by direct, indirect and induced economic effects. Our analysis shows that European Capital of Culture program had a noticeable impact on local tourism, infrastructure, and Sibiu municipality's budget. It largely helped to boost local economy, which was recovering after a decade of economic decline, and to turn the city into a major destination for foreign and national investments in Romania. Die Studie zur sozioökonomischen Situation von DoktorandInnen benennt diese Herausforderungen und liefert neue Daten zu biographischen Hintergründen, Finanzierungsformen des Doktoratsstudiums, subjektiven Einschätzungen des Studienfortgangs sowie Bedürfnissen und Wünschen der Doktoratsstudierenden. Besonderes Augenmerk gilt Differenzen nach Geschlecht und Studienrichtung: Es zeigt sich, dass die Vereinbarkeit von Erwerbstätigkeit und Doktoratsstudium grundsätzlich als schwierig eingestuft wird. Jüdische Fahrgäste weigerten sich, die grünen Verkehrsmittel zu besteigen - da sie diese mit "Islam" gleichsetzten und politisches oder auch spirituelles Unheil witterten. Im folgenden Text geht es um das prozesshafte von Kultur, um plurale Identitäten und um die daraus folgenden Wahlmöglichkeiten von Menschen zu entscheiden, aus welchem Blickwinkel sie jeweils die Welt sehen und danach handeln wollen.     Abstract: Abstract: We study trust games in a virtual world environment and contrast results with laboratory studies, with and without personal interaction enabled by the virtual world platform. Particular attention is given to the motives that drive behavior in the various environments and to issues that are context dependent, particularly communication and social distance. We find that allowing for personal interaction through a virtual world interface increases the amount sent relative to laboratory results, but that subjects recruited in the virtual world give and return less than the laboratory control group with the same virtual world interface

    Abstract: Abstract: In European public debates, Islam is often described as an impediment to gender equality. By using data from surveys conducted in Germany, we analyze the role of high levels of individual religiosity in explaining Turks' and Germans' approval of gender equality and the way Turkish and German couples share household tasks. Results suggest that for both groups, individuals with strong religious commitments are less likely than secular ones to hold egalitarian gender role attitudes. At the behavioral level, this correlation between religiosity and gender egalitarianism only holds true for Turkish respondents. Furthermore, strong religious commitments contribute to generational stability in attitudinal and behavioral gender-traditionalism among Turks. However, when explaining Germans' more egalitarian gender-related attitudes and behaviors, religiosity turns out to be just one factor among others – and not a particularly important one. Die meisten Probleme, vor denen das Europäische Sozialmodell heute steht, betreffen nicht spezifisch einzelne Länder, sondern sie sind strukturell bedingt. Die Konzeption eines 'Erneuerten Europäisches Sozialmodells' wird skizziert, das sich vor allem durch eine Verschiebung von negativer zu positiver Sozialstaatlichkeit auszeichnet. Positive Ziele des Sozialstaats sind dabei die Förderung von Bildung und Lernen, Wohlstand, soziale und wirtschaftliche Partizipation sowie gesunde Lebensweisen. Grundlegend ist eine Balance von Rechten und Pflichten sowie von Risiken und Sicherheit.     Abstract: Abstract: This article analyzes how long head coaches survive in the clubs of the first German football league (“Bundesliga”), where the dismissal of a presumably weak coach is a generally adopted procedure in case of a poor sporting performance of the team. We use duration models for repeated events to accommodate the correlation within individuals. We find that the head coaches of successful teams and those working during the more recent “Bosman Effect” period are more likely to survive in the Bundesli¬ga. Moreover, the head coaches of clubs with relatively high team wage bills are likely to survive for shorter periods of time

Agents are assumed to have subdued social preferences: buyers, for example, prefer a lower price to a higher one but experience reduced utility increases below a reference price that serves as a common fairness benchmark. The strategic equilibrium reflects market fundamentals, but it is markedly less sensitive to the buyer-seller ratio near the fair price benchmark. Prices may be sticky around very different reference levels in markets with otherwise identical fundamentals. We compare a VAR model of expectations for data that is presented in a fiscal frame with one for neutrally presented data. We test the validity of the setup and find that participants understand the meaning of the fiscal variables, but also that their ability to perceive the correct characteristics of fiscal policy is limited.     Abstract: Abstract: "The ethnosizer, a new measure of the intensity of a person's ethnic identity, is proposed using information on language, culture, societal interaction, history of migration, and ethnic selfidentification. A two-dimensional version classifies immigrants into four states: integration, assimilation, separation and marginalization. Results based on the German Socio-economic Panel for 2001 are as follows. Young migrants are assimilated or integrated the most. While Muslims and Christians do not integrate, both assimilate the best. Immigrants with college in the home country separate less. These differences in worldview are rooted in what Marc J. Hetherington and Jonathan D. Weiler describe as authoritarianism. They show that differences of opinion concerning the most provocative issues on the contemporary issue agenda - about race, gay marriage, illegal immigration, and the use of force to resolve security problems - reflect differences in individuals' levels of authoritarianism. This makes authoritarianism an especially compelling explanation of contemporary American politics. Events and strategic political decisions have conspired to make all these considerations more salient. A series of firewalls protects national cultures. This book develops a new theoretical framework for understanding cosmopolitan communications and uses it to identify the conditions under which global communications are most likely to endanger cultural diversity. The authors examine empirical evidence at both the societal level and the individual level, examining the outlook and beliefs of people in a wide range of societies. The study draw on evidence from the World Values Survey, which covers 90 societies in all major regions worldwide from 1981 to 2007. The conclusion considers the implications of the authors' findings for cultural politics."

The majority of the deaths are caused by building collapse in earthquakes, and the great majority occurs in the developing world. This is despite the fact that engineering solutions exist that can almost completely eliminate the risk of such deaths. Why is this? The engineering solutions are both expensive and technically demanding, so that the benefit-cost ratio of such solutions is often unfavorable compared with other interventions designed to save lives in developing countries. Nonetheless, a range of public disaster risk-reduction interventions (including construction activities) are highly cost effective. The fact that such interventions often remain unimplemented or ineffectively executed points to a role for issues of political economy. Building regulations in developing countries appear to have limited impact in many cases, perhaps because of limited capacity and the impact of corruption. Public construction is often of low quality - perhaps for similar reasons. This suggests approaches that emphasize simple and limited disaster risk regulation covering only the most at-risk structures and that (preferably) can be monitored by non-experts.     Abstract: "The majority of economic decisions taken by individuals are forward looking and thus involve their expectations of future outcomes. Understanding the expectations that individuals have is thus of crucial importance to designing and evaluating policies in health, education, finance, migration, social protection, and many other areas. However, the majority of developing country surveys are static in nature and do not contain information on the subjective expectations of individuals. Possible reasons given for not collecting this information include fears that poor, illiterate individuals do not understand probability concepts, that it takes far too much time to ask such questions, or that the answers add little value. This paper provides a critical review and new analysis of subjective expectations data from developing countries and refutes each of these concerns. The authors find that people in developing countries can generally understand and answer probabilistic questions, such questions are not prohibitive in time to ask, and the expectations are useful predictors of future behavior and economic decisions. The paper discusses the different methods being tried for eliciting such information, the key methodological issues involved, and the open research questions. The available evidence suggests that collecting expectations data is both feasible and valuable, suggesting that it should be incorporated into more developing country surveys. "--World Bank web site

The paper uses regression-based generalizations of difference-in-differences and instrumental variables to address the possible endogeneity of a country's health system. It finds that adopting social health insurance in preference to tax financing increases per capita health spending by 3-4 percent, reduces the formal sector share of employment by 8-10 percent, and reduces total employment by as much as 6 percent. For the most part, social health insurance adoption has no significant impact on amenable mortality, but for one cause-breast cancer among women-social health insurance systems perform significantly worse, with 5-6 percent more potential years of life lost.     Abstract: "This paper explores the structure of cross-border health purchasing between Austria and Hungary and determines the size of this phenomenon as well as the barriers to a further increase. Austrian patients may receive health care treatment in Hungary in three different ways. First, patients may receive benefits in the context of the European Community Regulations 1408/71 and 574/72 (Category I patients). Second, outside those regulatory structures, Austrian patients travel to Hungary to receive medical treatment, especially dental treatment, and then seek reimbursement from their Austrian insurance (Category II patients). Third, some patients receive medical treatment in Hungary outside both schemes (Category III patients). There are about 42,500 Category I patients per year; and 58,000 Category II patients world-wide per year. An unknown but supposedly greater number of patients travel to Hungary to receive mainly dental treatment and cosmetic surgery (Category III). Most health actors in both Austria and Hungary do not regard cross-border purchasing of health services as having cost-saving effects. They put forward major legal, institutional, political, and psychological barriers, which inhibit public and private Austrian providers, to facilitate trade in health care and which inhibit individual patients to realize cost savings through capitalizing on lower health care prices in Hungary. Therefore, for the time being, trade in health care and patient mobility between Austria and Hungary is a circumscribed phenomenon in terms of quantities, and it will most probably remain so in the near future.     Abstract: "Based on analysis of reading performance data from 475 third-graders in Peru, this study makes recommendations on improving reading tests, choice of reading standards, and how to present the results at the school and individual levels. The paper reviews the literature on using reading skills measurement in the early grades to guide policymaking, strengthen accountability, and improve education quality. It uses data generated from the same students using two common approaches to measuring reading skills: an individually-administered oral fluency test, and a group-administered written comprehension test designed by the Ministry of Education for the 2006 universal standard test of second grade reading comprehension. These two approaches have sometimes been presented as competing alternatives, but the paper shows that it is better if they are used together, as complements. Based on psychometric analysis, the paper shows that both the oral and written tests adequately measured students' reading abilities. The results show that reading fluency and comprehension are correlated: fluent readers are more likely to understand what they read than non-fluent readers. The strength of the fluency-comprehension relationship depends on the level of fluency, the difficulty of the questions, and social characteristics of the school. The paper recommends using improved versions of both tests to evaluate early grade reading skills, as a central element of a system of accountability for results. It proposes a model for reporting test results desgned to highlight the importance of reading standards, mobilize the education community to reach them, track progress, and identify students in need of extra support. Second, the impact of North-South trade-related technology diffusion, education, and their interaction on productivity growth in small states is more than three times that for large countries, with the negative impact of the brain drain thus more than three times greater in small than in large states. And third, the greater loss in productivity growth in small states has two brain drain-related causes: a substantially greater sensitivity of productivity growth to the brain drain, and brain drain levels that are more than five times greater in small than in large states.     Abstract: "The paper tests three hypotheses about the causes of unemployment in the Central-East European transition economies and in a benchmark market economy (Western part of Germany). The first hypothesis (H1) is that unemployment is caused by inefficient matching. Hypothesis 2 (H2) is that unemployment is caused by low demand. Hypothesis 3 (H3) is that restructuring is at work. Our estimates suggest that the west and east German parts of Germany, Czech Republic and Slovakia are consistent with H2 and H3. Hungary provides limited support to all three hypotheses. Poland is consistent with H1. The economies in question hence contain one broad group of countries and one or two special cases. The group comprises the Czech Republic, Hungary, Slovak Republic and (possibly) East Germany. These countries resemble West Germany in that they display increasing returns to scale in matching and unemployment appears to be driven by restructuring and low demand. The East German case is complex because of its major active labor market policies and a negative trend in efficiency in matching. In some sense, East Germany resembles more Poland, which in addition to restructuring and low demand for labor appears to suffer from a structural mismatch reflected in relatively low returns to scale in matching. Finally, our data provide evidence that goes counter to one of the main predictions of the theories of transition, namely that the turnover (inflow) rate in the transition countries would rise dramatically at the start of the transition, be temporarily very high and gradually decline and approach the level observed in otherwise similar market economies such as West Germany. With data from a panel of two waves of the Indonesia Family Life Survey in 1997 and 2000, the paper tracks a cohort of high school students in 1997 to examine their schooling and employment status in 2000. The findings demonstrate that: (1) attendance at vocational secondary schools results in neither market advantage nor disadvantage in terms of employment opportunities and/or earnings premium; (2) attendance at vocational schools leads to significantly lower academic achievement as measured by national test scores; and (3) There is no stigma attached to attendance at vocational schools that results in a disadvantage in access to tertiary education; rather, it is the lower academic achievement associated with attendance at vocational school that lowers the likelihood of entering college. The empirical approach of this paper addresses two limitations of the existing literature in this area. First, it takes into account the observation censoring issue due to college entry when evaluating labor market outcomes of secondary school graduates. Second, using an instrumental variable approach, the paper also treats endogeneity of household choice of vocational versus academic track of secondary education, teasing out the net effect of secondary school choice on labor market and schooling outcomes. The authors contribute to this discussion concentrating our research on political institutions and their effect on the non-income dimensions of human development. First, they elaborate a theoretical argument why and under what conditions democracies compared to autocratic political systems might perform better with regards to the provision of public goods. Due to higher redistributive concerns matched to the needs of the population democracies should show a higher level of human development. In the following they analyze whether our theoretical expectations are supported by empirical facts. The authors perform a static panel analysis over the period of 1970 to 2003. The model confirms that living in a democratic system positively affects human development measured by life expectancy and literacy rates even controlling for GDP. By analyzing interaction effects they find that the performance of democracy is rather independent of the circumstances. The paper shows that households that randomly received a conditional cash transfer compensated for some of the intra-household differences, as they reduced child labor more for older boys who used to work more and for boys who were further behind in school. The results also show that households that randomly received a productive investment grant, in addition to the basic conditional cash transfer benefits, both targeted at women, show an increased specialization of older girls in nonagricultural and domestic work, but no overall increase in girls' child labor.     Abstract: "This paper examines the impact of trade with Japan, North America, and the European Union on technology diffusion and total factor productivity growth in Korea, Mexico, and Jordan. Measures of foreign research and development are constructed based on industry-specific research and development in the North, North-South trade patterns, and input-output relations in the South. The findings show that technology diffusion and productivity gains tend to be regional. Jordan benefits mainly from trade with the European Union, Korea from trade with Japan, and Mexico from trade with North America. In other words, the dynamic version of the "natural trading partners" hypothesis holds for these countries. "--World Bank web site

Emphasizing the importance of incentives and tensions between short term and longer term policy responses to crisis management, this paper draws on a large body of research evidence and country experiences to discuss the implications of the current crisis for financial and macroeconomic policies going forward.     Abstract: "The paper evaluates the effects of privatization in the post-communist economies and China. In post-communist economies privatization to foreign owners results in a rapid improvement in performance of firms, while performance effects of privatization to domestic owners are less impressive and vary across regions, coinciding with differences in policies and institutional development. In China relatively more estimates suggest that privatization to domestic owners improves the level of performance. Concentrated private ownership has a stronger positive effect on performance than dispersed ownership in the post-communist economies, but foreign joint ventures rather than wholly owned foreign firms have a positive effect in China. Worker or collective ownership does not have a negative effect. In the post-communist economies new firms are equally or more efficient than firms privatized to domestic owners, and foreign start-ups are more efficient than domestic ones. Privatization is not associated with lower employment. When accompanied by complementary reforms, privatization has a positive effect on economic growth. Three factors appear to drive the more positive effect of privatization to foreign than domestic owners. Domestic managers have more limited skills and access to world markets, domestically privatized firms have been more subject to tunneling and in some countries new large shareholders artificially decreased performance. The important policy implication is that privatization per se does not guarantee improved performance, at least not in the short- to medium-run. Type of private ownership, corporate governance, access to know-how and markets, and the legal and institutional system matter for firm performance. "--World Bank web site

    Abstract: "Present levels of income inequality in Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Slovakia, and Slovenia remain considerably higher than their pre-transition levels, although the relative pace of change over time has varied quite a bit across countries. Using data from the 2006 European Union Survey of Income and Living Conditions, this paper finds that prevailing levels of income inequality in these countries continue to be low by international standards, and that this is in large part due to the very high redistributive impact of direct taxes and public transfers. In addition to the instrumental role of tax and transfer policies in redistributing income, the paper highlights the important role played by differences in education levels and labor market participation rates in explaining observed inequalities across people and across different regions (although not in explaining observed differences across countries). The paper includes an analysis of key factors that help explain observed variation across countries in the level of public support for redistribution, including peoples' economic background and relative success in life, whether they perceive poverty to be associated with factors within or outside the control of those it afflicts (for example, laziness/lack of willpower vs. injustice in society).     Abstract: "This paper uses firm-level data from the Business Environment and Enterprise Performance Surveys to study the process of convergence of transition countries with developed market economies. The study focuses on competition and market structure, finance and the structure of lending to firms, and how firms respond to the economic environment by restructuring. The authors find substantial evidence of convergence in a number of dimensions. The pattern of growth at the country, sector, and firm levels shows rapid growth of the new private sector and of the micro and small-firm sectors, with the size distribution of firms moving toward the pattern observed in the surveys of developed market economies. In finance, increasing reliance on retained earnings in transition countries reflects a maturation of the sector as new firms come to rely less on informal and family sources of finance. The authors find evidence of an inverse-U pattern, with the peak of restructuring activity taking place in 2002, the middle of the period analyzed. Throughout, the regional patterns suggest greater convergence in the transition countries that joined the European Union in 2004 than in the other, lower-income transition economies. Using data on firms in 27 transition economies, the authors test for the effects of globalization through the impact of increased competition and foreign direct investment on domestic firms' efforts to innovate (raise their capability) by upgrading their technology, improving the quality of their product or service, or acquiring certification. They find that competition has a negative effect on innovation, especially for firms further from the efficiency frontier, and we do not find support for an inverted U effect of competition on innovation. The authors show that the supply chain of multinational enterprises and international trade are important channels for domestic firms' innovation. They detect no evidence that firms in a more pro-business environment are more likely to display a positive or inverted U relationship between competition and innovation, or that they are more sensitive to foreign presence.     Abstract: "There is an extensive literature on violent conflicts such as the 1994 Rwandan genocide, but few papers examine the profiles of victims and perpetrators, or more broadly the micro-level dynamics of widespread violence. This paper studies the demographic consequences of the Rwandan genocide and how the excess mortality due to the conflict was distributed in the population. Data collected by the 2000 Demographic and Health Survey indicate that although there were more deaths across the entire population, adult males were the most likely to die. Using the characteristics of the survey respondent as a proxy for the socio-economic status of the family dead, the results also show that individuals with an urban or more educated background were more likely to die. Over and above the human tragedies, a long-term cost of the genocide is the country's loss of productive skills. "--World Bank web site

    Abstract: "Product standards can have a dual impact on production and trade costs. Standards may impose additional costs on exporters as it may be necessary to adapt products for specific markets (cost-effect). In contrast, standards can reduce exporters' information costs if they convey information on industrial requirements or consumer tastes that would be costly to collect in the absence of standards (informational-effect). Using a new World Bank database of European standards for electronic products, the authors examine the impact of internationally-harmonized European standards on European Union imports. They find that European Union standards for electronic products that are harmonized to international standards have a positive and significant effect on trade. The results suggest that efforts to promote trade in electronic products could be complemented by steps to promote standards harmonization. This might include, for example, re-starting talks to extend the Information Technology Agreement to non-tariff measures and commitments to harmonize national standards in electronic products.     Abstract: "This paper examines how households trade off migration and savings when subject to exogenous violence. The authors propose that households under violence decide jointly on migration and saving, because a higher asset-stock is more difficult to carry to a new place. When confronted with exogenous violence, households are expected to consider migration, and reduce their assets, both in order to reduce their exposure to violence, and to make migration easier. In some cases, after a migration decision has been taken, savings can increase as a function of violence to ensure a minimum bundle to carry.     Abstract: "An AIDS epidemic threatens Ethiopia with a long wave of premature adult mortality, and thus with an enduring setback to capital formation and economic growth. The authors develop a two-sector model with three overlapping generations and intersectorally mobile labor, in which young adults allocate resources under rational expectations. They calibrate the model to the demographic and economic data, and perform simulations for the period ending in 2100 under alternative assumptions about mortality with and without the epidemic. Although the epidemic does not bring about a catastrophic economic collapse, which is hardly possible in view of Ethiopia's poverty and high background adult mortality, it does cause a permanent, downward displacement of the path of output per head, amounting to 10 percent in 2100.
