    Abstract: This working paper seeks to explore the reasons why educational attainment in the immigrant population varies between North America and Europe. Specifically, the examples of Canada and Switzerland are used as Canada has an immigrant population with a typically higher rate of post-secondary education than that of the domestic population, while in Switzerland the opposite is true. Analysis shows that while differences in immigration policy play a significant role, there are many other variables which affect educational attainment in immigrants, such as the education level of the parents, source region and home language.

    Abstract: While a number of single-country studies have been done to explore whether or not there is a “critical age” at which the arrival in a new country becomes a steep disadvantage to the immigrant student, this study aims to determine whether the steepness of the age-at-arrival/test score profile varies across origin or destination countries. As expected, the later the arrival, the greater the penalty. However results vary according to several factors, including language differences and whether the country of origin had higher or lower educational standards. Evidence shows the importance of helping young migrants with language difficulties, as well as with the subsequent adverse effects of these difficulties.

    Abstract: Sweden reformed its labour migration management policy in 2008 and now has one of the most liberal labour migration regimes in the OECD. This book attempts to answer the question of whether Sweden’s labour migration policy is efficiently working to meet labour market needs that were not being met, without adversely affecting the domestic labour market. The review also examines the impact of the reform on labour migration flows to Sweden and on access to recruitment from abroad by Swedish employers. After the reform, employers in Sweden were able to recruit workers from abroad for any occupation, as long as the job had been advertised for a nominal period and the prevailing collective bargaining wage and contractual conditions were respected. Overall, Sweden’s new system has not led to a boom in labour migration, although this somewhat surprising result may be related to the slack labour market. The faith in employers appears to be largely justified until now, although there are some vulnerabilities in the system which could be addressed, especially in monitoring workplaces not covered by collective bargaining, and marginal businesses. The particularities of the relatively highly regulated labour market in Sweden may mean that this model is not easily transferable to other countries, but lessons can be drawn for other countries.

Chacun comprend un énoncé du principe et un ensemble de lignes directrices d’application. Les lignes directrices correspondant au principe fondamental consacré au contrôle, intègrent les Principes de l’Organisation Internationale des Autorités de Contrôle des Pensions relatifs au contrôle des pensions privées. La Méthodologie propose une approche structurée afin d’évaluer la conformité de la réglementation des pensions professionnelles d’une juridiction aux Principes fondamentaux de réglementation des pensions professionnelles.

L’étude présente des données comparatives quant à l’incidence de divers facteurs sur l’offre de compétences. Elle ménage une place de choix aux compétences en numératie et en résolution de problèmes, et explore les liens entre la numératie et les facteurs sociodémographiques clés ainsi que les résultats sur le marché du travail et les gains. L’étude met en lumière l’importance de la résolution de problèmes en définissant cette compétence de base et en explorant ses facteurs déterminants ainsi que son influence relative sur les résultats importants sur le marché du travail. Le rapport présente aussi une analyse du rendement dans plusieurs domaines de compétence. Il examine les profils de compétences de divers groupes de population définis en fonction des caractéristiques démographiques et socioéconomiques des personnes dont les résultats sont jugés faibles dans un ou plusieurs domaines de compétence et explore les conséquences qui en résultent. Enfin, le rapport examine la disparité des compétences sur le marché du travail et son lien avec l’apprentissage des adultes. L’ampleur et la répartition de la disparité entre les exigences courantes en matière de littératie et les compétences en littératie des travailleurs constituent un enjeu important qui est abordé dans cette étude.

    Abstract: When the OECD was founded in 1961, health systems were gearing themselves up to deliver acute care interventions. Sick people were to be cured in hospitals, then sent on their way again. Medical training was focused on hospitals; innovation was to develop new interventions; payment systems were centred around single episodes of care. Health systems have delivered big improvements in health since then, but they can be slow to adapt to new challenges. In particular, these days, the overwhelming burden of disease is chronic, for which ‘cure’ is out of our reach. Health policies have changed to some extent in response, though perhaps not enough. But the challenge of the future is that the typical recipient of health care will be aged and will have multiple morbidities. This book examines how payment systems, innovation policies and human resource policies need to be modernised so that OECD health systems will continue to generate improved health outcomes in the future at a sustainable cost.

    Abstract: In the three decades to the recent economic downturn, wage gaps widened and household income inequality as measured by GINI increased in a large majority of OECD countries. This occurred even when countries were going through a period of sustained economic and employment growth. This report analyses the major underlying forces behind these developments. It examines to which extent economic globalisation, skill-biased technological progress and institutional and regulatory reforms have had an impact on the distribution of earnings. The report further provides evidence of how changes in family formation and household structures have altered household earnings and income inequality. And it documents how tax and benefit systems have changed in the ways they redistribute household incomes. The report discusses which policies are most promising to counter increases in inequalities and how the policy mix can be adjusted when public budgets are under strain.     Abstract: The global financial crisis interrupted a protracted period of strong economic growth in the Russian Federation. Despite a large decline in output, job losses and hikes in unemployment remained rather modest, and much of the labour market adjustment took place through reduced working hours and, in particular, real wages. Notwithstanding the recent recovery, the Russian labour market remains characterised by significant structural imbalances resulting in widespread segmentation and large earnings inequalities. To improve the balance between labour market flexibility and the protection of workers, the Russian Federation needs to reinforce its labour market institutions.Poverty and income inequalities remain well above the OECD average. Family policy is focused on increasing birth rates, but is ineffective in reducing poverty as working adults and children make up 60% of the poor. Instead, social policy is focused on the elderly and disabled, and in recent years there has been significant increases in transfer payments to pensioners. Recent reform is likely to “eradicate” poverty among pensioners, as measured by official benchmarks, but raises questions about the long-term financial sustainability of the private pensions system. Rapid population ageing further contributes to the need to raise the low standard pensionable ages in Russia and limit access to early pensions. The challenge for Russia will be to rebalance its social policy towards more effective support for parents to combine work and family life.

    Abstract: Presque tous les travailleurs ont un niveau d’instruction correspondant au moins au deuxième cycle de l’enseignement secondaire, et l’enseignement professionnel contribue à assurer aux jeunes un passage à l’emploi parmi les plus réussis de la zone de l’OCDE. L’enseignement supérieur jouit d’une excellente réputation, comme en témoignent le taux de publications scientifiques par rapport à la population, l’un des plus élevés de la zone de l’OCDE, et le rang élevé qu’occupent les universités helvétiques dans les classements internationaux. La participation à la formation continue est l’une des plus fortes de la zone de l’OCDE. Les résultats relevés pour les enfants de milieu socio-économique modeste ou issus de l’immigration ne sont pas vraiment à la hauteur de la qualité du système d’enseignement. Améliorer l’éducation préscolaire et l’offre de structures d’accueil des très jeunes enfants permettrait à ces derniers, surtout aux deux catégories d’enfants précitées, de mieux réussir dans leur scolarité ultérieure. Dans l’enseignement obligatoire les établissements devraient être tenus plus responsables de leurs résultats. En ce qui concerne l’enseignement supérieur, les taux de diplômés enregistrés parmi les jeunes sont peu élevés pour un pays de l’OCDE à haut revenu, ce qui tient à l’importance de la filière professionnelle du deuxième cycle de l’enseignement secondaire. Une augmentation du nombre de diplômés de l’enseignement supérieur pourrait se traduire par des gains de productivité, surtout face au vieillissement de la population. Les dépenses publiques par élève de l’enseignement préscolaire sont faibles par comparaison avec les autres pays, alors que les dépenses par diplômé de l’enseignement supérieur universitaire figurent parmi les plus élevées de la zone de l’OCDE.

Cela étant, mesurer la qualité des soins de santé n’est pas sans poser de difficultés. Certains problèmes ont pu être surmontés grâce au projet de l’OCDE sur les indicateurs de qualité des soins de santé mais un grand nombre subsistent. Si les décideurs veulent véritablement disposer de meilleures données sur la qualité des soins, ils doivent améliorer leurs systèmes d’information sur la santé. La présente publication décrit les indicateurs de qualité comparables au plan international qui sont actuellement disponibles et la façon d’établir un lien entre ces indicateurs et l’application de mesures en faveur de la qualité telles que l’agrément, la formulation de recommandations de bonnes pratiques médicales, la rémunération selon la performance, et la mise en œuvre de programmes nationaux de sécurité et de systèmes d’information sur la qualité.

This new edition builds on the original OECD Manual, published in 2000, and the Guide to Producing National Health Accounts to create a single global framework for producing health expenditure accounts that can help track resource flows from sources to uses. The Manual is the result of a four-year collaborative effort between the OECD, WHO and the European Commission, and sets out in more detail the boundaries, the definitions and the concepts – responding to health care systems around the globe – from the simplest to the more complicated.

It offers new insights into the factors that influence the formation of adult skills in various settings – at home and at work – for the eleven countries participating in the first and last round of data collection between 2003 and 2008. The study offers comparative evidence on the impact of various factors on the supply of skill. The study offers a special focus on numeracy skills and problem solving skills. It explores the relationships between numeracy and key socio-demographic factors as well as labour market outcomes and earnings. It highlights the importance of problem solving skills by defining this foundational skill and by exploring its determinants as well as its relative role in influencing important labour market outcomes. The report offers also an analysis of performance across multiple skill domains. It investigates the skill profiles of various population groups defined in terms of the demographic and socioeconomic characteristics of those who score at levels deemed to be low in one or more skill domains and explores the resulting consequences. The report concludes by investigating the issue of skill mismatch in the labour market and its relationship to adult learning. The extent and distribution of mismatch between the day-to-day literacy related requirements of workers and the literacy skills they have obtained is an important issue that is being explored in this study.

DIOC-E offre la possibilité d’étudier différents aspects de la migration sud-sud et de réaliser des comparaisons fiables avec la migration sud-nord. En particulier, des données plus fiables provenant des pays d’origine permettent de calculer des taux d’expatriation par niveaux d’instruction en incluant les grands pays de destination hors de la zone OCDE. Cela remet en question des conclusions établies précédemment sur l’importance relative de la migration dans différentes régions du monde, affine les caractéristiques principales des émigrés et donne un éclairage sur des questions clés comme la dimension « genre » de la migration internationale et la sélectivité des mouvements migratoires. DIOC-E (version 2.0) contient des données pour 89 pays de destination, dont 61 sont en dehors de la zone OCDE. La base de données contient des informations par niveaux d’instruction, âge, sexe et résultats sur le marché du travail pour 110 millions de migrants âgés de 15 ans et plus, soit environ 72 % de l’estimation mondiale des migrants internationaux. Au total, 46.8 millions de migrants (43.6 %) sont faiblement qualifiés, 37.5 millions (35 %) ont un niveau d’éducation intermédiaire et 23 millions (21.5 %) sont hautement qualifiés. Bien que la migration faiblement qualifiée prédomine en termes absolus, tant vers les pays de l’OCDE que vers les pays non membres, les taux d’expatriation des migrants hautement qualifiés dépassent les taux d’expatriation globaux dans toutes les régions, reflétant ainsi la sélectivité de la migration. Les analyses économétriques des déterminants bilatéraux de la migration des personnes hautement qualifiées distinguent la migration sud-nord des migrations sud-sud. En ce qui concerne la migration vers les pays de l’OCDE, la relation entre le taux d’expatriation des personnes hautement qualifiées et le niveau de revenus des pays d’origine suit une courbe en U inversée.     Abstract: This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development. In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. In this respect, the book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyses the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries. The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development.

    Abstract: Sickness and disability policy reform has been a priority for OECD countries wanting to improve employment and social outcomes in this domain. The recent recession and corresponding fall in labour demand is expected to hit marginalised workers, including workers with health problems or disability, harder than the broader working-age population. There is a pressing need for policy makers to address the recent “medicalisation” of labour market problems, a phenomenon that appears to underlie much of the difficulties countries find in disability policy making. This report is an assessment of the Canadian situation, albeit through the lens of the federal government and the provinces of Québec, British Columbia and Manitoba. It looks at the current state of play following a decade of various reforms and preceding a period where further revisions are likely.

    Abstract: Today’s global policy climate underlines the importance of better addressing non-economic dimensions of well-being and social progress such as health, social engagement, political interest and crime. Education plays an important role in shaping indicators of progress. However, we understand little about the causal effects, the causal pathways, the role of contexts and the relative impacts that different educational interventions have on social outcomes. This report addresses challenges in assessing the social outcomes of learning by providing a synthesis of the existing evidence, original data analyses and policy discussions. The report finds that education has the potential to promote health as well as civic and social engagement. Education may reduce inequalities by fostering cognitive, social and emotional skills and promoting healthy lifestyles, participatory practices and norms. These efforts are most likely to be successful when family and community environments are aligned with the efforts made in educational institutions. This calls for ensuring policy coherence across sectors and stages of education.

    Abstract: Too many workers leave the labour market permanently due to health problems or disability, and too few people with reduced work capacity manage to remain in employment. This is a social and economic tragedy common to virtually all OECD countries. It also raises an apparent paradox that needs explaining: Why is it that the average health status is improving, yet large numbers of people of working age are leaving the workforce to rely on long-term sickness and disability benefits? This report, the last in the OECD series Sickness, Disability and Work: Breaking the Barriers, synthesises the project’s findings and explores the possible factors behind the paradox described above. It highlights the roles of institutions and policies and concludes that higher expectations and better incentives for the main actors – workers, employers, doctors, public agencies and service providers – are crucial. Based on a review of good and bad practices across OECD countries, this report suggests a series of major reforms are needed to promote employment of people with health problems. The report examines a number of critical policy choices between: tightening inflows and raising outflows from disability benefit, and promoting job retention and new hiring of people with health problems. It questions the need for distinguishing unemployment and disability as two distinct contingencies, emphasises the need for a better evidence base, and underlines the challenges for policy implementation.

    Abstract: OECD's comprehensive 2010 review of labour market and social policies in Estonia. It finds that since Estonia regained its independence in 1991, its labour and social policies have been marked by a strong commitment to fiscal prudence, flexible markets, and work incentives. Labour market performance steadily improved during the mid-1990s and beyond, until the advent of the global economic crisis in 2008. Estonia was not well prepared for the slowdown and its economy has been hit especially hard. The downturn has required painful policy adjustments. Today, Estonia’s public social spending remains among the lowest in the OECD; its social programmes support persons in need, but the benefits they receive are usually modest and some of the jobless receive no benefits. However, the country offers one of the world's most generous parental-benefit programmes and has begun to phase in a three-tier pension system.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Abstract: Greater integration into the world economy and important policy reforms have resulted in Brazil, China, India and South Africa becoming major actors in the globalisation process, with impressive results in terms of economic growth, social development and poverty reduction. But the benefits of stronger growth have not always been shared equally and income inequality has remained at very high levels. Existing evidence suggests that the evolution of the distribution of income in these four countries is the result of many forces. These include demographic change, migration, unequal access to education, informal employment, existing regulations and their enforcement, social norms and cultural legacy. These forces are often interlinked and reinforce one another. However, as employment is the primary source of income for most households, understanding the impact of labour market outcomes is crucial. This book focuses on the role of growth and employment/unemployment developments in explaining recent income inequality trends in Brazil, China, India and South Africa, and discusses the roles played by labour market and social policies in both shaping and addressing these inequalities. It includes the papers presented at the joint OECD and European Union High-Level Conference on Inequalities in Emerging Economies held in Paris in May 2010. This work is part of OECD’s ongoing dialogue and co-operation with non-member economies around the world.

    Abstract: Despite the promise they hold out, implementing information and communication technologies (ICTs) in clinical care has proven to be a very difficult undertaking. More than a decade of efforts provide a picture of significant public investments, resulting in both notable successes and some highly publicised costly delays and failures. This has been accompanied by a failure to achieve widespread understanding among the general public and the medical profession of the benefits of electronic record keeping and information exchange. With consistent cross-country information on these issues largely absent, the OECD has used lessons learned from case studies in Australia, Canada, the Netherlands, Spain, Sweden and the United States to identify the opportunities offered by ICTs and to analyse under what conditions these technologies are most likely to result in efficiency and quality-of-care improvements. The findings highlight a number of practices or approaches that could usefully be employed in efforts to improve and accelerate the adoption and use of these technologies.

    Abstract: Measuring Innovation: A New Perspective presents new measures and new ways of looking at traditional indicators. It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landscape is being reconfigured by convergence, interdisciplinarity and the new geography of innovation hot spots. It presents broader measures of innovation, for example using new indicators of investment in intangible assets and trademarks. Human capital is the basic input of innovation, and a series of indicators looks at how well education systems are contributing to the knowledge and research bases. Further series examine how firms transform skills and knowledge, and shed light on the different roles of public and private investment in fostering innovation and reaping its rewards, with concrete examples from major global challenges such as health and climate change. Measuring Innovation is a major step towards evidence-based innovation policy making. It complements traditional “positioning”-type indicators with ones that show how innovation is, or could be, linked to policy. It also recognises that much more remains to be done, and points to the measurement challenges statisticians, researchers and policy makers alike need to address.

Medical conditions, or problems labelled as such by societies and policy systems, are proving an increasing obstacle to raising labour force participation and keeping public expenditure under control. More and more people of working age rely on sickness and disability benefits as their main source of income, and the employment rates of those reporting disabling conditions are low. This report is an assessment of the Swedish reforms, which aim to lower inactivity and increase participation, against the background of recent trends and policy responses in other OECD countries. It looks at what Sweden is currently doing and what more it could do to transform its sickness and disability schemes from passive benefits to active support systems that promote work.

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

Are a patient's chances of dying within 30 days after admission to a hospital with a heart attack lower in Canada than in Korea? Are surgeons in some countries more likely to leave “foreign bodies” behind after operations or make accidental punctures or lacerations rates when performing surgery? The need for answers to these kinds of questions and the value of measuring the quality of health care are among the issues addressed in this publication. Many health policies depend on our ability to measure the quality of care accurately. Governments want to increase “patient-centeredness”, improve co-ordination of care, and pay providers of high-quality care more than those who underperform. However, measuring the quality of health care is challenging. The OECD’s Health Care Quality Indicator project has overcome some of the problems, though many remain. If policy makers are serious about improving the body of evidence on the quality of care, they need to improve their health information systems. This publication describes what international comparable quality measures are currently available and how to link these measures to quality policies such as accreditation, practice guidelines, pay-for-performance, national safety programmes and quality reporting.

    Abstract: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

En conclusion, ce rapport estime que des changements supplémentaires sont nécessaires, notamment afin de mieux coordonner les programmes fédéraux et provinciaux, de faciliter l’accès aux services et aux aides grâce à un système de guichet unique et à un cadre de responsabilité mutuelle, et d’identifier le handicap et d’intervenir le plus tôt possible. Les employeurs ont aussi un rôle important pour éviter que les gens se détachent du marché du travail.

Cette publication se fonde sur les cinquante années d’expérience de l’OCDE dans l’élaboration d’indicateurs, pour aller au-delà de la R-D et décrire le contexte plus large dans lequel s’inscrit l’innovation. Elle présente des indicateurs expérimentaux qui renseignent sur de nouveaux domaines d’action des pouvoirs publics. Elle met aussi en évidence les lacunes du dispositif de mesure et propose des solutions pour y remédier. Cette publication commence par décrirel’innovation aujourd’hui. Elle examine les facteurs qui incitent les entreprises à innover et montrent comment la convergence, l’interdisciplinarité et la nouvelle géographie des pôles d’innovation transforment le paysage de la science et de la recherche. Cette publication élargit la panoplie d’outils de mesure de l’innovation, en utilisant par exemple de nouveaux indicateurs sur les investissements dans les actifs immatériels et sur les marques déposées. Le capital humain étant au cœur de l’innovation, une série d’indicateurs vise à rendre compte de la contribution des systèmes d’enseignement au socle de la connaissance et de la recherche. D’autres séries montrent comment les entreprises transforment les compétences et le savoir. A l’aide d’exemples concrets concernant les grands enjeux planétaires tels la santé ou le changement climatique, ces séries éclairent aussi les différents rôles des investissements publics et privés pour encourager l’innovation et en récolter les fruits. Mesurer l’innovation marque une étape importante dans l’évolution vers l’élaboration de politiques d’innovation étayées par des données concrètes. Cette publication complète les indicateurs « de positionnement » classiques par de nouveaux outils qui soulignent comment l’innovation est, ou pourrait être, liée à la politique menée. Elle constate également qu’il reste encore beaucoup à faire et met en évidence les tâches qui doivent retenir l’attention des statisticiens, chercheurs et décideurs en matière de mesure de l’innovation. Dans la zone OCDE, le taux de chômage des jeunes (15-24) a progressé de près de 6 points de pourcentage entre fin 2007 et fin 2009 pour atteindre près de19 %. Il y a actuellement environ 15 millions de jeunes au chômage dans la zone OCDE, soit environ 4 millions de plus que fin 2007. Dans des pays comme la France et l’Italie, environ un jeune actif sur quatre se retrouve au chômage, alors qu’en Espagne, c’est le cas pour plus de 40% d’entre eux.

    Abstract: Trop de travailleurs quittent définitivement le marché du travail pour des raisons de santé ou à cause d’une incapacité, et rares sont les personnes qui conservent un emploi lorsque leur capacité de travail est réduite. C’est là une tragédie sociale et économique commune à la quasi-totalité des pays de l’OCDE, qui est à l’origine d’un paradoxe apparent méritant explication : alors qu’en moyenne la santé s’améliore, pourquoi de nombreux individus en âge de travailler quittent-ils la population active pour vivre de leurs prestations de maladie de longue durée ou d’invalidité ? Ce rapport, le dernier de la série de l’OCDE intitulée Maladie, invalidité et travail : surmonter les obstacles synthétise les conclusions du projet et étudie les facteurs qui peuvent expliquer ce paradoxe. Il met en lumière le rôle des institutions en place et des politiques mises en œuvre et conclut qu’il est essentiel pour les principaux acteurs – travailleurs, employeurs, médecins, organismes publics et prestataires de services – de rehausser les attentes et d’améliorer les incitations. À partir d’un examen des bonnes et mauvaises pratiques observées dans les pays de l'OCDE, le rapport suggère qu’une série de réformes de fond s’impose afin de promouvoir l’emploi des personnes atteintes de problèmes de santé. Le rapport examine plusieurs options d’arbitrage essentielles entre des politiques de diminution du nombre de nouveaux bénéficiaires du régime d’invalidité et d’augmentation du nombre de sorties de ce régime, de maintien dans l’emploi ou de recrutement de personnes souffrant de problèmes de santé. Il s’interroge sur la nécessité de dissocier chômage et invalidité en tant qu’aléas distincts, souligne combien il importe de disposer d’une meilleure base de données d’observation et insiste sur les difficultés de mise en œuvre des politiques retenues.     Abstract: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.

    Abstract: Is the value of reducing environmental risk greater for children than for adults? If so, what does this mean for policy makers? This report, the final output of the Valuation of Environment-Related Health Impacts (VERHI) project, presents new research findings on these key environmental policy questions. The authors estimate a "VSL" (Value of a Statistical Life) for children and adults based on new methodological approaches for valuing children’s health. The survey work is distinguished by its international dimension (surveys were conducted in the Czech Republic, Italy and the United Kingdom) and by the extensive development efforts undertaken. The result: Two new survey instruments based on different methodological approaches; new estimates of the VSL for adults and children; analysis of the effects of context and other factors on risk preferences; presentation of novel ways to communicate risk, including a variety of visual aids; and insights that identify interesting paths for further study.
