    Abstract: The Austrian higher education system has consistently recognised the need to become more entrepreneurial and innovative with a view to supporting the economic, social and cultural development of the country and its regions. Over the past decades, the government has been implementing a broad reform agenda to provide strategic funding, diversify higher education institutions (HEIs) and promote an allocation of students that improves the quality of services and empowers them vis à vis the future of work and society. This review illustrates policy actions promoting the development of entrepreneurial and innovative activities in the Higher Education System and individual HEIs. In addition, based on information gathered during study visits, the review discusses strategies and practices adopted by Austrian HEIs to innovate, engage, and generate value for their own ecosystems and networks. The review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a holistic framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

    Abstract: Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model – be it self-employment or online "gig work" – can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers’ situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the "artists’ insurance system" in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.

    Abstract: Digitalisation is one of the megatrends affecting societies and labour markets, alongside demographic change and globalisation. The fourth industrial revolution will redesign production processes and alter the relationships between work and leisure, capital and labour, the rich and the poor, the skilled and the unskilled. The degree of disruption induced by the technological transformation ahead largely depends on the policy framework. Digitalisation can lead to anything between soaring inequalities and widespread improvements of living and working conditions. Two main questions arise for policy makers: how to ensure equality of opportunities in the race with technology and how to find the appropriate level of redistribution of the gains associated with digitalisation to preserve social cohesion. Against this backdrop, this working paper will analyse the technology-induced transformation of labour markets, argue for a new social contract and discuss how the provision and use of skills need to adapt to the digital work environment.     Abstract: Austria’s transition to a digital economy and society is slower than in other high-income small open European economies. The rate and pace of utilisation of eight main ICT applications shows that Austrian firms follow peer country counterparts with a gap, which has widened in most areas in recent years. Two dynamics drive digital transitions and Austria has room for progress in both of them. First, the potential for digitalisation in all firms, and especially in the smaller ones (where gaps are largest) should be freed-up by upgrading the full range of ICT-generic, ICT-specific and ICT-complementary skills. Second, Austria needs to make its business environment more conducive to firm entry and exit. The rate of entry of new firms and their growth are crucial for the diffusion of new business models and ICT innovations but fall behind peer countries. The adoption of ICT innovations by households also follows a staggered path: young and highly educated Austrians adopt ICT applications in similar ways to their counterparts in peer countries, while middle and older age cohorts display noticeable gaps. This calls for policies to help lagging groups become more acquainted with innovations. A whole-of-government approach, including large-scale utilisation of e-government applications in enterprises and households, should help to embrace change and facilitate the flourishing of innovative businesses, work practices and lifestyles throughout Austria.     Abstract: In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

    Abstract: Under Action 14, jurisdictions have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses jurisdictions against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Austria, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Abstract: Austria has a model of “separate gender roles” in work, family and life arrangements which persists despite efforts to better balance these roles. Irrespective of their education level - which is higher for new generations than men’s - the majority of women with children withdraw fully or partly from the labour force until their children reach school age, and beyond. This pattern has provided the Austrian population with generally high quality family services, but buttressed gender inequalities, and deprived society from the activation of existing talent, and therefore from additional household incomes, fiscal revenues and potential output. Gender differences in life-time career and income paths, well-being, and participation patterns in public life generate increasing dissatisfaction in growing segments of society, among both women and men.

    Abstract: There is ample empirical evidence for strong and persistent patterns of separated gender roles in Austria. While this model is generally considered to have worked well in the past, it faces important challenges arising from societal and economic changes in Austria. Hence, gender mainstreaming with the aim of more gender equality ranks high on the agenda of Austrian policy makers. An integrated policy framework to make Austria more gender-equal should build on 3 pillars: i) make the tax and benefit system more employment friendly ii) extend the care service infrastructure and iii) encourage more flexible workplace practices. Streamlining family policies across regions and levels of government would entail efficiency gains for all pillars. Long-run simulations suggest that achieving more gender equality in Austria could boost GDP by 13 percentage points until 2060. In addition, promoting more gender equality in the Austrian Society will improve Austrians’ well-being.

    Abstract: Tackling mental ill-health of the working-age population is becoming a key issue for labour market and social policies in OECD countries. OECD governments increasingly recognise that policy has a major role to play in keeping people with mental ill-health in employment or bringing those outside of the labour market back to it, and in preventing mental illness. This report on Austria is the eighth in a series of reports looking at how the broader education, health, social and labour market policy challenges identified in Sick on the Job? Myths and Realities about Mental Health and Work (OECD, 2012) are being tackled in a number of OECD countries. It concludes that the Austrian system provides good opportunities in principle for improving labour market inclusion of people with mental ill-health but that structural fragmentation of responsibilities limits the means of the federal government to develop coherent health and work policies. Successful structural reform requires including a range of actors responsible for policy implementation to achieve coordination across institutions and better integrated service delivery.
