    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: Convergence Media History explores the ways that digital convergence has radically changed the field of media history. Writing media history is no longer a matter of charting the historical development of an individual medium such as film or television. Instead, now that various media from blockbuster films to everyday computer use intersect regularly via convergence, scholars must find new ways to write media history across multiple media formats. This collection of eighteen new essays by leading media historians and scholars examines the issues today in writing media history and histories. Each essay addresses a single medium-including film, television, advertising, sound recording, new media, and more-and connects that specific medium's history to larger issues for the field in writing multi-media or convergent histories.     Abstract: Regulatory impact analysis (RIA) is a systemic approach to critically assessing the positive and negative effects of proposed and existing regulations and non-regulatory alternatives. This publication brings together recent OECD research and analysis concerning methodological issues and country experiences with RIA. The collected papers cover a number of challenges to the effectiveness of RIA including: systemic factors which influence the quality of RIA; methodological frameworks that can assist RIA to improve regulation; guidance on using RIA to avoid unnecessary regulation of competitive markets; and a review of the use of RIA in the regulation of corporate governance across a number of OECD countries. Taken together, this publication provides valuable, practical guidance on how to improve the performance of RIA systems to promote economic welfare through better quality regulation.

    Abstract: This is an innovative interdisciplinary book about objects and people within museums and galleries. It addresses fundamental issues of human sensory, emotional and aesthetic experience of objects. The chapters explore ways and contexts in which things and people mutually interact, and raise questions about how objects carry meaning and feeling, the distinctions between objects and persons, particular qualities of the museum as context for person-object engagements, and the active and embodied role of the museum visitor. Museum Materialities is divided into three sections - Objects, Engagements and Interpretations - and includes a foreword by Susan Pearce and an afterword by Howard Morphy. It examines materiality and other perceptual and ontological qualities of objects themselves; embodied sensory and cognitive engagements - both personal and across a wider audience spread - with particular objects or object types in a museum or gallery setting; notions of aesthetics, affect and wellbeing in museum contexts; and creative and innovative artistic and museum practices that seek to illuminate or critique museum objects and interpretations. Phenomenological and other approaches to embodied experience in an emphatically material world are current in a number of academic areas, most particularly strands of material culture studies within anthropology and cognate disciplines. Thus far, however, there has been no concerted application of this kind of approach to museum collections and interactions with them by museum visitors, curators, artists and researchers. Bringing together essays by scholars and practitioners from a wide disciplinary and international base, Museum Materialities seeks to make just such a contribution. In so doing it makes a valuable and original addition to the literature of both material culture studies and museum studies.

    Abstract: Creativity has become part of the language of regeneration experts, urban planners and government policy makers attempting to revive the economic and cultural life of cities in the 21st century. Concepts such as the creative class, the creative industries and bohemian cultural clusters have come to dominate thinking about how creativity can contribute to urban renewal. Spaces of Vernacular Creativity offers a critical perspective on the instrumental use of arts and creative practices for the purposes of urban regeneration or civic boosterism. Several important contributions are brought into one volume to examine the geography of locally embedded forms of arts and creative practice. There has been an explosion of interest in both academic and policy circles in the notion of creativity, and its role in economic development and urban regeneration. This book argues for a rethinking of what constitutes creativity, foregrounding non-economic values and practices, and the often marginal and everyday spaces in which creativity takes shape. Drawing on a range of geographic contexts including the U.S., Europe, Canada and Australia, the book explores a diverse array of creative practices ranging from art, music, and design to community gardening and anticapitalist resistance. The book examines working class, ethnic and non-elite forms of creativity, and a variety of creative spaces, including rural areas, suburbs and abandoned areas of the city. The authors argue for a broader and more inclusive conception of what constitutes creative practice, advocating for an approach that foregrounds economies of generosity, conviviality and activism.     Abstract: The fact that preferences change is a pressing but unresolved problem for philosophy and the social sciences. Social scientists use preferences to explain agents’ behaviour, philosophers use preferences to explicate value judgements. A lot of empirical research is invested into identifying people’s preferences. However, the success of these endeavours is seriously threatened, because precise accounts of when and why preferences change are lacking. This volume answers to this need by collecting new essays from an interdisciplinary group of experts in the field. These essays, especially written for this volume, survey the newest approaches to preference change developed in the social sciences and in philosophy, and will serve as a platform for future research. They review some standard material, including the neoclassical preference model and doxastic preference change, time preferences and the debate over policy evaluation under preference change. However, the focus is on new research that is not widely known, such as conditional utilities, non-monotonic logics, complex systems models, inter-temporal choice approaches, etc. The book serves three purposes. It introduces undergraduate students to the current state of research on preference change, it gives graduate students and researchers in-depth insights into the state-of-the-art modelling techniques of different disciplines, and it points out to experts the lacunae in the literature and directions for future research.

    Abstract: This collection of essays investigates the obligations we have in respect of future persons, from our own future offspring to distant future generations. Can we harm them? Can we wrong them? Can the fact that our choice brings a worse off person into existence in place of a better off but 'nonidentical' person make that choice wrong? We intuitively think we are obligated to treat future persons in accordance with certain stringent standardsroughly those we think apply to our treatment of existing persons. We think we ought to create better lives for at least some future persons when we can do so without making things worse for too many existing or other future persons. We think it would be wrong to engage in risky behaviors today that will have clearly adverse effects for the children we intend one day to conceive. And we think it would be wrong to act today in a way that would turn the Earth of the future into a miserable place. Each of these intuitive points is, however, challenged by the nonidentity problem. That problem arises from the observation that future persons often owe their very existence to choices that appear to make things worse for those same persons. New reproductive technologies, for example, can be both risky and essential to one persons coming into existence in place of a 'nonidentical' other or no one at all. But so can a myriad of other choices, whether made just prior to conception or centuries beforechoices that seem to have nothing to do with procreation but in fact help to determine the timing and manner of conception of any particular future person and thus the identity of that person. Where the persons life is worth living, it is difficult to see how he or she has been harmed, or made worse off, or wronged, by such an identity-determining choice. We then face the full power of the nonidentity problem: if the choice is not bad for the future person it seems most adversely to affect, then on what

    Abstract: Even if specific pieces of research (on the sources or on individual authors, such as Pico, Agrippa, Erasmus, Montaigne, Sanches etc.) have given and are still producing significant results on Renaissance scepticism, an overall synthesis comprising the entire period has not been achieved yet. No predetermined idea of that complex historical subject that is Renaissance scepticism underlies this book, and we want to sacrifice the complexity of movements, personalities, tendencies and interpretations to any sort of a priori unity of theme even less. We acknowledge unhesitatingly that we had always thought of "scepticisms" in the plural, and believe that the different contexts (philosophical, religious, cultural) in which these forms grew up must also be taken into account. Furthermore, given the transversal nature and provocative character of the sceptical challenge, this book contains essays also on philosophers who, without being sceptics and sometimes engaged in fighting scepticism, nevertheless took up its challenge. The main authors considered in this book are: Vives, Castellio, Agrippa, Pedro de Valencia, Pico, Sanchez, Montaigne, Charron, Bruno, Bacon, and Campanella. The various essays in the book show the relevance of the philosophical thought of authors little known by the general public and put in new perspective important aspects of the thought of some of the great thinkers of the Renaissance.

    Abstract: In Fallacies and Judgments of Reasonableness, Frans H. van Eemeren, Bart Garssen and Bert Meuffels report on their systematic empirical research of the conventional validity of the pragma-dialectical discussion rules. The experimental studies they carried out during more than ten years start from the pragma-dialectical theory of argumentation developed at the University of Amsterdam, their home university. In these studies they test methodically the intersubjective acceptability of the rules for critical discussion proposed in this theory by confronting ordinary arguers who have not received any special education in argumentation and fallacies with discussion fragments containing both fallacious and non-fallacious argumentative moves. The research covers a wide range of informal fallacies. In this way, the authors create a basis for comparing the theoretical reasonableness conception of pragma-dialectics with the norms for judging argumentative moves prevailing in argumentative practice.     Abstract: This collection offers a global perspective on the changing character of cities and the increasing importance that consumer culture plays in defining their symbolic economies. Increasingly, forms of spectacle have come to shape how cities are imagined and to influence their character and the practices through which we know them - from advertising and the selling of real estate, to youth cultural consumption practices and forms of entrepreneurship, to the regeneration of urban areas under the guise of the heritage industry and the development of a WiFi landscape. Using examples of cities such as New York, Sydney, Atlantic City, Barcelona, Rio de Janeiro, Douala, Liverpool, San Juan, Berlin and Harbin this book illustrates how image and practice have become entangled in the performance of the symbolic economy. It also argues that it is not just how the urban present is being shaped in this way that is significant to the development of cities but also that a prominent feature of their development has been the spectacular imagining of the past as heritage and through regeneration.     Abstract: Pope John Paul II surprised much of the medical world in 2004 with his strongly worded statement insisting that patients in a persistent vegetative state should be provided with nutrition and hydration. While many Catholic bioethicists defended the Pope s claim that the life of all human beings, even those in a persistent vegetative state or a coma, was worth protecting, others argued that the Pope s position marked a shift from the traditional Catholic teaching on the withdrawal of medical treatment at the end of life. The debate among Catholic bioethicists over the Pope s statement only grew more intense during the controversy surrounding Terry Schiavo s death in 2005, as bioethicists on both sides of the debate argued about the legitimacy of removing her feeding tubes. This collection of essays by some of the most prominent Catholic bioethicists addresses the Pope s statements, the moral issues surrounding artificial feeding and hydration, the refusal of treatment, and the ethics of care for those at the end of life.

    Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

It also examines the implications of climate change for a range of natural hazards prevalent in the Alps, with a particular focus on frameworks and financial mechanisms to manage natural hazards in three countries: France, Switzerland and Austria. Technological and behavioural adaptation measures, together with institutional structures and risk transfer mechanisms, are also reviewed.
